Remedy in Sight to Subdue an Invasive Poisonous Enemy in Kenyas Drylands — Global Issues

The goat in question, whose days are now numbered, has consumed pods, or the fruits of the invasive species, Prosopis juliflora, locally known as mathenge.

Mathenge is a small, prolific seeding, fast-growing, drought-resistant, evergreen tree of tropical American origin that produces masses of pods containing small tough smooth seeds. It is by far considered to be one of the world’s worst invasive plant species.

“You can tell when a goat is on its death bed by just looking at the mouth. The goat is unable to close its mouth, eat or drink water because the mouth shakes and slides from one side to the other when the goat attempts to eat. At least seven goats die every single day in six surrounding villages because of eating these pods,” Sakamo tells IPS.

The invasive species has increasingly invaded Kenya’s semi-arid and arid ecosystems significantly affecting biological diversity and rural livelihoods.

Fredrick Chege, an independent researcher in invasive wild species, says that of all livestock, goats and cattle are the most vulnerable. He tells IPS that the consumption of pods can cause neurotoxic damage to the central nervous system in mostly cattle and goats.

“Whenever affected goat attempts to chew cud per the course with the digestive process of herbivores, you will see it vomiting a green liquid and the mouth shakes uncontrollably. Digestion can therefore not be completed,” he expounds.

Once these symptoms become visible, the goat will die from starvation in a matter of days. Pastoralists do not consume meat from an animal that is either starving or ill even during a drought. It is considered taboo.

Fish from Baringo County, he says, are not spared “fishermen at Lake Baringo, and Bogoria in the Rif Valley have become accustomed to catching deformed fish. Fish without eyes because the thorns from the Prosopis julliflora species have invaded the lakes poking their eyes.”

According to research by the UN’s Food and Agriculture Organization (FAO), Prosopis juliflora is one of many invasive species in this East African nation. Research shows there are at least 34 species; 11 arthropods, 10 microorganisms, four vertebrates, and nine plant species including Prosopis julliflora.

Mathenge is extremely difficult to control because it thrives in most soils such as rocky, sandy, poor, and saline soils. It has very deep roots that can reach the sub-surface waters. It is impossible for it to co-exist with other vegetation because it absorbs significant amounts of water,” Chege expounds.

“Even when you cut Prosopis trees above ground, they regenerate very fast, forming thorny thickets that are nearly impossible to penetrate especially along water courses, roadsides, flood plains, and generally on areas that are not inhabited or dormant land.”

Prosopis Juliflora was originally introduced to Kenya’s dry land areas as a solution to deforestation and to provide firewood. It did not take long for the solution to become a problem that has now gotten out of hand by displacing native plants and endangering pastoral economies.

Once the species has taken root, Chege says it is very difficult, labor-intensive, and expensive to successfully remove it because of regeneration from the soil seed bank as well as due to regeneration of trees from cut stems.

Prosopis juliflora seeds also pass easily through the gut of livestock and are deposited in the soil from where they thrive within a short period. Similarly, children enjoy eating pods because they are sugary and sweet and they too, deposit these seeds in the soil because they chew the pods and spit out the seeds.

Government data shows Prosopis juliflora spreads at a rate of between 4 % and 15 % per year. The average cost of clearing a Prosopis thicket three to four years old in a plot of 10X10, Sakamo indicates, falls at somewhere between $10 and $30. An expensive venture because the invasive species can begin to sprout again in a matter of four weeks.

Research shows that so prolific is the species that since the first herbarium specimen-a collection of preserved plant specimens maintained for scientific purposes- was collected in 1977 in Kenya’s coastal region, Prosopis juliflora can now be found- at varying degrees of invasion-in seven of eight regions in this East African nation.

Prosopis juliflora was declared a noxious weed in Kenya in 2008 under the Suppression of Noxious Weeds Act (CAP 325), meaning that it is considered to be harmful to the environment or animals.

Under this Act, Chege says, the Minister of Agriculture can compel land owners to remove any declared noxious weeds such as Prosopis juliflora from their land or have it otherwise removed.

Elvis Kipkoech, a charcoal trader, says that the government allowed the use of Prosopis juliflora for charcoal production as a means to control it through utilization.

This method, he tells IPS, has not worked because unscrupulous charcoal producers mix the invasive species with other tree species which has led the government to place a total ban on charcoal production in Kenya.

Against a backdrop of challenges to bring this invasive enemy under control, a solution is in sight in the form of the National Strategy and Action Plan for Management of Prosopis Juliflora in Kenya.

The strategy aims at effectively managing the invasive species through a combination of biological, chemical, mechanization, and utilization methods since Prosopis can be used not only in charcoal burning but to produce poles for furniture making and fencing.

Meanwhile, Sakamo helplessly watches as the negative effects of notorious mathenge suck the life out of her beloved goat; she urges the government to hasten access to these solutions and is hopeful that this will be her final loss.

Africa Needs More Action, Fewer Words to Secure Food and Nutrition — Global Issues

The culprit for her growing poor maize yields was the exhausted soil on her one-hectare plot she continuously tilled on the edge of biodiversity-rich Kakamega Forest in northwestern Kenya. Farmers have cut down trees to make way for more land near the forest leading to massive land degradation.

But Achevih (65) from Vihiga Country has transformed her farming and harvested eight bags of maize last season. This is thanks to adopting the Sustainable Land Management (SLM) approaches that improve soil health and productivity by protecting the soil from degradation using manure. In addition, SLM promotes intercropping of maize and legumes and growing indigenous leafy vegetables.

“Changing how I managed my land has changed my yields. My livelihood has improved because I have enough and different types of food to eat,” Achevih told IPS on the sidelines of the Alliance for a Green Revolution Forum (AGRF) Summit in Kigali, Rwanda.

“I grow maize, beans, and indigenous vegetables which have helped my family to have enough healthy food. The indigenous vegetables have increased my family income because of the high yields,” said Achevih adding that she now enjoys varied meals daily.

“I have more food to choose from now than before. I can have bananas or millet porridge in the morning and ugali (maize dish) with indigenous vegetables for lunch and in the evening enjoy potatoes,” she quipped.

“My farming method is better, but farmers need training and support to produce more food, have more markets and earn better income.”

Achevih contributes to food security for her family and community. She could do better with access to improved technology, know-how, and inputs to boost food and nutrition security on the back of growing threats to agriculture in Africa.

Another farmer, Wellington Salano from Kakamega County, says the government needs to fulfill its commitments to agriculture development in Africa by investing more in the sector to help beat poverty, hunger, and malnutrition.

“African leaders should give a bigger portion of their budgets to agriculture because it is the source of our food and livelihoods, Salano told IPS. “Farming is life and cannot ensure healthy food without the investment to increase the production of farmers at a time we have to deal with climate change and shortage of food.”

Salano (65) grows maize, beans, and indigenous vegetables in Kakamega country in northwest Kenya. He practices sustainable land management and sustainable forest management under a project started by the Alliance for a Green Revolution in Africa (AGRA) together with the United Nations Environment Programme (UNEP) and the Kenya Agricultural and Livestock Research Organization (KALRO). The project seeks to enhance the sustainable management of the Kakamega Forest, which has been affected by deforestation due to illegal encroachment to harvest firewood, timber, and herbs and the conversion to pasture, leading to extreme biodiversity loss.

How to feed and nourish Africa?

