Africa Needs More Action, Fewer Words to Secure Food and Nutrition — Global Issues

The culprit for her growing poor maize yields was the exhausted soil on her one-hectare plot she continuously tilled on the edge of biodiversity-rich Kakamega Forest in northwestern Kenya. Farmers have cut down trees to make way for more land near the forest leading to massive land degradation.

But Achevih (65) from Vihiga Country has transformed her farming and harvested eight bags of maize last season. This is thanks to adopting the Sustainable Land Management (SLM) approaches that improve soil health and productivity by protecting the soil from degradation using manure. In addition, SLM promotes intercropping of maize and legumes and growing indigenous leafy vegetables.

“Changing how I managed my land has changed my yields. My livelihood has improved because I have enough and different types of food to eat,” Achevih told IPS on the sidelines of the Alliance for a Green Revolution Forum (AGRF) Summit in Kigali, Rwanda.

“I grow maize, beans, and indigenous vegetables which have helped my family to have enough healthy food. The indigenous vegetables have increased my family income because of the high yields,” said Achevih adding that she now enjoys varied meals daily.

“I have more food to choose from now than before. I can have bananas or millet porridge in the morning and ugali (maize dish) with indigenous vegetables for lunch and in the evening enjoy potatoes,” she quipped.

“My farming method is better, but farmers need training and support to produce more food, have more markets and earn better income.”

Achevih contributes to food security for her family and community. She could do better with access to improved technology, know-how, and inputs to boost food and nutrition security on the back of growing threats to agriculture in Africa.

Another farmer, Wellington Salano from Kakamega County, says the government needs to fulfill its commitments to agriculture development in Africa by investing more in the sector to help beat poverty, hunger, and malnutrition.

“African leaders should give a bigger portion of their budgets to agriculture because it is the source of our food and livelihoods, Salano told IPS. “Farming is life and cannot ensure healthy food without the investment to increase the production of farmers at a time we have to deal with climate change and shortage of food.”

Salano (65) grows maize, beans, and indigenous vegetables in Kakamega country in northwest Kenya. He practices sustainable land management and sustainable forest management under a project started by the Alliance for a Green Revolution in Africa (AGRA) together with the United Nations Environment Programme (UNEP) and the Kenya Agricultural and Livestock Research Organization (KALRO). The project seeks to enhance the sustainable management of the Kakamega Forest, which has been affected by deforestation due to illegal encroachment to harvest firewood, timber, and herbs and the conversion to pasture, leading to extreme biodiversity loss.

How to feed and nourish Africa?

How Africa can successfully navigate the crises currently affecting the global food supply chain and ensure that African Governments can mobilize investment and accelerate commitments to deliver a food-secure continent dominated discussions at the annual AGRF Summit.

Viable solutions are needed to boost sustainable crop production on the continent, where one in five people faced hunger in 2020. Worse, Africa remains a net food importer, spending nearly $50 billion on food imports.

“We should stop exporting these jobs when we can produce this food,” AGRA President Agnes Kalibata warned. “The current African food systems are failing to deliver healthy diets to all and are one of the greatest challenges for climate and environmental sustainability.”

Currently, about 57.9 percent of the people in Africa are under-nourished, according to the recent report, State of Food Security and Nutrition in the World 2022, which also projects that hunger could increase, making Africa the region with the largest number of undernourished people.

Leadership for food and nutrition

In 2021, African leaders agreed on a common position ahead of the UN Food Systems Summit to ensure that Africa was more resilient to unexpected global shocks. However, the continent is off track to achieving agreed targets under the Comprehensive Africa Agriculture Development Programme, the Malabo Declaration, and the Sustainable Development Goals.

Leaders noted that the Covid-19 pandemic, the Ukraine-Russia conflict, the global supply chain, and the energy crisis had strained Africa’s food systems.

“We need food systems transformation now,” said Hailemariam Desalegn, the former Prime Minister of Ethiopia and Chair of AGRA and the AGRF Partners Group, remarking that African leaders have committed to supporting food systems transformation, and collective action was needed to accelerate progress and real change.

“No country is healthy unless food and livelihoods are healthy,” noted Dessalegn calling on governments to prioritize and integrate policies that would promote healthy and nutritious diets, decent income for the farmers, and address climate and other challenges to food security.

“Africa’s prosperity depends on translating commitments we have made into implementation,” said Desalegn, underscoring that Africa’s plight requires collective will, voice, and action to transform the agriculture sector radically.

“There is a need to boldly galvanize collective will amongst leaders to emphatically support agricultural transformation.”

