India to Support Startups Innovating in Web3, IT MoS Rajeev Chandrasekhar Tells Lok Sabha

The government of India is committed to supporting startups that are working in the Web3-related fields, with blockchain being an important area of focus. The information was revealed by Rajeev Chandrasekhar, the Union Minister of State for electronics and technology. Chandrasekhar called Web3 the future of Internet as we know today while answering to Web3-related concerns at the Lok Sabha on December 6. He further said that the IT ministry has established collaborative initiatives to identify and incubate promising Web3 startups in the country.

In order to identify and evaluate blockchain startups, a centre of excellence (CoE) in blockchain technology in collaboration with MeitY, Software Technology Parks of India (STPI), Government of Haryana, Padup Venture Private Limited, IBM, Intel, Global Blockchain Association (GBA), and Foundation of Innovation and Technology Transfer (FITT) has been established.

This CoE is domain-specific in nature and provides incubation facilities for Web3 startups seeking assistance.

“Web3 represents the future of Internet and the government is committed to ensuring that the innovators and innovation from India create the future of Web3 and internet. MeitY supports startups that are innovating in the emerging technologies in the form of incubation or mentorship,” Chandrasekhar said.

In addition, the IT ministry has also initiated a programme titled ‘FutureSkills Prime’ — that offers nine courses designed around exploring the use cases of blockchain. A total of 1,999 enrolments have been registered for this programme so far. Over 1,000 government officials have also already been trained in Blockchain in the recent past.

“We are delighted to see initiatives such as Algobharat, Regulatory Sandbox, and a startup-friendly environment created by the government. Such initiatives will not only create jobs for the youth of the country but also bring in a lot of foreign investment to create a thriving Web3 startup ecosystem in India. We remain optimistic that India will lead the world in blockchain innovation by leveraging the power of its technical workforce and a ready market for using Web3-related products and services,” Om Malviya, President at Tezos India told Gadgets360.

Chandrasekhar has however noted that the government is yet to come up with a proposal to collaborate with industry stakeholders and create awareness and understanding about the potential of Web3 technologies.

Earlier in November this year, Chandrasekhar reacted strongly to Binance founder and former CEO Changpeng Zhao’s admission to having violated US’ anti-money laundering laws. At the time, he had warned crypto firms against misusing technology to flout laws and accomplish illegal activities.

“Using new technology to break the law does not make you a disrupter. It makes you a criminal,” Chandrasekhar had noted at the time.

Government Planning New Regulations for Hosting deepfakes: IT Minister

The government is planning new regulations that may impose penalties on both creator and platform hosting deepfakes as it looks to clamp down on what IT and Telecom Minister Ashwini Vaishaw described as “a threat to democracy”. 

Amid some celebrities reporting their faces being manipulated onto another video, new protection regulations being considered will look at measures including watermarking AI-generated content, deepfake detection, rules for data bias, privacy and guards against concentration.

“Deepfakes have emerged as a new threat to democracy. These (can) weaken trust in society and its institutions,” Vaishnaw said after meeting with various stakeholders, including social media platforms, Nasscom and other professors from the field of artificial intelligence (AI).

“We will start drafting the regulations today itself and within a very short timeframe, we will have a separate regulation for deepfakes,” he said.

The government, he said, would come up with actionable items on four pillars — detection of deepfakes, preventing the spread of such content, strengthening reporting mechanisms, and spreading awareness on the issue — within 10 days.

All stakeholders present at the meeting shared similar concerns regarding deepfakes, he said. “All social media platforms agreed to have extensive technology to detect deepfakes.” India has over 80 crore internet users, which are projected to cross 120 crore in two years. Deepfake is a piece of technology that leverages AI to alter a person’s appearance, voice, or actions in a way that can be realistic and challenging to discern from authentic, unaltered content. Recent deepfakes have brought to the fore the urgency of a regulatory framework for AI in the new Digital India law.

