BoE official compares current crypto market regulation to ‘unsafe aeroplanes’

Jon Cunliffe, deputy governor for financial stability at the Bank of England, has called for a clear regulatory framework for crypto to address risks amid the recent market downturn.

In a written speech at the British High Commissioner’s Residence in Singapore on Tuesday, Cunliffe said regulators needed to “get on with the job” of incorporating crypto and blockchain into existing frameworks. He cited certain events leading up to what some have called the next crypto winter, including the price of Bitcoin (BTC) losing “70% of its value since November,” the collapse of Terra, stablecoins becoming depegged from the U.S. dollar, and Three Arrows Capital filing for bankruptcy in Singapore.

“The lesson we should not take from this episode is that ‘crypto’ is somehow ‘over’ and we do not need to be concerned about it anymore,” said Cunliffe. “Crypto – technologies offer the prospect of substantive innovation and improvement in finance. But to be successful and sustainable innovation has to happen within a framework in which risks are managed: people don’t fly for long in unsafe aeroplanes.”

According to the deputy governor, regulators needed to accelerate efforts to find a place for crypto in current frameworks based on the principle of “same risk, same regulatory outcome.” Cunliffe added that though the technology around finance had changed, it did not change the underlying risks coming from leveraging assets and volatility around investments with “no real economy assets backing them and no means of generating revenue,” as well as the need for assets “to have a stable value under stress” for them to be used for transactions.

“Even with the recent collapse crypto assets and crypto markets have not posed a systemic risk, though I recognise of course that this of is little comfort to those nursing substantial losses.”

Leadership among financial lawmakers and regulators in the United Kingdom has recently changed hands amid the scandal around soon-to-be-former Prime Minister Boris Johnson. Nadhim Zahawi took over following Rishi Sunak’s resignation as chancellor of the exchequer, and Richard Fuller has replaced John Glen as the economic secretary. Treasury also announced on July 8 that Hong Kong Securities and Futures Commission CEO Ashley Alder will become the next chair of the U.K. Financial Conduct Authority, or FCA, starting in January.

Regulators seem to be stepping up efforts to propose regulations for cryptocurrencies and stablecoins across the European Union and the globe. On Monday, the Financial Stability Board, or FSB, said it planned to present certain global crypto rules which would likely apply to G20 member states starting in October.

Prior to the resignations in response to Boris Johnson’s actions, the U.K. Treasury had been moving forward with a regulatory framework on stablecoins as a means of payment. Cunliffe added that the FCA, Bank of England, and FSB planned to issue a consultation paper on a proposed policy framework for stablecoins later in 2022.

“Innovators, alongside regulators and other public authorities, have an interest in the development of appropriate regulation and the management of risk,” said Cunliffe. “It is only within such a framework, that they can really flourish and that the benefits of technological change can be secured.”

Premier League upstarts Newcastle could be set to bring to bear a considerable portion of their newfound financial muscle this summer as the Magpies are set to reportedly weigh up a potential move for Swedish international striker Alexander Isak.

Reports in The Telegraph from Northern football correspondent Luke Edwards have linked Newcastle with interest in Isak as Eddie Howe will be tasked with trying to push the club as high up the table as possible in 2022-23, with a new leading front-man a priority.

The club’s hierarchy has unanimously agreed that Isak would constitute the type of signing that would bolster – and boost – the Newcastle front line in 2022-23 according to Ewards, but such a move would come with a heavy price.

Newcastle would have to chew into nearly the rest of their entire summer budget in order to make any possible deal a reality, which would include the club breaking its own transfer record in the process.

Real Sociedad is said to want “big, big money” for Isak and Newcastle could be forced into a negotiating discussion that lacks any sort of position of strength considering the club has failed to bring in a single attacking reinforcement this summer, while the club’s current central striker options under Howe all come with question marks attached.

At the time of writing, the St. James’ Park outfit can count on just Chris Wood, Callum Wilson, and Dwight Gayle as its only options in the number 9 role after Joelinton has been transformed – for the better – into a central midfield role under Howe.

With all three players sitting at the 30-year-mark and vastly underperforming in comparison to the club’s goals across the short, medium, and long-term, Isak (22) ticks every possible box for Newcastle.

Should terms be struck and the club willing to part with what could be at least £50million for his services, it could be the first time in years that a top-quality striker leads the line on Tyneside.

Entrepreneurship Blooms in Villages Bordering Pakistan Desert — Global Issues

Nadia Mujeeb, 30, who learned from the training how to access new makeup techniques from popular video websites, is now poised to open her own salon. “One of my friends told me about these websites that show new techniques for makeup. I started to practise on some of my relatives and after that worked I bought some basic tools and am ready to open my shop.”

