ONDC to Be Open to Public Soon to Counter Amazon, Walmart’s Dominance: ONDC Exec

The Open Network for Digital Commerce (ONDC) — India’s e-commerce network to end the dominance of US companies Amazon and Walmart — will be soon open to the public, said an official, as per a report. The pilot phase for India’s domestic digital commerce initiative began in April. In cities including Delhi NCR, Bengaluru, Bhopal, Coimbatore and Shillong, the customers were allowed to do transactions on the UPI-type protocol. Through the ONDC platform, the government will mostly promote the small merchants and rural consumers. For the ease of customers in India, the app will be available in various Indian languages.

Speaking at the Saral 2022 Mega E-commerce Summit, ONDC’s Chief Business Officer Shireesh Joshi mentioned that the digital network will be open to public soon, as per a PTI report. The government has been continuously working on the platform and will schedule the availability to general public in the coming time.

ONDC is India’s domestic effort in the e-commerce space to curb the dominance of two large multinational e-commerce players — Amazon and Walmart. Both the US companies currently control more than half of India’s e-commerce trading.

ONDC will provide platform and space to small merchants and rural consumers by steeing up standards for voluntary adoption by sellers, logistics providers or payment gateways.

The platform was launched in April. The move was taken after India’s antitrust body raided several domestic sellers of Amazon and some of Walmart’s Flipkart following complete law violation accusations.

PS5 India July 23 Restock: How to Pre-Order PlayStation 5 Digital Edition

PS5’s July restock is here, and it’s a unique one. Today at 12pm noon, only the disc-less variant of Sony’s elusive next-gen console — PS5 Digital Edition, priced at Rs. 39,990 — will be up for pre-order in India. This has never happened before, going back to the India launch of the PlayStation 5 in February 2020. In every restock since, Sony India has offered the Rs. 49,990 Blu-ray-equipped PS5 on its own, or along with the PS5 Digital Edition, and in recent months, the Gran Turismo 7 bundle. This also means that for the first time since November 2021, the more expensive PlayStation 5 won’t have a monthly restock in India. Hopefully, things return to normal in August.

If you are trying to buy PS5 Digital Edition online, you can do that on Amazon, Croma, Flipkart, Game Loot, Games The Shop, Reliance Digital, Sony Center, and Vijay Sales. You can also check out game stores near you. Those tend to be a better shot at times. Though as has been the case for over a year now — the PS5 celebrated its first birthday in India earlier in 2022 — the big concern is whether you can actually manage to buy one, given Sony India’s continued inventory struggles.

The July 23 PlayStation 5 restock is just the 11th time Sony’s disc-less PS5 is being made available for pre-order in India, since its launch in February 2020. (By contrast, interested buyers have had the opportunity to pre-order the Blu-ray-equipped variant of Sony’s flagship console 17 times now, with the June restock being the latest one.) Of course, that is far from the only hassle with buying a PlayStation 5 in India. Every single time, the likes of Croma and Games The Shop have shown themselves to be unable to handle the load. Even Amazon has had trouble a few times. Additionally, Croma, Flipkart and Reliance Digital are also known for cancelling PS5 pre-orders due to their own technical challenges.

Curiously — just as it happened in May — Sony Center website ShopAtSC hasn’t yet given us an expected shipping date for the July 23 PS5 restock. At the time of writing, its FAQ page — which continues to carry a COVID-19 boilerplate long after delivery restrictions had been removed — hasn’t been updated this time around. Going by earlier estimations, the shipping date for the new PS5 Digital Edition pre-orders should be a week to 10 days from July 23. Whatever it is, all official PS5 online retailers — including Amazon, Croma, Flipkart, GameLoot, Games The Shop, Reliance Digital, and Vijay Sales — should be in line with Sony Center. At times, we have seen some online retailers ship out their PS5 pre-orders prior to the announced delivery date too.

Walmart’s PhonePe Planning to Move Its Headquarters From Singapore to India

Walmart group digital payments firm PhonePe is planning to shift its headquarters from Singapore to India, according to a source privy to the development.

Flipkart, the largest shareholder of the firm, will continue to remain headquartered in Singapore and there is no decision to shift its base.

