Community Solutions Combat Water Shortages in Peru’s Highlands — Global Issues

Llarapi Chico, the name of her community, belongs to the district of Arapa in the southern Andean department of Puno, one of the 14 that the government declared in emergency on Oct. 23 due to the water deficit caused by the combined impacts of climate change and the El Niño phenomenon.

Arapa is home to 9,600 people in its district capital and villages, most of whom are Quechua indigenous people, as in other districts of the Puna highlands.

With a projected population of more than 1.2 million inhabitants, less than four percent of the estimated national population of over 33 million, Puno has high levels of poverty and extreme poverty, especially in rural areas.

According to official figures, in 2022 the poverty rate in the department stood at 43 percent, compared to 40 percent and 46 percent in 2020 and 2021, respectively – years marked by the impact of the COVID-19 pandemic. The recession of the Peruvian economy could drive up the poverty rate this year.

In addition, Puno was shaken by the impunity surrounding nearly 20 deaths during the social protests that broke out in December 2022 demanding the resignation of interim President Dina Boluarte, who succeeded President Pedro Castillo, currently on trial for attempting to “breach the constitutional order”.

The United Nations issued a report on Oct. 19 stating that human rights violations were committed during the crackdown on the protests, one of whose epicenters was Puno.

Fermina Quispe is president of the Women’s Association of Huerto de Nueva Esperanza, which is made up of 22 women farmers who, like her, are getting involved in agroecological vegetable production with the support of the non-governmental organization Cedepas Centro.

The 41-year-old community leader spoke to IPS in Chosica, on the outskirts of Lima, while she participated in the Encuentro Feminismos Diversos por el Buen Vivir (Meeting of Diverse Feminisms for Good Living), held Oct. 13-15.

With a soft voice and a face lit up with a permanent smile, Quispe shared her life story, which was full of difficulties that far from breaking her down have strengthened her spirit and will, and have helped her to face challenges such as food security.

As a child she witnessed the kidnapping of her father, then lieutenant governor (the local political authority) of the community of Esmeralda, where she was born, also located in Arapa. Her father and her older brother were dragged away by members of the Maoist guerrilla group Sendero Luminoso (Shining Path), which unleashed terror in the country between 1980 and 2000.

“A month later we found my father, they had tortured him and gouged out his eyes. My mother, at the age of 40, was left alone with 12 children and raised us on her own. I finished primary and secondary school but I couldn’t continue studying because we couldn’t afford it, we had nowhere to get the money,” she recalls calmly. Her brother was never heard from again.

She did not have the opportunity to go to university where she wanted to be trained as an early childhood education teacher, but she developed her entrepreneurial skills.

After she married Ciro Concepción Quispe – “he is not my relative, he is from another community,” she clarifies- they dedicated themselves to family farming and managed to acquire several cattle and small livestock such as chickens and guinea pigs, which ensured their daily food.

Her husband is a construction worker in Arapa and earns a sporadic income, and in his free time he helps out on the farm and in community works.

Their eldest daughter, Danitza, 18, is studying education at the public Universidad Nacional del Altiplano in Puno, the departmental capital, where she rents a room. And the youngest, 13-year-old Franco, will finish the first year of secondary school in December. His school is in the town of Arapa, a 20-minute walk from their farm.

Fermina managed to build “my own little house” on a piece of land she acquired on her own and outside of her husband’s land, in order to have more autonomy and a place of her own “if we have conflicts,” she says.

She also began to look for information about support for farming families, bringing together her neighbors along the way. This is how the association she now presides over came into being.

However, the drought, which has not let up since 2021, is causing changes and wreaking havoc in their lives, ruining years of efforts of families such as Fermina’s.

“We have a water crisis and the families are very worried. We are not going to have any production and the cattle are getting thin, we have no choice but to sell. A bull that cost 2,000 soles (519 dollars) we are selling off for 500 (129 dollars). The middlemen are the ones who profit from our pain,” she says.

Solar water pumps

In the face of adversity, “proposals and action” seems to be Quispe’s mantra. She wants to strengthen her vegetable production for self-consumption and is thinking about growing aromatic herbs and flowers for sale. To do so, she needs to ensure irrigation in her six-by-thirteen-meter highland greenhouse where she uses agroecological methods.

During her participation in Cedepas Centro’s training activities, she learned about solar water pumps, which make it possible to pump water collected in rustic wells called “cochas” to gardens and fields. She has knocked on many doors to raise funds to set up solar water pumps in her community.

“Fermina’s gardens and those of 14 other farmers in her community now have solar pumps for irrigation and living fences made of Spanish broom (Cytisus racemosus),” José Egoavil, one of the experts in charge of the institution’s projects, told IPS.

“They are small pumps that run on 120- to 180-watt solar panels,” he says in a telephone interview from Arapa.

He explains that the solar panel is connected to the pump, which sucks the water stored in the wells that the families have dug, or in the “ojos de agua” – small natural pools of springwater – present on some farms. Thus, they can irrigate the vegetable crops in their greenhouses, and the living fences.

“It is a sustainable technology, it does not pollute because it uses renewable energy and maintenance is not very expensive. In addition, the families give something in return, which makes them value it more. Of the total cost of materials, which is about 900 soles (230 dollars), they contribute 20 percent, in addition to their labor,” he says.

Egoavil, a 45-year-old anthropologist, has lived in Arapa for three years. He is from Junín, a department in the center of the country where Cedepas Centro, an organization dedicated to promoting food security and sustainable development in the Andes highlands of central and southern Peru, is based,

“The focus of our work is on food security and a fundamental issue is water for human consumption and production. There have already been two agricultural seasons in which we have harvested much less and we are about to start a new one, but without rain the forecasts are not encouraging,” he says.

Given the water shortage, they have promoted the community participation of families in emergency projects such as solar pumps, which help to ensure their food supply.

In addition, long-range water seeding and harvesting works are underway, such as the construction of infiltration ditches at the headwaters of river basins.

The participation of small farming families is the driving force behind the works and they are responsible for identifying the natural water sources for their conservation and the construction of the ditches that will prevent the water from flowing down the hills when it rains.

“The ditch is like a sponge that retains water, but if it doesn’t rain, we don’t know what will happen,” says Egoavil.

Learning to harvest water

Jesusa Calapuja, a 27-year-old veterinarian born in Arapa, is one of the people in charge of technical assistance in agroecological production, planting and water harvesting at Cedepas Centro.

Using the Escuela de Campo (countryside school) methodology, she travels by motorcycle to the different communities where she interacts with farming families. She came with Fermina Quispe to the feminist meeting in Chosica, where IPS interviewed her.

Calapuja also notes changes in the dynamics of the population due to water scarcity. For example, their production no longer generates surpluses to be sold at the Sunday markets; it is barely enough for their own sustenance.

“They don’t have the income to buy what they need,” she says.

She also notices that at training meetings, women and men no longer bring their boiled potatoes or soup made with the oca tuber, or roasted corn for snacks, but only chuño (dehydrated potatoes) or dried beans. The scarcity of their tuber and grain production is evident in their diets.

But Fermina Quispe hastn’t lost her smile in the face of adversity and is confident that her new skills will help the women in her community.

“Our great-great-grandparents harvested water, made terraces and dams; we have only been harvesting, collecting and using. But it won’t be like that anymore and we are taking advantage of the streams so the water won’t be lost. We only hope that the wind does not carry away the rain clouds,” she says hopefully.

Climate Change Turns African Rivers into Epicentres of Conflict — Global Issues

At the same time, environmental degradation and loss of biodiversity affect the continent the most, with a loss of 4 million hectares of forest cover each year, double the global average rate.

This, in part, has contributed to over 50 million people migrating from the degraded areas of sub-Saharan Africa to North Africa and Europe by 2020, according to the report compiled by India’s Centre for Science and Environment (CSE) released in Nairobi on October 13, 2023.

