Venezuela’s Educational System Heading Towards State of Total Collapse — Global Issues

The shortages of days in the classroom and teachers, and the poverty of their schools and living conditions, provide for a very poor education for Venezuela’s children and augur a significant lag for their performance in adult life and for the country’s development. CREDIT: El Ucabista

“Why continue studying, to graduate unemployed and earn a pittance? We prefer to get into a trade, make money, help our parents; there are a lot of needs at home,” Edgar, 19, who with his brother Ernesto, 18, has been gardening in homes in southeastern Caracas for three years, told IPS.

A study this year by the non-governmental organization Con la Escuela (With the School), in seven of Venezuela’s 24 states -including the five most populated- found that 22 percent of students skip classes to help their parents, and in the 15-17 age group this is the case for 45 percent of girls.

In the school where teacher Rita Castillo worked, in La Pomona, a shantytown in the torrid western city of Maracaibo, “for many days in a row there is no running water, there are blackouts, and it’s impossible to use the fans to cool off the classrooms,” she told IPS.

The classes in the school are divided into 17 to 25 children each: the first three grades of primary school attend on Mondays and Tuesdays, the next three grades on Wednesdays and Thursdays, and Fridays make up for whoever missed class the previous days. That is in the mornings; secondary school students attend during the hot afternoons.

These are the first steps towards the definitive dropout of students: 1.2 million in the three years prior to 2021 and another 190,000 in the 2021-2022 school year, with 2022-2023 still to be estimated, with no signs of a reversal in the trend.

“The dropout rate is also high in secondary schools in Caracas, and the students who remain often pass from one year to the next without having received, for example, a single physics or chemistry class, due to the shortage of teachers,” Lucila Zambrano, a math teacher in public schools in the populous western part of the capital, told IPS.

Authorities in the education districts are increasingly calling on retired teachers to return to work, “but who is going to return to earn for 25, 20 or less dollars a month?” Isabel Labrador, a retired teacher from Colón, a small town in the southwestern state of Táchira, told IPS.

Currently, the monthly food basket costs 526 dollars, according to the Documentation and Analysis Center of the Venezuelan Federation of Teachers.

Teachers held colorful street protests in the first few months of 2023, demanding decent salaries and other benefits acquired by their collective bargaining agreement, and these demands remain unheeded as the school year ends this July.

Teachers earning ridiculously small salaries, high school dropout rates, rundown infrastructure, lack of services, loss of quality and a marked lag in the education of children and young people are the predominant characteristics of Venezuelan public education today.

But “the education crisis did not begin in March 2020 with the COVID-19 pandemic. These are problems that form part of the complex humanitarian emergency that Venezuela has been experiencing for many years,” Luisa Pernalete, a trainer and researcher at the Fe y Alegría educational institution for decades, told IPS.

Numbers in red

In the current school year, enrollment in kindergarten, primary and secondary education totaled 7.7 million, said Education Minister Yelitze Santaella, in this country which according to the National Institute of Statistics has 33.7 million inhabitants, but only 28.7 million according to university studies.

The difference in the numbers may be due to the migration of more than seven million Venezuelans in the last decade, according to United Nations agencies – a figure that the government of President Nicolás Maduro considers exaggerated, although it has not provided an alternative number.

The attraction or the need to migrate, in the face of the complex humanitarian emergency – whose material basis begins with the loss of four-fifths of GDP in the period 2013-2021 – also mark the desertion of students and teachers.

In the three-year period ending in 2021 alone, 166,000 teachers (25 percent of the total) and 1.2 million students (15 percent of the number enrolled at the time), dropped out, according to a study by the private Andrés Bello Catholic University (Ucab) in Caracas, ranked as the top higher education center in the country.

Con la Escuela estimates that at least 40 percent of the teachers who have quit have already emigrated to other countries.

Educational coverage among the population aged three to 17 years continues to decline: 1.5 million children and adolescents between those ages were left out of the education system in the 2021-2022 period. The hardest hit group is children between three and five years of age, where coverage amounts to just 56 percent.

According to official figures, there are 29,400 educational institutions in the country, of which 24,400 are public, with 6.4 million students and 542,000 teachers; and 5,000 are private, with 1.2 million students and 121,000 teachers.

They cover three years of early education, six years of primary school and five years of secondary school. It was decreed 153 years ago that primary education should be free and compulsory.

According to Ucab and Con la Escuela, 85 percent of public schools do not have internet, 69 percent have acute shortages of electricity and 45 percent do not have running water. There are also deficiencies in health services (93 percent), laboratories (79 percent) and theater or music rooms (85 percent).

Surveying 79 public schools in seven states, Con la Escuela found that 52 percent of the bathrooms are in poor condition, 35 percent of the schools do not have enough bathrooms, and two percent have no bathrooms.

In 19 percent of the schools classes have been suspended due to the damage to the toilets, and 34 percent do not have sewage pipes.

“Water is the service that generates the most suspension of classes in Venezuela,” Pernalete said. “Classes can be held without electricity in the school, but you can’t do without water, and if the service fails in the community or in the whole town, then it’s hard for teachers to go to work or the families don’t send their children to school.”