Vaishnaw said deepfake advertisements or misleading promotions are a threat that Indian society is facing currently.

“The use of social media ensures that deepfakes can spread rapidly in a more significant manner without any check and go viral. This is why we need to take urgent steps to strengthen trust in society and our democracy,” he told reporters here.

Deepfakes shot into prominence after actor Rashmika Mandanna’s face was found to have been used in an embarrassing video earlier this month. Some other celebrities including Katrina Kaif and Kajol were also reported to be victims of deepfake.

Last week, Prime Minister Narendra Modi also warned about the threat deepfakes pose.

On Saturday, Vaishnaw warned social media platforms would lose the immunity they enjoy under the ‘safe harbour’ clause in the Information and Technology Act if they fail to take measures against deepfakes. The clause states that an online platform cannot be held accountable for the content shared on it by users.

After the meeting with stakeholders on Thursday, he said deepfake video creators have found ways to even crack labelling and watermarks. “Thus, there has to be something that finds a way out of it.” Next meeting on the subject will be held in the first week of December.

Within the next 10 days, the government would come up with clear actionable items on four pillars — detection (of deepfakes, misinformation), how to prevent spread of misinformation, how to strengthen reporting mechanisms, (in-app reporting mechanisms have to be strengthened) and increasing awareness, the minister said.

“All the companies have shared our concern. They understood that this is not free speech, that this is something very harmful… they have understood the need for much heavier regulation,” he added. “The use of social media is ensuring that deepfakes can spread significantly more rapidly without any check and they are getting viral in few minutes of the uploading.

The minister said there are very urgent steps need to be taken to strengthen trust in society and to protect our democracy. “There is a need to take steps on this at the earliest whether they are legal, regulatory or technical action we need to take all sorts of steps.

Asked if there will be a change in the existing rule or new law may be brought, he said, “We can bring this in the form of making amendments to the existing rules or we can bring a new set of regulations.

“We also discussed watermarking and labelling. All agreed that we have to do this, this is the basic minimum which all will have to do,” he said. “When we will draft the regulation we will also be looking at the penalties both the person who has uploaded or created as well the platform. We are saying that the government will bring the regulation for detection, prevention, strengthening the reporting mechanism and creating awareness and using technologies for deepfakes and AI-generated content which can be harmful to society.

Until the regulation is made, social media platforms and companies promised to take all possible measures to prevent the spread of deepfakes. “All of them said they are taking steps internally and they would like to increase the intensity of those steps,” he said.

Stating that free speech and privacy are both important for the government, he said both these constructs are being undermined with deepfake. “So new regulation is for deep fake and AI-generated content is not harmful to society.” Giving examples of deepfakes, the minister said during electioneering in Madhya Pradesh, a video surfaced in which the chief minister was kind of saying to vote for the opposite party.

“That was absolute misinformation, deep fake and deep misinformation. We have to address that apart we have to ensure that the people who create these they are identified they have their own set of punishments simultaneously the platforms which are the tools through which this content is spreading they also have to take responsibility in terms of what they are allowing to be out on their platforms.

“Detecting a deepfake is very important. It is very important to identify between synthetic and deepfake content,” he added.

Indian Organisations Incapable of Preventing Almost Half of Cyberattacks: Report

Indian organisations are incapable of preventing almost half of cyber attacks as 64 percent of cybersecurity teams are too busy fighting critical incidents to take a proactive stance, claims a report

As many as 78 percent of Indian respondents believe their organisations could better defend against cyber attacks with more resources dedicated to preventive cybersecurity, but seven in 10 (71 percent) organisations say their IT teams are more concerned with uptime than patching and remediation, the report by Columbia-based cybersecurity company Tenable said.

The disparity results in a lack of coordination between the two teams, a challenge acknowledged by 43 percent of Indian organisations, the report based on an online study of 825 IT and cybersecurity professionals, of which 69 were Indians, conducted in 2023 stated.