Building Resilience in the Philippines Through Sustainable Livelihoods and Psychosocial Support — Global Issues

“I have enough for today, and I am saving for my children’s future,” she says. Gallo’s story of growth and transformation is replicated across 2,700 households in Iloilo, Bukidnon, and Sultan Kudarat, three of the poorest provinces in the country.

These households have been reached through the Padayon Sustainable Livelihood program (Padayon SLP). This is a capability-building program for households and communities living in extreme poverty to improve their socio-economic conditions and develop thriving livelihoods. The Padayon SLP program is overseen by the Department of Social Welfare and Development (DSWD) and supported by the Asian Development Bank (ADB) and BRAC Ultra-Poor Graduation Initiative (UPGI).

This project builds on two existing government programs, the Sustainable Livelihood Program (SLP) and the Pantawid Pamilyang Pilipino Program (4Ps), with additional interventions providing access to available government services and resources to households, coupled with supportive coaching and mentorship as well as robust monitoring of household outcomes. This more holistic approach to poverty reduction is often referred to as Graduation, a multifaceted set of interventions designed to address various factors keeping people trapped in extreme poverty within the local context.

Before this most recent program, the government began exploring how to build on their existing cash transfer and livelihood programs to address multidimensional poverty, diversify household income sources, and build resilience to shocks.

Integration of the Graduation approach into the government’s existing cash transfer program was led by the Department of Labor and Employment (DOLE) via a Graduation pilot officially launched in 2018. The pilot worked with 2,400 extremely poor beneficiaries of the 4Ps cash transfer program and administrative systems established for their Kabuhayan (livelihood) program, which provides households with productive assets and technical training.

The program included other Graduation elements to make the interventions comprehensive such as technical training on managing assets, savings mechanisms, coaching by Graduation Community Facilitators, skills building on social and health issues, and linkages to community groups and cooperatives.

Corazon Gaylon, a participant of the initial pilot, reflected on how much her life has changed in just two years after successfully “graduating” from the program.

“My eldest daughter has been able to finish her college program, my second child is now starting his first year, and my youngest child is fully enrolled in school. I am no longer in debt . Our training sessions helped me a lot during the lockdowns; I was able to prepare for it and put money aside.”

According to an initial endline impact assessment reported by ADB, despite the many challenges created by COVID-19 and ensuing lockdowns, participants demonstrated more resilient livelihoods and better savings and financial management. 73% of group livelihoods and 60% of individual livelihoods remained fully operational by the end of the program. Likewise, despite some initial dips in savings and new loans taken, by September 2020, 69% of those who reported incurring a debt also reported being able to repay all or part of the loan, indicating improved savings management and a significant decrease in instances of risky financial behavior.

After successfully completing the DOLE Graduation project in Negros Occidental, the government is now on its second iteration of Graduation integration via the DSWD program.

Rhea B Peñaflor, DSWD Assistant Secretary, hopes to see the Padayon SLP program scaled up to become a central part of the 4Ps scheme. This will ensure that people participating in the social protection program will not fall back into extreme poverty.

By integrating these various components, Peñaflor has witnessed drastic changes in the participants. “From livelihood support to social empowerment via coaching, our dreams for these participants are being realized, and they are able to create a more stable and successful future for themselves and their families.”

She stresses that the most significant feature of the Padayon SLP program “is the intensive coaching and monitoring aspects that are mainly facilitated through the coaches. We are also seeing great commitment from the various LGUs (Local Government Units) to oversee the implementation and help participants sustain their livelihoods and progress”.

“Our vision, in particular, is to create self-sufficiency and support the entire household. Extreme poverty should be everyone’s business. All levels of government, top-down and bottom-up, should be involved,” Peñaflor continues.

Marlowe Popes, Program Manager at BRAC UPGI, says: “The future starts at the local level. We must strengthen the capacity of local government units. They have the most experience working within the local contexts and implementing projects. They have experienced the roadblocks and challenges firsthand and are the real experts.”

Additionally, Popes confirms the need to engage local communities in the adaptation and design, implementation, and measurement of Graduation programs. Emphasizing that monitoring processes are significantly boosted by the participation of the local communities, community members serve as a driver for the success and motivation of the participants.

This level of involvement improves accountability, integration, and community ownership, especially during the ongoing COVID-19 pandemic.

“Our strategy to involve leadership was key to success. Regular updates helped bring them into the fold, allowing them to feel part of success,” Popes concludes.

Meanwhile, Gallo and all other 2,699 targeted households continue their journey of growth and transformation, developing livelihoods of their choice, including agriculture, water buffalo, pig rearing and swine fattening, food carts ventures, convenience stores locally known as ‘sari sari’ stores.