How Africa can successfully navigate the crises currently affecting the global food supply chain and ensure that African Governments can mobilize investment and accelerate commitments to deliver a food-secure continent dominated discussions at the annual AGRF Summit.

Viable solutions are needed to boost sustainable crop production on the continent, where one in five people faced hunger in 2020. Worse, Africa remains a net food importer, spending nearly $50 billion on food imports.

“We should stop exporting these jobs when we can produce this food,” AGRA President Agnes Kalibata warned. “The current African food systems are failing to deliver healthy diets to all and are one of the greatest challenges for climate and environmental sustainability.”

Currently, about 57.9 percent of the people in Africa are under-nourished, according to the recent report, State of Food Security and Nutrition in the World 2022, which also projects that hunger could increase, making Africa the region with the largest number of undernourished people.

Leadership for food and nutrition

In 2021, African leaders agreed on a common position ahead of the UN Food Systems Summit to ensure that Africa was more resilient to unexpected global shocks. However, the continent is off track to achieving agreed targets under the Comprehensive Africa Agriculture Development Programme, the Malabo Declaration, and the Sustainable Development Goals.

Leaders noted that the Covid-19 pandemic, the Ukraine-Russia conflict, the global supply chain, and the energy crisis had strained Africa’s food systems.

“We need food systems transformation now,” said Hailemariam Desalegn, the former Prime Minister of Ethiopia and Chair of AGRA and the AGRF Partners Group, remarking that African leaders have committed to supporting food systems transformation, and collective action was needed to accelerate progress and real change.

“No country is healthy unless food and livelihoods are healthy,” noted Dessalegn calling on governments to prioritize and integrate policies that would promote healthy and nutritious diets, decent income for the farmers, and address climate and other challenges to food security.

“Africa’s prosperity depends on translating commitments we have made into implementation,” said Desalegn, underscoring that Africa’s plight requires collective will, voice, and action to transform the agriculture sector radically.

“There is a need to boldly galvanize collective will amongst leaders to emphatically support agricultural transformation.”

In the Face of Scarcity, Cubans Dream of Once Again Drinking Their Daily Cup of Coffee — Global Issues

“If I don’t drink it I don’t feel good, I have a headache all day. For me drinking coffee is almost as important as eating,” said Barrios, who receives from family members quantities of coffee beans “brought from the east, where the best coffee in the country is produced,” which she mixes with chickpeas before roasting, to make it stretch farther.

After drinking her own cup, Barrios sells coffee as a street vendor in the early morning in the old town district of Centro Habana, one of the 15 municipalities that make up Havana.

“That sip of hot coffee is sometimes the entire breakfast of people who go to work and don’t have it at home because they leave in a hurry, or because they don’t have any coffee, which in addition to being scarce has become very expensive,” Barrios said in an interview with IPS.

Coffee is part of the basic food basket on the island. The government sells each month, per person and on a subsidized basis, a 115-gram package mixed with 50 percent chickpeas.

In recent months there have been delays in distribution due to the late arrival of raw materials, including packaging paper, given the financial problems faced by this Caribbean island country in the midst of the deepening structural crisis of its economy, which dates back three decades.

When consulted by IPS, residents in some of Cuba’s 168 municipalities admit that the coffee quota “is barely enough for seven to 10 days, if you’re thrifty.”

People often resort to the black market to acquire additional quantities. There, the same 115-gram package, often taken from stores or government establishments, is sold for the equivalent of half a dollar.

Better quality Cuban and foreign coffee brands are sold almost exclusively in stores in convertible currencies, unaffordable for many families who are paid wages in the devalued Cuban peso.

For example, a kilo of the national brand Cubita costs about 15 dollars in a country with an average monthly salary equivalent to 32 dollars, according to the official rate of 120 pesos to the dollar.

Boosting coffee production on the plains

Coffee arrived in Cuba in 1748 and production received a major boost after the Haitian revolution (1791-1804), with the immigration of French-Haitian farmers who settled in mountainous areas of the eastern part of the island where they set up coffee plantations, some of whose ruins were declared World Heritage Sites by UNESCO in the year 2000.

During part of the 19th century, this country was the main exporter of coffee to Europe, exporting 29,500 tons in 1833, for example.

Statistics show that the historical record was reached in the 1961-1962 harvest: 60,300 tons. But after that production declined and currently volumes do not exceed 10,000 tons per year.

With a demand of 24,000 tons per year, this once important exporter actually has to import coffee from other countries, but in quantities that do not meet its needs.

According to Elexis Legrá, director of coffee and cocoa of the Agroforestry Group (GAF), attached to the Ministry of Agriculture, Cuba exports the Arabica variety, the highest quality, produced by coffee growers in mountainous areas.

The prospect is to start exporting small quantities of the Robusta variety, in greatest demand on the international market.

This year, the goal is to export some 2,700 tons, a figure similar to that of 2020, according to industry executives.

Experts say the main factors behind the drop in production are pests, tropical cyclones that frequently hit the island, the effects of climate change, the depopulation of rural and mountainous areas and obsolescent technology.

About 90 percent of national coffee production comes from the mountains in the four easternmost provinces: Holguín, Granma, Santiago de Cuba and Guantánamo, where the highest quality varieties are grown, due to tradition and favorable microclimates.

However, since 2014 the Cuban government began identifying soils with adequate conditions for planting coffee in lowland regions, and training courses and technical advice have been provided to new coffee growers.

“They used to say you couldn’t grow coffee here, and today we have some 2,000 bushes on just half a hectare,” Juan Miguel Fleitas told IPS. In addition to growing root vegetables, fresh produce and fruit and raising livestock, he also grows coffee on his family farm, Victoria 1, in the capital’s Guanabacoa municipality.

The 29-hectare farm, with six workers, belongs to the 26 de Julio Basic Units of Cooperative Production (UBPCs).

The UBPCs manage both private properties and state lands granted in usufruct in this socialist nation with a largely centralized economy.

“In the cooperative we have about eight hectares of coffee, dispersed. We are working on the introduction of Vietnamese coffee. It has a good yield, with a larger bean,” the farm’s head of agricultural production, Jorge Luis Gutiérrez, told IPS.

The beans came from seed banks from the east of the island, as part of the Cuba-Vietnam collaboration project, developed from 2015 to 2020.

In the 1970s, Cuban experts taught Vietnamese farmers and extension workers to plant this variety, in a nation then devastated by the war with the United States (1955-1975).

Vietnam is today the second largest exporter of the bean and shares its know-how with Cuba to achieve Robusta coffee cuttings that guarantee renewed plants with superior characteristics, in order to increase quality and yields.

Cuba’s “program to grow coffee in the lowlands” has set a goal of planting 7,163 hectares of coffee in production areas in several of the country’s 15 provinces.

So far, 1,200 hectares have been planted, another 700 hectares are in preparation, and the aim is to harvest more than 4,000 tons by 2030, according to official estimates.

By that date, Cuba’s “coffee production development program” aims to harvest 30,000 tons of coffee nationwide.

Organic coffee

Esperanza González is committed to growing coffee “without chemicals or herbicides, only using agroecological management techniques, earthworm humus, lots of organic matter and free-roaming chickens that help fertilize the soil with their excrement.”

González, who returned to Cuba after living for years in the Canadian province of Manitoba, was granted in 2017 in usufruct the eight-hectare Farm 878 that she renamed Doña Esperanza, located in the town of Santa Amelia, in the municipality of Cotorro, near the capital.