Mujeeb, from another village on the outskirts of Rahim Yar Khan city, has also subscribed to many video channels to improve her English comprehension, which she says makes it easier to help her three children with their studies. “I even used an app once to guide a neighbour to contact a gynaecologist in Lahore for a maternal health issue,” she adds.

Located at the intersection of three provinces (Punjab, Sindh and Baluchistan), Rahim Yar Khan is the centre of this agricultural area, known as one of the country’s largest producers of cotton and sugarcane. Sixty-five percent of people living here work in agriculture as their core occupation.

Now, agricultural entrepreneurs are bringing the digital age to these farm families, offering online applications and digital tools via the Internet of Things so they can work ‘smarter.’ For example, some apps deliver updated price information while others give access to tutorials on applying fertilizers or repairing equipment.

Recently the UN Food and Agriculture Organization (FAO) Pakistan started offering training so that farmers and their families could take advantage of these digital offerings. After observing this in two villages in Rahim Yar Khan district, 800 kilometres south of the capital Islamabad, IPS traveled to other nearby communities close to the Desert of Cholistan (locally called Rohi), to meet men and women who had attended in-person and virtual sessions arranged by FAO in collaboration with local non-profit organizations.

Farmer Balam Raam says he was able to follow the new online pathways to a popular video website where he learned how to fix a broken tractor. “I repaired the faulty radiator of my tractor, which was much needed in the cotton sowing season and which also saved the cost of a mechanic,” he said in an interview.

Raam, 30, recently planted cotton on 51 hectares of land. He added that he’s now sharing his new knowledge about farm machinery with his fellow farmers, who are saving time working their fields because their equipment is in better repair.

A global initiative inspired by FAO’s Director-General, Mr QU Dongyu, the Digital Villages Initiative (DVI) is being piloted throughout the Asia-Pacific region. The villages here are among many being showcased and sharing their advancements with other villages and rural areas in Asia and the Pacific, as well as other regions of the world.

According to Muhammad Khan, FAO Project Lead in Pakistan for the 1,000 Digital Villages Initiative, “we have observed that the DVI is also attracting interest from different Internet start-ups as well as farmers, as they feel the DVI is helping them by raising the digital awareness of farmers.”

In some villages where the DVI provides training, internet connectivity via computer and mobile phones is sufficient. In others, the programme works with non-profits, donors and a Pakistan Government fund to install the infrastructure needed for connectivity.

Farmer Muhammad Iqbal, 32, says that although he’s been using a mobile phone since 2017, he was unaware of the various apps that could streamline his work. Today he buys seeds, fertilizers and pesticides online via his bank’s app. “I purchase these agriculture inputs online thereby saving travel expenses. Also, I am in contact with many agricultural product companies who offer me competitive rates, and because I am able to purchase the highest quality seed my per acre yield has increased.”

Naseem Bano has embarked on many ventures since being trained to use various cell phone apps. For instance, she is tutoring children in her village for free. She is also selling her embroidery to people in the area and is hoping to learn more skills online that will enable her to expand her business. One that she has already adopted is online banking, Bano adds in an interview.

Saif Ur Rehman, 35, is a farmer and runs an internet service provider in the same village. One of his aims in going online is getting the best price for his cotton crop. “I installed one application and started checking rates of crops in different agriculture markets in the region. Eventually I sold my cotton crop for 800 rupees per 40 kilograms as compared to 490 rupees per 40 kg at my local market.”

Like many of his neighbours, Shehzad Ali is a farmer who juggles other occupations. The holder of an engineering diploma, he runs a mini super store and uses a cell phone app to keep the business’ accounts. ”I recover the money from my customers and later pay my outstanding bills through this application,” he told IPS.

Reliable information ‘a matter of life and death’ UN chief tells Security Council — Global Issues

“Communications is not a side issue or an afterthought,” he said during the first-ever High-Level Debate dedicated to the importance of strategic communications, calling it “central to the success of all our work”.

He recalled his 2016 pledge when sworn in as Secretary-General, to “communicate better about what we do, in ways that everybody understands”. 

“We need a substantial reform of our communications strategy, upgrading our tools and platforms to reach people around the world,” Mr. Guterres declared, noting that the Organization has since embarked on an ambitious Global Communications Strategy

Weapons of war 

The landscape in which UN peacekeepers operate is more hazardous today than any time in recent memory; geopolitical tensions at the global level reverberate locally; conflicts are more complex and multi-layered; and international discord often translates into heightened tensions on the ground, the UN chief said. 

Moreover, peacekeepers are facing terrorists, criminals, armed groups – many with access to powerful modern weapons, and “a vested interest in perpetuating chaos”, he continued. 