Biogas Production Awaits Greater Incentives in Cuba — Global Issues

“Biogas is a blessing,” says Rojas, a farmer who lives in the rural community of Carambola, in the municipality of Candelaria, located about 80 kilometers from Havana in the western province of Artemisa.

A pioneer in the use of this form of renewable energy in her town, she explains that with biogas “I spend less time cooking and pay less for electricity,” while the savings have enabled the gradual upgrade of her old wooden house to a more solid cinderblock structure.

In addition, “it doesn’t blacken the pots, like when I used firewood. And now I get my nails done and they last, as does my hair after I wash it,” says the environmental activist who raises awareness about caring for nature among elementary school children, in an interview with IPS at her farm.

She also specifies that greater support from her husband and two children in household chores, cleaning the yard and taking care of the animals on the family farm, “and greater awareness of environmental care,” are other benefits brought about by the use of this alternative energy.

In fact, it was her husband, Edegni Puche, who built the biodigester, for which the family put up part of the cost, while receiving contributions from the municipal government and the local pig farm company.

At the back of the house are the pigsties where they raise pigs, as well as fruit and ornamental trees, while on an adjoining lot Rojas is setting up an organoponic garden, where she will grow different vegetables.

As she pours the freshly brewed coffee, she says that “before, when the pens were cleaned, the manure, urine and waste from the pigs’ food accumulated in the open air, in a corner of the yard. It stank and there were a lot of flies.”

But in 2011 she learned about the potential of biodigesters, where organic matter is decomposed anaerobically by bacteria, but in a closed, non-polluting environment that provides gas as an energy resource.

Training workshops and advice from specialists from the Cuban Society for the Promotion of Renewable Energy Sources and Respect for the Environment (Cubasolar) and the Movement of Biogas Users (MUB) encouraged people to build biodigesters, Rojas said.

Founded in 1983, MUB brings together some 3,000 farmers who use the technology in this Caribbean island nation of 11.1 million inhabitants.

An incentive to expand biogas in Cuba was provided by the international Biomas-Cuba project, which began in 2009 and is due to finish this year, focused on helping to understand the importance of renewable energy sources in rural environments, the role of biodigesters on farms and in waste treatment systems on pig farms, among other objectives.

With funding from the Swiss Agency for Development and Cooperation (Cosude), the initiative is coordinated by the Indio Hatuey Experimental Station, a research center attached to the University of Matanzas in western Cuba, and involves related institutions in several of the country’s 15 provinces.

Methane, from enemy to ally

Experts agree that the proper management of biological methane resulting from the decomposition of agricultural waste and livestock manure can generate value and be a cost-effective solution to prevent water and soil contamination.

As a potent greenhouse gas, methane has 80 times the warming power of carbon dioxide, according to studies.

Therefore, its extraction and use as energy, especially in rural and peri-urban environments, can be a solution for reducing electricity consumption and for helping to combat climate change.

More than 90 percent of Cuba’s electricity generation is obtained by burning fossil fuels in aging thermoelectric plants and diesel and fuel oil engines, which pollute the air and contribute to global warming.

There are an estimated 5,000 biodigesters in Cuba, in a nation where a significant percentage of the 3.9 million homes use electricity as the main energy source for cooking and heating water for bathing.

“We have to make people more aware that the biodigester not only protects the environment and provides energy, but also brings savings, because the manure that is not used is money that is thrown away,” says Rojas.

It also provides biol and biosol, liquid effluent and sludge, respectively – end products of biogas technology that are rich in nutrients, ideal for fertilizing and restoring soils, “as well as watering and keeping plants green,” says Rojas as she proudly shows the varieties of orchids in her leafy yard.

Her biodigester has also proven its usefulness to the community, because when there are blackouts due to tropical cyclones that frequently affect the island, “neighbors have come to heat up water and cook their food,” she adds.

Obstacles

Rojas says that a major impediment to the spread of biodigesters in local communities and the country is the island’s economy, whose three-decade crisis was aggravated by the COVID pandemic and the tightening of the U.S. embargo.

The decapitalization of the main industries and financial problems are major factors in the low levels of production of cement, steel bars, sand and other elements used to make biodigesters, which are also necessary to reduce the high housing deficit and fix the portion of homes that are in poor condition.

The availability of manure is another stumbling block with a deficient pig and cattle herd, which will have to wait for the most recent government measures aimed at stimulating their growth and balancing it with domestic demand for meat to take effect.