Since 2008, the Cuban government has granted unproductive and/or degraded land in usufruct to recuperate it and bolster food production.

This policy forms part of plans to strengthen food security in a country that is up to 70 percent dependent on food imports, whose rising prices lead to a domestic market with unsatisfied needs and shortages.

González, who through her own efforts imported “the equipment and the technology to be able to completely process our coffee,” told IPS that she hopes that with this year’s harvest they will “have a local quality product packaged under our own brand.”

However, she also highlighted “the exchange with coffee growers in the municipality of Segundo Frente (in the province of Santiago de Cuba), from whom we have received baskets to harvest coffee and give the final preparations to our crop.”

In 2021 “we harvested half a ton of good quality beans. We hope that little by little Doña Esperanza will become a lowlands coffee farm with higher volumes of export-quality and national-consumption production, which is so much needed,” she said.

Several initiatives with international support seek to strengthen the value chains associated with coffee production, restore the soils and ecosystems where coffee is grown, and identify markets for selling coffee grown with sustainable practices.

Prodecafé, an agroforestry cooperative development initiative that will run until 2027, was launched in February. With a budget of over 63 million dollars, it is expected to benefit 300 cooperatives in 27 municipalities in the four eastern provinces where coffee production is concentrated.

This joint project of the International Fund for Agricultural Development (IFAD) and the Ministry of Agriculture is aimed at strengthening the cocoa and coffee value chains and includes a gender approach by encouraging the inclusion of women in agroforestry activities.

Developing Countries Must Grow More Food; Climate change and war on Ukraine a wake-up call — Global Issues

Supply chains, already badly affected by COVID, have been further complicated by drying rivers and waterways. In the more developed countries, insurance covers much of the short-term losses.

But it’s in the developing world where the effects of climate change cause the most acute form of human suffering: starvation. Somalia, in the Horn of Africa is once again in the grip of a devastating drought. Livestock have perished and children are beginning to die.

Parts South Sudan’s farmland have now been under water for the 4th consecutive year because of abnormal floods. Hapless farmers, marooned on islands of higher ground, are living off handouts from the international donor community. No insurance to cover their losses; they’re lucky just to hang on to their lives.

And if we needed a shriller wake-up call about the unfolding global food crisis, Russia’s war on Ukraine has certainly provided that: Much of grain and fertilizer that the world relies on was held hostage by the combatant’s mines and warships in the Black Sea.

Paralyzed by the outdated make-up and role of the Security Council, the political side of the UN System was once again unable to prevent war from breaking out.

Wars and armed conflict rage on in Syria, Libya, Myanmar, Afghanistan, South Sudan, the DRC and, of course, in Ukraine itself. But thanks to UN and Turkish mediation, grain and fertilizer shipments from Ukrainian and Russian ports have resumed under the Black Sea Grain Initiative.

The Joint Coordination Centre (JCC), set up in Istanbul at the end of July, is ensuring that trade and aid in these most basic of commodities can flow out of Black Sea ports again. Amir Abdulla, the World Food Programme’s former Deputy Executive Director is the UN’s coordinator for the Black Sea Grain Initiative and heads up the UN Delegation to the JCC.

Abdulla told me earlier this week that operations are scaling up and grain exports from Ukraine went over 1 million tons in less than a month and to 2 million tons in just the last week. An average of 9 ships a day heading to or from Ukraine are being inspected jointly by UN, Turkish, Russian and Ukrainian inspectors. “While the conflict in Ukraine continues, it has been possible with the help of Turkey and the agreement of Russia and Ukraine, for the UN to get this initiative underway so that the much-needed flow of food and fertilizer moves out of Black Sea ports to the rest of the world”, he said.

“More grain needs to move through to make space in silos for the new harvest. This is critical for the world’s grain supply for next year. Equally important is the urgent export of fertilizer, including ammonia, so that farmers across the world can continue food production at an affordable cost”, he added.

But what about the wider food crisis that is developing and will be with us in the years to come?

The World Food Programme (WFP) warns that 345 million people are already affected by acute food insecurity in 82 countries. And with the global population set to hit at least 10 billion by 2050, the effect of climate change on agriculture will compound the growing problem. There is a desperate need for the developing world to grow more food.

Up to now, WFP has helped ward off mass starvation among the world’s most vulnerable. But to prevent this happening in the years ahead, there’s never been a greater need for it to address the “development” part of its dual mandate by getting back in the business of helping governments and communities grow more food.

In the early-60s when WFP started out, and for it’s first 20 years of operation, around 70% of its budget was spent on development projects, many of them designed to grow more food.

Work on India’s Indira Gandhi Canal, which takes water from the Himalaya mountains to irrigate 2 million hectares of the Thar Desert in Rajasthan, started in 1964 with WFP assistance. Workers building the canal were able to buy WFP food at specially set up shops on the banks of the canal network at low, fixed rates.

After WFP assistance ended the World Bank and the EU helped complete the irrigation network. For the last 50 years, millions of tons of additional food grain has been produced every year as a result of this project. Wheat is now reaped annually in the far-flung desert district of Jaisalmer.

As WFP’s Representative in India, Bishow Parajuli says with pride, “This project has changed the lives of millions of ordinary people”, giving real meaning to WFP’s development slogan: changing lives.

In China’s far-western province of Qinghai, it’s much the same story. Here, back in the 80s, WFP helped the local government’s Water Conversancy Bureau construct an irrigation network that today irrigates what was 8,000 hectares of low-yielding land in Haidong Prefecture.

As with India’s Indira Gandhi Canal, the network was built manually, by hand. WFP food was supplied to pay part of the worker’s wages. With assured irrigation, wheat yields doubled within 5 years. Today, this same area of Qinghai is the province’s main wheat producing area with mechanical combines harvesting the crop instead of reaping it by hand.

Why is WFP no longer helping developing countries build major irrigation networks designed to grow more food? Because its focus changed in the early 90s to emergencies or saving lives as WFP calls it today.

That was when WFP took over the responsibility from the UN’s refugee agency, UNHCR to feed the world’s 25 million refugees on its books as well as the 50-odd million who sort refuge elsewhere in their own country as internally displaced people, or IDPs.

But the pressure of climate change and population growth is causing the pendulum to swing again. At WFP’s last Executive Board (EB) meeting in June, WFP’s Changing Lives Transformation Fund (CLTF) was introduced.

While there was general agreement that WFP’s dual mandate – emergencies and development – must be respected and that humanitarian aid alone is not enough, cash-strapped main donor EB members insisted that saving lives must always take priority over changing lives.

Not surprisingly, most EB members from the developing world wanted WFP to help more with changing lives through stepped-up development assistance. After much debate, which went to closed night sessions, the compromise was a $55 million fund over 5 years, or upto $1.2 million for around 10-15 countries as seed money for projects aimed at supporting national food security.

While this is a start, the amounts earmarked seem like half-hearted steps for the organization that the world set up to help governments prevent mass hunger and starvation. Volli Carucci, Director of WFP’s Resilience and Food Systems Service disagrees, pointing to the many reliance measure that WFP is supporting in the drought-stricken Sahel. “ But more long-term support from donors is needed”, he said. Many countries in Africa need to be growing drought-resistant sorghum and millet rather than maize he told me. Maize is the staple for much of the continent.

Acknowledging “the present and future danger” of the global food crisis, Carucci emphasised that greater awareness of WFP’s current resilience initiatives and its development successes of the past is needed.

