As we commemorate World Teachers’ Day – along with key partners such as the International Labour Organization, UNICEF, UNESCO and Education International – Education Cannot Wait honours the sacrifice, compassion and dedication of the world’s teachers. We know you work long hours, with low pay. We know that after COVID-19, we face a massive learning and achievement gap. We know that world leaders have done far too little to support education or people like you on the frontlines, making learning happen day-in, day-out in classrooms around the world.

In the best of circumstances, being a teacher is a challenge. Now imagine what it is like for teachers in a crisis or conflict-hit area in Afghanistan, Colombia, Syria or Uganda. Imagine what it’s like teaching while being one of the millions fleeing wars, conflicts and disasters without any support. Teachers walk to school in fear of attack, bombings, abductions, and other forms of violence and threats. They see their schools swept away in floods and sometimes their family wakes up hungry because of climate change-related droughts. This is the reality facing millions of teachers in the world’s worst humanitarian crises.

We must do better. Education Cannot Wait, the UN global fund for education in emergencies and protracted crises, puts teachers at the forefront of everything we do. The teachers are themselves affected by conflicts and climate-induced disasters, and yet they have to serve as mentors and caretakers – inspiring their students to develop and reach their full potential. We cannot underestimate the heroic work carried out by teachers in the most difficult circumstances.

Through ECW’s joint programming, or Multi-Year Resilience Programmes, 100% of the teachers we support receive skills building and training to succeed in the work they do. Since inception, we have trained over 140,000 teachers. In 2022 alone, we recruited and provided financial support to over 22,000 teachers and school administrators. We place a special emphasis on recruiting female teachers, with about half of all recruited teachers being women.

Now we must also focus on the quality of the training we provide in order to elevate and deepen the quality of education provided. That means expanded skills training and continued education for students, it means smaller classroom sizes, it means enabling policies at the local and national level, it means climate resilience in the classroom, so when the next disaster strikes, we are ready.

Together, we can make a better world. Teachers everywhere deserve our respect and admiration. Teachers cannot and should not wait! Join ECW and our strategic partners in supporting teachers in the toughest humanitarian crises on the globe. Let us all bow to them. Let us contribute with funding and a donation today.

With Quality Education, Youth are Empowered with the Green Skills to Save Our Planet — Global Issues

On International Youth Day, ECW and our global partners urge world leaders in the public and private sectors to ensure today’s youth have the green skills they need to save our planet. The climate-change challenges and the detrimental impact are enormous – severely affecting the planet, as well as basic services and our very survival.

According to the recent position paper by the United Kingdom Foreign, Commonwealth & Development Office (FCDO): “Addressing the climate, environment, and biodiversity crises in and through girls’ education”, the climate crisis is impacting the education of 40 million children every year. “Education is an assumed, but hugely undervalued, component of responses to climate change impacts, and efforts to mitigate and adapt to them. It is essential for reducing vulnerability, improving communities’ resilience and adaptive capacity, identifying innovations, and for empowering individuals to be part of the solution to climate and environmental change,” states the position paper.

Recent global estimates from Education Cannot Wait (ECW) – the United Nations global fund for education in emergencies & protracted crises – indicate that the number of crisis-impacted children who urgently need education support has spiked by as much as 25 million over the past year.

According to the new ECW Global Estimate Study: “Climate change interacts with underlying crisis drivers to increase crisis severity and worsen education outcomes. For example, droughts in East Africa deplete livelihoods, boost displacement, and undermine food security, worsening access to education and learning and accelerating protection needs.”

As we ramp up efforts to deliver on the Paris Agreement, Sendai Framework for Disaster Risk Reduction and Sustainable Development Goals at this year’s SDG Summit and Climate Talks (COP28), we must ensure that quality education, as a critical response to climate change adaptation, mitigation and resilience – especially for children and adolescents caught in emergencies – is inserted into the climate agenda, funding decisions and global policy. Because, climate change is not a stand-alone sector. It impedes and prevents the education of 224 million children and youth today, and their ability to survive and protect our planet tomorrow.