It finds that all the critical water basins on the continent were experiencing distress and turbulence due to, among other reasons, unsustainable use of resources besides climate, becoming hotspots for competition over water.

The basins include Lake Chad, shared by Chad, Nigeria, Cameroon and Niger, the river Nile shared by Egypt, Uganda, Sudan and Ethiopia; Lake Victoria, Shared by Kenya, Uganda, and Tanzania; and the river Niger used by communities in Niger, Mali and Nigeria.

Also on the list is the river Congo basin, a joint resource used by Cameroon, the Central African Republic, the Democratic Republic of the Congo, Equatorial Guinea and Gabon, and the Lake Malawi basin shared by Tanzania and Malawi. Also on the list is the Lake Turkana basin in Kenya and Ethiopia.

Examples show that the Lake Chad basin disputes started in 1980, and the water body has diminished by 90 percent since the 1960s due to overuse and climate change effects.

“For years, the lake has supported drinking water, irrigation, fishing, livestock and economic activity for over 30 million people; it is vital for indigenous, pastoral and farming communities in one of the world’s poorest countries. However, climate change has fueled massive environmental and humanitarian crises in the region,” the report notes.

It notes that international actors and regional governments have long ignored the interplay between climate change, community violence and the forced displacement of civilians.

“Conflict between herders and farmers have become common as livelihoods are lost, and families dependent on the lake are migrating to other areas in search of water,” the report says.

“In the Congo basin, disputes started in 1960. The basin witnesses multifaceted crises, including forced displacement, violent conflicts, political instability, and climate change impacts,” it concludes.

On the other hand, it traces conflicts in the Niger basin to 1980, blaming climate change for disagreements over “damage to farmland and restricted access to water, while in the Nile, disagreements began around 2011 stemming from the construction of the Grand Renaissance dam by Ethiopia, which Egypt fears will impact water flow.

Conflicts over Lake Turkana resources are fairly recent, traced to 2016 when it was observed that with 90 percent of its water from the Omo River in Ethiopia, rising temperatures and reduced rainfall have contributed to the lake’s ‘retreat’ into Kenya.

To survive, the Ethiopian herder tribes began following the water, resulting in inter-tribal conflict with their Kenyan counterparts. The construction of Ethiopia’s Gilgel Gibe III Dam on the river worsened matters.

It notes that in 2020, between 75 and 250 million people on the continent were projected to be “exposed to increased water stress” due to climate change, warning that in some countries, yields from rain-fed agriculture could drop up to 50 percent due to drying up of traditional water sources including lakes, rivers, and wells.

“How Africa manages its water resources will define how water-secure the world would be. Africa’s aquifers hold 0.66 million KM3 of water. This is more than 100 times the annual renewable freshwater resources stored in dams and rivers.”

Take Ethiopia, for instance. Known as the continent’s water tower, the country is confronting huge challenges of disappearing lakes and rivers, it explains.

Africa, the world’s second-largest and second-most-populous continent, hosts a quarter of the planet’s animal and plant species, but the species extinction and general biodiversity loss rate in the continent are higher than in the rest of the world.

As a result, total deaths from extreme weather, climate or water stress in the world in the last 50 years, 35 percent of them were in Africa. Predictably, Africa will account for 40 percent of the world’s migration due to climate change.

“While the Global South will bear the maximum burden of internal migration, the reasons might vary from region to region, depending on climate change-related issues like water scarcity or rising sea levels. However, water scarcity will be the main driving force of the total migration, the report explains.

Citing the example of chimpanzees, the SOE 2023 reports that there are only 1.050 million to 2.050 million of the species on the continent, limited to Gabon, Democratic Republic of Congo and Cameroon, with populations having disappeared in Gambia, Burkina Faso, Benin, and Togo.

On the brighter side, it says that African countries have some pioneering conservation models that, among other things, put communities at the centre of conservation efforts, noting that if Africa protects its biodiversity, the whole world will also gain.

Protected areas in Africa, if sustainably used, can eradicate poverty and bring peace, it asserts.

South Africa will be worst impacted by extreme weather events, making some areas inhospitable because of weather events, where already people are being forced to migrate within their own countries or regions in search of more hospitable and better living conditions, said Sunita Narain, CSE Director General.

Explaining the rationale behind the report, Narain said: “We can read and get the immediate story today, but often we do not get the big picture. The report will help us get that big picture. It will enable us to understand the different aspects of the environment by putting together a comprehensive picture that makes the links clearer between the environment and development. Environment and development are two sides of the same coin.”

She added that the report, produced with input from scientists and Africa-based journalists, also helped people appreciate the link between development and the environment.

According to Mamo Boru Mamo, director of Kenya’s National Environmental Management Authority (NEMA), the issues raised in the report are important and pertinent to the environment in Africa.

Among other things, the SOE 2023 had captured the plight of East Africa’s agro-pastoral communities whose migration from arid and semi-arid areas of Africa to urban centres and out of the continent has risen over the recent years, thanks in part to accelerated degradation of the environment.

“The continent has a collective responsibility to manage the environment sustainably while giving direction on the position Africa should take in the upcoming UN’s COP28 in Dubai,” he said.

Citing the World Meteorological Organization (WMO), “Provisional State of the Global Climate 2022”, it finds that in East Africa, rainfall has been below average for four consecutive wet seasons, the most extended sequence in 40 years.

The region recorded five consecutive deficit rainy seasons by the end of 2022, with the rainy season of March to May 2022 being the driest in over 70 years for Ethiopia, Kenya and Somalia, partly due to the destruction of the environment and climate change.

Overall, the report confirms that the climate crisis in Africa was an existential problem facing millions of people who have endured the wrath of nature for years.

Over 100 journalists, researchers and experts from across Africa have contributed to the preparation of this annual publication.

El Ni񯧳 Impact on Central America’s Small Farmers Is Becoming More Intense — Global Issues

But that is not all. In addition to the obvious fact that poor harvests lead to higher food prices and food insecurity, they also generate a lack of employment in the countryside, further driving migration flows, said several experts interviewed by IPS.

The El Niño Southern Oscillation (ENSO) weather phenomenon had not been felt in the area since 2016. But now it has reappeared with stronger impacts. Meteorologists define ENSO as having three phases, and the one whose consequences are currently being felt on the ground is the third, the strongest.

Impact on the families

“The lack of water made us plant later, in June, when a drought hit us and ruined our corn and beans,” Gustavo Panameño, 46, told IPS as he looked disconsolately at the few plants still standing in his cornfield.

The plot Gustavo leases to farm, less than one hectare in size, is located in Lomas de Apancinte, a hill in the vicinity of Santa María Ostuma, in the central Salvadoran department of La Paz.

“The beans were completely lost, I expected to harvest about 300 pounds,” he said.

The corn and bean harvest “was for the consumption of the family, close relatives, and from time to time to sell,” said Gustavo.

Nearby is the plot leased by Héctor Panameño, who almost completely lost his corn crop and the few beans he had planted.

Corn and beans form the basis of the diet of the Salvadoran population of 6.7 million people and of the rest of the Central American countries, which have a total combined population of just over 48 million.

This subtropical region has two seasons: the wet season, from November to April, and the dry season the rest of the year. Agriculture contributes seven percent of GDP and accounts for 20 percent of employment, according to data from the Central American Integration System (SICA).

“I lost practically all the corn, and the beans too, they couldn’t be used, they started to grow but were stunted,” said Héctor, 66, a distant relative of Gustavo.

At this stage, the stalks of the corn plants have already been “bent”, a small-farming practice that helps dry the cobs, the final stage of the process before harvesting.

And what should be a cornfield full of dried plants, lined up in furrows, now holds barely a handful here and there, sadly for Héctor.

Both farmers said that in addition to the droughts, the crops were also hit by several storms that brought with them violent gusts of wind, which ended up knocking down the corn plants.