“I received the support of the municipal government, the local pig company, plus the technical advice from Cubasolar” to build the six-cubic-meter Chinese-type fixed dome biodigester, explains Rojas. “But not all families have enough animals or can afford to build one.”

Perhaps that is why in Carambola it is only possible to find five biodigesters in a community of about 120 homes and 400 local residents, she added.

“Building a biodigester has become too expensive,” acknowledged Lázaro Vázquez, coordinator of Cubasolar in San Cristóbal, a municipality adjacent to Candelaria, who provided advice for the construction of the one on the Rojas farm, which is considered small-scale (up to 24 cubic meters per day).

Although costs depend on factors such as the size, type and thickness of the material, and even the characteristics of the site, specialists estimate that the average minimum cost for the construction of a small-scale biodigester cooker for household use is around 1,000 dollars, in a country with an average monthly salary of about 160 dollars at the official exchange rate.

Vázquez told IPS that low-interest loans should be made available, because “it will always be more economical to make biodigesters using domestic products.”

He pointed out that in Cuba “there is potential” to expand the network of biodigesters, which could reach 20,000 units, at least small-scale ones, according to conservative estimates by experts.

Biogas, circular economy and local development

During a Jul. 21 session of Cuba’s single-chamber parliament, economic stimulus measures were announced, including an aim to increase the production and use of biofuels and biogas.

“Although it can be used in transportation…the main benefit of the biodigester is environmental and the efficiency of biogas lies in its final use,” José Antonio Guardado, a member of Cubasolar’s National Board of Directors and coordinator of MUB, explained to IPS.

In this regard, Guardado reflected that the direct use of biogas for cooking is much more efficient than if it is transformed into electrical energy or used to power a vehicle.

The head of MUB recommended “understanding the value of biogas technology in a comprehensive manner, taking advantage of all of its end products. This includes the supply of basic nutrients for soil fertilization that has a direct impact on food production.”

This would contribute to the closing of cycles of the circular economy, based on the principles of reduce, recycle, reuse, which promotes the use of green energies and diversification of production to achieve resilience.

“Evidently this final product, from biogas technology, will only be achievable locally, with the participation of all the actors of the Cuban economy, and social inclusion,” Guardado said.

Ministerial Order 395, issued in 2021 by the Ministry of Energy and Mines, stipulated that each of Cuba’s 168 municipalities must have a biogas development program and strategy, and must coordinate their management and implementation with their respective provinces.

The appointment of a government official to head the commission, to prioritize the allocation of materials to build biodigesters, seems to confirm the authorities’ decision to promote sustainable energy development from the local level.

the Story of Sir Fazle Hasan Abed and BRAC — Global Issues

Sir Fazle Hasan Abed, the founder of BRAC and “one of the unsung heroes of modern times,” according to Nicholas Kristof of The New York Times, authorized his own biography before dying of brain cancer in 2019. I was privileged to be Abed’s speechwriter for the last several years of his life, and I would sit for hours listening to stories from his remarkable life: of his boyhood in British India, his love life in London in the 1960s, his three marriages, and how, in 1972, with a few thousand pounds from the sale of his flat in Camden, he launched a small nonprofit organization to aid refugees, originally called the Bangladesh Rehabilitation Assistance Committee. Many people would go on to call BRAC, which Abed led until his death in 2019, the world’s most effective anti-poverty organization.

That seemed like a story worth telling in full, and after some coaxing, Abed gave me permission to begin ghostwriting his autobiography. He was an exceptionally private person, however, and cringed at anything with a whiff of self-promotion. “You have me pontificating!” he once scolded me after an early draft of one speech.

I was about halfway done with his memoir when he told me to stop. The story, as I had written it, did not feel right coming from him. He much preferred to let BRAC’s work speak for itself—which may explain why so few people outside his native Bangladesh knew who he was or the magnitude of what he had accomplished.

Abed eventually came around to the idea that his story needed to be told by someone, even if it would not ultimately be him. He asked that I use the material I had gathered to write the book myself, in my own words—which I did, even knowing that many of those words would fall short of the task. The book, Hope Over Fate: Fazle Hasan Abed and the Science of Ending Global Poverty, is released today by Rowman & Littlefield.

An accountant’s story

Abed told stories, but he was not a good storyteller in the typical sense. He did not sprinkle his speeches with anecdotes of the “ordinary” people he had met, as politicians sometimes do. He was an accountant, and for him, numbers told stories.

So here is the story he would tell of his native Bangladesh—no names or faces, just a chorus of statistics. At the moment of its independence in 1971, Bangladesh was the world’s second-poorest country, with a per capita GDP of less than $100, a nation of sixty-six million living on a patch of flood-prone land the size of Iowa. One in four children died before their fifth birthday. As late as 1990, the country still had one of the highest maternal mortality rates, at 574 per 100,000.