Eight in 10 respondents (81 percent) said their organisations use a third-party programme for SaaS apps and services. However, only over half (54 percent) have visibility into these third-party environments making proactive security measures elusive.

“In today’s threat landscape, by the time organisations react to cyberattacks, the battle is half lost,” said Tenable India Country Manager Kartik Shahani.

The study sheds light on the inherent issues within Indian organisations’ own structure and operations. This misalignment in goals between IT and security teams results in a palpable lack of synchronisation, making it challenging for these vital components of an organisation to work cohesively toward a shared goal, he added. 

According to the release, the data for this report is drawn from the study “Old Habits Die Hard: How People, Process and Technology Challenges Are Hurting Cybersecurity Teams in India.”

Vedanta-Foxconn, Other Chip Firms Expected to Re-Apply for Government Funding Under Revised Scheme

Some applicants including Vedanta Foxconn JV are expected to re-apply for government incentives under the modified semiconductor scheme opening from June 1, according to sources. Under the Modified Semicon India Programme, the government has increased the financial incentive of 50 percent of the project cost for companies, consortia, joint ventures for setting up semiconductor fabs in India of any node (wafer size).

In the old scheme, the incentives varied on the basis of wafer node size.

Similarly, a fiscal incentive of 50 percent of the project cost is available for setting up of display fabs of specified technologies in India, a statement said on Wednesday.

“Government has decided to invite new applications for setting up of Semiconductor Fabs and Display Fabs in India from June 01, 2023, under the Modified Semicon India Programme. The applications will be received by India Semiconductor Mission,” the statement said.

Minister of State for Electronics and IT, Rajeev Chandrasekhar said that the first window for more expensive 28 nanometer (nm) fabs was kept open for 45 days only in January 2022 and 3 applications were evaluated by India Semiconductor Mission and its advisory group.

“Strategy now is also encouraging mature nodes of over 40nm – current n new players may apply afresh in various nodes that they hv technology for. It is expected that some of the current applicants will reapply n new fresh investors will also apply,” Chandrasekhar tweeted.

Sources said that Vedanta Foxconn JV is also expected to re-apply under the modified scheme.

An email query sent to Vedanta, who is leading the JV, did not elicit any reply.

The application window for “Modified Scheme for setting up of Compound Semiconductors, Silicon Photonics, Sensors Fab, Discrete Semiconductors Fab and Semiconductor ATMP, OSAT facilities in India” is open till December 2024, the statement said.

Leading storage semiconductor company Micron has also applied for setting up an OSAT unit.

“Application window of Design Linked Incentive Scheme is also open till December 2024. Till date 26 applications have been received under DLI Scheme and five applications have been granted approval,” the statement said.

Semicon India Programme was approved by the cabinet in December 2021 with an outlay of Rs. 76,000 crore for the development of the semiconductors and display manufacturing ecosystem in India.

MeitY Notifies Amendments to IT Rules Related to Online Gaming, Spread of False Information

Reaffirming its commitment to protecting the safety and trust of digital citizens, the Ministry of Electronics and IT has notified amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, related to online gaming and spread of false and misleading information regarding government business.

The aim of these amendments was to enforce greater due diligence by online gaming and social media intermediaries, the ministry said in a release on Thursday evening.

Elaborating on the new rules at a press conference, Union Minister of State for Electronics and Information Technology, Rajeev Chandrasekhar, said, “Online gaming is certainly a huge opportunity for India and Young Indians. We see the Indian online gaming ecosystem to expand and grow into a multi-billion dollar industry and be an important catalyst to India’s One trillion-dollar Digital economy goal by 2025-26, with very clear restrictions on online wagering and betting.”

As per the amended rules, it has been made obligatory on the part of intermediaries to make a reasonable effort not to host, publish or share any online game that can cause the user harm, or that has not been verified as a permissible online game by an online gaming self-regulatory body/bodies designated by the central government.