Con la Escuela also found that 36 percent of the classrooms are insufficient for the number of youngsters enrolled, 44 percent of the schools have classrooms in poor condition and 50 percent reported desks in poor condition.

Moreover, the Ucab investigation found “ghost schools”, which appear in the Education Ministry figures but are actually only empty shells.

“We have gone to the field with the list of these schools and we have found that they no longer exist. There are just four walls standing,” said Eduardo Cantera, director of Ucab’s Center for Educational Innovation.

From precariousness to backwardness

If the salary of a new teacher in a public school is 20 dollars a month, those who are five levels higher in the ranks do not earn much more, just 30 or 35 dollars, although they do receive some bonuses that are not part of the salary.

In Caracas, private schools – which serve from kindergarten to the end of high school – a teacher earns about 100, maybe 200 or more dollars, depending on seniority, hours of work, and the families’ ability to pay.

The drop in wages cuts across the entire labor spectrum. The basic minimum is around five dollars a month, although there are food bonuses, and the average salary of formal sector workers is around 100 dollars.

It is a difficult figure to reach for many of those who work in the informal sector of the economy – 60 percent of the country’s workers according to the Survey of Living Conditions that Ucab carried out in 2022 among 2,300 households across the country.

It is a consequence of the gigantic setback of the Venezuelan economy – GDP shrank by four-fifths between 2013 and 2021 – compounded by almost three years of hyperinflation between 2017 and 2020, and depreciation that liquefied the value of the local currency, the bolivar, and led to a costly de facto dollarization.

Although public education is formally free, parents must contribute a few dollars each month to help maintain the schools. In private schools, prices are raised under the guise of extraordinary fees – the only way to obtain funds that make it possible for them to hold onto their teachers.

Pernalete says that in the interior of the country many teachers have to walk up to an hour to get to school -there is no public transportation or they can’t afford to take it-, not to mention the lack of water or electricity in their homes, or the absence of or the poor quality of internet connection, if they can afford it, or the lack of other technological resources.

And if they do have internet, that’s not always the case for their students.

Damelis, a domestic worker who lives in a poor neighborhood in Los Teques, a city neighboring Caracas, has three children in school. Some teachers, she told IPS, assign homework through a WhatsApp group, but in her home no one has a computer, internet or smartphone.

What is the result? The initial reading assessment test that Ucab recently administered to 1,028 third grade students nationwide showed high oral and reading comprehension (82 and 85 percent, respectively), but low reading aloud and decoding skills (43 and 53 percent).

More than 40 percent of the students only read 64 words per minute or less, when they should read 85 or more. Con la Escuela applied the test to 364 students in Caracas and the neighboring state of Miranda, and the children only read 48 words per minute.

There is also discouragement among teachers. The main public teaching university in the country has almost no applicants. In the School of Education at Ucab, the first two years have been closed due to a lack of students, despite the fact that the university offers scholarships to those who want to train as teachers.

What can be done? “The physical recovery of schools should be one of the first steps to guarantee their fundamental function: to serve as a center for socialization and meeting of teachers, students and representatives around the teaching-learning process,” said Cantera.

“Otherwise, the consequences will be very serious for the country’s development,” he said.

Labrador said she observes “a gradual privatization of education, it is no longer truly free,” and the disparity between public and private education is increasing inequality in a country where in the second half of the 20th century public education stood out as the most powerful lever for social ascent.

Pernalete said it is a matter of complying with the 1999 Constitution, which stipulates that workers’ salaries must be sufficient to live on and establishes the government’s commitment to the right to education, as it states that education and work are the means for the realization of the government’s goals.

South Sudan President, Education Cannot Wait Jointly Announce Extended Multi-Year Education Response for Crises-Impacted Sudanese Children

“South Sudan ranks the lowest on the human development index. It is the poorest country in the world and will need to catch up across all sustainable development goals and especially in areas such as eliminating extreme poverty, improving the education system, and gender equality. Yet, before COVID-19, 2.8 million children, and adolescents, or 70 percent of school-aged children, were not attending school. The number is now closer to 3 million,” ECW’s Executive Director Yasmine Sherif told IPS.

Sherif was on a field mission to South Sudan, where she met the President of South Sudan, Salva Kiir Mayardit, and Awut Deng Acuil, South Sudan’s Minister of General Education and Instruction, to assist immediate solutions to the education crisis in a country where only 13 percent of children transition to secondary school. For them, education and conflict are two sides of the same coin. Their joint mission is to ensure no child is left behind, especially in hard-to-reach areas such as Pibor and Abyei.

“Years of conflict and forced displacement, compounded by climate-induced disasters, have taken a heavy toll on South Sudan’s next generation. Now is the time to turn the tide and provide the most vulnerable girls and boys with the protection and hope that only a quality education offers. By working together with the Government, donors, civil society, and across the United Nations, this is the single best investment we can make for the future of this young country and the entire region,” said Sherif when she met with Ministry officials in Lakes State.

ECW is the United Nations global fund for education in emergencies and protracted crises and has supported South Sudan with multi-year investment since 2020. To address these interconnected crises through the transformative power of education, President Kiir and Sherif announced USD 40 million in catalytic grant funding in a function attended by key stakeholders, including the governor of Lakes State, education officials, parents, and children.