“The plants were already big, 45 days old, about to flower, but a windstorm came and knocked them down,” recalled Héctor, sadly.

“After that, there were a few plants left standing, and when the cobs were beginning to fill up with kernels another strong wind came and finished knocking down the entire crop.”

A few weeks ago both Gustavo and Héctor replanted corn and beans, trying to recover some of their losses. Now their hopes are on the “postrera”, as the second planting cycle is called in Central America, which starts in late August and ends with the harvest in November.

The windstorms mentioned by both farmers are apparently part of the extreme climate variability brought by climate change and El Niño.

El Niño 2.0

“It’s part of the same process, the warming of the water surface generates those winds,” said Pablo Sigüenza, an environmentalist with the National Network for the Defense of Food Sovereignty of Guatemala (REDSAG).

Guatemala is also experiencing what experts have noted in the rest of the region: because El Niño has arrived in the “strong phase”, in which climate variability is even more pronounced, there are periods of longer droughts as well as more intense rains.

That puts the “postrera” harvest in danger, said the experts interviewed.

This means that whereas El Niño would bring drought in the first few months of the agricultural cycle, now it is hitting harder during the second period, in August, when the postrera planting is in full swing.

“For the farmers it was clear since April that it was raining less, compared to other years,” Sigüenza told IPS from Guatemala City.

“Then, in August, we had the first warnings from the highlands and the southern coast that the plants were not growing well, that they were suffering from water stress,” he said.

The most affected region, he said, is the Dry Corridor, which in Guatemala includes the departments of Jalapa, Chiquimula, Zacapa, El Progreso, part of Chimaltenango and Alta Verapaz, in the central part of the country.

The Dry Corridor is a 1,600 kilometer-long strip of land that runs north-south through portions of Mexico, Guatemala, Honduras, El Salvador, Nicaragua and Costa Rica.

It is an area highly vulnerable to extreme weather events, where long periods of drought are followed by heavy rains that have a major effect on the livelihoods and food security of local populations, as described by the United Nations Food and Agriculture Organization (FAO).

Sigüenza said that food security due to lack of basic grains is expected to affect some 4.6 million people in Guatemala, a country of 17.4 million.

Even the U.S. National Oceanic and Atmospheric Administration (NOAA) “predicted that August, September and October would be the months with the greatest presence of El Niño,” said Luis Treminio, president of the Salvadoran Chamber of Small and Medium Agricultural Producers.

Treminio said that 75 percent of bean production is currently planted, and because it is less resistant to drought and rain than corn and sorghum, there is a greater possibility of losses.

“So the risk now is to the postrera, because if this scenario is fulfilled, we will have a very low postrera production,” he said.

Treminio’s estimate is that El Salvador will have a basic grains deficit of 6.8 million quintals, which the country will have to cover, as always, with imports.

Nicaragua, hardest hit

Nicaragua, population 6.8 million, is the Central American country hardest hit by El Niño, Brazilian Adoniram Sanches, FAO’s subregional coordinator for Mesoamerica, told IPS.

As in other countries in the region, Nicaraguan farmers suffered losses in the first planting, in May, and again in the second, the postrera, “and all of this leads to a strong imbalance in the small farmer economy,” the FAO official said from Panama City.

Sanches said that El Niño will be felt in 93 percent of the region until March 2024 and, in addition, 71 percent is in the “strong phase”.

He added that in the Dry Corridor 64 percent of the farms are less than two hectares in size. In other words, there are many families involved in subsistence agriculture, and with fewer harvests, they would face unemployment and would look for escape valves, such as migration.

“All this would then trigger an explosion of migration,” said Sanches.

With regard to the impacts in Nicaragua, researcher Abdel Garcia, an expert in climate, environment and disasters, said that, in effect, the country is receiving “the negative backlash” of El Niño, that is, less rain in the months that should have more copious rainfall, such as September.

García said that the effects of the climate are not only being felt in agriculture, and therefore in the economy, but also in the environment.

“The ecosystem is already suffering: we see dried up rivers and surface water sources, and also the reservoirs, which are at their lowest levels right now,” García told IPS from Managua.

García said that some farmers in the department of Estelí, in northwestern Nicaragua, are already talking about a plan B, that is, to engage in other economic activities outside of agriculture, given the harsh situation in farming.

In late August, FAO announced the launch of a humanitarian aid plan aimed at mobilizing some 37 million dollars to assist vulnerable communities in Latin America in the face of the impact of the El Niño phenomenon.

Specifically, the objective was to support 1.1 million people in El Salvador, Guatemala, Honduras, Nicaragua, Bolivia, Colombia, Ecuador, Peru and Venezuela.

Even more ambitious is an initiative in which FAO will participate as a liaison between the governments of 30 countries around the world and investors, multilateral development banks, the private sector and international donors, so that these nations can access and allocate resources to agriculture.

At the meeting, which will take place Oct. 7-20 in Rome, FAO’s world headquarters, governments will present projects totaling 268 million dollars to investors.

Among the nations submitting proposals are 10 from Latin America and the Caribbean, including Guatemala, Honduras, El Salvador and Nicaragua.

Meanwhile, despite the gloomy forecasts for farming families, who are taking a direct hit from El Niño, both Gustavo and Héctor remain hopeful that it is worth a second try now that the postrera harvest is underway.

“We have no choice but to keep working, we can’t just sit back and do nothing,” said Héctor, with a smile that was more encouraging than resigned.

Treated Wastewater Is a Growing Source of Irrigation in Chile’s Arid North — Global Issues

The Coquimbo region, just south of the Atacama Desert, one of the driest in the world, is suffering from a severe drought that has lasted 15 years.

According to data from the Meteorological Directorate, a regional station located in the Andes Mountains measured 30.3 millimeters (mm) of rain per square meter this year as of Sept. 10, compared to 213 mm in all of 2022.

At another station, in the coastal area, during the same period in 2023, rainfall stood at 10.5 mm compared to the usual level of 83.2 mm.

Faced with this persistent level of drought, vulnerable rural localities in Coquimbo, mostly dedicated to small-scale agriculture, are emerging as a new example of solutions that can be replicated in the country to alleviate water shortages.

The aim is to not waste the water that runs down the drains but to accumulate it in tanks, treat it and then use it to irrigate everything from alfalfa fields to native plants and trees in parks and streets in the localities involved. It is a response to drought and the expansion of the desert.

“We were able to implement five wastewater treatment projects and reuse 9.5 liters per second, which is, according to a comparative value, the consumption of 2,700 people for a year or the water used to irrigate 60 hectares of olive trees,” said Gerardo Díaz, sustainability manager of the non-governmental Fundación Chile.

These five projects, promoted by the Fundación Chile as part of its Water Scenarios 2030 initiative, are financed by the regional government of Coquimbo, which contributed the equivalent of 312,000 dollars. Of this total, 73 percent is dedicated to enabling reuse systems, for which plants in need of upgrading but not reconstruction have been selected.

The common objective of these projects, which together benefit some 6,500 people, is the reuse of wastewater for productive purposes, the replacement of drinking water or the recharge of aquifers.

Díaz told IPS that the amount of reuse obtained is significant because previously this water was discharged into a stream, canal or river where it was perhaps captured downstream.

A successful pilot experience

In Coquimbo, which has a regional population of some 780,000 people, there are 71 water treatment plants, most of which use activated sludge and almost all of which are linked to the Rural Drinking Water Program (APR) of the state Hydraulic Works Directorate.

Activated sludge systems are biological wastewater treatment processes using microorganisms, which are very sensitive in their operation and maintenance and rural sectors do not have the capacity to maintain them.

“Most of these treatment plants are not operating or are operating inefficiently,” Diaz acknowledged.

But one of the plants, once reconditioned, has served as a model for others since 2018. Its creation allowed Dionisio Antiquera, a 52-year-old agricultural technician, to save his alfalfa crop.

