Government Said to Likely Give More Time to Foreign Laptop Companies to Apply for Licences

The government is likely to give more time to companies to apply for licences to import laptops and other devices, extending stipulated timelines of import restrictions, IT Ministry sources said. The move will come as a part breather to companies.

The timelines may be extended, maybe by a month or so, they said adding that DGFT notice on this can be expected soon.

The sources said companies will be given more time to apply for the licence, and sought to assure that consignment or shipments meantime in transit won’t face any issues.

The government’s latest move to impose import restrictions on laptops, tablets and certain types of computers, and allow their import only through valid licences was triggered by “security concerns”.

Import curbs will allow the Centre to keep a close watch on locations from where products are coming from, IT Ministry sources said.

On August 3, the government of India took the decision to impose a licensing requirement for imports of laptops, tablets, and personal computers to boost domestic manufacturing. The current regulations in India allow companies to import laptops freely, but the new rule mandates a special license for these products similar to restrictions India imposed in 2020 for inbound TV shipments.

The government in its notification on Thursday gave no reason for the move, which could affect technology companies such as AppleDell, and Samsung and force them to boost local manufacturing.

Soon after, it was reported that Apple, Samsung Electronics and HP are among the biggest names freezing new imports of laptops and tablets to India.

Odisha to Get Rs. 30,000 Crore Semiconductor Unit Set Up by UK-Based Firm

A UK-based company is planning to set up a semiconductor fabrication unit in Odisha’s Ganjam district with an investment of Rs. 30,000 crore in the first phase, officials said.

The SRAM & MRAM Technologies and Projects India Pvt Limited, the Indian unit of UK-based SRAM & MRAM Group, had signed a memorandum of understanding (MoU) with the state government on March 26 to set up the semiconductor unit in the state.

After visiting some sites near Chhatrapur in the district, its Indian company officials headed by its chairman Guruji Kumaran Swami held a meeting with the district administration at Chhatrapur on Thursday.

Ganjam Collector Dibya Jyoti Parida has assured the investors all facilities for setting up the unit.

“We have visited some sites, including the industrial park of Tata and some private lands for the establishment of the proposed semiconductor unit. A technical team of the company will visit the district to finalise the site,” said Debadutt Singhdeo, project director of the firm.

The company requires around 500 to 800 acres of land to establish the unit.

Though the company officials visited some other districts as well, they preferred the site near Chhatrapur due to its proximity to Gopalpur port, a dedicated industrial corridor, an airstrip and a national highway, besides availability of clean water and energy – the basic requirement of the fabrication unit, sources said.

The company has aimed to establish the unit within two years and to provide direct employment to 5,000 people. It has also planned to expand the unit in subsequent phases by investing around Rs 2 lakh crore by 2027, said Singhdeo.

The semiconductor unit will produce memory chips, used in mobile phones, television sets, laptops, air conditioners and ATMs. Since the country is not self-reliant on the manufacture of semiconductors, it imports around Rs. 3 lakh crore semiconductors annually from different countries.

“The project will boost industrialisation in the district,” said Berhampur MP Chandra Sekhar Sahu.

He said that due to an attractive industrial policy, several companies are interested in investing in the state.

The proposed unit will help generate employment as well as address the semiconductors requirement in the country, Sahu said.

Google Rolling Out iOS-Like ‘Sync Apps to Devices’ Feature for Android: Report

Google has reportedly begun rolling out an iOS-like feature to simplify multi-device usage for the users of the Android ecosystem. A new option titled ‘Sync Apps to Devices’ is now said to being released under the ‘Manage apps and device’ section of Google PlayStore. This option is expected to let Android users install apps on all the devices that they are logged-in from a single Google account. The aim behind releasing this feature is to raise the convenience quotient for the users of Android devices like phones, tablets, and watches, among others.

Google has not officially announced the roll out of this feature, however, some people have already noticed the new option on PlayStore. Screenshots of the same have emerged on Twitter.

Tapping on the option will reportedly allow users to see all the devices that are signed-in from their Google accounts. They can then select or deselect the devices they want to sync their phone apps to.

A note from Google reportedly also mentions, “Apps that you install on this device will also be installed on your synced devices.”