As we build toward COP28, ECW will work closely with the Green Climate Fund, Global Environment Facility, Adaptation Fund and other multilateral and bilateral funds – along with the private sector – to develop solution-oriented and actionable commitments to ensure that education in emergencies both responds to immediate crises, while also equipping communities with the knowledge and skills they need to adapt, mitigate, and build resilience in the face of an uncertain future.

For today’s youth, this means ensuring they receive a quality education in some of the highest-risk climate disaster areas on the globe. It also means to empower them with the knowledge and skills they need to develop, access and advance the green economy, and have the capacity to lead and make sustainable decisions for their communities and countries.

Youth are the human power of a green economy and of climate action and climate resilience. Financial investments in climate change mean financial investments in the education of 224 million children and adolescents. Empowered with an education, they will save their communities, their countries and our planet. If not them, who? Without them, how?

Impatience as a Virtue — Global Issues

Over the past few months, we have met with refugee children, teachers, parents, community leaders, implementing partners, strategic donors and government officials in Colombia, South Sudan and Chad. Time and again we have seen first-hand how climate change, armed conflict and forced displacement severely disrupt lives, destroy hope and dramatically impede progress toward our global promise of inclusive quality education for all.

As stressed by United Nations Resident and Humanitarian Coordinator in Chad, Violet Kenyana Kakyomya, in this month’s ECW high-level interview: “Refugees have been exposed to trauma due to the violence they witnessed and experienced, which for children can have short- and long-term negative effects on their physical, mental, cognitive and emotional development.” In this context, access to education is a crucial protection measure.

Unless we act now as a global community, we will lose an entire generation of children and, with them, future generations. We will leave behind a legacy of broken promises, denial of opportunity and loss of hope. The most effective way to counter this is to empower today’s generation with the academic, social-emotional learning, mental health, self-confidence, empathy skills and tools to reverse and mitigate the avalanche of despair and destruction and to build back better.

Above all, we need to #EmpowerHer – namely the millions of crisis-affected girls who are among the furthest left behind and yet who have so much to contribute in changing the world for the better.

Education is the most powerful means to break cycles of violence – committed on both human beings and mother nature. Education is the best pathway to end conflicts and climate disasters. Because the world needs profoundly educated people who can both think and feel; and, who know how to put this vision into action. None of this can wait.

The task is daunting, urgent and requires immediate action. Our recent global estimates study provides a clearer picture than ever of the growing challenges. In all, the new estimates indicate as many as 224 million crisis-impacted children are in urgent need of a quality education.

As we reflect on our progress in advance of this year’s UN SDG Summit, UN General Assembly, Climate Talks (COP28), and Global Refugee Forum, we must unite with a sense of urgency, impatience and concrete action to ensure Education Cannot Wait and our global strategic partners receive the financing required to deliver an inclusive and continued quality education. Our shared goal is to make more than #222MillionDreams come true.

With more funding, we can deliver faster and further, together.

In June, we launched new investments in South Sudan, Central African Republic and Somalia. Our proven results-focused strategy exists. The political will is there. The systems and processes for coordination of joint programming are in place. The missing link is financing. We need fully funded joint programmes across sub-Saharan Africa, Latin America, the Middle East and Asia.

It is possible to do: together, we continue our global advocacy efforts to urgently mobilize more than US$1.5 billion to realize ECW’s goal of reaching 20 million children and adolescents over the next four years of our strategic plan.

This is not only a very realistic and logical goal. It is an existential imperative requiring action now – not waiting for better financial prospects or until the world is a better place.

As the late UN Secretary-General, Dag Hammarskjold, said: “It is when we all play safe that we create a world of utmost insecurity.”

We can’t play it safe. If there is any virtue we all need today, it is to be unapologetically impatient.