“The weapons they wield are not just guns and explosives. Misinformation, disinformation, and hate speech are increasingly being used as weapons of war” with a clear aim “to dehumanize the so-called other, threaten vulnerable communities – as well as peacekeepers themselves – and even give open license to commit atrocities”, Mr. Guterres spelled out.

Deadly disinformation

Strategic communications are critical across UN peacekeeping to achieve its multiprong mission of protecting civilians and preventing violence; securing ceasefires and safeguarding political settlements; and investigating and reporting on human rights violations – all while ensuring the safety and security of peacekeepers and the communities they serve.  

“That is why strategic communications is a top priority within the Action for Peacekeeping+ initiative,” he explained.

“We know disinformation is not just misleading, it is dangerous and potentially deadly”, he said, fuelling violence against peacekeepers, mission staff, and UN partners, transforming “our blue flag from a symbol of security into a target for attack”. 

Fake news “spreads like wildfire” he noted, obstructing UN missions from their “lifesaving and lifechanging work”.

The UN chief cited a bogus letter on Facebook in Mali that alleged peacekeepers were collaborating with armed groups.

It went viral and was picked up by national media, sparking “hostility and resentment towards our peacekeepers, making their vital task of protecting civilians that much harder”.

Evidence-based communication

Credible, “human-centred” strategic communication is one of the Organization’s “best, and most cost-effective instruments to counter this threat,” he told the Council.  

“More than just defusing harmful lies, engaging in tailored two-way communication itself builds trust as well as political and public support…strengthens the understanding amongst the local population of our missions and mandates – and in return, strengthens our peacekeepers’ understanding of the local population’s concerns, grievances, expectations, and hopes”. 

Moreover, it can create a safe space for reconciliation and allow peacebuilding to work, as well as providing women, young people, and civil society with greater access to peace processes.  

But to be effective, Mr. Guterres stressed, it must be “grounded in evidence, based on verified data, open to dialogue, rooted in storytelling, and delivered by credible messengers”. 

Concrete actions

To improve strategic communications in peacekeeping, he outlined six concrete actions underway, beginning with adopting “a whole of mission approach” across uniformed and civilian components for networked field communication.  

Second, he said mission leaders must ensure that strategic communications are fully integrated into their planning and decision-making.  

Third, guidance and training need to be provided to missions, including sharing best practices. Fourth, the best tools need to be deployed to counter misinformation, disinformation and hate speech.  

Fifth, he called for continuous monitoring of UN information campaigns, to evaluate their effectiveness.

“While we live in an increasingly digital world, direct person-to-person communication often remains the most powerful way to build trust and counter false narratives,” said Mr. Guterres. 

Finally, he called for better strategic communications to strengthen accountability and end misconduct – including combatting sexual exploitation and abuse. 

International solidarity

Amidst threats and mounting challenges, we must all play our part for UN peacekeeping to succeed, said the Secretary-General.

“The United Nations must play a more deliberate role as an information actor in conflict environments…[and] seen as a trusted source by…facilitating inclusive dialogue, demanding the removal of harmful speech, calling leaders to account, and promoting the voices of peace and unity”.  

He closed by affirming that Member States are “crucial partners in this critical effort”. 

Plague of ‘fake news’

The Force Commander for the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) explained that an “anti-mission sentiment” prevailed in parts of the restive country, where armed groups control large swathes of territory.

“Now, more than ever, an effective force depends on a stronger communication strategy,” said Lieutenant General Marcos De Sá Affonso Da Costa.

“Fake news, diffused through messaging and social media, are difficult to distinguish from reality and will soon be virtually undetectable”.

Developer Atomic Wolf and publisher Games Operators (the publisher of Rustler [aka Grand Theft Horse], the medieval top-down parody of GTA 1 & 2), are developing another send-up of a familiar genre. Yet Another Fantasy Title is, as the name implies, a fantasy-themed game. It’s a top-down-view open-world action-RPG. You play an outlaw who’d “normally be prey for the protagonist in some sidequest,” as the Atomic Wolf team describes it. Instead, you’ve killed the kingdom’s savior and stolen his unicorn. An adventure ensues. Yet Another Fantasy Title promises parodied versions of all of the usual open-world action-RPG fantasy genre tropes, such as plenty of sidequests, a comprehensive story, magic, 15 different medieval weapons like swords and bows, and mounts in the forms of unicorns, horses, donkeys, and wolves.

Former Pro Bowler and Chicago Bears legend, Jim McMahon, spoke out on Twitter Monday night about his stance on this all-time dirty play:

He says that he believes it was the dirtiest play in NFL history, and marks it as the time “when everything started.”