People using two or more Android phones at the same time will also be able to mirror all their apps signed-in to the same Google accounts on all of the phones. The feature, however, will not update the apps on all the connected devices at the same time. Users will have to manually update all the apps on different devices.

Details on the wider rollout of this feature remains unclear, including the timeline. A confirmation about this feature from Google is also awaited for the time being.

Apple already provides this functionality to iOS users. By default, all the devices connected to the same Apple ID are synced across iPhones, iPads, MacBooksand Apple Watches.

Vedanta’s Semiconductor Unit in Gujarat to Be Headed by David Reed; to Manufacture Chips for Phones, Laptops

Anil Agarwal-led Vedanta on Monday named industry veteran David Reed to head its semiconductor unit where it is looking to invest $20 billion (nearly Rs. 1,65,600 crore) to manufacture chips essential for mobile phones to laptops and TV sets.

In an interview with PTI, Agarwal said the group is looking to start manufacturing semiconductors at Dholera in Gujarat in 2-3 years.

“We will start with $5 billion (nearly Rs. 41,400 crore) investment and scale it up as years go by,” he said.

The semiconductors will be manufactured in joint venture with Taiwanese electronics company Foxconn. Vedanta holds a 63 percent interest and the remaining is with Foxconn in the joint venture.

The company plans to initially produce 40,000 wafers a month.

Before joining Vedanta, Reed was with NXP Semiconductors, where he was Executive Vice President and General Manager of global operations.

He moved to NXP as part of the merger with Freescale Semiconductor, where he had served as Senior Vice President for manufacturing operations. Previously, David was Vice President and General Manager at GlobalFoundries.

He began his career at Texas Instruments in 1984, where he served for 26 years in a variety of leadership roles across the world.

In September 2022, Vedanta signed an MoU with Gujarat government to set up India’s first semiconductor fab unit, a display fab unit, and a semiconductor assembling and testing unit in the state.

Vedanta Group has earlier announced that the group has earmarked investments of up to $20 billion for semiconductor business, and it plans to invest $15 billion (nearly Rs. 1,24,200 crore) in the first 10 years.

Vedanta will look at making a 28 nanometer (nm) chipset.

It has also applied for setting up a display fabrication plant to make screens that are used for display in electronic devices.

Intel Demands $624 Million in Interest From EU After Antitrust Fine Win

The US chipmaker Intel has filed a claim for EUR 593 million (nearly $624 million or Rs. 4,800 crore) in interest from the European Commission, five months after it convinced Europe’s second-top court to scrap a EUR 1.06 billion (nearly Rs. 8,600 crore) EU antitrust fine, an EU filing showed on Monday.

Europe’s top court paved the way for such damage demands last year in a landmark ruling which ordered the EU executive to pay default interest on reimbursed fines in annulled antitrust cases.

Judges said late payment of interest will itself incur interest as well.

Intel in its application to the Luxembourg-based General Court said the Commission, which acts as the competition watchdog in the 27-country European Union, had refused to reimburse the company the default interest.

The Commission returned $1.2 billion (nearly Rs. 9,300 crore) to Intel after its court defeat in January this year.

Intel said its claim is based on an interest rate equivalent to the European Central Bank’s refinancing rate of 1.25 percent beginning from May 2009, and that this should be increased to 3.5 percent from August 2009 to February this year when the EU repaid the company fine, minus EUR 38 million (nearly Rs. 310 crore) in an interest amount paid to Intel by the Commission.

Recently, Intel also said to have announced to frozen hiring in the division responsible for PC desktop and laptop chips, according to a memo reviewed by Reuters, as part of a series of cost-cutting measures.

Intel is “pausing all hiring and placing all job requisitions on hold” in its client computing group, according to the memo sent on Wednesday. The memo said that some hiring could resume in as little as two weeks after the division re-evaluates priorities and that all current job offers in its systems will be honoured.

“We believe we are at the beginning of a long-term growth cycle across the semiconductor industry and we have the right strategy in place,” Intel said in a statement. “Increased focus and prioritisation in our spending will help us weather macroeconomic uncertainty, execute on our strategy and meet our commitments to customers, shareholders, and employees.”
