Recovering Edible Food from Waste Provides Environmental and Social Solutions in Argentina — Global Issues

“Before, I used to come almost every day and collect whatever was edible and whatever could be sold in my neighborhood. Food, cardboard, wood… Now I still come to separate edible food, but I work from 7:00 to 15:00 and I get paid some money,” the short, good-natured woman told IPS.

The Central Market of the Argentine capital is a universe that seems vast and unfathomable to those who venture into it for the first time.

Covering 550 hectares in the municipality of La Matanza, on the outskirts of Buenos Aires, it is full of life; to describe it merely as a central market that supplies fruits and vegetables to a metropolis of 15 million inhabitants would be an oversimplification.

In the market there are large companies and small businesses, streets, avenues, warehouses, buildings and even areas taken over by homeless people and a rehabilitation center for people with substance abuse problems. In some places people are crowded among crates of fruit and the noise is overwhelming, but there are also large empty areas where everything is quiet.

Nearly 1,000 trucks enter the Central Market every day to pick up fresh food that is sold in the stores of the city and Greater Buenos Aires. Every month, 106,000 tons of fruits and vegetables are sold, according to official data.

There is also a retail market with food of all kinds, attended by thousands of people from all over the city, in search of better prices than in their neighborhoods, in a context of inflation that does not stop growing – it already exceeds 60 percent annually – and which is destroying the buying power of the middle class and the poor.

As a reflection of the social situation in Argentina, where even before the COVID-19 pandemic the poverty rate exceeded 40 percent, a common image of the Market has been that of hundreds of people like Chávez rummaging through the waste, looking for something to eat or to sell.

But since August 2021, much of that energy has been poured into the Waste Reduction and Recovery Program, which is based on two main ideas: to use food fit for consumption for social assistance and the rest for the production of compost or organic fertilizer to promote agroecology.

“There was a social and environmental problem that needed to be addressed. Today we have fewer losses, we provide social assistance and create jobs,” Marisol Troya, quality and transparency manager at the Central Market, told IPS.

Coping with the crisis

The 12 gigantic bays where fruits and vegetables are sold wholesale are the heart of the Central Market, which employs 800 people and where a total of 10,000 people work every day.

At 2:00 a.m. the activity begins every day in the market with frenetic movement of crates containing local products from all over Argentina and neighboring countries, which are a festival of colors. Each bay has 55 stalls.

“The search for food among the Market’s waste was spurred by the economic crisis and the pandemic,” said Marcelo Pascal, a consultant to the management. “We realized very quickly that there was a lot of merchandise in good condition that was discarded for commercial reasons but could be recuperated.

“There were even small stands that used vegetables found in the garbage. A lot of edible products were recovered, but the process was disorderly, so an effort was made to organize it,” he told IPS.

From August 2021 to June 2022, 1,891 tons of food were recovered for social aid, while 3,276 tons have been used to make compost, according to official figures from the Central Market, which is run by a board of directors made up of representatives of the central, provincial and city governments.

“We have reduced by 48 percent the amount of garbage that the Market was sending to landfills for final disposal, which was 50 tons a day,” agronomist Fabián Rainoldi, head of the Waste Reduction Program, told IPS.

Orderly recovery of edible products

Justo Gregorio Ayala is working in an esplanade next to one of the wholesale bays. In front of him he has a crate of bruised tomatoes, impossible to sell at a store, but many of which are ripe and edible. His task is to separate the edible ones from the waste.

“I live here in the Market, in the Hogar de Cristo San Cayetano, and six months ago I got this job,” Ayala said, referring to the rehab center for addicts that opened in 2020 inside the Market itself.

“There were always a lot of products to recover in the Market, but now we do it better,” added Ayala, who is one of the workers hired for the Program.

He clarified, however, that the scenario varies depending on the temperature. “In summertime, because of the heat, the fruits and vegetables last much less time and the stallholders throw away more products. Now in winter we don’t find so much.”

The workers work in eight of the market’s 12 bays. There are a total of 24 workers, divided into groups of three, who separate the merchandise that the stallholders are asked to leave in the center of the bay.

The recovered goods are loaded onto trucks that are taken to a huge warehouse in the Community Action section of the Market, where they are prepared for use in social aid projects.

“We deliver food to 700 soup kitchens, according to a weekly schedule: about 130 per day,” said Martin Romero, head of the Community Action section, where 22 workers perform their duties, as the first vehicles begin to arrive to pick up their cargo.

“We also put together eight-kilo bags, with whatever we have available, which we deliver to 130 families,” he added to IPS.

What is not fit for human consumption ends up in the composting yard, a plot of land covering almost three hectares, where the process of decomposition of organic matter takes about four months.

“The organic waste is mixed with wood chips made from the crates, which absorb water and reduce the leachate that contaminates the soil. The organic compost is donated to agroecological gardens which use it for fertilization and the recovery of degraded soils,” explained Rainoldi.

The goal is a Central Market that makes use of everything and does not send waste to the dump. It’s a long road that has just begun.

Mobilizing Against Hunger in Brazil, Where It Affects 33.1 Million People — Global Issues

“Now it’s more difficult, hunger has spread throughout the country, in cities where there was none, it has expanded,” said Rodrigo Afonso, executive director of Citizen Action, one of the social organizations spearheading the campaign.

“Besides, society is anesthetized with so many tragedies, exhausted after two years of the COVID-19 pandemic, so many losses,” he lamented in an interview with IPS.

And we cannot count on the current government, which in addition to deactivating policies that had been strengthening food security, adopted negative measures, the activist added, saying that for now they are looking towards civil society and companies.

“Brazil feeds one billion people in the world, we provide food security for one-sixth of the world’s population,” President Jair Bolsonaro exaggerated in his speech at the Summit of the Americas on Jun. 10 in Los Angeles, California.

But according to Brazilian agricultural researchers, who made a simple calculation based on the country’s growing grain production, Brazil’s food exports feed 800 million people.

If Brazil accounts for 10 percent of the world’s grain production, about 270 million tons this year, according to the Ministry of Agriculture, Livestock and Supply, then it feeds 10 percent of humanity.