“We have had a water deficit for years. This recycled water really helps us grow our crops on our eight hectares of land,” he said in the middle of his alfalfa field in Cerrillos de Tamaya, one of the Coquimbo municipalities that IPS toured for several days to observe five wastewater reuse projects.

He explained that using just reused water he was able to produce six normal alfalfa harvests per year with a yield per hectare of 100 25-kg bales.

“That’s 4500 to 4800 bales in the annual production season,” he said proudly.

These bales are easily sold in the region because they are cheaper than those of other farmers.

The water he uses comes from an APR plant that has 1065 users, 650 of whom provide water, including Antiquera.

On one side of his alfalfa field is a plant that accumulates the sludge that is dehydrated in pools and drying courts, and on the other side, the water is chlorinated and runs into another pond in its natural state.

“This water works well for alfalfa. It is hard water that has about 1400 parts per million of salt. Then it goes through a reverse osmosis process that removes the salt and the water is suitable for human consumption,” the farmer explained.

In Chile, treated wastewater is not considered fresh water or water that can be used directly by people, and its reuse is only indirect.

Antiquera sold half a hectare to the government to install the plant and in exchange uses the water obtained and contributes 20 percent to the local APR.

He recently extended his alfalfa field to another seven hectares, thanks to his success with treated water.

Flowers and trees also benefit

In Villa Puclaro, in the Coquimbo municipality of Vicuña, Raúl Ángel Flores, 55, has an ornamental plant nursery.

“I’ve done really well. My nursery has grown with just reuse water….. I have more than 40,000 ornamental, fruit, native and cactus plants. I deliver to retailers in Vicuña and Coquimbo,” a port city in the region, he told IPS.

The nursery is 850 square meters in size, and has an accumulation pond and pumps to pump the water. He has now rented a 2,500-meter plot of land to expand it.

Flores explained to IPS that he manages the nursery together with his wife, Carolina Cáceres, and despite the fact that they have two daughters and a senior citizen in their care, “we make a living just selling the plants…I even hired an assistant,” he added.

In the southern hemisphere summer he uses between 4,000 and 5,000 liters of water a day for irrigation.

“I have water to spare. Here it could be reused for anything,” he said.

Joining the project made it possible for Flores to make efficient use of water with a business model that in this case incorporates a fee for the water to the plant management, which is equivalent to 62 cents per cubic meter used.

Eliminating odors, and creating new gardens

In the community of Huatulame, in the municipality of Monte Patria, Fundación Chile built an artificial surface wetland to put an end to the bad odors caused by effluents from a deficient waste-eater earthworm vermifilter treatment plant.

“This wetland has brought us peace because the odors have been eliminated. For the past year people have been able to walk along the banks of the old riverbed,” Deysy Cortés, 72, president of the APR, told IPS.

The municipality of Monte Patria is financing the repair of the plant with the equivalent of 100,000 dollars.

“The sprinklers will be changed, the filtering system will be replaced, and sawdust and worms will be added. It will be up and running in a couple of months,” explained agronomist Jorge Núñez, a consultant for Fundación Chile.

As in other renovated plants, safe infiltration of wastewater is ensured while the project simultaneously promotes the protection of nearby wells to provide water to the villagers.

Cortés warned of serious difficulties if no more rain falls in the rest of 2023, despite the relief provided by the plant for irrigation.

“I foresee a very difficult future if it doesn’t rain. We will go back to what we experienced in 2019 when in every house there were bottles filled with water and a little jug to bathe once a week,” she said.

During a recent crisis, the local APR paid 2500 dollars to bring in water from four 20,000-liter tanker trucks.

In Plan de Hornos, a town in the municipality of Illapel, irrigation technology was installed using reused water instead of drinking water to create a green space for the community to enjoy.

The project included water taps in people’s homes for residents to water trees and flowers.

Arnoldo Olivares, 59, is in charge of the plant, which has 160 members.

“I run both systems,” he told IPS. “I pour drinking water into the pond. After passing through the houses, the water goes into the drainage system, where there is a procedure to reclaim and treat it.”

“This water was lost before, and now we reuse it to irrigate the saplings. We used to work manually, now it is automated. It’s a tremendous change, we’re really happy,” he said.

Antiquera the alfalfa farmer is happy with his success in Cerrillos de Tamaya, but warns that in his area 150 to 160 mm of rainfall per year is normal and so far only 25 mm have fallen in 2023.

“The water crisis forces us to find alternatives and to be 100 percent efficient. Not a drop of water can be wasted. They have forecast very high temperatures for the upcoming (southern hemisphere) summer, which means that plants will require more water in order to thrive,” he said.

Díaz, the sustainability manager of Fundación Chile, said the Coquimbo projects are fully replicable in other water-stressed areas of Chile if a collaborative model is used.

He noted that “in Chile there is no law for the reuse of treated wastewater. There is only a gray water law that was passed years ago, but there are no regulations to implement it.”

He explained, however, that due to the drought, “rural localities today are already reusing wastewater or gray water. This is going to happen, with or without us, with or without a law. The need for water is so great that the communities are accepting the use of treated wastewater.”

The governor of Coquimbo, Krist Naranjo, argued that “a broader vision is needed to value water resources that are essential for life, especially in the context of global climate change.”

“We’re working on different initiatives with different executors, but the essential thing is to value the reuse of graywater recycling,” she told IPS from La Serena, the regional capital.

Water Stress, a Daily Problem in the Agro-Exporting South of Peru — Global Issues

However, the scarcity of water is a major hardship. Every week she has to buy water from tanker trucks, which costs about 56 dollars a month, a heavy burden on the family’s small income.

“I have a three-year-old girl and a one-year-old baby boy. The most difficult thing is to make sure we have water for their hygiene, so that they don’t get sick,” she told IPS while showing the plastic drums where she stores water in her shack in the Intercultural settlement of Nuevo Perú on the outskirts of Ica, the capital of the department of the same name.

Like hers, the 150 families who settled in this desert area in the department of Ica, south of Lima, lack water, sewage and electricity services.

The shantytown is part of the area known as Barrio Chino, located at kilometer 163 of the Panamericana Sur, a major highway that runs across the country. It is populated by people from towns in Peru’s Andes highlands and Amazon jungle who are keen to become part of Ica’s agro-export boom.

Agricultural exports, which account for four percent of Peru’s GDP, are one of the factors that have exacerbated the problem of water scarcity in Ica, the sixth smallest of the country’s 24 departments, which had just over one million inhabitants in 2022, according to the National Institute of Statistics and Informatics.

“Since early 2000 in Ica we have been feeling the worsening water shortages due to the lowering of the water table as a result of the drilling of wells, when after the agrarian reform the large landed estates reemerged as a result of agro-exports,” Gustavo Echegaray, an engineer and renowned expert on water resources, told IPS.

Groundwater is considered the reserve for the future, so good management and sustainable use are imperative, he stressed.

Echegaray, who lives in Santiago, a city in Ica, also experiences daily water rationing. In his neighborhood they receive one hour of piped water a day, with which they fill tanks and containers for household use.

This complication of day-to-day life in the cities is much worse in the impoverished neighborhoods on the outskirts.

The right to water, a distant goal

Tserem, 27, said the right to water, guaranteed in international treaties and in Peru’s constitution, is just an empty promise. “Look at how living without water affects our health, our food, our environment, our peace of mind,” she explained as she gave IPS a tour of her modest wooden house.

The family has a latrine in the backyard, and taking a daily shower is an impossible dream.

Her partner is a day laborer on one of the large farms dedicated to export crops, whose work varies according to the seasonal labor requirements. “Right now it’s the slow season, there’s no harvest yet; he is helping to prune the tangerine trees, but only for a few hours a day,” she said in a quiet voice.

Fewer hours of work means a reduction in income, making it even more difficult to afford to buy water.