From the Lakes State, the fund has launched its second and the largest ever multi-year investment amounting to USD 75 million and has secured two-thirds of that amount, which is USD 50 million. Of this, ECW contributed USD 40 million. The Global Partnership for Education provided another USD 10 million for Education. In addition to the new multi-year investment, ECW also announced a half-a-million dollar First Emergency Response grant to support the immediate education response to the arrivals of refugees and returnees fleeing Sudan.

“We appeal to government donors and the private sector to close the remaining gap of one-third, equivalent to USD 25 million, to fully fund a multi-year investment education program. We say five for five to fully fund the multi-year investment. If five strategic donor partners and private sector (partners) offered five million dollars each, we would have a fully funded multi-year resilience program in the education sector,” she says.

ECW funding in South Sudan now tops USD 72 million, up from the fund’s USD 32 million invested to date – reaching close to 140,000 children, built or rehabilitated over 160 classrooms and temporary learning spaces, and provided learning materials to 50,000 children thus far.

With the extended response multi-year response, children will continue to enjoy a quality, safe, inclusive education. Sherif says there is a special focus on children with disability, especially those with cognitive disabilities, an invisible problem that often goes unrecognized among children in developing countries.

Further stressing that the President and education ministries are fully committed to bringing girls back to school through progressive messaging to the community, policy, and law. The push to keep girls in school and out of reach of child marriages and early child pregnancies is unrelenting.

“The Government of South Sudan is fully committed to ensuring that all children are able to obtain a quality education. Education Cannot Wait’s top-up investment will provide life-saving educational opportunities for tens of thousands of crisis-affected girls and boys across the country,” said President Salva Kiir Mayardit.

“To advance this work, we are calling on world leaders to step up funding for ECW and its in-country partners. This is a critical investment in sustainable development, peace, and prosperity for the people of South Sudan and crisis-impacted children worldwide.”

Closer home, the current conflict in Sudan is fuelling additional needs in South Sudan. More than 100,000 people have crossed the border in recent weeks. Cornered by unrelenting multiple challenges, options for a better future shrink with every new challenge. Unmitigated, an entire generation of children could miss out on lifelong learning and earning opportunities.

“In light of the unfolding Sudan crisis, we will allocate and make an announcement of half a million dollars to support the Government of South Sudan to provide education to arrivals and returnees fleeing the Sudan conflict. Children and adolescents who were already going to school will continue to do so uninterrupted, have school meals, and psychosocial and mental health support,” Sherif said.

The new funding will extend ECW’s Multi-Year Resilience Programme in South Sudan for another three years. The three-year programme will be delivered by Save the Children, the Norwegian Refugee Council, and Finn Church Aid, in conjunction with the Ministry of General Education and Instruction and other partners.

It will reach at least 135,000 crisis-affected children and youth – including refugees, returnees, and host-community children – with holistic education supports that improve access to school, ensure quality learning, enhance inclusivity for girls and children with disabilities, and build resilience to future shocks.

Importantly, the new multi-year programme will improve responsiveness and resilience through improved evidence-based decision-making, strengthen coordination and meaningful engagement with local actors, and scale-up resource mobilization.

As the United Nations global fund for education in emergencies and protracted crises, ECW collaborates closely with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses.

ECW and its strategic partners are assessing the impacts of the civil war in Sudan on neighboring countries, including the Central African Republic, Chad, Ethiopia, and South Sudan, to provide agile and responsive investments that return crisis-impacted girls and boys to the safety and protection of quality learning environments. The fund urgently appeals to public and private sector donors for expanded support to reach more vulnerable children and youth.

The Fight for Equity in Education Continues in Africa — Global Issues

They were met with brutality – at least 176 students lost their lives and many thousands more were injured. The fight for equity in education on the African continent continues. Systems created by colonial powers persist, and students continue to struggle to gain access to education opportunities that meet their needs and reflect their identities.

According to UNICEF, Africa’s population of children under 18 is currently at an estimated 600 million and projected to expand by 40% by the year 2050. The need for new educational opportunities that honor the diverse needs of communities across the continent is critical.

In Uganda, a community is creating a model for African students to reach their full potential. The Tat Sat Community Academy in rural Kasasa, Uganda, opened in February 2023. The school and the institutions that support it were conceived, built, and are managed by the community itself.

In the case of The Tat Sat Community Academy, several unique characteristics set the school and project apart from others. To help pay the necessary school fees, families can process and sell their maize at the project’s local, community-owned, maize mill.

In its first harvest season, the maize mill processed 14,000 Kgs of grain from Kasasa and nearby communities, and invested in a 10-acre maize growing project within Kasasa for the next harvest season in July 2023.

Program leaders expect to process no less than 50,000 Kgs of grain within the next season. The maize mill will have purchased its own truck by the end of the year to collect maize grain from community growers, as well as deliver maize flour for sale at market in the region as well as in the capital where prices are more advantageous, providing access to better returns for farmers and their families.

Besides the school, the project has two other pillars to it: The Institute of Indigenous Cultures and Performing Arts, or ICPA, and a Savings and Credit Cooperative Organization, or SACCO.