The country is the world’s largest producer of soybeans, coffee and sugar, as well as the largest exporter of meat.

Food for other countries, shortages at home

But the production boasted of by political leaders and large agricultural producers is basically destined for export and livestock feed. Brazilians consume only a small portion of the corn and an even smaller portion of the soybeans the country produces – most of it is exported or used for animal feed.

At the same time, Brazil is a net importer of wheat and beans, key products in the diet of the country’s inhabitants. And the production of rice, another staple, just barely meets domestic demand.

Bolsonaro and his far-right government, closely allied with export agriculture, seek to defend a sector that faces international criticism, due to its association with deforestation in the Amazon rainforest, harassment and mistreatment of indigenous peoples and the overuse of agrochemicals.

The hunger faced by 33.1 million Brazilians – 15.5 percent of the population – as reported by the non-governmental Brazilian Network for Research on Food and Nutritional Sovereignty and Security (Penssan), further tarnishes the image of this country, a major food producer.

Penssan, headed by researchers from universities and other public institutions, but open to all interested parties, released its second National Survey on Food Insecurity in the Context of the COVID-19 Pandemic on Jun. 8.

The study based on data collected between November 2021 and April 2022 pointed to a 73 percent increase over the 19.1 million hungry people reported in the first edition, published in late 2020.

In other words, in just over a year of pandemic, the number of people suffering from severe food insecurity or frequent food deprivation increased by 14 million: from nine to 15.5 percent of the Brazilian population, today estimated at 214 million.

The crisis especially affects people in the North and Northeast (the poorest regions), blacks, families headed by women and with children under 10 years of age, and rural and local populations that also suffer from water insecurity. Inequalities have intensified.

Reviving the movement against hunger

To face this new emergency situation, Citizen Action called a National Meeting against Hunger, which brought together representatives of social movements, non-governmental organizations and food security councils that operate in the Brazilian states, from Jun. 20 to 23 in Rio de Janeiro.

The meeting approved a letter addressed to the public with a proposal for ten priority measures, ranging from an increase in the national minimum wage to a fair tax reform, the resumption of agrarian reform and the demarcation of indigenous lands, interrupted under the current government, and the restoration of food security policies also abolished under the Bolsonaro administration.

These demands will serve as the basis for the new anti-hunger campaign that will be officially launched in the coming weeks, Afonso announced.

The present outlook is due to the economic crisis Brazil has been suffering since 2015 and the pandemic, aggravated as “a product of recent government decisions, which dismantled food security policies and imposed new contrary measures,” the executive director of Citizen Action told IPS.

The Bolsonaro administration has not raised the minimum wage, for example, merely adjusting it each year to keep up with the official inflation rate. The current inflation rate of 11.73 percent accumulated in the 12 months up to May reduces the purchasing power of the minimum wage month by month.

The minimum wage, set at 1,212 reais (233 dollars) a month for this year, is no longer enough to cover the cost of the basic basket of food and hygiene products for a family of four in the southern city of São Paulo, which currently costs 1,226 reais, according to the Inter-Union Department of Statistics and Socioeconomic Studies.

Bolsonaro replaced the Bolsa Familia program with Auxilio Brasil, a stipend of 400 reais (77 dollars) – double the previous amount – to 18 million families, in an attempt to win votes among the poor, a sector in which he is highly unpopular according to polls for the October presidential elections.

But there are “almost three million very poor families” still excluded from the program, who are going hungry, Afonso stressed.

Citizen Action is the non-governmental organization heir to the massive movement unleashed in 1993 by sociologist Herbert de Souza, known as Betinho, which awakened the public to the extent of hunger in the country and mobilized the solidarity of millions of people in municipal, factory, school, neighborhood and community committees.

The campaign, called Citizen Action against Hunger and Poverty and for Life, triggered a process that culminated in the creation of a national food security system, governmental but with broad participation by society in councils at the national, state and municipal levels.

“We still have regional and local committees in all 26 Brazilian states” seeking to collect food donations and mobilize the population to prioritize the fight against hunger, Afonso said.

Many companies support the campaign that will also try to mobilize political leaders, delivering the letter approved at the Meeting against Hunger to all presidential candidates in the October elections, announced the activist, confident in a new awakening of society to the problem, despite the current adverse circumstances.

More Weapons than Ever. And a Hunger Crisis Like No Other — Global Issues

As advanced by IPS in its: NATO Summit Set to Further Militarise Europe, Expand in Africa? The Western military Alliance Declaration states that its member countries continue to face distinct threats from “all strategic directions.”

“The Russian Federation is the most significant and direct threat to Allies’ security and to peace and stability in the Euro-Atlantic area.”

Militarising migration policies?

Furthermore, the NATO Summit Declaration emphasises that terrorism, “in all its forms and manifestations, continues to pose a direct threat to the security of our populations, and to international stability and prosperity.”

The Summit, therefore, decided to increase its military deployment in Southern Europe, in particular in Spain and upon its request, as a way to prevent and combat terrorism.

The decision was adopted by NATO leaders just four days after the massive entry of migrants to the Spanish cities of Ceuta and Melilla, both located in the North of Morocco, which was brutally stopped, killing around thirty migrants.

“Instability beyond our borders is also contributing to irregular migration and human trafficking,” says the Declaration.

In short, NATO has opted for further militarising its US, Canada and European countries’ migration policies, which they continue to claim that are based on international laws and human rights, etcetera.

Cyber, space threats?

The Madrid Declaration also says that NATO members “are confronted by cyber, space, and hybrid and other asymmetric threats, and by the malicious use of emerging and disruptive technologies.”

As expected, the NATO Declaration emphasises that the Russian Federation “is the most significant and direct threat to Allies’ security and to peace and stability in the Euro-Atlantic area.”

At the same time, NATO leaders have made a clear reference to China.

“We face systemic competition from those, including the People’s Republic of China, who challenge our interests, security, and values and seek to undermine the rules-based international order.”