She is also employed during the harvests and at other times of higher demand for labor on the nearby large landed estates, and the rest of the time she spends raising the children and doing household chores.

María Huincho, 39, who moved here from the Andean department of Huancavelica, adjacent to the highlands of Ica, faces a similar situation. She came with her partner and their three young children with the hope of working on one of the farms that grow export crops like blueberries, grapes, tangerines, artichokes or asparagus.

“I’ve been here for three years now and the hardest thing is to go without water. I bathe once a week, more often than that is impossible,” she told IPS. She is Tserem’s neighbor and they help each other in their daily chores. “You can never just sit still doing nothing here,” she said, smiling as she looked around at the large sandy field where the wooden houses have been built.

Ica is known worldwide for the pre-Inca Nazca Lines, ancient geoglyphs in the sand made by the Nazca culture which developed a complex hydraulic system with an extensive network of aqueducts that astonished the world when they were discovered.

Today, water stress is a reality in a large part of the department, one of the hardest hit by the growing water scarcity in this South American country of 33 million people.

Aquifer depletion

According to the United Nations, people require 20 to 50 liters per day of clean, safe water to meet their needs for a healthy life. Peru, despite its great diversity of water sources, has failed to guarantee the populace the right to water.

The National Center for Strategic Planning (Ceplan) has projected that by 2030, 58 percent of the Peruvian population will live in areas affected by water scarcity. Overexploitation is one of the reasons.

Echegaray, the engineer, told IPS from his hometown that at the end of the 2000s the agricultural frontier in Ica was smaller, but under the authoritarian government of Alberto Fujimori (1990-2000), who changed the country’s economic model to a free market regime, land that was wasteland was allocated for business investment.

“The agricultural frontier has grown a lot on the side of what used to be desert, in the Villacurí pampas (grasslands), which are before the entrance to the city of Ica and also in the lower valley. Due to the irrigation technology that they began to use, a large amount of uncultivated land was made available by drilling new wells, which was done without any controls until 2009,” said the expert.

The result was seen in the decrease of water for small-scale agriculture and for local human consumption, Echegaray said.

“The population of the department of Ica has grown and at the same time the amount of water has decreased. A serious problem has been generated in the lower part of the province (also called Ica) and in general in most of the districts where water is rationed, there are areas where families have access to piped water one or two hours per week or every 15 days,” he said.

He added that due to the overexploitation of the wells, the water table is more fragile and an imbalance is occurring – in other words, the amount of water filtering into the aquifers is less than what is extracted from the wells.

Life is very hard without water

In March 2009, Law 29338 on water resources was approved, which regulates areas where water is protected or where its use is banned.

The bans refer to the “prohibition to carry out water development works; the granting of new permits, authorizations, licenses for water use and discharges.” The National Water Authority (Ana) has already applied this to the aquifers of Ica, Villacurí and Lanchas, all three of which are in the department of Ica.

But despite the ban, reports continue to appear from Ana itself about new wells in the aquifers. “Not all of them are detected,” lamented Echegaray.

Rosa Huayumbe, 47, was born in the Amazonian city of Iquitos and her friend Alicia Fernández, 30, is from Pisco, a city in Ica. They came to the Dos de Mayo neighborhood in the Ica municipality of Subtanjalla eight years ago, and they have never had piped water in their homes.

This is a poor, desert area, where sand covers the unpaved streets and small houses, most of which are made of wood.

They live in a steep area and must stretch meters of hose so that the tanker truck can deliver water to their homes. They buy three dollars of water a day to cover their basic necessities.

“We work on the large farms,” Huayumbe told IPS. “Right now there is only work for men, which is pruning. We have more time to spend with our children but no money and it’s an even bigger problem to buy water.”

“The worst thing is not having water,” said Fernández. “You get used to the sun, to the wind… but without water and sanitation it is very difficult. We don’t leave because we have nowhere else to go: We just hope that the authorities will make good on what they promised us as candidates: to bring us drinking water,” she added during a pause climbing the steep dirt road back to their homes.

Echegaray said that if something is not done, Ica will run out of water and collapse. He called for studies to determine the water imbalance, which is estimated to be between 38 and 90 million cubic meters per year. “The difference is too big,” he said.

He also proposed putting into operation some natural dams and increasing experiments in planting and harvesting water that revive ancestral techniques to restore the aquifers.

Can Carbon Trading Stop Global Heating? — Global Issues

Global warming occurs when heat from the sun is absorbed by greenhouse gases (GHGs) such as carbon dioxide (CO2) and methane. Like a blanket, GHGs trap heat, preventing it from escaping our atmosphere. This raises temperatures on Earth, accelerating climate change and triggering extreme weather events such as droughts, cyclones and floods.

Market solution?
Carbon trading has been touted by some economists as the best, fairest and most efficient solution to mitigate global warming. The basically simple market-based idea behind carbon trading is appealing – companies will stop emitting as they must pay to release GHGs by buying ‘carbon credits’.

With carbon trading, companies are rewarded for releasing less GHGs. Such companies can sell their extra carbon credits to other companies exceeding their credits, who must thus pay to release more GHGs.

Correctly pricing such credits is thus crucial for the efficacy of the mechanism. But carbon trading promoters tend to under-price credits for carbon trading to gain more acceptance and support.

Thus, this approach treats the Earth’s capacity to absorb CO2 as a service to be bought and sold while ignoring its other all too real implications. Worse, quotas are often arbitrarily set, without rewarding low emitters of the past and present.

Dubious equivalence
There are many GHGs – including methane, nitrous oxide, and others – of which the most important is CO2. The notion of carbon equivalence had to be created to create a market for GHGs’ estimated carbon equivalents (CO2e), ostensibly measured by their global warming potential relative to CO2.

Carbon markets and trading – based on such equivalence – have, in turn, led to misleading estimates and interpretation. The resulting poor policy analysis, formulation and efficacy undermine efforts to address global warming more effectively.

Due to the complex and changing properties of gases, CO2e estimates have been subject to many revisions. In 1996, the Intergovernmental Panel on Climate Change (IPCC) declared one unit of hydrofluorocarbon (HFC-23) gas had a global warming potential equivalent to 11,700 units of carbon dioxide (CO2e) over a 100-year period.

In 2007, HFC-23’s CO2 equivalence was revised upwards to 14,800 CO2e. But the IPCC noted even this huge revision upwards remained subject to a huge margin of error of plus or minus 5000 CO2e units.

CO2e is also complex to navigate as different GHGs have different properties. For example, HFC-23 has a stronger warming effect than CO2 in the short-term. Thus, using a common yardstick for these two very different gases – as is commonly done – is not only scientifically moot, but also analytically misleading.

Carbon markets delay action
Unsurprisingly, carbon trading’s premises remain controversial. After all, carbon trading does not actually reduce GHGs, but merely discourages increasing emissions by imposing the costs of buying credits. Thus, instead of cutting GHG emissions, companies can buy carbon credits, fostering an illusion of progress.

Those buying carbon credits may believe they are thus reducing GHG emissions. But in fact, emissions do not decline much. Worse, companies may believe they are fully compensating for all the negative consequences (‘externalities’) of emitting GHGs by buying carbon credits. But this is an illusion.

High GHG emitters do not actually have to make much effort to cut emissions. Buying carbon credits, ostensibly to compensate for their GHG emissions, has thus become a low-cost, low-effort alternative to investing in less GHG-emitting technologies.

Unsurprisingly, most major emitters prefer the cheaper option of carbon trading over such transformative investments. Real investments in better technologies typically require significant upfront costs, while the financial returns to such investments are almost never immediate.

Companies have every incentive to indefinitely postpone major efforts to cut GHG emissions by participating in carbon trading. Thus, carbon trading effectively delays – rather than accelerates – needed transitions to renewable energy technologies.