The intermediary will also have to ensure that no advertisement, surrogate advertisement, or promotion of an online game that is not permissible, is hosted on its platform.

The amended rules also cast additional obligations on online gaming intermediaries in relation to online games involving real money.

Further, the amended rules now also make it obligatory for the intermediaries not to publish, share or host fake, false or misleading information in respect of any business of the Central Government.

The fake, false or misleading information will be identified by the notified Fact Check Unit of the central government.

These amendments have been drafted after holding widespread consultations with multiple stakeholders including parents, school teachers, academics, students, gamers and gaming industry associations, and child rights bodies, the release said.

India Aims Rs. 24 Lakh Crore Electronics Manufacturing Capability by 2026: MoS IT

The government aims to increase electronics manufacturing capability to Rs. 24 lakh crore by 2025-26, which will also help create over 10 lakh jobs, Minister of State for Electronics and IT Rajeev Chandrasekhar said on Friday.

Speaking at a function in Bengaluru, the minister said the country is today at an inflection point — the most exciting period in its history — and the present generation of students is the luckiest generation in the independent India’s history.

“Remembering ‘Appu’, (the popular Kannada actor Puneeth Rajkumar as he was commonly referred to) on his birthday, Rajeev Chandrasekhar said the day is observed as ‘Spoorti Dina’ or Inspiration Day, and that the occasion could not be more apt to discuss opportunities in IndiaTechade with students,” the statement said.

To a query about the Silicon Valley Bank crisis and the Indian government’s role to mitigate the woes of startups, Chandrasekhar said, “The Indian banking system is much more resilient and stronger in comparison to any other country’s banking system. Startups should therefore opt for Indian banks as their preferred banking partners.”

Goa, Portugal to Sign MOUs in Tourism, IT Soon; Will Explore Best Practices, Innovative Tech in Sector

Goa and Portugal will explore the best practices and innovative technologies to bring better tourism experiences to the coastal state, Tourism Minister Rohan Khaunte said on Tuesday.

Khaunte said he has been holding meetings with various stakeholders in Portugal for promoting tourism in Goa.

He met with Antonio Costa Silva, Minister of the Economy and Maritime Affairs of the Portuguese Republic, and they discussed different possibilities regarding tourism development.

“Goa and Portugal will collaborate and share their ideas, knowledge, and sign MOUs in Tourism and IT soon,” an official release said.

It said increasing the air connectivity between Portugal and Goa is the key to developing tourism.

“With the new international airport in North Goa, Manohar International Airport, the possibility of a new route was discussed in one of the meetings between Khaunte and Christine Ourmières-Widener, CEO at TAP Group, Portugal,” it added.

Last month, Goa’s state-appointed lifeguard organisation, Drishti Marine, introduced artificial intelligence (AI) in the form of Aurus, a self-driving robot, and Triton, an AI-powered monitoring system, to augment its life-saving capabilities along Goa’s popular beaches and water bodies.

The incorporation of AI-based support follows an increase in beach-related incidents due to the rising numbers of domestic and foreign tourists flocking to the coastline. The past two years have witnessed over 1,000 rescue incidents along the coastal belt, which have required assistance from Drishti Marine’s lifesavers, according to an official statement.

Drishti intends to deploy 100 Triton units and 10 Aurus units on the beaches of Goa this year.

India’s Digital Public Infrastructure Is Open Source, Transferable, Secure: IT Minister Ashwini Vaishnaw

Union Minister of Communications Ashiwini Vaishnaw on Wednesday said “what is unique about India’s digital public infrastructure is that it is open source, interoperable, scalable, transferable, secure, and based on public-private partnership.”

“India has made it a policy objective to ensure the benefits of the digital economy reach the last mile — this is in line with Prime Minister Narendra Modi’s vision of inclusive growth,” Vaishnaw said.