Any mention of hunger?

Unless hunger has been dealt with by the Western military Alliance as a “top secret, confidential” topic, the NATO Declaration makes no clear mention of the current unprecedented hunger crisis. Perhaps NATO includes the deadly hunger as part of its package of “threats” to their safety and security?

The fact is that right now 811 million people go to bed hungry every night, the Peace Nobel Laureate World Food Programme (WFP) warns.

The number of those facing acute food insecurity has soared – from 135 million to 345 million – since 2019. A total of 50 million people in 45 countries are teetering on the edge of famine.

Money for weapons, not for saving lives

While needs are sky-high, resources have hit rock bottom, warns WFP, while emphasising that it requires 22.2 billion US dollars to immediately reach 137 million people in 2022.

“However, with the global economy reeling from the COVID-19 pandemic, the gap between needs and funding is bigger than ever before.”

The urgently needed funding to face the pressing need to save lives is hard to be met. In its Nuclear-Armed Powers Squander $156.000 Per Minute on Their ‘MAD’ Policy, IPS reported on how nine nuclear-armed states spent 82.4 billion US dollars in just one year, prior to the unfolding war in Europe, on these weapons of mass destruction.

Now in view of the NATO Summit decision to further increase military spending to face not only Russia but also to more heavily spending on deadly arms to challenge what they now consider as the Chinese threat, there will be little chance to address the devastating hunger.

Why is the world hungrier than ever?

WPF mentions four causes of hunger and famine. This seismic hunger crisis, it explains, has been caused by a deadly combination of four factors:

  • Conflict is still the biggest driver of hunger, with 60 percent of the world’s hungry living in areas affected by war and violence. Events unfolding in Ukraine are further proof of how conflict feeds hunger, forcing people out of their homes and wiping out their sources of income.
  • Climate shocks destroy lives, crops and livelihoods, and undermine people’s ability to feed themselves.
  • The economic consequences of the COVID-19 pandemic are driving hunger to unprecedented levels.
  • And, last but not least, the cost of reaching people in need is rising: the price WFP is paying for food is up 30 percent compared to 2019, an additional US$42 million a month.

 

Hunger hotspots: a ring of fire

By the way, none of these factors has been caused by any of these millions of hungry humans.

According to the Rome-based WFP, from the Central American Dry Corridor and Haiti, through the Sahel, Central African Republic, South Sudan and then eastwards to the Horn of Africa, Syria, Yemen and all the way to Afghanistan, there is a ring of fire stretching around the world where conflict and climate shocks are driving millions of people to the brink of starvation.

In countries like Nigeria, South Sudan and Yemen, WFP is already faced with hard decisions, including cutting rations to be able to reach more people. This is tantamount to taking from the hungry to feed the starving.

“The consequences of not investing in resilience activities will reverberate across borders. If communities are not empowered to withstand the shocks and stresses they are exposed to, this could result in increased migration and possible destabilisation and conflict.”

Is this why NATO leaders talk about pouring more billions and even trillions into their fight against “destabilisation and terrorism”?

The Digital Divide, a Pending Issue in Chile’s Educational System — Global Issues

In 2020, during the social isolation at the height of the pandemic, 76 percent of children in higher income segments had their own computer, laptop or tablet and 23 percent had access to a shared one.

But in the lowest income segments, only 45 percent of children had their own computer or laptop, while 16 percent had none. The rest managed to get access to a shared computer or tablet.

There are also notable differences according to the type and location of schools.

One school that illustrates the gap

“People here don’t have computers, although it may seem strange,” said Cecilia Pérez, principal of the San José Obrero School in Peñalolén. “Computers are just a dream for many. Nor do they have their own connection, or wi-fi. They have cell phones with prepaid minutes or very cheap plans that do not give them a good enough connection to support a lesson.”

In a conversation with IPS at the school, she said “this is a disadvantage that has nothing to do with the children’s desire to study, their intelligence, or their worried families. It is something external that is difficult to solve.”

To illustrate, Pérez said that “if homework is posted on the platform, it is very hard for children to read it and do it from their cell phones.”

Her school is in a poor neighborhood located at the end of Las Parcelas Avenue, in the Andes foothills of Santiago, the capital. Most of the first to eighth grade students come to school on foot.

This public primary school in the municipality of Peñalolén, which serves 427 students, is an example of the connectivity problems faced by students in the most deprived urban and rural areas.

In this South American country of 19 million people, there are 3.6 million primary and secondary students. Two million students are enrolled in the first to eighth grades (six to 13 years of age) and the rest are in secondary school (13 to 17 years of age).

Of the total number of students, 53 percent study in state-subsidized private schools, 40 percent in municipal schools and seven percent in private schools.

“We have third grade students today who started first grade in 2020, at the height of the pandemic, when they had to learn to read and write. These children had only gone to kindergarten and are now coming to class in the third grade with a very significant delay,” she said, referring to the effects of distance learning during the pandemic.

Because of this, Pérez said, “we had to set priorities in the curriculum and reinforce language and math which are super important to continue learning.”

She added that another serious problem is that many of their students experience situations of domestic violence. “Their emotional and social support is the school, and when they couldn’t be with their classmates, they lost two years of socializing,” she said.

“We have children between the fifth and eighth grades who have experienced a lot of violence, a lot of individualism, a lot of sexualization that never happened before. Partly because there is no parental control over cell phones at home,” she said.

An additional problem is connectivity because in Peñalolén “there are many hills and in some parts the internet does not work. There are families who returned the ‘router’ (a device that receives and sends data on computer networks) that we lent them because the signal does not reach their homes.”

Tackling inequality

The deep digital divide among Chileans is aggravated by the difficulties in accessing the internet in isolated villages, rural localities and also in poor urban neighborhoods where telecommunication companies do not provide service or where criminals steal the cables.

“Inequality in our country is also manifested in internet access,” said leftist President Gabriel Boric, in office since March. “Thousands of students were unable to exercise their right to education during the pandemic due to a lack of connectivity.”