‘Carbon offsets’ offset action
Companies can earn carbon credits for doing ‘climate friendly’ projects – such as reforestation – to offset the harm done by GHG emissions. These projects are supposed to compensate for the harm caused by GHG emissions, ostensibly offsetting companies’ adverse environmental impacts.

While planting trees can absorb CO2, it does not immediately eliminate accumulated CO2. A significant time lag occurs as growing trees need time to increase their capacity to absorb CO2, and thus reduce atmospheric CO2 levels.

The rate of CO2 emissions release into the atmosphere exceeds the rate at which CO2 is naturally absorbed by natural sinks like forests, including offset projects. This imbalance has contributed to an accelerating increase in long-term GHG accumulation levels in the atmosphere.

Although carbon trading may help reduce growing emissions at the margin, it has not significantly reduced accumulated CO2 in the atmosphere. The time lags involved further diminish its net contribution, and certainly do not offer the urgent solutions needed.

By purchasing carbon credits from such projects, many think they are thus offsetting their GHG emissions. But there is no empirical evidence that such offset projects actually reduce GHG emissions, i.e., carbon trading is not even ‘net-zero’.

Holistic approach needed
Unsurprisingly, carbon credits, markets and trading have fostered a false sense of progress. Most problematically, it has delayed the urgent need for an accelerated transition, especially to far more renewable energy generation and use.

To more effectively address the challenges of global warming, we need to move beyond carbon trading to a more comprehensive approach prioritizing more urgent, effective and impactful adaptation and mitigation efforts, including renewable energy generation and use.

Can African Farmers Still Feed the World? — Global Issues

Is it still the case?

The above data had been provided in July 2016 by the NEPAD (New Partnership for Africa’s Development), the technical body of the African Union (AU).

Now that seven long years have elapsed, the second largest continent on Earth –after Asia– has been facing too many extraneous pressures and hazards.

A major consequence is that that very percentage (60-65%) of the world’s uncultivated and arable land is now affected by degradation, with nearly three million hectares of forest lost… every single year.

Great walls

The steadily advancing degradation and desertification of major African regions have led the continent to build great green walls.

One of them – the Great Green Wall, is the largest living structure on the Planet, one that stretches over 8.000 kilometres across Africa, aiming at restoring the continent’s degraded landscapes and transforming millions of lives in the Sahel, and ushering in a new era of sustainability and economic growth.

Launched in 2007 by the African Union, this African-led Great Green Wall Initiative. The project is being implemented across 22 African countries and is expected to revitalise thousands of communities across the continent.

It is about “helping people and nature cope with the growing impact of the climate emergency and the degradation of vital ecosystems, and to keep the Sahara desert from spreading deeper into one of the world’s poorest regions,” according to the UN Environment Programme (UNEP).

Vast tracts of land along the Great Green Wall have already been restored by local communities. And so far, 80% of the 19 billion US dollars have been pledged, as reported by the UN Convention to Combat Desertification (UNCCD).

But not enough…

The extraneous factors that have been pushing Africa towards the abyss of extremely severe droughts, unprecedented floods, the advancing degradation of its land and water resources, have led this continent on Earth to rush to build more and longer and larger walls.

For instance, the Southern Africa region is currently busy preparing a similar programme, with all 16 countries in the Southern African Development Community (SADC) committed to accelerating multi-sectoral transformation through a regional initiative inspired by the Great Green Wall in the Sahel, or SADC Great Green Wall Initiative (GGWI).

The SADC member countries are: Angola, Botswana, Comoros, DR Congo, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe.

A wall for Southern Africa

Their Initiative aims to create productive landscapes in the Southern Africa region that contribute to regional socially inclusive economic prosperity and environmental sustainability.

Together with member countries and key partners the goal is to initiate multi sectoral partnerships and to acquire pledges of an indicative 27 billion US dollars by 2025.

10 Million square kilometres at risk of desertification

Covering a total land area of 10 million square kilometres, Southern Africa faces immediate effects of desertification, land degradation and drought, as well as challenges driven by climate change, biodiversity loss, and unsustainable development practices in agriculture, energy and infrastructure sectors, reports the UN Convention to Combat Desertification (UNCCD).

“The Great Green Wall is part of a broader economic and development plan – if we restore land but are not able to reap the benefits of that healthy and restored land due to lack of access to renewable energy and infrastructure, hindering access to markets and livelihoods, then we are only halfway there with our vision,” on this said UNCCD’s Louise Baker.

And a great wall for the Middle East

In addition to the above two new natural wonders, there is another one: the Middle East Green Initiative, a regional effort led by Saudi Arabia to mitigate the impact of climate change on the region and to collaborate to meet global climate targets.

50 billion trees

It aims at planting 50 billion trees across the Middle East, equivalent to 5% of the global afforestation target, and to restore 200 million hectares of degraded land.

A fifth (10 billion) trees will be planted within Saudi Arabia’s borders, with the remaining 40 billion set to be planted across the region in the coming decades.

The trees will also provide numerous other benefits, including stabilising soils, protecting against floods and dust storms and helping reduce CO2 emissions by up to 2.5% of global levels.

Across the Middle East and North Africa, extreme weather events including droughts and heavy rains will become more common in the region if global temperatures continue to increase, according to the Saudi-led project.

A green corridor for East Africa… and elsewhere

In addition to developing an Eastern Africa corridor soon, other similar initiatives under the umbrella of the African Union’s NEPAD are ongoing, such as the African Forest Landscape Restoration Initiative (AFR100).

In 2015, AFR100 was founded in Durban by a group of 10 African countries, each committing to restore a certain number of hectares of degraded landscapes within their borders.

Twenty-eight African countries have now committed to restoring 113 million hectares, which, if achieved, will exceed the initiative’s namesake goal of 100 million hectares across the continent under restoration by 2030.

Not only trees

Forest landscape restoration is more than just planting trees,” said Mamadou Diakhite, leader of the AFR100 Secretariat.

On a continent that is expected to account for half the global population growth by 2050, reducing and sequestering greenhouse gas emissions is a welcome byproduct of returning those natural landscapes to health and profitability; but it’s not the first focus, reported Gabrielle Lipton, Landscape News Editor-in-Chief.

“Restoring landscapes that have been degraded by the effects of climate change and human development through planting trees and encouraging sustainable farming and herding must first and foremost provide food, jobs and homes for people, as well as preserve their cultures that are based on the products of their lands.”

Moreover, as more than 1 in 5 people in Africa are undernourished, and forced migration across country borders increases due to climate change and conflict, African economies continue to struggle hard to create jobs for young people.

Any chance that Africa recovers soon from the impacts of so much extraneous damage, which this continent of nearly 1.4 billion humans continues to struggle to reverse?

Managing Water Sustainably Is Key To the Future of Food and Agriculture — Global Issues

This is according to a scoping study pertaining to the status of groundwater resources management in SADC. The study continues to say that over a staggering 40% of groundwater is used for global irrigation, this alone indicates the importance of this precious resource in navigating the population through impacts of climate change.

Groundwater has become indispensable particularly for agriculture production in many countries, and it is said that it accounts for half of South Asia’s irrigation and China where it supports two-thirds of grain crops produced.

Sustainable groundwater development for water and food security can never be over emphasized in mitigating against the worsening impacts of climate change. As surface water becomes more variable and uncertain, groundwater provides a crucial buffer for commercial and small holder farmers – who rely on groundwater to keep their crops green.

Therefore, it is imperative that sustainable and innovative strategies are developed to ensure sustainable supply of groundwater resource for improved livelihoods.

Groundwater responds to the water demands in a more flexible and reliable way, which allows farmers to increase their yields and mitigate effects of extreme water shortages. While water in general is a critical input for agricultural production and plays a significant role in food security, science reveals that Sub-Saharan Africa is not on track to reach the sustainable development goal on eradicating hunger.