Bangladesh, China, Egypt and India have all benefited from WFP assistance in building major irrigation networks. Every year since, millions of tons of food grain has been produced that helps feed their people.

Ethiopia reversed some of its major soil erosion problems by planting millions of trees to protect agricultural land. Always short of cash to pay labour costs, these governments used WFP assistance to help pay the workers on these projects with food.

South/South Cooperation provides a channel to transfer the organizational management and technical expertise of these countries to less developed countries with agricultural potential. Projects like these would also provide employment for the growing hordes of unskilled labour looking for work.

As WFP nears its 60th anniversary it has a full agenda of programming and internal management issues to address. Hopefully, helping the governments and community organizations in developing countries grow more food will figure more prominently than in past decades.

Irrigating and developing more farmland could also help with the integration IDPs into new communities to make them productive citizens instead of living off handouts year after year. It could also help stem the flow of migration to the more-developed countries.

Involving cooperating partners such as UNDP, FAO, World Bank, NGOs and other multilaterals like the EU will be crucial right from the planning stage.

Of course, saving lives will always be the priority of the day. But unless governments act now to ensure that future generations have enough food to eat, parts of the planet run the risk of becoming overwhelmed by the hungry poor.

WFP can and must do more to help countries along the path towards food security, as its mandate dictates. Only then will the world move significantly towards achieving its Sustainable Development Goal of Zero Hunger.

Malawian Farmers Reap More from Sunflower, Chillies — Global Issues

The rising cost of cooking oil in the country and the world, mainly due to the Russia and Ukraine war, means they are fetching more than twice what they could get by selling it to vendors.

According to the factory’s production manager Regina Nothale, three kilograms of sunflower produces one litter of cooking oil.

Currently, one litre of cooking oil in Malawi is sold at an average of K3 000, equivalent to three US dollars.

“The price of sunflower seed on the market per kilogram is at K300 (0.3dollars) hence more money after processing it into cooking oil and more money to the farmers as well,” she said.

Apart from sunflowers, these farmers also grow chillies and take these to the chilli sauce factory in Mulanje district, under the same Zikometso IPC.

The two enterprises benefit 3,726 farmer members from Phalombe, Mulanje and Thyolo districts situated in the southern region of Malawi.

Before she became a member, Annie Muchawa of the Phalombe association said she faced challenges with her chilli and sunflower production.

The challenges included a lack of access to good seeds making her production low and the quality poor.

And if this is not enough, she sold her products at a low price.

“Now we have access to quality seed, and each and every year, we are assured of good prices, and we are no longer the same.

“I am able to pay school fees for my two children, I have managed to construct a modern electrified house, and I have bought livestock for agriculture diversification and nutrition security,” she explained.

At the association, the farmers are trained with better husbandry practices to harvest better yields of high-quality fit for cooking oil and chilli sauce production.

Instead of getting less than 1 US dollar per kilogram after selling her chilli to vendors, the same weight fetches Rose Ndalama of the Mulanje association 2.5 US dollars at the factory.

“At the association, we also have adult literacy education; we learn about conservation agriculture, composite manure making and gender issues. We are benefiting a lot,” she said.

Nasfam’s chief executive officer Betty Chinyamunyamu said chilli sauce is the “most trending” product because all big chain stores stock it year-round.

Chinyamunyamu highlighted that the cooking oil factory has not yet been certified by the Malawi Bureau of Standards (MBS); therefore, the product is only available locally despite its quality.

She said the organisation was working hard to ensure the factory gets certified by the end of the year and increase its capacity to over 40 000 litres per year.

“We started piloting value addition at farmers level hence the establishment of two factories, one in Phalombe district for cooking oil production and another in Mulanje district for chilli sauce production. This was done with aid from the government of Norway because we saw that if the processing takes place within the vicinity of the farmers, they will benefit a lot.

“We are happy to see that both factories have grown significantly, and by next year, the production will increase as well,” she said

Struggling to get certified is one of the challenges that cooperatives and associations meet in the country.

Peter Ngoma, President of the Oil Seed and Processors Association, said many cooperatives and associations face low production levels due to limited access to productivity-enhancing technologies such as certified seeds, equipment and materials.

“Zikometso is lucky to have the funders. The body does the production process and guides and provides quality seed for farmers. Their part is to produce the crop and deliver it to the factory. Other groups do not even have access to affordable credit facilities to invest in the business.”

“This, in the end, leads to poor compliance to quality standards and consistent qualities required by the buyers,” he said

However, Ngoma said while the association offers off-take agreements, which include providing inputs to farmers, this was negatively affected by the lack of contract enforcement laws. As a result, there is a lot of side selling, farmers not supplying agreed quantities, and poor-quality commodities.

The president added that the Oil Seed and Processors Association supported farmers with extension services which assist with good agricultural practices.

During his tour to review the progress of reforms two months ago, Malawi’s Vice President Saulos Chilima visited the Kasenge cooperative of Chitipa district in the northern region of Malawi, which produces cooking oil from sunflower.

He noted that the time had come to invest in local industry because the country has been wasting foreign exchange on the importation of cooking oil instead of empowering local production.

“Local cooking oil production is a good story, and we need to boost their capacity.

“Personally, I will engage other potential investors to look at this,” he promised.

Africa Should Trade its Carbon Credits to Fund Renewable Energy

Carbon credits present an opportunity for African countries – many dependent on fossil fuels for energy – to protect themselves against climate change while raising much-needed finance for the transition to renewable energy transition, said Jean-Paul Adam, Director for Technology, Climate Change and Natural Resources Management Division at UNECA.

Carbon credits are globally traded commodities or permits that allow the emission of one tonne of CO2 or one tonne of carbon dioxide equivalent gases to be traded on national or international carbon markets. These credits, which can be used to boost economic growth and attract financing for various projects, are traded on the carbon offset markets.

By selling carbon credits, African countries can also tackle climate change by protecting their forests which absorb and store a measured amount of carbon. Besides, the carbon credits can also be sold as ‘offsets’ to companies unable to cut pollution to reduce emissions elsewhere.

Lack of finance and capacity to trade on the global carbon markets are hurdles for African countries have to overcome in the growing global carbon markets, where the carbon pricing revenue increased by almost 60 percent last year to about $84 billion, according to the World Bank.

Cashing in on carbon credits

Africa suffers energy insecurity, as seen in chronic power load shedding and blackouts that have a huge cost on people’s livelihoods and economic growth.

Fossil fuels dominate Africa’s energy mix, which comprises crude oil, coal, natural gas, hydropower, wind, and solar power. Africa is an untapped market for carbon trading. About two percent of global investments in renewable energy in the last two decades were made in Africa,  according to the International Renewable Energy Agency (IRENA) report.

But letting go of fossil fuels is a catch-22 situation for African countries. Many could lose essential revenue and risk stranded natural resources as the world demand for fossil fuels declines in favour of renewable energy.

According to the African Development Bank, more than 600 million people in Africa have no access to energy, and the continent has some of the world’s lowest electricity access rates for African countries at just over 40 percent.

The UNECA is supporting African countries to raise their resources reliably and transparently through carbon trading, said Adam, noting the need for an appropriate supervisory body for transparent carbon credit trading.

He said that African countries are the guardians of some of the world’s important carbon removing assets. Large-scale natural and land-based assets can enable African countries to meet  30 percent of the world’s sequestration needs by 2050.