To address this situation, he said in a recent communiqué, “our Zero Digital Divide Plan will ensure, by 2025, that all the country’s inhabitants have access to connectivity.”

“This requires a sustained effort to continue with current initiatives such as the Internet as a Basic Service Bill and the generation of new projects that will allow us to reach isolated and rural areas,” he said.

As an example, Boric mentioned the town of Porvenir, which a month ago became the southernmost part of this long narrow South American country with access to the 5G network.

The 36-year-old president won the elections in the wake of the huge 2019 protests, in which one of the demands was to end the social inequality gap, one of the largest in the world according to international organizations, and where more equitable access to education was one of the main points.

Paulina Romero, a first-year chemistry and pharmacy university student, became a symbol of the digital divide that Boric seeks to eliminate, when two years ago images of her climbing onto the roof of her house in the small community of San Ramón, in the southern region of La Araucanía, in a dangerous attempt to find a signal to be able to do her assigned homework, went viral.

Plans to close the gap

Claudio Araya, undersecretary of telecommunications, told IPS that all efforts are focused on improving connectivity.

“A bill was approved in Congress a month ago that guarantees internet access for students,” he said. He pointed out that in part this access already exists but it is not operational for schoolchildren, because “many students in areas with coverage had problems with distance learning because their families could not afford cell phone plans.”

Araya added that a project is being implemented to ensure that all public schools, whether run by municipalities or the State, as well as subsidized private schools, have coverage for remote areas and connection speed.

“One part of the project is being completed now, by August, for 8,300 schools, a second part with 500 more by March 2023, and a third with a call for bids before 2023, which will cover just over a thousand schools,” he explained.

His office has also allocated resources for a new project, called “last mile”, which seeks to bring connectivity to isolated or rural areas. “We have already invested some 200 million dollars and we are contemplating an additional 150 million dollars to provide service coverage to the communities,” he said.

Another school stumbling over connectivity issues

Connectivity is the main problem for the 73 students at the school in the small town of Samo Alto, in the Andes foothills area of the municipality of Rio Hurtado, 440 kilometers north of Santiago.

“We are educating 21st century children with 20th century resources and technology,” Omar Santander, principal of the primary school, told IPS by telephone.

“The connection to the global world does not exist. You turn on a computer, log on to the network and all the other computers disconnect. It is impossible to work online. We have computers and tablets, but there they are, and they can only be used with resources and programs downloaded ad hoc,” he said.

The students cannot communicate and “these are gaps that keep us from providing greater opportunities,” he said.

“The lack of computers is the smaller problem. We have achieved internet efficiency and we have the equipment. The big problem is connectivity,” Santander stressed, adding that an antenna they made to capture the signal was not enough.

He said that “last year when we held hybrid classes, half at home and half at school, one day we tried to connect and it was a terrible disappointment.

“There is a wealth of information, of pedagogical resources available to students that unfortunately we don’t have access to,” Santander complained.

The principal explained that “everything that has to do with access to resources that enrich reading, writing, calculus and mathematics is there and we cannot make use of it.”

More than internet access

Luciano Ahumada, head of the School of Informatics and Telecommunications at the Diego Portales University, said that “reducing the digital divide goes far beyond having an internet plan.”

“It also involves promoting the use and daily impact of information and communications technologies (ICTs) to maximize people’s well-being. It is a much more complex and time-consuming challenge than access,” he told IPS.

In his view, “we must work on access, but also on economic, ethnic and gender barriers and establish a framework concept of cybersecurity or basic concepts in the population to live in a healthy way in this new world.

“There is an economic gap, an age gap, an ethnic gap, which in different countries has become very evident,” he said.

Ahumada said that “access is just the starting-point. It is a good initiative, necessary to massify internet access, but we must think about massification of high-speed connections because with networks of the past we cannot carry out actions of the future and establish the basis for an information society.”

World Leaders Must Look at the Big Picture to Solve Food Crisis — Global Issues

The combined result is expected to leave more than 320 million people severely food insecure this year, compared to 135 million two years ago.

Until recently, efforts to bolster such an overstretched global food system have focused on a single aspect, such as developing hardier crop varieties, reforming subsidies or reducing food waste, but any system is only as strong as its weakest link.

New varieties, technologies or incentives to increase yields are meaningless if there is no water to irrigate the soil, or if the infrastructure is not there to get the harvest to market.

Policymakers and scientists are increasingly recognising the need for a new approach that considers all aspects from farm to fork, a philosophy that goes beyond individual commodities, and even beyond agriculture as a sector.

A “systems approach” allows for a greater understanding of the bigger picture by considering the broader context in which food is produced, distributed, and consumed, and how those systems function within related systems such as health and energy.

Just as the G7 agriculture ministers warned against short-term responses to the food crisis that come at the cost of medium and long-term sustainability, CGIAR believes a systems approach is necessary to minimise the trade-offs and unintended consequences that have contributed to food crises for decades.

Put simply, systems thinking is a holistic approach that accounts for the interplay of all elements, assessing and addressing both the potential benefits and harms of new developments.

For example, when applied to food, it raises questions such as: does this new seed or practice require additional natural resources and are they available? Is a particular innovation accessible and practical for women as well as men? What repercussions will it have for the environment, trade, food prices, livelihoods and nutrition?

Adopting such a framing can then inspire a so-called “innovation systems approach”, which fosters productive engagement between key actors, including farmers, governments, enterprises, universities, and research institutes, and directs more targeted investment towards effective innovations in line with the G7’s recommendations.

The major advantage of such a systems approach is that it can be applied at all levels.

At a global level, rebalancing food systems requires a complete understanding of our natural resources worldwide, and how they intersect with food production across different regions in different scenarios.

Research shows that agriculture, which produces fuel crops as well as food, is one of the major contributors of greenhouse gas emissions, meaning agricultural innovations must be considered alongside energy innovations to ensure one avoids jeopardising the other.

Understanding how innovations and decisions made in one country can have ripple effects thousands of miles away is made easier through models such as the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT), while connecting food systems with land and water systems through cross-disciplinary research can help manage agriculture’s contribution to climate change.