The Synthesis Report on the State of Food and Nutrition Security and Vulnerability in Southern Africa 2022 says food and nutrition insecurity in the region continues to be unacceptably high and concerted efforts are required to build resilience to address the multiple and increasing shocks the region faces.

The report further asserts that the number of food insecure people is estimated to increase to 55.7million during the period 1 April 2022 to 31 March 2023 in the 12 Member States that provided data for the 2022 Regional Synthesis Report on Food Security, Nutrition and Vulnerability.

“More food needs to be produced to meet future demands due to population growth, lifestyle change and dietary changes and this calls for robust agricultural water solutions to sustainably manage water resources,” says Dr Manuel Magombeyi Regional Researcher at the International Water Management Institute.

Dr. Magombeyi further asserts that it is critical that people in general understand that as the food demand increases, so the water usage, and all these increases happen amidst climate change, therefore, thorough reconsideration of how water is managed in the agricultural sector, and how it can be repositioned in the broader context of overall water resources management and water security is critical.

Unfortunately, according to the United Nations Development Programme, at least 821 million people were estimated to be chronically under-nourished as of 2017, often as a direct consequence of environmental degradation, drought, and biodiversity loss.

Under-nourishment and severe food insecurity appear to be increasing in almost all regions of Africa. Several studies indicate that innovative Agricultural Water Solutions are urgently needed if we want to meet Sustainable Development Goal 2, Zero Hunger for everyone by 2030 as promulgated by the United Nations.

In the SADC region alone, at least 11 million people are facing critical food shortages due to drought caused by climate change. This situation calls for groundwater practitioners to think deeper and look for innovative solutions to support agricultural sector to improve food security.

According to Agricultural Water Management in Southern Africa Report, investments by both public and private sectors in Ag-water solutions represent an untapped opportunity. It is important that both sectors invest in Ag-water solutions to achieve the overall objective of poverty alleviation and broad-based agricultural growth. Most of these ag-water solutions have been implemented at a smaller scale. It is now important that they get upscaled for the benefits of larger communities, especially if the solution is working well.

The SADC Groundwater Management Institute has in the past years managed to help rural communities in some SADC Member States to ensure that they get access to water resources by tapping into groundwater resources available in respective countries.

Through the Sustainable Groundwater Management in SADC Member States project supported by the World Bank Group between 2016 and 2021, SADC-GMI managed to reach communities in Eswatini, Malawi, Mozambique, Zambia, Zimbabwe and assisted them to unlock groundwater resources for improved livelihoods.

War, Famine, Disease, Disasters 2022 a Year Staring at Apocalypse — Global Issues

Tens of thousands of soldiers and civilians (numbers given by the UN and involved parties vary enormously) have been killed in Ukraine since Russia launched war on February 24. More than 7.8 million Ukrainians have fled the country. Billions of dollars have been spent on armaments.

But the impact of the war has been felt worldwide, driving up prices of basic commodities such as oil, gas, grain, sunflower oil and fertilisers. Somalia, now in the grip of the worst drought to hit the Horn of Africa in 40 years, used to import 90 per cent of its wheat from Russia and Ukraine.

Commodities have been weaponised. Countries slipped back into recession, just as they were slowly recovering from the economic distress of Covid-19 lockdowns. A deepening relationship between sanctioned Russia and an energy- hungry China exacerbated existing tensions with the US over Taiwan. The result? China broke off climate cooperation efforts with the US in the run-up to the COP27 climate conference hosted by Egypt in November with 200 countries and 35,000 people attending.

Against the backdrop of devastating floods in Pakistan and West Africa, and with 2022 on its way to becoming one of the five hottest years on record, agriculture and food security joined the COP27 agenda. Talks ran into extra time, as they tend to, and countries of the global South emerged with the landmark creation of a special fund paid by wealthier countries to address the Loss and Damage caused by climate change in the most vulnerable nations.

“After 30 contentious years, delayed tactics by wealthy countries, a renewed spirit of solidarity, empathy and cooperation prevailed, resulting in the historic establishment of a dedicated fund,” said Yamide Dagnet, director for climate justice at the Open Society Foundations, reflecting a sense of hard fought victory among developing countries.

Still unresolved however is which countries will give money and to whom. China in particular seems uneasy over which category it belongs to. However COP27 joined its 26 forerunners since 1995 in not reaching a binding agreement on cutting fossil fuel burning which has continued to rise globally, except for a brief pandemic dip. For this, many branded it a failure. “Humanity has a choice: cooperate or perish. It is either a Climate Solidarity Pact – or a Collective Suicide Pact,” UN Secretary-General Antonio Guterres told the opening plenary session. By the end, many felt the conference had concluded with the latter. Rather than falling, the latest estimates from the Global Carbon Project show that total worldwide CO2 emissions in 2022 have reached near-record levels.

Victims of devastating floods, heatwaves and forest fires, and severe drought in Central Sahel and East Africa surely needed no confirmation from the final decision text of COP27 which recognises “the fundamental priority of safeguarding food security and ending hunger” and the vulnerability of food production to climate change.

In this respect, COP27 recognised the importance of nature-based solutions – a theme driven by the International Union for Conservation of Nature (IUCN) in ringing alarm bells on the degraded soil, water sources and eco-systems caused by intensive agriculture with overuse of fertilisers and pesticides. According to FAO, more than 25 percent of arable soils worldwide are degraded, and the equivalent of a football pitch of soil is eroded every five seconds. The planet’s bio-diversity is being devastated as a result. As highlighted by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) in stressing the vital connections between Nature and people, a landmark report in July found that 50,000 wild species provide food, osmetics, shelter, clothing, medicine and inspiration. Many face extinction. As international agencies and NGOs (and media outlets) jostled and competed for funding to deal with the fallout from wars and climate emergencies, the International Fund for Agricultural Development (IFAD) which is active in the Sahel cautioned that only 1.7 per cent of all climate finance reaches small-scale producers in developing countries and as little as 8% of overseas aid goes to projects focused primarily on gender equality. Women’s empowerment has been made a major focus of ASAP+, IFAD’s new climate change financing mechanism.

Women and girls are paying “an unacceptably high price” among communities hit by severe drought in the Horn of Africa, according to the UN Population Fund (UNFPA). It launched a $113.7 million appeal to scale-up life-saving reproductive health and protection services, including establishment of mobile and static clinics in displacement sites.

Also overshadowed by wars and pandemics in 2022 were marginalised communities lacking a voice, suffering diseases such as leprosy or exploited in the form of child labour.

Yohei Sasakawa, WHO Goodwill Ambassador for Leprosy Elimination, says many issues have been sidelined because of the Covid-19 pandemic. Society has the knowledge and means to stop and cure leprosy, he says in the ‘Don’t Forget Leprosy’ campaign by the Sasakawa Leprosy Initiative.

“When people are still being discriminated against even after being cured, society has a disease. If we can cure society of this disease—discrimination—it would be truly epoch-making,” he told IPS.

A similar message was delivered by Nobel Laureate Kailash Satyarthi who told the 5th Global Conference on the Elimination of Child Labour that a mere $53 billion per annum – equivalent to 10 days of military spending – would ensure all children in all countries benefit from social protection. International Labour Organisation and UNICEF statistics from 2020 show at least 160 million children are involved in child labour, a surge of 8.4 million in four years. Children denied education became a burning issue in Afghanistan in March when the Taliban declared that girls would be banned from secondary education. The UN said 1.1 million girls were affected. The late-night reversal of a decision by Taliban authorities to allow girls from grades 7 to 12 to return to school was met with outrage and distress, inside and outside Afghanistan. Denial of human rights to girls and women has fuelled the desire of many to get out of Afghanistan and seek a better life elsewhere, adding to the millions around the world forced to flee their homes because of conflict, repression or disaster. The Ukraine conflict has displaced more than 14 million people, about a third of the population.