When contacted, a PhonePe spokesperson confirmed the development.

“We are in the process of moving our registered entity from Singapore to India,” the PhonePe spokesperson said.

An email query sent to Flipkart elicited no reply.

Flipkart had partially spun-off PhonePe in December 2020 to enable the payments firm to access dedicated capital to fund its long-term ambitions over the next three to four years.

The e-commerce firm continues to be its biggest shareholder.

As per the last fundraiser of $700 million (nearly Rs. 5,600 crore) PhonePe was valued at $5.5 billion (nearly Rs. 44,000 crore).

PhonePe had crossed the 250 million registered user milestone, with over 100 million monthly active users (MAU) generating nearly one billion digital payment transactions in October 2020.

In April, Digital payments platform PhonePe said it plans to more than double its total employee strength to 5,400 across the country by the end of December 2022 from its existing 2,600-strong workforce.

“There are about 2,800 open job positions that the company is planning to fill in the next 12 months across Bengaluru, Pune, Mumbai, Delhi, and the rest of the country,” PhonePe said, adding that hiring will be across levels and functions for engineering, product, analytics, business development and sales teams.

India’s Proposed IT Rules, Panel Formation for Content Moderation Decisions Concern US Tech Giants

US lobby groups representing Facebook and Twitter are concerned India’s plan to form a government panel to hear appeals against content moderation decisions could lack independence, documents seen by Reuters show. The proposed policy change is the latest flashpoint between India and technology giants which have for years said stricter regulations are hurting their business and investment plans. It also comes as India clashes with Twitter in a high-profile spat, which recently saw the social media firm sue the government in a local court to revoke some content removal orders.

The June proposal mandates social media companies must comply with a newly formed government panel which will decide on user complaints against content moderation decisions. The government has not specified who would be on the panel.

But the US-India Business Council (USIBC), part of the US Chamber of Commerce, and US-India Strategic Partnership Forum (USISPF), have both raised concerns internally, saying the plan raises worries about how such a panel could act independently if the government controls its formation.

The rules will create a Grievance Appellate Committee (GAC) “which is entirely controlled by the (IT) Ministry, and lacks any checks or balances to ensure independence,” USIBC stated in an internal July 8 letter addressed to India’s IT ministry.

“In the absence of industry and civil society representation, such GACs may result in over regulation from the government.”

The new Indian proposal was open for public consultation until early July and no fixed date for implementation has been set.

Underscoring its concerns, USIBC noted that other countries like the European Union guarantee principles of “fairness and impartiality” in its appeal process, while a government-funded think tank in Canada recommends an “impartial dispute resolution” by a “disinterested professional body”.

The other group, USISPF too expressed concern internally in one document dated July 6, questioning “how will its (panel’s) independence be ensured.”

Together, USIBC and USISPF represent top technology companies such as Facebook, Twitter, and Alphabet Inc’s Google — companies that often receive government takedown requests or carry out content review proactively.

USIBC, Facebook and Google did not respond to requests for comment, while USISPF and Twitter declined comment. India’s IT ministry did not respond.

A senior Indian official told Reuters on Wednesday the government was open to not having an appeals panel if companies come together and form their own “fairly neutral” self regulatory system of addressing user problems.

“If they don’t do it, government will have to. The panel is expected to operate independently,” said the official.

Tension flared between India and Twitter last year when the company declined to comply fully with orders to take down accounts the government said were spreading misinformation. Twitter has also faced backlash for blocking accounts of influential Indians, including politicians, citing violation of its policies.

Other US tech companies such as Mastercard, Visa, Amazon, and Walmart’s Flipkart have had a host of issues with Indian policies on data storage, stricter compliance requirements as well as some foreign investment rules many executives say are protectionist in nature.

The Indian government has said it was forced to announce the new rules in a bid to set “new accountability standards” for social media giants.

Without specifying which rights, the proposals also call for companies to “respect the rights guaranteed to users under the Constitution of India” as companies had “acted in violation” of such rights.

Both USIBC and USISPF note in their documents they believe fundamental rights in India can’t be enforced this way.

“The fundamental rights are not enforceable against private companies … The rule appears to be broad, and will be difficult to demonstrate compliance,” USIBC said.