At a national level, addressing country-level priorities by understanding the different levers at play can unlock multiple benefits.

For example, when Bangladesh identified a gender gap in agriculture in 2012, the government worked with CGIAR scientists to develop the Agriculture, Nutrition, and Gender Linkages (ANGeL) program to achieve its dual goals of greater women’s empowerment and improved nutrition.

The program featured agricultural training as well as nutrition behaviour change communication and gender sensitization trainings to increase women’s empowerment, diversify production and improve the quality of household diets.

Finally, a systems approach tackles localised needs more effectively by addressing the multiple factors that contribute to and compound poverty and hunger.

For example, bean breeders at the Pan-Africa Bean Research Alliance (PABRA) developed a demand-led research model that has resulted in more than 500 new varieties of beans according to the different needs, tastes and preferences of both farmers and consumers.

By refining agricultural research with an end-to-end approach, scientists developed the new varieties most likely to be successful with consumers and therefore adopted by farmers, doubling bean productivity in Uganda and Ethiopia between 2008 and 2018.

Ultimately, people do not only eat food: they grow it, sell it, buy it, cook it and share it. And so, food systems transformation requires dealing with such complexity by harnessing science and technology, learning from analysis and data, interpreting ambiguity and potential conflicts to develop multiple solutions to tackle interconnected challenges.

These benefits could be fully realised with greater investment into research across the agri-food system as a whole, which in turn starts with a shift in mindset towards more systemic thinking.

Digital Training in Pakistani Villages Yields Bumper Participation — Global Issues

“I mostly use one mobile application to sell and purchase cattle, which has enhanced my earnings,” says Waheed, from Ahmedpur Lamma village in eastern Punjab province. “I am also using another app that provides me with information about the weather forecast, soil health, equipment and most important, the use of bio-pesticides. This has helped me to cut costs by 10 percent as conventional pesticides are more expensive because they are imported,” he adds in a recent interview.

Pakistan is considered an agricultural country. As per the 2017 census, 64 percent of the population is rural and 36 percent urban. Agriculture, centred in Punjab and Sindh provinces, contributes 19 percent to the country’s gross domestic product (GDP) and employs 38 percent of workers. Today, 90 percent of farmers (7.4 million) are categorized as ‘smallholder’ as they own less than five hectares of land.

And now agriculture can be seen through a different landscape — a digital one. During the Covid-19 pandemic the use of online tools accelerated in every domain in Pakistan — from finances to health, education and services. This transition is also creating opportunities for digitalization of agriculture.

Against this backdrop, the Food and Agriculture Organization (FAO) has launched its 1,000 Digital Villages Initiative (DVI) in Pakistan. To date it is taking the shape of a pilot project in Punjab and Sindh.

In late May and early June, FAO Pakistan did a baseline assessment of 22 villages in seven districts of the provinces, which included 54 local women and 100 men. About two weeks later it trained more than 1,000 farmers and villagers on six different digital applications related to agriculture, water conservation and online markets for buying and selling agricultural products.

IPS visited four villages in Rahim Yar Khan, a district in Punjab, to meet men and women who attended virtual and in-person training sessions organized by FAO Pakistan in collaboration with local non-profit organisations Food & Agriculture Centre for Excellence (FACE) and Rural Education and Economic Development Society.

Men and women interviewed said they had been unaware about how digital technology could help them in their work. Many were eager to show the applications they have installed and started using on their phones. Most are related to services for farmers — timely information about weather and market rates, crop health, soil fertility, water usage and accessing markets. Women were accessing information about sewing, stitching and embroidery, health and hygiene.

“I managed to increase my household income by more than 20 percent by selling stitched garments online and my traveling expenses to meet customers and buy materials dropped by more than 25 percent because I started using one social media app,” says Uzma, 32, who has used a cell phone for six years but was unaware of the apps, which are now key components in her business.

Besides using popular social media apps to market her clothes and receive orders, Uzma, from Ahmedpur Lama village, says she buys her raw materials online. With her newfound digital literacy, she is also using her bank’s mobile app to make payments and helping her children with their studies, especially science and maths.

FAO Pakistan’s Project Lead for DVI, Muhammad Khan, said the response from trainees has been better than expected. “We are surprised to see the level of interest shown by the villagers when they were trained. To scale up implementation of DVI in minimum time, FAO Pakistan has decided to integrate it as a component in existing and future projects.”

Most villagers trained say that they are also now regularly using popular social apps. That access opened the door to a new livelihood for Muhammad Sajid, 33. “I learned mobile repairing skills by watching different tutorial videos and this helped me to open my mobile repairing shop in my village,” he says. Using his online skills to help fellow villagers buy and sell agricultural products and livestock is his next goal, he adds.

All the farmers who IPS spoke with said that mobile phone connectivity boosted their operations. “With an agriculture app I learned the differences among many fertilizers, which ones are best for my crops, and how to apply them. Now I am getting the maximum yield from my crops,” says Muhammad Haseeb, 29.

Shahid Hussain says that after attending a meeting about digital tools for farmers in his village he converted his manual pesticide spraying machine into an automatic one, saving valuable time. Using one app, he learned more about fodder for his cattle and changed their feeding practices. “My livestock now produces more milk than before,” he adds.

Given results to date, FAO’s Khan predicts that in the next five years most villages in Pakistan will be connected to a digital ecosystem with farmers and their neighbours managing their work, and other aspects of life, using digital applications and technologies.

A global initiative inspired by FAO’s Director-General, Mr QU Dongyu, the DVI is being piloted in the Asia-Pacific region. The villages in Pakistan are among many being showcased and sharing their advancements with other villages and areas in Asia and the Pacific as well as other regions of the world.

Urgent Need to Enact Proposed Law to Secure Sexual and Reproductive Health in East Africa Countries — Global Issues

Worse still is that HIV positive women in the country continue to be stripped of their dignity and face abuse in the form of forced sterilization which is as a warped method of reducing HIV infection despite there being no scientific evidence to support these assaults. Moreover, consider that concurrently, 7 women die every day from complications arising from unsafe abortion.