“We know that the rate of deforestation in Africa is the highest in all regions of the world, and therefore a well-structured carbon credit system can allow African countries to protect at-risk resources and generate income from the protection of those resources,” said Adam.

UNECA projects that through nature-based carbon removal, Africa can generate between $15 and $82 billion annually, depending on the price of carbon. For example, at  $50 per tonne, the revenue potential from natural carbon sequestration removal would be $15 billion. Adam said the average price for carbon credit in Africa was currently about $10 per tonne, which could be raised with the creation of high-integrity registries.

Africa’s carbon market was not as well developed as many countries did not have a registry to measure carbon emissions and trade them.

Adam argued that a predictive carbon market would benefit African countries with long-term access to affordable energy.

Africa accounts for only three percent of cumulative global CO2 emissions and less than five percent of the world’s annual CO2 emissions. The United Nations Framework Convention on Climate Change (UNFCCC) highlights that Africa has made the smallest historical contribution to the greenhouse gases causing global warming but bears the brunt of the negative impacts of climate change.

“African countries on average are spending nine percent of their budgets, that means for every $100 that governments are spending, $9 is being removed right at the onset just for paying for climate change,” Adam told IPS. “Essentially, climate change is putting a tax on African countries that is higher relative to incomes in other countries.”

Adam says Africa has crafted an energy transition plan to boost energy security using natural gas as a transition fuel, given that many countries did not have access to geothermal and hydropower that could also be used for baseload generation.

African countries, through the African Union, have adopted a common position for energy transition recognising natural gas as a temporary energy need with oil and coal being phased out and allowing for more investment in renewable energy, particularly solar, wind and geothermal.

No to gas

The African Common Position on Energy Access and Transition proposed for adoption by African Heads of State and to be launched at COP27 in Egypt this year comes on the back of the European Union’s recent vote in favour of a new rule that will consider fossil gas and nuclear projects as “green”.

The African Group of Negotiators (AGN) and the African civil society have opposed the plan. They worry it would detract from Africa’s energy access and transition goals while locking the continent into fossil fuels for decades.

“Africa is blessed with abundant wind, solar, and other clean, renewable energies. African leaders should be maximising this potential and harnessing the abundant wind and sun, which will help boost energy access and tackle climate change,” said Mohamed Adow, Director of Power Shift Africa.

Lorraine Chiponda, Africa Coal Network Coordinator, said the acceleration of gas projects in Africa was another colonial and modern ‘Scramble and Partition of Africa’ among energy corporations and rich countries.

While Omar Elmawi, coordinator of #StopEACOP, commented, “Africa needs to wake up and stop behaving like (it’s) Europe’s petrol station and always looking at resolving their (developed nation’s) energy problems. It is time to think collectively about what’s best for the continent and its people. This is a continent ripe with renewable energy potential.”

Thinking Like a Tree A Tribute to Life Sustainers — Global Issues

Trees are a prerequisite for life and intimately connected with humans’ existence. In these times of climate change, many of us are becoming increasingly aware of the life-promoting function of trees. How they produce oxygen, fix the carbon content of the atmosphere, clean and cool the air, regulate precipitation, purify the water, and control the water flow.

Throughout history, humans have been intertwined with the trees. Our shared cultural history bears witness to the fascination humanity has felt when it comes to the power and mystery of trees. Trees are present in many mythologies and religions: – Yggdrasil, the cosmic tree of Nordic mythology, Yaxche, the Mayan peoples’ Tree of the World, the Sycamore, Isis’ (godess of all feminine divine powers) sacred tree in ancient Egypt, Asvattha, the sacred fig tree in Southern India, the Bodhi tree, Tree of Awakening, among Buddhists, the Kien Mou, Tree of Renewal, among the Chinese, and the Sidrat al-Muntaha, Tree of the Farthest Boundary, in Islam.

The shape of the tree has for the human mind come to represent logical systems and helped us to bring order into chaos. As thought models we still use trees to depict genealogy, or explain the course of evolution and the grammar and origins of languages. Even our body structure seems to mimic the trees; skeleton, lungs, blood vessels, lymphatic vessels and neural pathways. We breathe through the tree-like network of the lungs – the bronchioles.

A walk through a forest can in a mysterious manner confirm our intimate connection with trees. If we are attentive enough, we might be seized by the feeling of another presence; incomprehensible, though nevertheless mighty and complete. It is as if the forest embraces us, observes us, speaks to us. The wind makes the forest foliage speak. Trees and bushes feed and protect songbirds and other animals. Trees thus contain the miraculous power of music – most musical instruments are made of wood.

There are several indications that our ancestors were arboreal creatures. Something our way of thinking and not least our physical constitution testify to – a flexible spine, extended arms and highly efficient hands. Claws have turned into fingernails and delicate fingertips. Our set of teeth and digestive organs have been adapted to food found among the trees – nuts, fruits, eggs, small animals. We have become omnivores and unlike cattle who feel the solid ground beneath their feet, and whose bodies have been adapted to it, human beings have developed their thinking, hearing, sight, and sense of smell to the unstable reality of tree crowns.

The creatures we descended from were constantly at risk of missteps leading to fatal falls, something that sharpened their minds and made them plan for uncertainty, danger and the unexpected. They learned to notice subtle, environmental changes and observe how other creatures adapted to them. They didn’t feel safe in open landscapes, feared the void, and only felt relatively safe if surrounded by the reassuring enclosure of greenery. We still prefer to walk among trees, rather than along sterile transport routes, filled with noise and air ollution, lined by ugly facades, supermarkets, industries, and parking lots.

The presence of trees pleases and calms us. A forest walk, or a restful time spent in a leafy park, invigorate us. Studies carried out in offices and hospitals have proven that people who do not have a view of and/or access to leafy surroundings are more prone to stress and depression, while sick people surrounded by a sterile environment, without an open view to greenery, recover more slowly than those who perceive the closeness of nature. Perhaps one reason to why older hospitals and sanatoriums generally were surrounded by tree-rich parks and flower plantations. It is energising to find oneself within a natural realm, far away from computer screens, plastic and concrete.

Contrary to humans, who generally exploit nature for their own benefit, trees take and give. They receive power and nourishment from the heat and energy of the sun, which through the photosynthesis is converted into oxygen and organic matter. The root system connects trees to earth’s nutrients, which in the open are converted into leaves, wood, and fertilisers.

Trees make up the main part of the earth’s biomass, both above and below ground. Through branches and leaves they create a maximum contact surface with the air and their wide-spread roots provide them with a firm anchorage, while helping them to assimilate nutrients. Trees support and provide for themselves, at the same time as they support and provide for the entire world.

A tree is never alone, it merges with its environment. It adapts to the atmosphere’s mixture of gases and the earth´s subterranean water. Through a constant symbiosis with its environment a tree contributes to the creation and maintenance of its life- preserving substances.

Each branch and leaf adapt itself to the presence of its neighbours. Plants support each other. They unite death and life. Dead branches and leaves fertilize the soil, while roots and capillaries pump water out of the ground. A life-giving cycle that transforms, regulates and creates. Through evapotranspiration forested areas charge the atmosphere with water vapour and thus create rains, nourishing vegetation and replenishing the groundwater. Leaves capture part of the solar energy, which they transform into organic matter saturated with cosmic energy. The life cycle of trees is determined by the length of the days and varied temperatures. They constitute a living source, which flow of oxygen and nutrients is consumed by animals and humans. Furthermore, trees contribute to the formation of an ozone layer, which protects us from the sun’s excessively strong ultraviolet rays.