No Peace Until Peace For All — Global Issues

Together, this work will propel our efforts to achieve the Sustainable Development Goals and the UN Convention on the Rights of the Child. To deliver on these commitments, we urgently appeal for substantial, sustained increases in public and private sector funding support for quality education – especially for the more than 222 million crisis-impacted girls and boys who desperately need it.

These include refugee girls and boys fleeing conflict in Sudan. In May, ECW made important new commitments to keep Sudan’s children, wherever they are, in school – as outlined in the joint Op-Ed by The Rt. Hon. Gordon Brown and I in The Times.

During my mission with UNHCR and UNICEF to the border region of Chad with Sudan just two weeks ago, we announced a fast-acting emergency response to UNHCR and civil society with total funding in Chad now topping US$41 million. Here, I would like to appeal for additional funding to UNICEF who stands ready to deliver urgently needed education to host-communities already living in abject poverty along the borders in Chad.

Together with governments, donors and civil society partners, we are working to expand our support in response to the refugee arrivals in other neighbouring countries as we unite in our efforts to respond to the enormous, urgent needs accounted for in the Regional Refugee Response Plan.

At the May 2023 G7 Summit in Hiroshima, under the leadership of the Government of Japan, global leaders committed to “ensuring continued support to the Global Partnership for Education (GPE), Education Cannot Wait (ECW) and UN agencies, including UNESCO and UNICEF, as key partners in helping countries to build stronger education systems for the most marginalized children.” As outlined in the G7 Hiroshima Leaders’ Communique, this is an investment in “resilient, just and prospering societies.”

We must now turn these commitments into actions. This means every nation in the G7 must step up their support. As we lead into ECW’s four-year 2023-2026 Strategic Plan, we will welcome much needed substantial and new commitments from G7 leaders for the ECW strategic period.

The private sector will also play a key role in our resource mobilization plans. Our teams are working across the globe to develop new and innovative public-private partnerships, such as our recently announced agreement with the Zurich Cantonal Bank and the Government of Switzerland. Without the private sector and entrepreneurial spirit, we cannot meet the rapidly growing needs. In other words, abnormal problems require extraordinary solutions.

We will also work with Arab States, Nordic States and G20 nations to create new models for funding that crowd-in resources and know-how to deliver the depth, speed and agility needed to ensure quality education and holistic supports in places like Sudan, Ukraine and beyond.

Colombia has emerged as a model of this cross-sectorial approach. In this month’s high-level interview, we speak with Mireia Villar Forner, the United Nations Colombia Resident Coordinator/Humanitarian, who highlights the power of education in building sustainable development pathways. This is done through coordinated joint programmes through the United Nations coordination mechanisms. This is indeed one of the chief reasons that have allowed ECW to deliver with development depth and humanitarian speed.

Through ECW’s Multi-Year Resilience Programmes, we are providing transformative education investments in the humanitarian-development-peace nexus. This is good for business, good for government and good for the world. It also provides an optimized investment opportunity for Overseas Development Assistance, corporate social responsibility and philanthropic giving. By investing in education, we are investing in all of the SDGs. Without education, how can any of them be achieved?

The month of May was also Mental Health Awareness Month, and we announced an ambitious new target to have at least 10% of resources go to mental health and psychosocial services. We do so because we firmly believe that mental health is essential, if not also existential, to children and adolescents who having survived the most painful forms of violence and disasters.

I have no doubt that 2023 will go down as a landmark year in global funding support for education. ECW and our strategic partners will not stop until our work is done. There can be no peace, until there is peace for all, to cite Dag Hammarskjold. Indeed, there can be no peace without education. We will leave no child behind.

The Privilege of Making a Choice — Global Issues

As a result of the brutal internal armed conflict in Sudan right now, UNHCR projects that 860,000 people will flee across the borders as refugees and returnees into the Central African Republic, Chad, Egypt, Ethiopia, Eritrea and South Sudan. About 50% will be children and adolescents below 18.

Will they arrive alive? They can’t choose. They can only hope.