The ICPA will allow students and community members to keep traditional knowledge alive through music, dance and other forms of knowledge to be shared by community elders and integrated into the standard school curriculum.

At the ICPA, community members, students, and community artists will also be able to exchange knowledge and share cultural experiences with visitors from across the region and world.

Program leaders also foresee the establishment of a guest house that will allow for immersive, long-term exchanges with students within and beyond Kyotera and Uganda, as well as artists from across the world who want to engage through experiences of dance, music and other art forms and community cultures. The center will also provide income for the school and wider project through rentals, performance, and programming.

The SACCO, meanwhile, provides economic education for students and their families and allows families to use business practices to enhance their earnings and help pay the necessary school fees, which were set by the community so that everyone may attend the school who wants to.

The community partnered with The InteRoots Initiative to develop the project. InteRoots is a Denver, Colorado-based nonprofit working both domestically and internationally on projects that are sustainable to local communities.

InteRoots employs a “roots-up” model that puts project goals, methodologies, management, and assessment exclusively in the hands of community members.

As one of the co-founders of The InteRoots Initiative, I am proud to see the work and capabilities being achieved in Kasasa.

The community is coming together to educate children, and has created a model of community engagement and support which will allow for self-sustainability once initial start-up costs are met.

The ICPA, meanwhile, will allow the children to honor and learn from the languages, art and culture core to their identities. The ICPA will be a place for elders and youth to come together and exchange knowledge among themselves and others to honor the rich culture that has passed down through generations, and in appropriate circumstances, share this with others wanting to gain a better understanding of the cultural context of East Africa.

We must continue to nurture the extraordinary talent, ingenuity and excitement that is felt in communities like Kasasa. Though the school opened only a few months ago, students, families and community members are excited about the prospects of the project, and the investments they can make in their community. It brings me great joy to see the excitement building around Kasasa’s “communitarian” model.

As International Day of the African Child nears, we want to remind people around the world that change is happening, through community-driven approaches like what is taking place in Kasasa. Bringing community-minded interactions and ideas to the forefront improves the likelihood of success, leaving a lasting impact for communities that are making sustainable, life-changing investments in their livelihoods.

Children are at the heart of this movement, because they are the next generation who will set the stage for so many issue-driven approaches to come: from climate change solutions to financing to sustainable farming practices, the children in communities like Kasasa will be at the forefront of those adaptations.

It is our job, as partners and world citizens, to prepare them for what lies ahead and equip them with the tools and skills that will lead them into the future. Communities know best what they need to make lasting change, we just need to come to their table.

No Peace Until Peace For All — Global Issues

Together, this work will propel our efforts to achieve the Sustainable Development Goals and the UN Convention on the Rights of the Child. To deliver on these commitments, we urgently appeal for substantial, sustained increases in public and private sector funding support for quality education – especially for the more than 222 million crisis-impacted girls and boys who desperately need it.

These include refugee girls and boys fleeing conflict in Sudan. In May, ECW made important new commitments to keep Sudan’s children, wherever they are, in school – as outlined in the joint Op-Ed by The Rt. Hon. Gordon Brown and I in The Times.

During my mission with UNHCR and UNICEF to the border region of Chad with Sudan just two weeks ago, we announced a fast-acting emergency response to UNHCR and civil society with total funding in Chad now topping US$41 million. Here, I would like to appeal for additional funding to UNICEF who stands ready to deliver urgently needed education to host-communities already living in abject poverty along the borders in Chad.

Together with governments, donors and civil society partners, we are working to expand our support in response to the refugee arrivals in other neighbouring countries as we unite in our efforts to respond to the enormous, urgent needs accounted for in the Regional Refugee Response Plan.

At the May 2023 G7 Summit in Hiroshima, under the leadership of the Government of Japan, global leaders committed to “ensuring continued support to the Global Partnership for Education (GPE), Education Cannot Wait (ECW) and UN agencies, including UNESCO and UNICEF, as key partners in helping countries to build stronger education systems for the most marginalized children.” As outlined in the G7 Hiroshima Leaders’ Communique, this is an investment in “resilient, just and prospering societies.”

We must now turn these commitments into actions. This means every nation in the G7 must step up their support. As we lead into ECW’s four-year 2023-2026 Strategic Plan, we will welcome much needed substantial and new commitments from G7 leaders for the ECW strategic period.

The private sector will also play a key role in our resource mobilization plans. Our teams are working across the globe to develop new and innovative public-private partnerships, such as our recently announced agreement with the Zurich Cantonal Bank and the Government of Switzerland. Without the private sector and entrepreneurial spirit, we cannot meet the rapidly growing needs. In other words, abnormal problems require extraordinary solutions.

We will also work with Arab States, Nordic States and G20 nations to create new models for funding that crowd-in resources and know-how to deliver the depth, speed and agility needed to ensure quality education and holistic supports in places like Sudan, Ukraine and beyond.

Colombia has emerged as a model of this cross-sectorial approach. In this month’s high-level interview, we speak with Mireia Villar Forner, the United Nations Colombia Resident Coordinator/Humanitarian, who highlights the power of education in building sustainable development pathways. This is done through coordinated joint programmes through the United Nations coordination mechanisms. This is indeed one of the chief reasons that have allowed ECW to deliver with development depth and humanitarian speed.