Roots intertwine/communicate with other roots. Together with the mycelial threads of fungi, an underground life-promoting biosphere is created—the mycorrhiza, where bacteria fix nitrogen and supply the trees with minerals that otherwise would be difficult to obtain, such as phosphorus, magnesium, potassium, copper, zinc and manganese. If you give the plants nutritional supplements in the form of artificial fertilizers, they stop feeding the symbiotic fungi, which die and disappear. A growing tree becomes increasingly complex. Filled as its crown is with buds and new shoots it is constantly renewed. It spreads out and protects the earth. Flowers, leaves and fruits flourish within its crown. Trees are always directed towards the future. They are never completed, growing and developing in unison with the time
cycles of Cosmos. Quietly, they compromise with the forces surrounding them. The patient adaptability of trees is completely different from humans’ everyday life, which increasingly is built up from fragments in the form of e-mails, text messages and tweets, communication processes that alienate us from life, from closeness to nature and our fellow human beings.

The tree has an inner time, manifested through its annual rings. When we experience how a tree we have planted begins to grow we sense the future and gain confidence in it. Trees adapt to difficult conditions and can provide us with life and beauty. They meet our expectations.

Leaves are the elementary, structural and functional unit of a tree. A large tree carries millions of leaves diligently transforming light and water into matter and not the least fruits and seeds. Trees are firmly rooted in the earth, though that hasn’t hindered them from spreading across the world. Their seeds break free from the anchorage of roots and branches, to be carried away by animals, people, wind and water.

Even though trees sustain life and provide us with joy and inspiration, we do not revere them. Instead, we abuse them, exploit them mercilessly, killing them for personal gain and profit. We have left the geological epoch of Holocene behind and entered Anthropocene (when everything is changed by humans). Even if we, against all odds, were to experience a population decline and if agriculture became dependent on sustainable farming methods, we have irreversibly altered our living conditions – the atmosphere, the hydrosphere and the biosphere. Is there any hope for humanity to survive? Can trees give us hope?

Many of us assume that tropical forests generate their abundance from fertile soil. But the soil they grow upon is generally quite poor and constantly washed by abundant rains. It is not on the ground that we find the greatest fertility, but in the tree crowns. Jungles believed to be primeval forests have often taken over land earlier used for agriculture. Large parts of the Amazon Forest were once populated by farmers who perished and disappeared through smallpox and other deadly diseases brought to them by the Europeans. Many of today’s lush and abundant tropical forests grow upon on land that has been depleted either by rain, or intensive agriculture.

The adaptability of trees is amazing. Deserted land, even if it has been devastated by industrial/harmful mono-cultivation and/or once harboured forests subjected to reckless depredation, have demonstrated a remarkable ability to revive itself, creating hybrid ecosystems where life of the old kind mix with newly introduced plants while adapting to drastically changing environmental conditions. Such regenerated, self-planted forests exhibit an unexpected diversity of species that protect soil and plant life, fix atmospheric carbon, and begin to produce timber, wood and charcoal. For example, in the Brazilian District of Para, 25 percent of the area taken from the Amazon jungle has become forest land again and strangely enough its capacity to bind carbon dioxide is twenty times greater than that of the old forests, while birds and other animals have returned.

However, this cannot mean that we can continue exterminating earth’s essential life-sustainers. i.e. trees and forests. Soon it will be far too late to save them, ourselves and our descendants.

Millions Go Hungry– While Billions Worth of Food Go into Landfills — Global Issues

But in what seems like a cruel paradox the US Department of Agriculture estimates that a staggering $161 billion worth of food is dumped yearly into landfills in the United States.

The shortfall has been aggravated by reduced supplies of wheat and grain from Ukraine and Russia triggered by the ongoing conflict, plus the after-effects of the climate crisis, and the negative spillover from the three-year long Covid-19 pandemic.

While needs are sky-high, resources have hit rock bottom. The WFP says it requires $22.2 billion to reach 152 million people in 2022. However, with the global economy reeling from the COVID-19 pandemic, the gap between needs and funding is bigger than ever before.

“We are at a critical crossroads. To avert the hunger catastrophe the world is facing, everyone must step up alongside government donors, whose generous donations constitute the bulk of WFP’s funding. Private sector companies can support our work through technical assistance and knowledge transfers, as well as financial contributions. High net-worth individuals and ordinary citizens alike can all play a part, and youth, influencers and celebrities can raise their voices against the injustice of global hunger,” the Rome-based agency said.

In 2019, Russia and Ukraine together exported more than a quarter (25.4 percent) of the world’s wheat, according to the Observatory of Economic Complexity (OEC).

Danielle Nierenberg, President and Founder, Food Tank told IPS the amount of food that is wasted the world is not only a huge environmental problem–if food waste were a country, it would be the third largest emitter of greenhouse gas emissions.

But food waste and food loss are also moral conundrums. It’s absurd to me that so much food is wasted or lost because of lack of infrastructure, poor policymaking, or marketing regulations that require food be thrown away if it doesn’t fit certain standards.

This is especially terrible now as we face a worldwide food crisis–not only because of the Russian aggression against Ukraine, but multiple conflicts all over the globe.

“We’ve done a good job over the last decade of creating awareness around food waste, but we haven’t done enough to actually convince policymakers to take concrete action. Now is the time for the world to address the food waste problem, especially because we know the solutions and many of them are inexpensive,” she said.

Better regulation around expiration and best buy dates, policies that separate organic matter in municipalities, fining companies that waste too much, better date collection around food waste, more infrastructure and practical innovations that help farmers.

“And there are even more solutions. We can solve this problem–and we have the knowledge. We just need to implement it,” said Nierenberg.

The US Food and Drug Administration (FDA) said last November food waste in the United States is estimated at between 30–40 percent of the food supply.

“Wasted food is the single largest category of material placed in municipal landfills and represents nourishment that could have helped feed families in need. Additionally, water, energy, and labor used to produce wasted food could have been employed for other purposes’, said the FDA.

Effectively reducing food waste will require cooperation among federal, state, tribal and local governments, faith-based institutions, environmental organizations, communities, and the entire supply chain.

Professor Dr David McCoy, Research Lead at United Nations University International Institute for Global Health (UNU-IIGH), told IPS the heartbreaking image of food being dumped in landfills while famine and food insecurity grows, must also be juxtaposed with the ecological harms caused by the dominant modes of food production which in turn will only further deepen the crisis of widespread food insecurity.

“The need for radical and wholesale transformation to the way we produce, distribute and consume food has been recognized for years. However, powerful actors – most notably private financial institutions and the giant oligopolist corporations who make vast profits from the agriculture and food sectors – have a vested interest in maintaining the status quo. Their resistance to change must be overcome if we are to avoid a further worsening of the hunger and ecological crises, he warned”.

Frederic Mousseau, Policy Director at the Oakland Institute, told IPS that according to the Food and Agriculture Organization (FAO), global food production and stocks are at historic high levels in 2022, with only a slight contraction compared to 2021.

“Skyrocketing food prices seen this year are rather due to speculation and profiteering than the war in Ukraine. It is outrageous that WFP has been forced to expand its food relief operations around the world due to speculation, while also having to raise more funds as the costs of providing food relief has increased everywhere”, he said.