McMahon has previously been on the record discussing his struggles with symptoms which have been shared by former players in connection to CTE. Since going public with his concerns about chronic headaches and even suicidal thoughts, he has become a face for retired NFL players seeking relief and support from the league for its greatest downfall — hiding the dangers and potential of progressive brain damage.

Bears: Jim McMahon discusses dirty Packers hit

In regards to the hit — or post-play body slam, more like — it certainly may be the dirtiest of all time. As McMahon watched on for the results of a pass he had just thrown, Packers defensive lineman Charles Martin stalked the Bears quarterback and threw him to the ground, leading his head directly into the turf.

There never is, and never has been an excuse for malicious intent like that on the football field, regardless of the intensity of a rivalry. Sure, the game has evolved, and monster hits are far less regular on Sunday afternoon’s in today’s game, but what Charles Martin did after this play would be considered completely out of line in any era.

NFC North rivalries run as deep as any others across sports, and the events of the 1980’s were paramount in creating such bad blood between the Bears and Packers. For instance, on that exact day, Charles Martin suited up in his Packers road uniform and stuffed a white towel into his belt with numbers written on it — one for each player he intended to get a hit on.

McMahon’s No. 9 was on the list, and that moment may have been the closest that Martin got to him all day. Although the game resulted in a Chicago victory, McMahon went for a measly 12-of-32, for 95 yards and three interceptions. Why exactly he was the target of such a dirty play, particularly on a day like that, nobody will ever understand.

Martin is remembered infamously for this one play, and McMahon will likely never let it go.

The handset sports a 6.55-inch OLED display with 120Hz refresh rate, a Qualcomm Snapdragon 778G+ SoC, 50-megapixel dual rear camera setup, and 4,500mAh battery with 33W fast charging.

Nothing Phone 1 specifications

The phone offers various features including Panorama Night Mode, Portrait Mode, Scene Detection, Extreme Night Mode, and Expert Mode. On the front is a 16-megapixel Sony IMX471 sensor with ƒ/2.45 aperture lens for selfies and video calling.

The Nothing Phone 1 offers up to 256GB UFS 3.1 inbuilt storage. Connectivity options on the smartphone include 5G, 4G LTE, Wi-Fi 6, Wi-Fi 6 Direct, Bluetooth v5.2, NFC, GPS/A-GPS, GLONASS, GALILEO, QZSS, and USB Type-C port. Sensors onboard include in-display fingerprint sensor, accelerometer, electronic compass, gyroscope, ambient light sensor, and proximity sensor. The Nothing Phone 1 packs a 4,500mAh battery with support for 33W wired charging, 15W Qi wireless charging, and 5W reverse charging.

Other features on the Nothing Phone 1 include facial recognition that works with face coverings, IP53 rating for dust and water resistance, dual stereo speakers, and three microphones. There is a Glyph Interface that allows users to personalise the lighting effects on the back of the phone for individual contacts and other notifications. Nothing says that it will offer 3 years of Android updates, and 4 years of security patches (every 2 months).

Magic Shut Down Paolo Banchero For the Rest of the Summer League

The Orlando Magic and Coach Jamahl Mosley have been impressed enough by Paolo Banchero’s Summer League play that they decided to shut him down for the rest of the Summer League after two games.

P5’s dazzling displays began last week with 17 points, six rebounds, and four assists during his pro debut against the Houston Rockets. During his second game, he posted 23 points, six rebounds, and six assists, including a pair of SportsCenter Top 10-worthy poster dunks over the Kings.

The former Duke Blue Devil finished his Summer League season averaging 20.0 points, 5.0 rebounds, 6.0 dimes, 2.5 steals, and 1.0 blocks per game on 40.7 percent shooting from the field.

“His understanding of what he needs to do in certain situations, the concepts that we’re preaching offensively and defensively, he’s grasping on to those,” Mosley said per NBA.com, pointing out that Banchero got all he needed out of Summer League. “Watching film together, he’s observing those things. He explains to me the things that he sees on the floor. It’s only two games, but you’re watching those film sessions, and you realize how he’s registering all of it. So that’s how you can make the judgment that it’s time (to) let these other guys get those moments.”

Mosley and the Magic decided to shut down Banchero so that they could focus on evaluating his teammates on the roster. Whoever impresses the most could earn a roster spot or a G League opportunity with Orlando’s affiliate, the Lakeland Magic.

“I want to give these other guys an opportunity to play, to kind of be able to show what they’re capable of doing,” Magic coach Jamahl Mosley said. “That’s the point of Summer League, you know, give them a chance … an opportunity for these other guys to see what they’re capable of doing. And we’ve seen what Paolo was capable of doing.”

The Magic will play on Thursday against the Knicks.