Making it worse, none of the neighboring countries has the financial and structural capacity to manage such influx, and yet they too, have no choice.

Indeed, an enormous international response will be required to support the Refugee Response Plan developed by 134 partners, including UN agencies, national and international NGOs and civil society groups, and launched on 4 May 2023.

Fleeing children and adolescents will need immediate psycho-social support and mental health care to cope with the stress and trauma of the conflict and perilous escape. They will need school meals. They will need water and sanitation. They will need protection. In the deep despair of their young lives, they will need a sense of normalcy and hope for their future. They need it now and a rapid response to establishing education can meet these needs.

Or to paraphrase ECW’s new Global Champion, the world-renowned journalist, Folly Bah Thibault – who reaffirms the need for speed and quality: the humanitarian-development nexus in action – in her high-level interview in this month’s ECW Newsletter, “We need to deliver with humanitarian speed and development depth.”

The choice is ours.

ECW is now traveling to the region to support host-governments, UN and civil society colleagues who jointly produced the Refugee Response Plan and who are on the ground working day and night in difficult circumstances. ECW will provide support both through an initial First Emergency Response investment and through our global advocacy.

We all have a choice to act now. Our choice is not between losing everything or die. Our choice is between action or inaction. Between humanity and indifference.

Prior to the breakout of the internal armed conflict in Sudan, Samiya*, a 17-year-old refugee student, wrote in her recent Postcard From the Edge: “Education is our future dream. Education is one of the most important factors to progress in life. Through education, people can thrive in their lives; they can also develop their skills and improve their life quality.”

We can help make Samya’s dream come true at the hardest, darkest moment of her life. Samiya does not have that choice. Only, we have that choice. Let us recognize it for what it is: as a privilege or blessing of choosing responsibility and humanity.

On International Day of Education, We Must Prioritize Girls in Humanitarian Crisis — Global Issues

Elsewhere in the world, millions of other girls living through humanitarian crises are also being deprived of the right to go to school. In their case, it isn’t necessarily a proclamation that bars them from learning, but hunger, conflict or the consequences of extreme weather induced by the climate crisis, sometimes a combination of all of these. And underpinning this, gender inequality means that the sheer fact they are girls means their education and rights often aren’t prioritized.

For example, at present, hunger is causing huge damage to girls’ education opportunities in the Horn of Africa, the Sahel, Haiti and other hotspots around the word.

Inclusive, quality education is a lifeline which has a profound effect on girls’ rights. But more needs to be done to make this a reality.

Girls in crisis settings are nearly 2.5 times more likely to be out of school than those living in countries not in crisis. One reason for this is that in emergencies and protracted crises, education responses are severely underfunded. The total annual funding for education in emergencies as a percentage of global sector-specific humanitarian funding in 2021 was just 2.9%.

Together with partners, Plan International and Education Cannot Wait (ECW), the UN’s global fund for education in emergencies and protracted crises, are calling for this proportion to be increased to at least 10% of humanitarian financing. This must include increased multi-year investments in the institutional capacities of local and national actors.

Today, on International Day of Education, we stand in solidarity with girls in Afghanistan and in all other crisis affected countries to say “education cannot wait.” Education is not only a fundamental human right, but a lifesaving and life-sustaining investment for girls affected by crisis. We must stand with girls as they defend this right.

Next month, when world leaders will gather in Geneva at the Education Cannot Wait High-Level Financing Conference, we urge donor governments to immediately increase humanitarian aid to education. We must translate our promises into action through bold, courageous and substantive financing.

This funding is essential if we are to build resilience in the most climate-exposed nations, where the consequences of extreme weather will all but certainly pose a threat to girls’ education in the years to come. Education budgets – which declined by two-thirds of low- and lower-middle-income countries after the onset of COVID-19 – must be protected and increased, especially in crisis-affected countries.