In the 1990s, however, things began to change, rapidly and almost miraculously. Quality of life improved at a historically unprecedented rate. By 2013, under-five mortality had plummeted to just 40 per 1,000 live birthdays; maternal mortality had dropped similarly. These and other changes constituted “some of the biggest gains in the basic condition of people’s lives ever seen anywhere,” according to The Economist.

People standing up for themselves

What happened? Abed’s work had much to do with it. BRAC trained and mobilized people, giving them a sense of self-worth that many had never felt before. They began standing up for themselves against landlords, corrupt government officials, and imams opposed to women’s rights. Often, he found what people really needed was hope—a sense that, with a modicum of outside help, their fate could be in their own hands.

His methods were varied and novel. Incentive-based training gave health information to mothers so they could save their own children’s lives. Women took small loans from BRAC to buy cows and handlooms, the first time they had owned anything of substance. Since they had nowhere to sell the milk and fabric they produced, Abed built up the dairy and textile industries by launching enterprises that bought the women’s goods. These enterprises, owned by BRAC, turned out to be profitable, so he plowed the money back into the poverty programs. Abed also launched fifty thousand schools, plus a commercial bank and a university. BRAC now likely reaches more than one hundred million people in about a dozen countries in Africa and Asia. No other nonprofit or social enterprise has reached such scale.

Yet Abed was no ascetic, self-abnegating Gandhi. He left the office at a reasonable hour and enjoyed coming home to the comforts of domestic life, to the sound of family and the warm smell of spices from the kitchen. Twice a widower, he told me of his loneliness between his marriages, and how, despite his preoccupation with work, he found it hard to return to an empty house.

The science of hope

How, then, did he do it? Remarkably, Abed would sometimes say that BRAC had done relatively little to help Bangladesh rise from the ranks of one of the poorest nations on earth. It merely created the enabling conditions: it was the poor themselves, especially women, who worked tirelessly, once those conditions were in place, to change the conditions of their lives.

I suspect this is why he thought his own story did not deserve so much attention, especially compared to the millions of women who had long labored on the fringes of society, who would one day, in his words, “be their own actors in history, and write their own stories of triumph over adversity.”

So this is the biography of a man, yes, but it is also the biography of an idea—the idea that hope itself has the power to overcome poverty. Near the end of his life, Abed spoke of “the science of hope”—the study and practice of giving people a sense of control over their own lives. “For too long, people thought poverty was something ordained by a higher power, as immutable as the sun and the moon,” he wrote in 2018. His life’s mission was to put that myth to rest, which is why the story of Abed is the story of the triumph of hope over fate.

Frankincense and Myrrh Have New Economic Resonance for Women in Kenyas Arid North — Global Issues

Shoulder-to-shoulder, they are walking towards economic freedom armed with relevant tools up the hill to tap gum and gum-resins from acacia trees.

“We face a myriad of challenges. First, we have to fetch water before harvesting gum from acacia trees. We then sort and dry it before taking it to the market for sale. From gums and gum-resin sales, I am able to meet my family’s needs. No need to sell my sheep and goats at a throw-away price,” says Caroline Sepina, a 47-year-old mother of six, as she carefully sorts the gum, which retails at $ 5 (Ksh 550) per kilogram.

Gums and resins are hardened plant exudates obtained from Acacia, Boswellia and Commiphora species in African drylands.

In Kenya’s drylands, human survival is continually faced with multiple challenges with minimal options for alternative livelihoods.

There are no men within the manyattas in Ndikir, a village located in the Marsabit sub-county. Because of the drought, men have had to move to the nearby Samburu county, searching for pasture and water for their livestock.

Here, the women are left behind, but unlike in the past, when they would be unemployed, they now have alternative livelihoods which complement their livestock.

According to Leuwan Kokton, assistant chief of the Ndikir sub-location, men usually migrate with the livestock to the nearby Samburu county to avoid severe drought, with a few livestock left to help cater for children’s upkeep and sometimes, medication.

“Through this economic venture, I do not have to sell sheep from my herds to cater for my household needs. All I need to do is just walk to the nearby trees and tap the non-wood products, then sell them at the market. This helps me preserve my sheep and goats,” Joseph Longelesh, a resident of Ndikir village told IPS in an interview.