Delivering the keynote address at an event hosted by G20 Sherpa Amitabh Kant, Union Minister of Communications Vaishnaw said, “We are happy to share India’s experience of digital public infrastructure, with the extended global family, which finds an echo in our civilizational ethos and India’s G20 presidency theme — Vasudaivam Kutumbakam.”

The theme of the event, which happened at Sushma Bhawan in New Delhi, was Building Resilient and Inclusive Economies: The Promise of Digital Public Infrastructure. Bill Gates, co-chair and trustee, Bill and Melinda Gates Foundation, was the guest of honour at the event.

G20 Sherpa Amitabh Kant spoke on India’s digital public infrastructure model. He said, “Building and scaling digital public infrastructure has demonstrated the utility of safe, secure, and interoperable digital public platforms that have improved service delivery, minimised leakages and ensured efficient utilisation of available resources.”

Kant said India’s achievements in financial inclusion, digital health, digital education, and governance demonstrated how to scale technologies, thereby maximising their impact. He said India’s digital transformation model holds many valuable lessons for the world and urged G20 countries to leverage digital public infrastructure to unlock inclusive growth.

Bill Gates said, “India has shown how investments in technology and innovation at scale can unleash changes from how people save money to how governments serve their citizens,”

He said there was an urgent need for an international initiative on digital public infrastructure to advance a range of G20 priorities, including pandemic preparedness, women’s economic empowerment, financial inclusion, good governance, food security, agricultural transformation, and digital health transformation.

Startup founders, entrepreneurs, representatives of civil society organisations, policymakers attended the event.

The event also included a panel discussion between MobiKwik Chairperson and Co-founder Upasana Taku, ZestMoney Co-founder and CEO Lizzie Chapman, and Open Financial Technologies Co-founder and COO Mabel Chacko, moderated by the Sherpa.

Germany Wants to Ease Visa Application Process, Relax Language Requirements for Indian IT Workers: Report

German Chancellor Olaf Scholz on Sunday said that his government wants to ease the path for Indian information technology experts to obtain work visas in Germany, Deutsche Welle (DW) reported.
“We want to simplify the issuing of visas. We intend to modernize the whole bureaucratic process in addition to legal modernization,” Scholz said while visiting India’s Silicon Valley in Bengaluru on Sunday.

The plan would be to make it easier for the skilled workers needed in Germany to come to the country with their families, Scholz said.

Scholz was on an official visit to India from February 25-26. He was accompanied by senior officials and a high-powered business delegation.

The latest remarks by Scholz came on the second day of his India visit.

According to the German chancellor, Germany will need many skilled workers to meet the demand for software development in the country.

He said that it should be possible, initially, for people to arrive in Germany without a concrete job offer.

Relaxing language requirements would also help to make Germany a more attractive destination to sought-after professionals who might otherwise be lured to English-speaking countries.

“It is clear that anyone who comes to Germany as an IT specialist can first easily converse with all his or her colleagues in English because many in Germany can speak English,” Scholz said, adding that German could be learned later, DW reported.

“A lot of reform proposals have already been collected and we are continuing to work on them,” Scholz said.

He also met officials and players from the Indian Premier League cricket team Royal Challengers Bangalore.

Scholz on Saturday said that India has undertaken an enormous rise and stressed that it is “very good” for the ties between the two nations. Speaking at a joint press meet along with PM Narendra Modi, Scholz noted that the development of IT and software is booming in India.

“India has undertaken an enormous rise, much has happened and that is also good for the relations between both our countries. The world is suffering because of the consequences of Russia’s aggression. Ensuring food and energy supplies right now,” Scholz said.

He further said, “We need talent, we need skilled workers. The development of IT and software is booming in India and many capable companies are here in India. India has so much talent and we want to benefit from that corporation. We want to recruit & attract that talent in Germany.”

In his remarks at the joint press meet, Scholz said that around 1800 German companies are active in India and have given thousands of jobs.