Through ECW’s Multi-Year Resilience Programmes, we are providing transformative education investments in the humanitarian-development-peace nexus. This is good for business, good for government and good for the world. It also provides an optimized investment opportunity for Overseas Development Assistance, corporate social responsibility and philanthropic giving. By investing in education, we are investing in all of the SDGs. Without education, how can any of them be achieved?

The month of May was also Mental Health Awareness Month, and we announced an ambitious new target to have at least 10% of resources go to mental health and psychosocial services. We do so because we firmly believe that mental health is essential, if not also existential, to children and adolescents who having survived the most painful forms of violence and disasters.

I have no doubt that 2023 will go down as a landmark year in global funding support for education. ECW and our strategic partners will not stop until our work is done. There can be no peace, until there is peace for all, to cite Dag Hammarskjold. Indeed, there can be no peace without education. We will leave no child behind.

Hong Kongs Lights of Freedom Extinguished — Global Issues

Hong Kong’s authorities are evidently determined to erase any form of acknowledgement that the massacre ever happened. Memorials and artworks commemorating it have been removed. Books that mention the tragedy have disappeared from libraries. Shops selling the LED candles commonly used to mark the occasion were visited by the authorities in the run up to this year’s anniversary.

The organisation behind the vigil, the Hong Kong Alliance in Support of Patriotic Movements in China, closed itself down in 2021 following a police investigation. Several of its leaders were jailed in March.

Instead of hosting the usual vigil, this year Hong Kong’s Victoria Park was home to a carnival celebrating Chinese rule. People wanting to mark the occasion had to do so in private.

This is only the tip of the iceberg. People are mourning not only the many who died on 4 June 1989 but also the Hong Kong vanishing before their eyes.

Further than ever away from democracy

When Hong Kong was handed over to China by the UK in 1997, China agreed to maintain the country’s distinct political and economic structures for the next 50 years, under the banner of ‘one country, two systems’.

Hong Kong’s Basic Law guaranteed civic rights, including freedoms of association, peaceful assembly and expression. China committed to move towards universal suffrage for the election of Hong Kong’s Chief Executive, the head of government.

But following the democracy protests that burst out in 2019, China has unilaterally torn up that agreement. Three years ago, the government passed the National Security Law, a sweeping piece of legislation that criminalises criticism of the authorities. It’s been used alongside existing laws, such as the law on sedition, to jail leaders of the democracy movement.

China never made good on its promise of universal suffrage. It’s gone in the opposite direction. Current Chief Executive John Lee – who as security chief led the violent crackdown on democracy protests – was chosen last year by a hand-picked 1,500-member Election Committee, which duly endorsed him as the sole candidate.

The Legislative Council, Hong Kong’s parliament, had already been neutered. The number of directly elected seats has been slashed and people are disqualified from standing if they question China’s sovereignty over Hong Kong.

Now the District Councils are in the firing line. When the last elections for the municipal bodies were held, in the thick of democracy protests in November 2019, pro-democracy parties triumphed.

Such a result is now impossible. In 2021, a law was passed requiring all district councillors to swear an oath of allegiance affirming their ‘patriotism’ for China. Most of the pro-democracy candidates elected in 2019 were disqualified or resigned.

Now when new district councillors are chosen in November, only 20 per cent of seats will be directly elected. The authorities will fill the rest with their supporters, all vetted to ensure their ‘patriotism’. Little wonder that the Civic Party, one of Hong Kong’s leading pro-democracy parties, recently announced it was closing down.

A hollowed-out Hong Kong

Hong Kong was once a country where people felt safe to protest. It had a flourishing media and publishing industry. Now journalists are criminalised and key independent media have shut down.

Civil society organisations and trade unions have done the same. The remaining organisations are scattered, practising self-censorship. Protests continue to be heavily restricted: this year a planned International Women’s Day march was cancelled after police threats.

People continue to try to find ways to express dissent, but any small gesture can attract the state’s ire. The death of Queen Elizabeth II gave people an opportunity to use public mourning to express at with the regression since handover. But when a vigil was held during the Queen’s funeral, a harmonica player was arrested for daring to play the tune Glory to Hong Kong, associated with the democracy protests.

Last year five speech therapists were convicted of producing ‘seditious publications’. Their crime was to produce children’s books in which sheep defend their villages from wolves. This was taken to be an allegory of China’s control of Hong Kong.

Everyday repression is making Hong Kong a hollowed-out country, its population falling. Some schools face closure due to falling student numbers. Many have fled, not wanting their children to grow up in a country where education is indoctrination. The curriculum has been reworked to teach students loyalty rather than independent thought. Many teachers are leaving the country or taking early retirement.

With the legal system facing increasing interference and political pressure, lawyers are also among those fleeing.

A key test will be the trial of Jimmy Lai, former media owner and democracy campaigner. He’s already been found guilty on numerous counts. His newspaper, Apple Daily, once Hong Kong’s most widely read pro-democracy paper, shut down in 2021. He faces trial under the National Security Law, which could mean a life sentence.