Mousseau pointed out that WFP’s costs increased by $136 million in West Africa alone due to high food and fuel prices, whereas at the same time, the largest food corporations announced record profits totaling billions.

Louis Dreyfus and Bunge Ltd had respectively 82.5% and 15% jump in profits so far this year. Cargill had a 23% jump in its revenue. Profits of a handful of food corporations that dominate the global markets already exceed $10 billion this year – the equivalent of half of the $22 billion that WFP is seeking to address the food needs of 345 million people in 82 countries.

At a press conference in Istanbul, UN Secretary-General Antonio Guterres held out a glimmer of hope when he told reporters August 20 that more than 650,000 metric tons of grain and other food are already on their way to markets around the world.

“I just came back from the Marmara Sea, where Ukrainian, Russian, Turkish and United Nations teams, are conducting joint inspections on the vessels passing through the Black Sea on their way in or out of the Ukrainian ports. What a remarkable and inspiring operation.”

“I just saw a World Food Progamme-chartered vessel – Brave Commander – which is waiting to sail to the horn of Africa to bring urgently needed relief to those suffering from acute hunger. Just yesterday, I was in Odesa port and saw first-hand the loading on a cargo of wheat onto a ship.

He said he was “so moved watching the wheat fill up the hold of the ship. It was the loading of hope for so many around the world.”

“But let’s not forget that what we see here in Istanbul and in Odesa is only the more visible part of the solution. The other part of this package deal is the unimpeded access to the global markets of Russian food and fertilizer, which are not subject to sanctions.”

Guterres pointed out that it is important that all governments and the private sector cooperate to bring them to market. Without fertilizer in 2022, he said, there may not be enough food in 2023.

Getting more food and fertilizer out of Ukraine and Russia is critical to further calm commodity markets and lower prices for consumers

“We are at the beginning of a much longer process, but you have already shown the potential of this critical agreement for the world.

And so, I am here with a message of congratulations for all those in the Joint Coordination Centre and a plea for that vital life-saving work to continue.

You can count on the full commitment of the United Nations to support you,” he declared.

Worldwide, “one out of every five fish consumed has been caught illegally, 20 percent of the nearly 100 million tons of fish consumed each year, and generally in areas closed to fishing,” veteran Venezuelan oceanographer Juan José Cárdenas told IPS.

An emblematic case, said the researcher from the Simón Bolívar University in Caracas, is the Galapagos Islands, 1,000 kilometers west of the coast of Ecuador, surrounded by a 193,000-square-kilometer protected marine area, a hotbed of species in great demand for human consumption.

Galapagos, an archipelago totaling 8,000 square kilometers, is famous for its unique biodiversity and as a natural laboratory used by the English naturalist Charles Darwin (1809-1882) for his theories on evolution.

The Ecuadorian Navy indicated that in June they maintained surveillance of 180 foreign vessels, including fishing boats, tankers and reefers, fishing near the 200 nautical mile (370 kilometers) limit of the Galapagos Exclusive Economic Zone (EEZ), also known as the continental shelf.

In 2017, 297 vessels were detected, 300 in 2018, 245 in 2019, and 350 in 2020. At the beginning of each summer they fish off Ecuador and Peru, then off of Chile, before crossing the Strait of Magellan and heading up the southwest Atlantic off Argentina, Uruguay and Brazil.

In the Pacific they have fished intensively for giant squid (Dosidicus gigas). According to the satellite tracking platform Global Fishing Watch, 615 vessels did so in 2021, 584 of which were Chinese.

Alfonso Miranda, president of the Committee for the Sustainable Management of the South Pacific Giant Squid (CALAMASUR), made up of businesspersons and fishers from Chile, Ecuador, Mexico and Peru, said that this year 631 Chinese-flagged vessels have entered Ecuadorian and Peruvian Pacific waters.

Miranda says that Peruvian fishermen report incursions by Chinese ships in Peru’s EEZ, and he does the math: if Peruvian squid production reaches 500,000 tons, with revenues of 860 million dollars a year, some 50,000 tons taken by the foreign fleet means the loss of 85 million dollars a year.

Accumulated problems

Cárdenas the oceanographer pointed out that the area is rich in tuna, of which more than 600,000 tons are caught annually (10 percent of the world total), but posing a serious threat to sustainability, for example with the use of fish aggregating devices or FADs that alter even the migratory habits of this species.

According to the Food and Agriculture Organization (FAO), 34 percent of tuna stocks in the seven most widely used tuna species are exploited at biologically unsustainable levels.

For several species in the eastern Pacific, including some whose fishing is banned such as sharks, “we are already at the edge of the environmental precipice with legal fishing; a small additional fishing effort, illegal fishing, is enough to affect the sustainability and food security that these species provide,” said Cárdenas.

Pedro Díaz, a fisherman in northern Peru, told the Diálogo Chino news platform in the port of Paita that “we don’t just want to fish and catch. We want to allow the giant squid to breed and grow so that it can generate employment and foreign currency for the State.

“We also want the giant squid to have a sustainable season, and what will those who come after us, the young people who take up fishing, find?” he added.

FAO fisheries officer Alicia Mosteiro Cabanelas told IPS from the U.N. agency’s regional headquarters in Santiago, Chile that “it is not always possible to measure the impact of a given fleet operating in areas adjacent to the exclusive economic zone of coastal nations.”

This is because “there is not always a stock assessment of the target species, nor is there information available on retained, discarded and incidental catch, or on the number of vessels authorized to operate by the respective flag States and unauthorized vessels.”

Mosteiro Cabanelas noted that “overfishing always has a direct impact on the sustainability of resources, generating a decrease in income for the fishing sector and in the availability of fishery products for local communities and consumers in general. Latin America is no exception.”

And for FAO it is clear that “illegal, unreported and unregulated (IUU) fishing is a global problem that compromises the conservation and sustainable use of fishery resources,” said the expert.

It also “harms fishers’ livelihoods and related activities, and aggravates malnutrition, poverty and food insecurity.”

The media in coastal countries also report that fishers in Latin America – citing cases from Brazil, Chile and Mexico – are violating bans and extracting valuable species whose fishing is not permitted. Ecuadorians have exported large quantities of shark fins, after declaring the sharks as bycatch.

Shark fins are highly sought after in places like Hong Kong – where shark fin soup can cost up to 200 dollars – and the World Wildlife Fund (WWF) estimates the global trade in shark and ray meat at 2.6 billion dollars.

Keeping an eye on poachers

Last year, some 350 Chinese-flagged vessels fished during the first half of the year off Argentina’s territorial waters, where there is a wealth of another kind of squid, the Argentine shortfin squid (Illex argentines), as well as Argentine hake, prawns and other prized species.

It is a fleet that, according to Argentine ship captains, commits IUU with unreported transshipments that camouflage illegal fishing, transferring fish between vessels and turning off the transponders that indicate the ships’ location.

A report published in June by Oceana, an international non-governmental organization that tracks IUU fishing, claimed that more than 400 Chinese-flagged vessels fished for about 621,000 hours along the Argentine EEZ between 2018 and 2021, and disappeared from tracking systems more than 4,000 times.

The Argentine government has reported that, in contrast to the 400,000 tons per year of Argentine shortfin squid that landed in its ports at the end of the 20th century, since 2015 less than 100,000 tons per year are caught, with just 60,000 in 2016.