This is only a snapshot of the depressing state of sexual and reproductive health and rights in the country.

The grim reality however does not seem dire enough for Kenyan parliamentarians who have twice before – in 2014 and in 2019, failed to enact separate but similar legislation – the Reproductive Health Bills – that would have provided a framework to mitigate the prevailing circumstances, prevent future occurrences and ultimately bring down these figures.

The much-needed legislation was not passed despite the Constitution providing for the right to the highest attainable standard of health – including reproductive health in article 48 (1) (a).

Worse still is that policies are often drafted, and withdrawn at the whim of Ministry of Health officials, leaving Kenyans at the mercy of individuals and their biases.  Take for instance the Standards and Guidelines on Safe Abortion which were developed to direct medical practitioners on how to administer safe medical abortion, in compliance with the law.

The then Director of Medical Services, Dr. Nicholas Muraguri arbitrarily withdrew the policy document. The High Court ruled in 2019 that Dr. Nicholas Muraguri and the Ministry of Health violated the rights of Kenyan women and girls in withdrawing these guidelines and ordered their reinstatement. This was not done. Consequently, women and girls in need of safe abortion, with very few – or no safe options.

In 2022, the Head of Reproductive and Maternal Health in the same ministry, Dr. Stephen Kaliti wrongfully stated that giving contraceptives to minors is a criminal offense punishable by a jail term of up to 20 years. In his erroneous statement that pointed to a proposed policy that is yet to be passed, Dr. Stephen Kaliti misled millions of Kenyans. To make matters worse is that the police then use such pronouncements to harass patients and service providers. Consequently, they are hesitant to give and seek services respectively, exacerbating the crisis.

The state of affairs is depressing. Nonetheless, there remains hope at regional level. On the floor of the East Africa Legislative Assembly is the East Africa Community Sexual and Reproductive Health Bill, 2021 (EAC SRH Bill); sponsored by Hon. Kennedy Mukulia; a South Sudanese national representing South Sudan in the House.

The Bill is anchored on article 118 of the East Africa Community Treaty which speaks to the commitment by partner states to cooperate in health specifically in the advancement of reproductive health and rights.  If passed, all partner states of the EAC will be required to integrate sexual and reproductive health in their efforts towards universal health coverage. Additionally, countries will be required to harmonize their national health policies and regulations, more so, on and sexual and reproductive health rights.

Specifically, the proposed law seeks to provide age appropriate sexual and reproductive health information and services. Often, most people associate the term “age-appropriate” in the ambit of sexual and reproductive health and rights only with adolescents.

Nonetheless, it cuts across the divide; including provisions for elderly persons on issues of menopause and andropause – which is a collection of symptoms, such as fatigue and a decrease in libido, experienced by some middle-aged or older men and attributed to a gradual decline in testosterone levels.  Additionally, the Bill seeks to prohibit and facilitate the elimination of harmful practices from the community.

These include female genital mutilation, forced sterilization of HIV positive women and forced marriage among others. Which all remain pressing issues in all partner states of the East Africa Community.

While it could be argued that countries are sovereign and will retain the current hard stance on sexual and reproductive health and rights; the Bill has a clause on monitoring and reporting where if passed, all countries will have to provide reports as to the state of implementation to the Secretary General who will then provide a compiled report to the legislative assembly.

Where dissatisfied with fellow states’ progress – or lack thereof, partner states can engage mechanisms including through the East Africa Court of Justice among others, to hold other states accountable to their commitments. This is a welcome prospect as countries – including Kenya have a history of selectively adhering to the rule of law at national level.

As the Bill comes up for public participation on June 26 2022, it is important that Kenyans and all other persons in the East Africa Community fully understand the issues articulated in the Bill. Thereafter submit informed memoranda to the East Africa Legislative Assembly. It is important that we #PassEACSRHBill to put an end to preventable diseases and preventable deaths.

Digital Tools Complement Organic Farming at Islamic School in Indonesia — Global Issues

Once the session ends, the students know where to go and what to do. They pick up a hoe, shovel and machete and walk together to the school’s farm. The ustadz, or teacher, divides them into groups and issues instructions.

Soon the students no longer look like learners but like young farmers working the land. “This is part of our class lessons. We do this every day,” said Yadi, who is busy planting seeds. “I am planting green onion. But my friends are harvesting it in other side of this farm.”

The pesantren environment seems ideal for farming. Located in a hilly, mountainous area of Ciwidey, West Java, 170 kilometres or about a 4-hour drive from Jakarta, Al-Ittifaq compound is surrounded by green, in a temperature that hovers between 18C and 22C – cold by tropical standards.

Orange grove — with a surprise

Senior teacher Anwar Mustiawan shows a reporter an area where leafy orange trees with white trunks are growing — and what makes the pesantren unique is revealed. Arranged in neat rows, some trees are over two metres tall, others less than one metre. The soil under each one is covered with a tarpaulin, and under it is a sensor that measures the temperature and humidity of the soil. A water hose is attached to each tarpaulin and connected to an auto-watering machine, which joins a huge water tank.

“The machine decides, based on the soil temperature, when to water the soil,” Anwar said. “This is what digital farming technology is all about,” he added.

He also pointed out that the auto-watering machine isn’t used for all crops. “Our students should know the soil temperature and when it is time to water them,” Anwar said.

Also on hand is Aziz Elbehri, the senior economist who leads the 1,000 Digital Villages Initiative (DVI) at the Food and Agricultural Organization (FAO) in the Asia-Pacific region.

“We are promoting sustainable, resilient and digitalized agricultural and farming practices by assisting policy makers, national and local government to meet the targets of the Sustainable Development Goals (SDGs) by 2030,” Elbehri told IPS as he visited the pesantren on 27 June.

“This use of technology needs to be spread and replicated to other rural communities,” he added.

While Al-Ittifaq is at the heart of a thriving farming community, digitalization is giving its inhabitants a further boost.