The judges who will try Lai have been handpicked by John Lee. Meanwhile the authorities have tried to prevent Lai’s defence lawyer, UK barrister Tim Owen, representing him in court. In March they passed a law giving Lee the power to ban foreign lawyers working on national security cases. It isn’t looking promising.

Lai is one of Hong Kong’s 1,508 political prisoners. Even as the population shrinks, the imprisoned population just keeps getting bigger. The candles that commemorate the Tiananmen Square Massacre and the yearning for democracy will continue to flare around the world in exile – but those lights are being extinguished in Hong Kong.

Khartoum is Falling the Global Community Must Move Fast to Protect Children in their Darkest Moments — Global Issues

The fighting, which broke out suddenly on April 15, 2023, between the paramilitary Rapid Support Forces and Sundanese Armed Forces, is Sudan’s third internal war – and has exacerbated the humanitarian crisis the region was already facing.

More than 220,000 people have crossed the borders. Without a ceasefire, it will get even worse as a protracted crisis is in the making. UNHCR projects that this number could reach 860,000 as conflict escalates.

Education Cannot Wait’s Executive Director Yasmine Sherif came face-to-face with the effects of the brutal conflict during a recent high-level field mission with UNHCR, UNICEF, the Jesuit Refugee Service, and local partners to the border regions of Chad and Sudan, where they witnessed the impacts of the war. In these remote places, large numbers of incoming refugees – a majority of women and children – have settled in flimsy temporary homemade tents. Children are particularly vulnerable and urgently need the protection and support that emergency education interventions provide.

“What we saw is appalling, a heartbreaking dire situation growing very fast. In just two days, the number of refugees grew from 30,000 to 60,000, and 70 percent of them were school-age children. But I am encouraged by the commendable work that UNHCR is doing on the ground.”

The UN’s global fund for education responded with speed to the escalating Sudan refugee regional crisis by announcing a new 12-month USD 3 million First Emergency Response grant. Sherif says this is a catalytic fund to help UNHCR and its partners, in close coordination with Chad’s government, kickstart a holistic education program.

Before the new crisis erupted in Sudan and despite Chad being one of the poorest countries in the world, Chad was already hosting Africa’s fourth largest refugee population.

“Chad is second to last on the Human Development Index, only before South Sudan. The government of Chad is showing very progressive policies and generosity. They have very little resources, and yet they still receive refugees and provide them with much-needed security,” she observes.

Sherif lauded the government’s progressive policy on refugee inclusion within its national education system, stressing that it serves as a model example for the whole region. The new grant brings ECW’s total investments to support vulnerable children’s education in Chad to over USD 41 million. ECW and its partners have reached over 830,000 children in the country since 2017, focusing on refugee and internally displaced children, host communities, girls, children with disabilities, and other vulnerable children.

Funding is urgently needed and critical to implement the regional refugee response plan, which includes an estimated cost of USD 26.5 million for education. While Sudan shares borders with seven countries, including the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya, and South Sudan, nearly all of them are dealing with protracted crises or effects of years of a protracted crisis and require urgent funding to meet the needs of refugees.

“The refugees we met in eastern Chad are in a dire situation. They fled their homes with barely anything and are in very remote and hard-to-reach areas where infrastructures are scarce, and temperatures rise above 40 Celsius. Without emergency relief from international organizations such as UNHCR and UNICEF, it would be difficult for them to survive for long,” she explains.

Despite the government’s best efforts, Chad is dealing with multiple successive shocks, such as climate-induced disasters, large-scale internal displacement, and the Lake Chad and Central African refugee crises, which have eroded the delivery of basic services.

“ECW has made various investments in Chad, including a multiyear resilient program for vulnerable refugee and internally displaced children and their host communities, and other marginalized children in Chad, that has been going on for three years and will be renewed next year. We have also provided USD 2 million in response to the floods or climate-induced disasters affecting Chad,” Sherif says.

“We are now providing this catalytic USD 3 million funding to help UNCHR to provide immediate access to holistic education to the new cohort of refugees arriving from Sudan. ECW’s holistic support enhances school infrastructure and provides school feeding, quality learning materials, mental health, psycho-social services, teachers’ training, and inclusive education approaches. We hope this will inspire other donors and contributors to meet the remaining financing gap.”

Chad’s education performance indicators are among the lowest in sub-Saharan Africa, with 56 percent of primary school-aged children out of school.

UNHCR and its partners in Chad require USD 8 million to implement the education component of the regional refugee response plan. EWC has provided about 40 percent of the budget; the international community should assist with the remaining 60 percent. Sherif hopes that additional support will also be forthcoming for UNICEF and partners to cater to the host communities, who also need support to access quality education.

Incoming refugees live in precarious conditions, lacking the most basic facilities, and need urgent assistance and empowerment. As conditions become increasingly dire, ECW funding will provide access to safe and protective learning environments for incoming refugee girls and boys and support the host communities.

The depth and magnitude of this conflict on children and adolescents are such that their learning and development will most certainly be impaired if immediate access to education is not provided. ECW support offers an opportunity for holistic education to mitigate the debilitating long-term effects of war on young minds.