The gums and gum-resins of commercial importance collected from the forests in Kenya include arabic, myrrh, hagar and frankincense. Kenya has resources of gums and resins with commercial production confined to the country’s drylands. Gum arabic comes from Acacia senegal or Acacia seyal, while commercial gum resins are myrrh from Commiphoramyrrha, Hagar from Commiphora holtziana and Frankincense from Boswellia neglecta S.

Traditionally, the resin of Myrrh Hagar is suitable for treating inflammation, arthritis, obesity, microbial infection, wounds, pain, fractures, tumours, gastrointestinal diseases, snake bites and scorpion stings.

Tommaso Menini, the managing director for African Agency for Arid Resource (AGAR), told IPS that gum and resin are directly connected to environmental conservation. The idea is to make the pastoral communities see an alternative source of livelihood apart from livestock.

“Hagar is now an incredibly sought-after product from mostly Chinese buyers because it is highly used in their traditional medicine. Having a nearly 1.4 billion Chinese population means that the demand is high,” Menini told IPS.

“In the last years, we have seen an increasing presence of Chinese buyers setting up a base in Kenya. Before, we had agents who would send several containers to China, but since they are setting up in Kenya, they are now driving prices up because there is more demand.”

For Janet Ahatho, assistant natural resources Director at Marsabit County, these non-wood products have been in existence. Still, the locals had not been exposed to its economic potential and how to exploit them for monetary gains.

“As a county government, we have mapped the areas and worked with the locals. The people who collect the products and sell them are the herders themselves. They have attached that kind of importance to these trees, hence helping in environmental conservation,” says Ahatho.

In Marsabit county, these non-wood products are commonly found in Laisamis, Moyale and North Horr sub-counties.

“Environment destruction is reduced because we have environmental management committees in each sub-county, and they are the ones engaging the collectors and the sellers of the product. They are trained to train the community on why it is important to conserve the tree species,” says Ahatho.

In 2005, the  Regional Centre for Mapping of Resources for Development, through the technical cooperation programme of the UN Food and Agricultural Organisation (FAO), carried out resource assessment and mapping of gums and resins in Kenya.

For Ilkul Salgi, the World Vision’s Integrated Management of Natural Resources for Resilience in Arid and Semi-Arid Lands (IMARA) field officer, the locals who reside in arid counties, including Marsabit, are usually faced with drought, conflicts and how to conserve the environment amid the climate crisis.

Engineer Chidume Okoro, a Network for Natural Gums and Resin in Africa (NGARA) chairperson, says production is far from sustainable, particularly for frankincense, with debarking frequently damaging or killing trees.

According to Chidume, production of gum and resin in large quantities for commercial purposes should be done with great care, by training the locals on how to do it sustainably while saving the acacia trees.

“With much focus on exporting bulk raw materials and poor management of the resource, export markets are underexploited. Gender inequities and power imbalances exist and in some cases have led to unequal access and control over benefits from these natural resources,” Okoro told IPS.

Since exploring the non-wood products, Sepina says her children have always had balanced meals, and she can pay her children’s school fees.

Will Apex Court Ruling Remove Stigma for Sex Workers in India? — Global Issues

Activists, Tahira Hasan, and Shahira Naim welcome the Supreme Court ruling which recognises sex work as a profession. However, questions are asked about whether the ruling is enough to guarantee that those in the profession no longer face harassment.

The top court ruled that sex workers should be treated with dignity and that workshops be held to make them aware of their rights.

“This is a welcome step taken by the country’s top court. It is only fair to reiterate that sex work is a profession like any other. It is the duty of society to ensure that sex workers can earn a living without harassment,” Hasan told the IPS.

In the absence of a law, the Court invoked its special power under Article 142 of the Constitution to issue guidelines that define sex work as a profession.

A three-judge bench headed by Justice L Nageswara Rao said that sex workers are entitled to protection and dignity in the eyes of the law.

“Notwithstanding the profession, every individual in this country has a right to a dignified life under Article 21 of the Constitution of India,” said the Supreme Court order, as published on LiveLaw.

“Whenever there is a raid on any brothel, since voluntary sex work is not illegal and only running the brothel is unlawful, the sex workers concerned should not be arrested or penalised or harassed or victimised.

“When it is clear that the sex worker is an adult and is participating with consent, the police must refrain from interfering or taking any criminal action,” reads the judgment.

According to the ruling, sex workers cannot be discriminated against by police officials when they lodge a criminal complaint, especially if the offence committed against them is of a sexual nature.

It said that the police could not intervene unnecessarily in the business of sex workers, and the police should be sensitised towards them. The latest guidelines rule that sex workers be provided medical and legal care.