Investments should be geared towards building stronger education systems and tackling gender inequality and exclusion, with girls’ needs prioritized at every stage of programming. Governments should also ensure that refugee and internally displaced children aren’t overlooked, and make concrete commitments towards inclusive quality education for displaced children and youth at the Global Refugee Forum in December of this year.

Right now, 222 million crisis-affected children and adolescents are in need of urgent education support and more than half of those are girls. It is critical that Education Cannot Wait is fully funded with a minimum of US$1.5 billion in additional resources over the next four years, so that partners such as Plan International and others can deliver the critical programmes needed.

Too often, girls’ voices are silenced during emergencies, leaving their experiences invisible and their needs ignored and overlooked. It’s up to us to change this, for a more just, equal and peaceful world.

Transforming Girls Education, Changing The World — Global Issues

Despite the progress made in recent decades, gender inequality between girls and boys, in all their diversity, is deepening. According to a recent United Nations report, the interlinked crises: of armed conflicts, climate change and COVID-19 are putting the 2030 Agenda in “grave danger, along with humanity’s very own survival.” These multiplying challenges are “creating spin-off impacts on food and nutrition, health, education, the environment, and peace and security, and affecting all the Sustainable Development Goals.”

The COVID-19 pandemic has deepened the global learning crisis. Approximately 147 million children missed over half of in-person learning in 2020 and 2021 and it is estimated that 50% of refugee girls in secondary school may not return, when their classrooms reopen after COVID-19, whilst 222 million girls were not able to be reached by remote learning during the pandemic.

Shocking new estimates published by Education Cannot Wait (ECW) indicate that 222 million school-aged children caught in crises globally are in urgent need of access to a quality education. These include 78.2 million who are out of school – a majority (54%) of whom are girls – and 119.6 million who are in school but not achieving minimum competencies in mathematics or reading.

Girls impacted by the horrors of war and displacement in places like the Democratic Republic of the Congo, Ethiopia, Mali, Nigeria, Pakistan, Somalia, South Sudan, Sudan, Ukraine and Yemen face even greater risks, such as gender-based violence, early child-marriage and unwanted pregnancies.

The banning of secondary girls’ education in Afghanistan is especially intolerable. In the past year, girls were estimated to be more than twice as likely to be out of school, and nearly twice as likely to be going to bed hungry compared to boys.

This is the global picture as we approach, Transforming Education Summit, and why it is such a critical moment for girls education around the world.

ECW’s Case for Investment

ECW’s new Case for Investment is our case for humanity. It speaks up for girls’ rights to a 12-year education everywhere, not least in contexts of humanitarian crisis. It is our collective responsibility to deliver on the promise of 222 Million Dreams and the Sustainable Development Goals.

According to ECW’s recent Annual Results Report, conflict, forced displacement, climate-induced disasters and the compounding effect of the COVID-19 pandemic fueled increased education in emergencies needs with funding appeals reaching US$2.9 billion in 2021, compared with US$1.4 billion in 2020. While 2021 saw a record-high US$645 million in education appeal funding – the overall funding gap spiked by 17%, from 60% in 2020 to 77% in 2021.

Financing for education has not aligned with the deepening and growing needs. The gap has only widened.

It is only by closing this gap that we protect girls, support gender equality and empower the next generation of female leaders, teachers, lawyers, doctors and nurses.

Investing in 50% of a country’s population, its girls, is the best investment we can make. For every dollar invested in girls’ education, we see $2.80 in return. And a World Bank study estimates that the “limited educational opportunities for girls, and barriers to completing 12 years of education, cost countries between $15 and $30 trillion in lost lifetime productivity and earnings.”

The United Kingdom is a leading donor to Education Cannot Wait, and its support has allowed Education Cannot Wait and its strategic partners to have reached close to 7 million children and adolescents since 2016. In 2021 alone, the Fund reached 3.7 million children across 32 countries and an additional 11.8 million through COVID-19 interventions. Of all children reached by ECW’s investments to date, over 48% are girls, and 92% of programmes demonstrated an improvement in gender parity.