Fleeing children and adolescents will need immediate psycho-social support and mental health care to cope with the stress, adversity, and trauma of the outbreak of violence and their perilous escape. They will need school meals, water, and sanitation.

“To the international community, we must act now. This is a moral issue; we must prioritize and show solidarity. Our support must be generous. The world cannot afford to lose an entire generation due to this senseless conflict,” Sherif stresses.

ECW and its strategic partners are committed to reaching 20 million crisis-impacted children and adolescents over the next four years. To this end, ECW seeks to mobilize a minimum of USD 1.5 billion from government donors, the private sector, and philanthropic foundations.

Why Quality Seeds Are among the Most Valuable Currency in Climate Finance for Africa — Global Issues

But while investment, aid and compensation are all much needed, another form of currency is equally valuable for climate-vulnerable countries that are also highly dependent on small-scale agriculture: quality seeds.

The latest generation of seeds offers varieties adapted to specific climatic circumstances to provide more reliable food production, as well as improved incomes and livelihoods for farmers, having boosted productivity by 20 per cent for nine key crops in the European Union over 15 years.

Yet improved varieties of many of the world’s staple cereals, vegetables and pulses are too often inaccessible for farmers in Africa, despite having some of the greatest exposure to climate extremes.

For instance, in East Africa, certified quality seed potatoes – which produce higher yields and greater resilience to climatic changes, pests, and diseases – account for just one per cent of all those planted by farmers.

By leveraging the advances and resources of the commercial seed sector – supported and scaled by public and NGO partners – the global community can ensure African farmers receive the tangible, long-term support they need to cope with the impacts of climate change.

To begin with, delivering the best varieties in combination with training in good agricultural practices for farmers can boost their yields and therefore incomes, allowing them to thrive despite the rising impact of climate change.

For example, non-profit Fair Planet coached more than 2,300 lead farmers in 65 Ethiopian villages and trained their regional extension agents in improved farming practices. With this training, farmers were able to quickly adopt and maximize their crop yields using locally tested and improved varieties of vegetables.

In total, some 75,000 smallholder farmers in the project’s regions subsequently tripled their vegetable production at a time when the Horn of Africa faced pressing food security challenges. As a result of an historic, ongoing drought, an estimated 22 million people are currently facing acute food insecurity across Ethiopia, Kenya, and Somalia.

According to an external evaluation, more than 95 per cent of households involved in Fair Planet’s work in Ethiopia – or roughly 485,000 people – benefitted from improved nutrition after the increased yields raised household incomes in just one production season by more than 25 per cent. This extra income provided farmers with a greater buffer against climate shocks, and more money to spend on health services and education for their families.

Opening up access to improved varieties of staple crops plays an important role in safeguarding food and nutrition security in the face of climate change, which could reduce levels of protein, iron and zinc in cereals by up to 10 per cent.

This is why the International Seed Federation (ISF), together with Fair Planet, is embarking on a five-year project to increase farmer choice of and access to quality seeds in Rwanda.

The aim is to benefit 84,000 Rwandan farmers by offering increased access to improved, high-quality vegetable, pulses, cereal, and potato varieties alongside downstream value chain projects training to support higher yields and incomes, and climate adaptation.

The final piece of the puzzle is to establish the policies and regulations needed to develop resilient and sustainable seed systems that benefit farmers. This requires policymakers to build an efficient and effective regulatory framework that provides reassurance to farmers that they are receiving the highest quality seed year after year, while also providing the long-term certainty likely to incentivize additional private sector investment.

Quality seeds are clearly the bedrock upon which productive and resilient farming systems are built, yet these technologies up to now remain out of reach for many of Africa’s farmers – one of the many significant challenges they face today.

By investing and collaborating to build resilient seed systems, the private sector can share more broadly the fruits of progress in global crop science through partnerships that ensure farmers receive seeds that are not only fit for purpose but fit for the future.

Improved seeds can then pay dividends by unlocking better productivity, incomes, and climate resilience for those on the frontlines who have for too long been underserved.

The Privilege of Making a Choice — Global Issues

As a result of the brutal internal armed conflict in Sudan right now, UNHCR projects that 860,000 people will flee across the borders as refugees and returnees into the Central African Republic, Chad, Egypt, Ethiopia, Eritrea and South Sudan. About 50% will be children and adolescents below 18.

Will they arrive alive? They can’t choose. They can only hope.

Making it worse, none of the neighboring countries has the financial and structural capacity to manage such influx, and yet they too, have no choice.

Indeed, an enormous international response will be required to support the Refugee Response Plan developed by 134 partners, including UN agencies, national and international NGOs and civil society groups, and launched on 4 May 2023.

Fleeing children and adolescents will need immediate psycho-social support and mental health care to cope with the stress and trauma of the conflict and perilous escape. They will need school meals. They will need water and sanitation. They will need protection. In the deep despair of their young lives, they will need a sense of normalcy and hope for their future. They need it now and a rapid response to establishing education can meet these needs.

Or to paraphrase ECW’s new Global Champion, the world-renowned journalist, Folly Bah Thibault – who reaffirms the need for speed and quality: the humanitarian-development nexus in action – in her high-level interview in this month’s ECW Newsletter, “We need to deliver with humanitarian speed and development depth.”