Everything produced on the farm goes to the Ittifaq cooperative, where students sort, grade, pack, wrap and label items. The enterprise supplies local supermarkets, malls and wholesalers with vegetables and fruits. It also purchases produce grown by local farmers, who have been its business partners since it was established in 1977.

The organization sends at least five tonnes of various vegetables daily to major cities in Indonesia, said the cooperative’s head, Agus Setia Irawan. “The demand is increasing because our product is highly competitive, which suggest that local farmers are capable of producing quality vegetables and fruits.”

That Al-Ittifaq practices organic farming is what makes the difference. “It is public knowledge that our products are planted, grown and processed in a sustainable and environmentally friendly way,” Agus added.

Self-financing farm

The proceeds of the business are used to finance the Ittifaq educational operations. “Our syeikh taught us that a good person is financially self-reliant and does not hope for charity. He makes it into reality. This pesantren is financially self-financing,” said Rezki, another student.

Al-Ittifaq also employs local residents to work on its 14-hectare farm, so that students and local residents toil together. “There are hundreds of people, most of them women, working with us in shifts. We are like a big family here,” Refky added.

The cooperative also partners with five farmers’ groups, each one consisting of 300 farmers who work 70 hectares of land.

Not only has the pesantren made big steps in the agro-industrial business, it has also become the centre of agricultural and agribusiness training for residents, in collaboration with 20 other pesantren in West Java.

And as part of the digitization drive, Ittifaq has started online marketing. Agus said the cooperative has adopted the so-called business-to-business-to-consumer model (B2B2C). By partnering with other businesses, its online e-commerce efforts are able to reach new markets and customers.

“Our virtual marketing is made through an online agricultural store called Alifmart, which offers several features, including a catalogue of products, purchasing mechanism and customer service,” he said.

FAO Representative in Indonesia Rajendra Aryal said that with more and more people having access to the internet, digital agriculture is becoming a main vehicle for transforming Indonesia’s food system.

“Indonesia is an archipelagic country that is struggling to give its people wider access to economic resources. Digitalization of agriculture is coming into play now,” he said.

Target — 104 digital villages

West Java’s administration has set the target of digitalizing 104 villages in the province in 2022.

“The villages are selected because they don’t have access to the internet yet. But we have been building internet infrastructure during the last two years. Soon, they are not in the blank spot anymore,” said the head of the West Java Communication and Information Office, Ika Mardiah. “And soon the villages’ potential and products, will be in e-commerce, online transactions and promotion,” she added during a meeting with FAO officials on 26 June.

To date, Mardiah’s office has incorporated 4,225 village enterprises in West Java into the digital business network under her management. “This involves more than 400 products, 12.8 million customers and a huge amount of money,” she said.

According to West Java Governor Ridwan Kamil, soon more business, job and career opportunities will be available in villages than in cities. “With digitalization the future for the young generation is in villages,” he added at the meeting.

Kamil’s administration has succeeded in building three thematic digital villages: one focused on health, which use technology to address the lack of health facilities and specialized doctors. Patients in five pilot areas are able to consult a family doctor online.

The multimedia digital village provides capacity building in digital content-making skills for villagers in the province, while education digital villages are equipped with a so-called Smart Router as a source of education materials that can be accessed by all village residents. The materials are regularly updated.

Digital Technology Buoys Indonesian Catfish Farmers — Global Issues

What we witness as we drive to the district confirms the rice-dominant economy. Paddy fields stretch on the right and left as far as the eye can see. This is early June, traditionally the start of the harvest, but the plants are still green, indicating that the harvest is still months away.

It is also a clear sign that the paddy growing cycle has changed, due to a shift in climate.

Ironically, Indramayu was one of the five poorest districts in West Java in 2021, according to the BPS report, which also revealed that the Covid-19 pandemic increased the number of poor in Indramayu by 13 percent.

Even before the pandemic, Indramayu was a pocket of poverty in Indonesia. The majority of people in the paddy-dominant district are not land-owning farmers but farm labourers or landless growers.

Paddy fields are labour-intensive only during planting season and harvest, which take place three times a year on average. That leaves three to four months as free time for landless farmers. Both men and women migrate to the capital Jakarta, 240 km away, to find temporary jobs, before returning to Indramayu for the harvest.

Labour migration decreasing

Global climate change has been disrupting these patterns — of planting, harvesting, and migration. But one silver lining of this disruption is that landless growers have begun to find alternative livelihoods without migrating to Jakarta. Fish farming is a popular choice in the coastal district.

Indramayu farmers started making ponds along the seashore to raise tiger prawns, a popular commodity. But this farming is vulnerable to incursions from the ocean, including tidal waves.

That’s why Edy Prasetyo, 46, chose to enter the catfish farming business in 2001. Twenty-one years later, Prasetyo has 69 ponds in Soge village, Kandanghaur sub-district.

In recent years catfish has become a favourite street food for middle and low-income people in almost all major cities in Indonesia. Demand is so high that in the Jakarta area, where most Indramayu catfish is sold, shortages are common. Seeing the opportunity, some young local growers have become rich quick.

It’s demanding work, Prasetyo tells an IPS reporter on a recent visit. “We have to stick to a fixed feeding schedule, including during the night and when it rains. Imagine walking around the ponds in heavy rain and throwing catfish food into them. I have 69 ponds. I need at least 10 people to do it.”

But now, new technology is making the farmers’ lives easier. In October 2020, FAO Indonesia and Bogor Agriculture University (IPB) introduced technology known as eFishery to Prasetyo’s village. After a short training he and other catfish farmers began to adopt the system, particularly a digital automatic fish feeder.

Invented by a graduate of Indonesia’s Bandung Institute of Technology (ITB), Gibran Huzaifah, the auto-feeder connects through the internet to farmers’ smartphones. There they can set the breed of fish, feeding schedules and the amount of food pellets to drop into the ponds.

Detects level of hunger

The auto-feeder is equipped with an in-water, vibration-based sensor that is able to read the movements of hungry versus full fish. Guided by the farmer’s feeding schedule, when the artificial intelligence detects hunger, it releases the amount of feed required. This avoids over or underfeeding the fish.