Industry reports in the local media indicate that foreign vessels (Chinese, South Korean, Taiwanese or Spanish) have caught up to 500,000 tons of squid annually, near or within its EEZ – a volume that can represent between five and 14 billion dollars a year.

And the problem is not only seen in Argentina: last Jul. 4, the Uruguayan Navy captured in its territorial waters, 280 kilometers from the Punta del Este beach resort, a Chinese-flagged vessel, the “Lu Rong Yuan Yu 606”, dedicated to squid fishing, which was apparently fishing furtively at night in that area.

As the holds were empty, it could not be established with certainty that it was fishing in the Uruguayan EEZ, and the ship was released after payment of a fine for contravening other navigation regulations.

There was no repeat of the 2017 experience in Ecuador with the “Fu Yuan Yu Leng 999”, a vessel that functioned as a large refrigerator to store the catch of other vessels, which was operating illegally in the Galapagos Marine Reserve.

About 500 tons of fish, including vulnerable and protected species, were found on the ship, especially some 6,000 hammerhead sharks.

The Ecuadorian justice system handed prison sentences to the captain of the ship and three crew members for the crime of fishing for protected species, and fined them 6.1 million dollars. As the payment was not made, the vessel became the property of the Ecuadorian Navy.

China has formally banned its fleet from operating in prohibited waters and warned captains that it will withdraw licenses from those who violate these rules, and President Xi Jinping gave assurances to that effect to his Ecuadorian counterpart Guillermo Lasso when the latter visited Beijing in February.

Far from the shores of Latin America, on May 24 in Tokyo, Australian Prime Minister Anthony Albanese, U.S. President Joe Biden, Prime Minister Narendra Modi of India, and Japanese Prime Minister Fumio Kishida, of the Quadrilateral Security Dialogue (QSD) bloc, agreed on new surveillance mechanisms for the Chinese fishing fleet.

At the same time, Washington is working with countries such as Colombia, Costa Rica, Ecuador, Mexico and Panama on agreements to help monitor the Chinese fleet, the largest in the world, which has 17,000 ships catching 15 million tons a year in the world’s seas.

The U.S. initiative is part of its renewed global confrontation with the Asian giant, the so-called new cold war.

The Modern Horsemen of the Apocalypse — Global Issues

Food and energy prices have increased to their highest levels in decades. And 62 new food billionaires have been created. Credit: Bigstock.

Like the legend of the Four Horsemen of the Apocalypse, the modern ones are a mix of combined causes: inequality; speculation; indebtedness, and the crushing impacts of climate emergency.

1. Inequality

Further to IPS article: Inequality Kills One Person Every Four Seconds, explaining how deadly inequality is and how it contributes to the deaths of at least 21,300 people each day—or one person every four seconds.

And also to its story reporting on how Inequality Tightens Its Grip on the Most Vulnerable, a number of key facts emerge from the accurate findings of one of the major bodies devoted to the fight against inequality: Oxfam International.

Here are some of the major findings of is May 2022 report Profiting from Pain, elaborated by this global movement of people working together with more than 4,100 partner organisations, allies, and communities in over 90 countries:

  • Billionaires have seen their fortunes increase as much in 24 months as they did in 23 years. Those in the food and energy sectors have seen their fortunes increase by a billion dollars every two days. Food and energy prices have increased to their highest levels in decades. And 62 new food billionaires have been created.
  • The combined crises of COVID-19, rising inequality, and rising food prices could push as many as 263 million people into extreme poverty in 2022. This is the equivalent of one million people every 33 hours. At the same time a new billionaire has been minted on average every 30 hours during the pandemic.

2. Speculation

Speculation is the likely engine moving the world’s markets, which is driven by the dominating neoliberal economy.

COVID-19 hit a world that was already deeply unequal, adds Oxfam. Decades of neoliberal economic policies have ripped away public services into private ownership and have encouraged the move toward massive concentration of corporate power and tax avoidance on a huge scale.

“These policies have worked to deliberately erode workers’ rights and reduce tax rates for corporations and the rich. They have also opened up the environment to levels of exploitation far beyond what our planet can bear.”

As COVID-19 spread, Central Banks injected trillions of dollars into economies worldwide, aiming to keep the world economy afloat, the report goes on. This was essential because it prevented a total economic collapse.

“Nevertheless, in turn, it dramatically drove up the price of assets, and with this the net worth of billionaires and the asset-owning classes. An enormous increase in billionaire wealth has been the direct by-product of this cash injection.”

The monopolies of food, energy, pharmaceutical, and technology

On top of soaring billionaire wealth, during the pandemic there has also been a profits bonanza in the food, energy, pharmaceutical, and technology sectors, says Oxfam, adding that corporate monopolies are particularly prevalent in these sectors, and billionaires who own large stakes in companies within them have seen their wealth balloon even more.

“Meanwhile, excessive corporate profit and power are contributing to price rises; in the USA, for instance, it is estimated that expanding corporate profits are responsible for 60% of increases in inflation.”

The blanket energy subsidies

The UN Global Crisis Response Group has recently referred to the “blanket energy subsidies”. In fact, Politicians Subsidise Fossil Fuel with Six Trillion Dollars in Just One Year. And they are set to increase the figure to nearly seven trillion by 2025.

“While blanket energy subsidies may help in the short term, in the longer term they drive inequality, further exacerbate the climate crisis, and do not soften the immediate blow of the cost-of-living increase as much as targeted cash transfers do,” said the report’s author George Gray Molina.

The report shows that “energy subsidies disproportionately benefit wealthier people, with more than half of the benefits of a universal energy subsidy favouring the richest 20% of the population.”

Record profits: 100 billion dollars in just 3 months

“As the war in Ukraine continues to rage, skyrocketing energy prices are compounding an existential cost-of-living crisis for hundreds of millions of people,” on 3 August 2022 warned the UN Secretary-General’s Global Crisis Response Group (GCRG) on Food, Energy and Finance.

Despite this alarming situation, major oil and gas companies recently reported record profits, which UN chief António Guterres called “immoral.”

“The combined profits of the largest energy companies in the first quarter of this year are close to $100 billion. I urge governments to tax these excessive profits, and use the funds to support the most vulnerable people through these difficult times,” he said.

3. Indebtedness

Global debt is borrowing by governments, businesses and people, and it’s at dangerously high levels. In 2021, global debt reached a record $303 trillion, according to the Institute of International Finance, a global financial industry association.

This is a further jump from record global debt in 2020 of 226 trillion US dollars, as reported by the International Monetary Fund (IMF) in its Global Debt Database, which explains that this was the biggest one-year debt surge since the Second World War.

An article produced as part of: World Economic Forum Annual Meeting specifies that low-income countries and households suffer the most from high debt levels, experts warn.

External debt is the portion of a country’s debt that is borrowed from foreign lenders through commercial banks, governments, or international financial institutions, they explain.

4. Climate catastrophe

The world’s dangerous climate emergency did not start with the war in Ukraine on 24 February 2022.

In fact, it began long decades ago and has been the focus of the world’s scientific community, whose strong and loud alerts did not have the required echo in the so many successive, highly expensive summits and meetings.

One of the harsh consequences of the human-made climate catastrophe is drought. In fact, drought is now pervasive in all regions, including the most industrialised ones, leading to a great loss of harvests, thus less food supplies, mounting markets’ speculation.

All this in addition to the dominating profit-making system of intensive farming, industrial mono-cultures, distribution chains, forest depletion for more farming, livestocks for meat business, etc.