(The) “basic protection of human decency and dignity extends to sex workers and their children, who, bearing the brunt of social stigma attached to their work, are removed to the fringes of the society, deprived of their right to live with dignity and opportunities to provide the same to their children.”

The Court made particular reference to the children of sex workers, noting that “if a minor is found living in a brothel or with sex workers, it should not be presumed that he/she has been trafficked. In case the sex worker claims that he/she is her son/daughter, tests can be done to determine if the claim is correct and if so, the minor should not be forcibly separated.”

The apex Court has also ordered the police not to reveal the identity of sex workers to the media and has asked the Press Council of India to issue appropriate guidelines in this regard.

According to the Court, what the sex workers do for their health and safety cannot be construed as an offence. It reminded the country that Article 21 of the Constitution gives every citizen the right to live a dignified life and practice their profession without fear.

The Court has asked the government for its opinion on the guidelines for sex workers. It asked the government to clarify its stand on recommendations made by a panel in 2011 for exempting adult sex workers who engaged in consensual sex from being criminalised.

The central government needs to develop a law for sex workers. Until that happens, the Court would like to see the rehabilitation of sex workers. Police, it said, should undergo sensitisation training because they are often accused of abusing and subjecting them to violence.

However, Shahira Naim, journalist and social activist, wonders if the recent Court ruling will improve the plight of sex workers. While sex work has always been legal in India, but society treats those involved with contempt.

Despite the concern expressed by the Court, sex workers, especially women, continue to be denied dignity.  When hotels are raided, it is often the prostitute who is arrested while the male client and the pimp are allowed to escape. Training the police is necessary where it is not easy to wash away the stigma connected to the profession.

It is the enforcement of laws that will restore dignity.

“Till the stigma attached to the profession is dealt with, sex workers will continue to be disrespected in society. A good law alone cannot make life easy for them, but practising the spirit of the law will help,” Naim said.

Sex workers remain vulnerable to this day. There is the example of the 42-year-old woman killed in the southern Indian city of Bangalore by a security guard for refusing to have unprotected sex with him. In January 2020, the security guard was kicked by a sex worker when he tried to force himself upon her without a condom. He asked her to return the money he had already paid her for sex. Angry and afraid because she made a noise, the security guard allegedly slit the throat of the prostitute and escaped.

According to newspaper reports, the police eventually traced the murderer and took him into custody.

A sex worker who did not want to reveal her name said the existing laws are not bad, but they are not implemented in the way they should be. The court’s recent ruling is yet another appeal to society to practice the law of the land in spirit.

The ruling puts the plight of sex workers at the centre of a public debate at a time when people continue to be embarrassed to talk about it. The topic is taboo. Even mentioning sex workers is considered sinful in a society that once celebrated prostitutes. In Indian mythology, prostitutes are described as celestial beings. They are mentioned as a perfect incarnation of beauty and whose musical talent and masterful dance steps were appreciated by ancient society.

But it has been a long haul for contemporary sex workers who continue to struggle for a little more dignity in life. While voluntary sex work is legal, running a brothel is illegal in India. If brothels, hotels, pimping and propositioning are all illegal, then how and where the sex worker is supposed to carry out her business, questions Naim.

This kind of harassment ought to end as the Court reiterates that sex work is a profession like any other and that the police should neither interfere nor take criminal action against adults and consenting sex.

But if and when the harassment will end is the question.

Indigenous Women in Mexico Take United Stance Against Inequality — Global Issues

The collective has organized in the municipality of Uayma (which means “Not here” in the Mayan language) to learn agroecological practices, as well as how to save money and produce food for family consumption and the sale of surpluses.

“We have to be responsible. With savings we can do a little more,” María Petul, a married Mayan indigenous mother of two and a member of the group “Lool beh” (“Flower of the road” in Mayan), told IPS in this municipality of just over 4,000 inhabitants, 1,470 kilometers southeast of Mexico City in the state of Yucatán, on the Yucatán peninsula.

The home garden “gives me enough to eat and sell, it helps me out,” said Petul as she walked through her small garden where she grows habanero peppers (Capsicum chinense, traditional in the area), radishes and tomatoes, surrounded by a few trees, including a banana tree whose fruit will ripen in a few weeks and some chickens that roam around the earthen courtyard.

The face of Norma Tzuc, who is also married with two daughters, lights up with enthusiasm when she talks about the project. “I am very happy. We now have an income. It’s exciting to be able to help my family. Other groups already have experience and tell us about what they’ve been doing,” Tzuc told IPS.

The two women and the rest of their companions, whose mother tongue is Mayan, participate in the project “Women saving to address climate change”, run by the non-governmental Ko’ox Tani Foundation (“Let’s Go Ahead”, in Mayan), dedicated to community development and social inclusion, based in Merida, the state capital.