The choice is ours.

ECW is now traveling to the region to support host-governments, UN and civil society colleagues who jointly produced the Refugee Response Plan and who are on the ground working day and night in difficult circumstances. ECW will provide support both through an initial First Emergency Response investment and through our global advocacy.

We all have a choice to act now. Our choice is not between losing everything or die. Our choice is between action or inaction. Between humanity and indifference.

Prior to the breakout of the internal armed conflict in Sudan, Samiya*, a 17-year-old refugee student, wrote in her recent Postcard From the Edge: “Education is our future dream. Education is one of the most important factors to progress in life. Through education, people can thrive in their lives; they can also develop their skills and improve their life quality.”

We can help make Samya’s dream come true at the hardest, darkest moment of her life. Samiya does not have that choice. Only, we have that choice. Let us recognize it for what it is: as a privilege or blessing of choosing responsibility and humanity.

Theatre Used to Dispel Polio Immunisation Myths in Pakistan — Global Issues

“Pakistan recorded 20 polio cases in 2022 and has detected one infected child this year. Most of the diagnosed polio kids haven’t been vaccinated mainly reluctance by the parents against oral polio vaccine,” Dr Jamshed Khan, a medical officer in Lakki Marwat district, told IPS. This region reported the first case in 2023.

Khan said the virus was identified in Pashto-speaking districts of Khyber Pakhtunkhwa. Now the medical teams are looking at different strategies to counter opposition to immunisation and inoculate all target kids to eradicate the crippling disease.

In 2022, all 20 polio cases were reported from three districts in Khyber Pakhtunkhwa, one of Pakistan’s four provinces. He said most cases were identified on unvaccinated or partially vaccinated children.

Parents’ hesitancy to administer vaccines to their wards is based on unfounded propaganda that polio drops were a ploy used by Western countries to render recipients impotent and infertile and cut down the population of Muslims.

Khyber Pakhtunkhwa province has been trying innovative approaches to tackle the increasing incidents of refusals due to misconceptions and creating demand for vaccination.

The latest in the series is holding theatrical events to do away with parents’ hesitancy against polio immunisation and protect the kids. Theatres organised in collaboration with the VOA Deewa (Pashto) service aim to convey that vaccination was to safeguard children and prevent disabilities.

“Today, we got a very positive message about vaccination. The drops administered to the children have been approved by the government and the World Health Organisation, are safe for human consumption,” Farman Ali, 16, a 10th grader in Swat district.

Ali, who attended theatre in his school in Swat, where viruses have been found in sewerage water, said that formerly he was opposed to inoculation, but now he wants to scale up awareness about the significance of vaccination in his neighbourhood.

“Prior to Swat, we have also held dramas in other districts. The impact of that is encouraging as the parents who previously refused drops are now willing to allow immunisation of their kids,” writer Noorul Bashar Naveed said.

“During the dramas, we show the people to the audience who had got disabilities due to non-vaccination and prevail upon them that immunisation is significant to protect their kids from preventable diseases,” Naveed said. “We aimed to promote vaccination among students and highlight the role of teachers as spiritual parents in mobilising students and society in general about the significance of essential immunisation, including polio, to prevent the spread of infectious diseases.”

Pakistan has been administering polio shots to 35 million children every year in four door-to-door campaigns, but 500,000 missed the drops due to hesitancy by parents.

These senior artists perform the roles of teachers, students, vaccinators and affected kids who warn the parents against refusals, Naveed said.

Vaccination benefits children, and parents must fulfil their religious and moral obligation by vaccinating them against all preventable diseases.

“We have tried our level best to brush aside all misconceptions and myths about vaccination and pave the way for smooth sailing of the immunisation,” he said.

The plays include messages from religious scholars that according to Islam, the parents are bound to safeguard children against diseases, Naveed added.

A Grade 9 student, Muhammad Qabil, said that after watching the theatre, he was confident that many people who staunchly opposed vaccination would now opt for giving drops to their kids below five years.

“Before attending the theatre, I was against immunisation and thought that it was a tool by the Western countries against Muslims, but that was incorrect,” he said. Qabil said he had heard from religious scholars that vaccination was in accordance with Islam.

Dr Rashid Khan, a child health expert, said that the plays with strong performances by professional actors with powerful dialogues, script and background music keep the participants engaged for two hours, during which the focus remains on the significance of immunisation.

Khan said that Pakistan is also coordinating with neighbouring Afghanistan, another endemic country, to ensure the immunisation of children crossing the border.

Afghanistan, which reported two cases last year, is inoculating 9 million children, with less than 1 percent unimmunised due to refusals or hard-to-reach children.

Polio has been virtually eliminated globally through a decades-long inoculation drive, but insecurity, inaccessible terrain, mass displacement and suspicion of outside interference have hampered mass vaccination in Afghanistan and some areas of Pakistan.

Nek Wali Shah Momin, director of Afghanistan’s National Emergency Operation Center (EOC) for Polio Eradication, told IPS said many more areas could now be reached since the Taliban took over and the fighting stopped.

“Taliban are very cooperative and want to eliminate polio,” he said.