The eFishery’s sensors collect and store real time data, such as feed volumes and consumption levels. Farmers can access this through eFishery’s web and mobile apps on their smartphone, tablet or computer and make any needed changes to the feeding.

“This is the kind of technology we need,” says Prasetyo. “It cuts time spent for feeding the catfish and saves a lot of energy.”

With eFishery, production has increased 25-30 percent, says the farmer, adding that he has more time to spend on other things. Additional benefits of the technology include that the size and weight of the catfish can be controlled and the water quality is monitored.

While Prasetyo spoke, several men placed buckets of catfish on weighing scales and then transferred them to a small truck, which soon drove out of the village, bound for Jakarta.

Losarang sub-district has now become Indramayu’s catfish centre, with the majority of residents farming the species. Catfish ponds dominate the landscape. “Sixty percent of Indramayu’s 200 hectares of catfish ponds are in Losarang sub-district,” said Thalib, the village head.

The technology and knowledge has spread throughout the area, and Prasetyo’s success story has drawn fishermen from other villages to learn about eFishery.

“This is what Member Nations want. This is what this project is designed for,” said Aziz Elbehri, senior economist at the UN’s Food and Agriculture Organization’s Regional Office in Bangkok, who leads the 1,000 Digital Villages Initiative (DVI) for Asia and Pacific.

“A successful undertaking in one village should be copied, or in popular terms, replicated to other villages. And this is what is happening here now,” Elbehri told IPS as he and his FAO team visited Soge village on 26 May.

“Indonesia is one of the success stories,” Elbehri said, pointing out several female catfish farmers who joined his visit. As eFishery is a national innovation, the project is also driving national excellence, he added.

Challenges remain

Catfish farming is not without challenges. Mardiah, 52, has been farming the species for 26 years. “Sometimes we go through lack of water during prolonged drought, which has caused many of our catfish to die. At other times, we get flooded during heavy rainfall and our ponds are destroyed,” he told IPS, adding that farmers can do little about such natural occurrences. Disease is another serious threat.

But what gives farmers their largest headache is the soaring price of catfish food. “More and more people make fish ponds, while catfish food production remain the same. This make its price soar,” Mardiah said.

Head of the Indramayu Fishery and Marine Office, Edi Umaedi, told IPS that fish ponds cover 560 hectares in his area, more than half of it is used for catfish farming. Last year, Indramayu’s catfish production reached 85,000 tons.

Setting up the business is not difficult, added Umaedi, and farmers prefer it because unlike rice, catfish can endure a water shortage and do not require irrigation. “Fish ponds, particularly catfish ponds, do not need a vast amount of land. One pond of 100 or 200 square metres is enough to farm catfish.”

To date, FAO and IPB have established eFishery in 30 villages in West Java and there are plans to expand to other Indonesian provinces.

Inside the Eye of the Hurricane of Hunger — Global Issues

When we first met in the mid-2000s, I was at the Worldwatch Institute and invited him to contribute a chapter to a book I was writing. He described how farmers in Malawi and other countries in Sub-Saharan Africa were noticing their soil was getting tired.

Maize yields were unpredictable and decreasing year to year—problematic when that’s the crop you depend on most for both consumption and sale to earn your livelihood. Droughts were a major concern, but Dr. Bunch understood that farmers were, rightly, more worried about loss of soil fertility.

Droughts and depleted soils can be difficult to distinguish. While fertile soils can soak up and retain what little rain does fall, depleted soils become compacted and water simply runs off, so each problem accentuates the other.

Plus, when farmers are facing infertile soils, they are more likely to move to new areas of land, which unfortunately eats up arable land without regenerating it. And in some cases, folks give up farming altogether and move to cities, where it’s difficult for them to find jobs that match their skills.

He wrote this warning right around the 2007–08 food and financial collapse, which stretched into riots and famines around the globe over the next half-decade. And unfortunately, we may be back where we were then.
Dr. Bunch warns that the coming famine will be a “hurricane of hunger,” which sounds ominous to me and so many of us who work in this space. But things are not hopeless.

Over the past 20 years, one of the so-called solutions that’s been heavily promoted in places like Malawi are fertilizer subsidies and artificial fertilizers—which are not the answer.

We forget that artificial fertilizer should be used sparingly like medicine, to help get farmers over a hump or temporarily boost soil quality to allow for better use of organic matter.

But unfortunately, subsidies have led to farmers becoming dependent on artificial soil amendments and have actively disincentivized growing a more diverse set of crops or using organics to fertilize soils in countries across Sub-Saharan Africa, Latin America, and more.

One of the answers to what we’re seeing around soil infertility are cover crops and ‘green manure’ (which refers not to colorful animal poop but rather the practice of growing certain crops to turn or incorporate back into the soil).

These can be things like bushes, trees, and vines that help improve soil quality, control weeds, and retain water. Other great options are crops like cowpeas and scarlet runner beans, which people can eat.

This is something else we often forget when we’re talking about how to keep folks from being hungry: The foods people have depended on for generations are not only regenerative but also delicious! Farmers have an opportunity,

Roland says, to return to growing these indigenous crops—sometimes called forgotten crops or orphan crops—that are resilient to droughts, have deep root structures to keep water and nutrients in soils, grow perennially so they don’t need to be replanted every year, and taste really, really good.

Between crises like climate change, soil depletion, global conflicts, and Covid’s supply chain fallout, the bottom line—and it’s a sobering one—is that we’re facing a massive famine and that “hurricane of hunger” over the next year.

I’ve talked before in this newsletter about the power of citizen eaters and the participatory democracies Frances Moore Lappé advocates for—but for these ideas to actually translate into powerful results, we need governments that are actively engaging in agriculture.

Roland says it’s possible to end hunger in one generation, and quite inexpensively, but only if we have the will to do so. We’ll need action from leaders in policy, business, and more to invest in helping farmers adopt greener, more regenerative soil practices.

As he says, better soils lead to better lives—which is more urgent now than ever before.