This phase of the project is endowed with some 100,000 dollars from the Commission for Environmental Cooperation (CEC), the non-binding environmental arm of the North American Free Trade Agreement (NAFTA), formed in 1994 by Canada, the United States and Mexico and replaced in 2020 by another trilateral agreement.

The initiative got off the ground in February and will last two years, with the aim of training some 250 people living in extreme poverty, mostly women, in six locations in the state of Yucatán.

The maximum savings for each woman in the group is about 12 dollars every two weeks and the minimum is 2.50 dollars, and they can withdraw the accumulated savings to invest in inputs or animals, or for emergencies, with the agreement of the group. Through the project, the women will receive seeds, agricultural inputs and poultry, so that they can install vegetable gardens and chicken coops on their land.

The women write down the quotas in a white notebook and deposit the savings in a gray box, kept in the house of the group’s president.

José Torre, project director of the Ko’ox Tani Foundation, explained that the main areas of entrepreneurship are: community development, food security, livelihoods and human development.

“What we have seen over time is that the savings meetings become a space for human development, in which they find support and solidarity from their peers, make friends and build trust,” he told IPS during a tour of the homes of some of the savings group participants in Uayma.

The basis for the new initiative in this locality is a similar program implemented between 2018 and 2021 in other Yucatecan municipalities, in which the organization worked with 1400 families.

Unequal oasis

Yucatan, a region home to 2.28 million people, suffers from a high degree of social backwardness, with 34 percent of the population living in moderate poverty, 33 percent suffering unmet needs, 5.5 percent experiencing income vulnerability and almost seven percent living in extreme poverty.

The COVID-19 pandemic that hit this Latin American country in February 2020 exacerbated these conditions in a state that depends on agriculture, tourism and services, similar to the other two states that make up the Yucatán Peninsula: Campeche and Quintana Roo.

Inequality is also a huge problem in the state, although the Gini Index dropped from 0.51 in 2014 to 0.45, according to a 2018 government report, based on data from 2016 (the latest year available). The Gini coefficient, where 1 indicates the maximum inequality and 0 the greatest equality, is used to calculate income inequality.

The situation of indigenous women is worse, as they face marginalization, discrimination, violence, land dispossession and lack of access to public services.

More than one million indigenous people live in the state.

Climate crisis, yet another vulnerability

Itza Castañeda, director of equity at the non-governmental World Resources Institute (WRI), highlights the persistence of structural inequalities in the peninsula that exacerbate the effects of the climate crisis.

“In the three states there is greater inequality between men and women. This stands in the way of women’s participation and decision-making. Furthermore, the existing evidence shows that there are groups in conditions of greater vulnerability to climate impacts,” she told IPS from the city of Tepoztlán, near Mexico City.

She added that “climate change accentuates existing inequalities, but a differentiated impact assessment is lacking.”

Official data indicate that there are almost 17 million indigenous people in Mexico, representing 13 percent of the total population, of which six million are women.

Of indigenous households, almost a quarter are headed by women, while 65 percent of indigenous girls and women aged 12 and over perform unpaid work compared to 35 percent of indigenous men – a sign of the inequality in the system of domestic and care work.

To add to their hardships, the Yucatan region is highly vulnerable to the effects of the climate crisis, such as droughts, devastating storms and rising sea levels. In June 2021, tropical storm Cristobal caused the flooding of Uayma, where three women’s groups are operating under the savings system.

For that reason, the project includes a risk management and hurricane early warning system.

The Mexican government is building a National Care System, but the involvement of indigenous women and the benefits for them are still unclear.

Petul looks excitedly at the crops planted on her land and dreams of a larger garden, with more plants and more chickens roaming around, and perhaps a pig to be fattened. She also thinks about the possibility of emulating women from previous groups who have set up small stores with their savings.

“They will lay eggs and we can eat them or sell them. With the savings we can also buy roosters, in the market chicks are expensive,” said Petul, brimming with hope, who in addition to taking care of her home and family sells vegetables.

Her neighbor Tzuc, who until now has been a homemaker, said that the women in her group have to take into account the effects of climate change. “It has been very hot, hotter than before, and there is drought. Fortunately, we have water, but we have to take care of it,” she said.

For his part, Torre underscored the results of the savings groups. The women “left extreme poverty behind. The pandemic hit hard, because there were families who had businesses and stopped selling. The organization gave them resilience,” he said.

In addition, a major achievement is that the households that have already completed the project continue to save, regularly attend meetings and have kept producing food.