The Transforming Education Summit, and this year’s UN General Assembly will be a critical moment to address these challenges, and to assess the efficiency, effectiveness, scalability, sustainability and overall return-on-investment of ongoing and new initiatives and works streams as we look to increase girls access to quality education.

‘Aid Organizations Must Include the Youth Voice’ August 12, 2022—International Youth Day — Global Issues

Since then, the United Nations appointed a Youth Envoy, dedicated to the diffusion of the day’s promise, and many aid organizations have followed suit by including the voices of young people in social media campaigns, high-level events, and stakeholder forums.

In 2021, Education Cannot Wait (ECW), the United Nations global fund for education in emergencies and protracted crises, took a further, concrete step to democratically include youth in its governance structure and decision-making processes. Scores of youth-led NGOs applied to join a newly created youth constituency, and after only a few weeks, the sub-group had become one of the largest, most active, and most diverse constituencies within the fund.

On the Executive Committee and High-Level Steering Group of ECW, young people were represented for the first time alongside government ministers, heads of UN agencies and civil society organizations, and private sector leaders — a refreshing example of intergenerational collaboration at the highest levels of humanitarian aid.

Another significant step in the race for youth inclusion occurred when ECW partnered with Plan International to support a group of youth activists through the ‘Youth for Education in Emergencies Project,’ a campaign by youth panelists aiming to demonstrate the value of youth participation.

As ECW builds momentum towards its High-Level Financing Conference in February 2023 with the #222MillionDreams Campaign, we call on strategic partners to include the youth voice as we come together to mobilize funding resources for the 222 Million crisis-impacted children and adolescents worldwide that require urgent educational support.

Fortunately, there is no shortage of exceptional young people ready to lead the charge. The Global Student Forum, for example, has brought together more than one hundred national student unions, composed of millions of youth activists, and successfully lobbied governments around the world with its democratic force.

The success of Nobel Laureate Kailash Satyarthi’s 100 Million Campaign, a global, youth-led effort to end child exploitation, further illustrates the immense value of grassroots organizing. And at a local level, youth-led NGOs have brought change to their communities in ways equally substantial.

Aid organizations and professionals have changed the lives of countless young people around the world. By including them, aid organizations can tap into their extraordinary resilience and strength, and actually learn from them. Using their reach on social media, young people excel at spreading awareness and engagement around the world. Just as unknown singers become famous because of the young people who promote them, previously unknown issues have reached national prominence overnight and created substantive change.

With regard to fundraising, each young person is surrounded by a community, offering a network ready to lend a hand. In terms of policy, young people affected by crises can identify their needs with an ease unmatched by any humanitarian policy professional, for they are experts in their own lives, challenges and opportunities. Young people are intelligent and capable of shaping their own futures. They have an idealism and a courage that the world so desperately needs today. Their unflinching optimism, powerful energy, and uncompromising commitment to change will ensure that those futures are not only safe, but better than the present they inherited.

ECW can attest to the enlightening and inspiring vitality of young people. Since its creation, the youth constituency has worked energetically on behalf of this breakthrough global fund, providing valuable input and guidance on multi-year programs and first emergency responses in Bangladesh, Burkina Faso, Burundi, Haiti, Iraq and Mali. When schools shut down due to the pandemic, the youth constituency persisted, working together to inform aid programmes dispersed across crisis-affected countries.

The youth constituency even responded in real time to developing crises, including the earthquake in Haiti, the deteriorating crisis in Afghanistan, and most recently, the war in Ukraine. Their contributions played a role in meaningful projects: since its inception in 2016, ECW’s programs have reached over 5 million children and adolescents, providing them with quality support, including educational materials, school meals, mental health programs, and other basic necessities.

On this day, it is important to observe the power of young people, and the impactful work that aid organizations have conducted across the sector. Yet celebration and transformation must go hand in hand, ensuring that next year, when International Youth Day returns, we are one step closer to fulfilling its original promise to unleash the power of the youth.