A UN Office on Drugs and Crime report on trafficking warns that refugees from Ukraine are at risk of including sexual exploitation, forced labour, illegal adoption and surrogacy, forced begging and forced criminality.

As they come over border crossings into Poland, refugees – including victims of rape – are greeted with posters and flyers carrying warnings about jail terms for breaking local abortion laws, images of miscarried foetuses, and a quote from Mother Theresa saying: “Abortion is the greatest threat to peace”.

UNDP, which is assisting the Ukraine government in getting access to public services for IDPs, says in its 2022 report, Turning the tide on internal displacement, that earlier and increased support to development is an essential condition for emerging from crisis in a sustainable way.

“More efforts are needed to end the marginalization of internally displaced people, who must be able to exercise their full rights as citizens including through access to vital services such as health care, education, social protection and job opportunities” said Achim Steiner, UNDP Administrator.

Nearly one million Rohingya refugees languishing in refugee camps in Bangladesh after being driven out of Myanmar in waves since 2016 would surely agree.

Asif Saleh, executive director of BRAC, said to be the world’s largest NGO and founded by Sir Fazle after the independence of Bangladesh in 1972, says work needs to “shift towards a development-like approach from a very short-term umanitarian crisis-focused approach”. But the only solution for the Rohingya refugees is their sustainable and voluntary repatriation to Myanmar. As 2022 closes, that unfortunately looks highly unlikely as the military junta that seized power in 2021 fights ethnic armed organisations on multiple fronts.

There was one seismic milestone event that happened in late 2022 although no one is quite sure exactly where and when. The few people to witness it were not aware either – not that it prevented the UN from declaring it a special day. The birth of the 8 billionth person was celebrated on November 15. The world’s population has doubled from 4 billion in 1974 and UN projections suggest we will be supporting about 9.7 billion people in 2050. Global population is forecast to peak at about 10.4 billion in the 2080s.

Inger Andersen, executive director of the UN environment programme, sent a message to the baby, and the rest of the world, as countries meet in Montreal for the COP15 biodiversity conference this month.

“We’ve just welcomed the 8 billionth member of the human race on this planet. That’s a wonderful birth of a baby, of course. But we need to understand that the more people there are, the more we put the Earth under heavy pressure,” she said.

This Planet Is Drying Up. And these Are the Consequences — Global Issues

In other words, droughts are one of the “most feared natural phenomena in the world;” they devastate farmland, destroy livelihoods and cause untold suffering, as reported by the world’s top specialised bodies: the UN Convention to Combat Desertification (UNCCD).

They occur when an area experiences a shortage of water supply due to a lack of rainfall or lack of surface or groundwater. And they can last for weeks, months or years.

Exacerbated by land degradation and climate change, droughts are increasing in frequency and severity, up 29% since 2000, with 55 million people affected every year.

By 2050, droughts may affect an estimated three-quarters of the world’s population. This means that agricultural production will have to increase by 60% to meet the global food demand in 2050.

This means that about 71% of the world’s irrigated area and 47% of major cities are to experience at least periodic water shortages. If this trend continues, the scarcity and associated water quality problems will lead to competition and conflicts among water users, adds the Convention.

Most of the world already impacted

The alert is loud and strong and it comes from a number of the world’s most knowledgeable organisations.

To begin with, the World Meteorological Organization (WMO) on 29 November 2022 reported that most of the globe was drier than normal in 2021, with “cascading effects on economies, ecosystems and our daily lives.”

Water

Between 2001 and 2018, UN-Water reported that a staggering 74% of all-natural disasters were water-related.

Currently, over 3.6 billion people have inadequate access to water at least one month per year and this is expected to increase to more than five billion by 2050.

Moreover, areas that were unusually dry included South America’s Rio de la Plata area, where a persistent drought has affected the region since 2019, according to WMO’s The State of Global Water Resources report.

Drying rivers, lakes

In Africa, major rivers such as the Niger, Volta, Nile and Congo had below-average water flow in 2021.

The same trend was observed in rivers in parts of Russia, West Siberia and in Central Asia.

On the other hand, there were above-normal river volumes in some North American basins, the North Amazon and South Africa, as well as in China’s Amur river basin, and northern India.

Cascading effects

The impacts of climate change are often felt through water – more intense and frequent droughts, more extreme flooding, more erratic seasonal rainfall and accelerated melting of glaciers – with cascading effects on economies, ecosystems and all aspects of our daily lives, said WMO Secretary-General Petteri Taalas.

“Changes to Cryosphere water resources affect food security, human health, ecosystem integrity and maintenance, and lead to significant impacts on economic and social development”, said WMO, sometimes causing river flooding and flash floods due to glacier lake outbursts.

The cryosphere – namely glaciers, snow cover, ice caps and, where present, permafrost – is the world’s biggest natural reservoir of freshwater.

Soils

Being water –or rather the lack of it– a major cause-effect of the fast-growing deterioration of natural resources, and the consequent damage to the world’s food production, the theme of World Soil Day 2022, marked 5 December, is “Soils: Where food begins.”

According to the UN Food and Agriculture Organization (FAO):

  • 95% of our food comes from soils.
  • 18 naturally occurring chemical elements are essential to plants. Soils supply 15.
  • Agricultural production will have to increase by 60% to meet the global food demand in 2050.
  • 33% of soils are degraded.

 

Dangerously poisoned

In addition to the life of humans, animals, and plants, one of the sectors that most depend on water–crops is now highly endangered.

Indeed, since the 1950s, reminds the United Nations, innovations like synthetic fertilisers, chemical pesticides and high-yield cereals have helped humanity dramatically increase the amount of food it grows.

“But those inventions would be moot without agriculture’s most precious commodity: fresh water. And it, say researchers, is now under threat.”

Moreover, pollution, climate change and over-abstraction are beginning to compromise the lakes, rivers, and aquifers that underpin farming globally, reports the UN Environment Programme (UNEP).

Salinised and plastified

Such is the case, among many others, of the growing salinisation and ‘plastification’ of the world’s soils.

In fact, currently, it is estimated that there are more than 833 million hectares of salt-affected soils around the globe (8.7% of the planet). This implies the loss of soil’s capacity to grow food and also increasing impacts on water and the ability to filter pollution.

Soil salinisation and sodification are major soil degradation processes threatening ecosystems and are recognised as being among the most important problems at a global level for agricultural production, food security and sustainability in arid and semi-arid regions, said the UN on occasion of the 2021 World Soil Day.

Wastewater

Among the major causes that this international body highlights is that in some arid areas, there has been an increase in the amount of wastewater used to grow crops.

“The problem can be exacerbated by flooding, which can inundate sewage systems or stores of fertiliser, polluting both surface water and groundwater.” Fertiliser run-off can cause algal blooms in lakes.

Meanwhile, the amount of freshwater per capita has fallen by 20% over the last two decades and nearly 60% of irrigated cropland is water-stressed.

The implications of those shortages are far-reaching: irrigated agriculture contributes 40% of total food produced worldwide.

Soils are highly living organisms

“Did you know that there are more living organisms in a tablespoon of soil than people on Earth?”

Soil is a world made up of organisms, minerals, and organic components that provide food for humans and animals through plant growth, explains this year’s World Soils Day.

Agricultural systems lose nutrients with each harvest, and if soils are not managed sustainably, fertility is progressively lost, and soils will produce nutrient-deficient plants.

Soil nutrient loss is a major soil degradation process threatening nutrition. It is recognised as being among the most critical problems at a global level for food security and sustainability all around the globe.

‘Hidden’ hunger

Over the last 70 years, the level of vitamins and nutrients in food has drastically decreased, and it is estimated that 2 billion people worldwide suffer from a lack of micronutrients, known as hidden hunger because it is difficult to detect.

“Soil degradation induces some soils to be nutrient depleted, losing their capacity to support crops, while others have such a high nutrient concentration that represents a toxic environment to plants and animals, pollutes the environment and causes climate change.”
