Smallholder Farmers in Uganda Recruit Black Soldier Fly for Green Fertiliser — Global Issues

Before Russia invaded Ukraine, Marula Proteen Hub, based in Kayunga in central Uganda, mobilised farmers to produce Black Soldier Fly larvae (BSF). But many, especially the elderly, were hesitant.

“I wondered what they will think of me keeping maggots? Some, however, accepted. So, they have been keeping those maggots from which we make animal feed and now, quality fertiliser too,” said Abbey Lubega, the overseer of Marula Proteen Hub in Kangulumira sub-county.

About one thousand farmers in Kayunga have been mobilised to rear the maggots, which they sell to the hub either in cash or in exchange for organic fertiliser.

“Farmers have waste on their farms. So, we give them BSF systems for rearing the larvae. We also give them five-day-old larvae. The larvae eat through waste collected from homes. After eight days, they sell us the mature larvae or feed their livestock. There is also that option. Then they retain fertiliser for their garden,” said Lubega in an interview with IPS

“What the farmers are looking for, besides this income from the larvae, is the fertiliser produced on their farms. They can produce whatever quantities they want. It is quick, it is reliable,” explained Lubega

Marula Proteen Hub is situated below a pineapple and jackfruit processing plant to tap into the waste generated as feedstock for the larvae rearing. A pungent smell of ammonia fills the air as one enters the larvae hatchery section, where five-day-old larvae eat through waste.

“These larvae are eating. They are defecating. The ammonia that you are smelling is emanating from frass,” explained Lubega

Harriet Nakayi lives in Namakandwa Parish, close to 75 kilometres east of Uganda’s capital Kampala. She is one of the women in this area trained to sustainably produce BSF larvae for animal proteins and frass fertiliser for their crops.

With her three-year-old daughter standing by, Nakayi scoops larvae from black containers and pours them onto a metallic net to separate them from the decomposed brown substances that look like loam soil. The larvae are about to be taken to the hub for sale. The frass and compost material are ready to be applied in her coffee, vanilla, and banana gardens.

She told IPS that frass from BSF is much easier to apply when compared with farmyard manure.

“This fertiliser does not burn the plants. So unlike manure which you have to wait for some time, you can take this one immediately to the garden,” said Nakayi

Like Nakayi, Solomon Timbiti Wagidoso, a pineapple farmer, said he applied BSF fertiliser to one of his gardens and that their growth seems to point to a better harvest.

“The government said it would manufacture our fertiliser, but I’m told that project is on a standstill. We now depend on imported fertiliser whose cost keeps on increasing,” said Timbiti

According to Timbiti, the price of fertiliser has increased since late 2020. The war in Ukraine now exacerbates the high prices.

By early April, fertiliser prices had more than doubled in Kenya, Uganda, and Tanzania. The three countries and the rest of East Africa depend on imports from Russia and Belarus.

Researchers in Uganda and Kenya found that ‘the composting process of black soldier fly frass fertiliser takes five weeks compared to the 8–24 weeks for conventional organic fertiliser.

Frass, a by-product of BSF rearing, has been found to contain substantial amounts of nutrients that can fertilise the soil. Lubega scoops frass from one of the containers with his hands. Tiny maggots are still crushing the waste that now looks like fine loam soil.

“It’s almost powder, as you can see. It is very fine,”  said Lubega. “Manure from cow dung is good, but that from goat manure is better. That from chicken is better than that of a goat. So how about the larvae that are the smallest. So, we see that the smaller the animal, the better the manure.”

Lubega explains to IPS that Black Soldier Fly larvae can break the substrates to make the nutrients available to the plant.

“Inorganic fertilisers give you the nutrient the plant needs, but organic fertilisers improve the soil health. They reduce that dependency. If I buy inorganic fertiliser for this season, I have to go back and buy more for the next season. You will need to apply inorganic fertiliser throughout your entire life,” he added.

He said organic fertilisers are better suited for smallholder farmers, like those in Kangulumira, who cannot afford to buy inorganic fertilisers.

“And if you look at the cost-benefit analysis, why would I buy inorganic fertiliser if I’m going to need it all the time? It not different from teaching me how to fish and giving me fish,” added Lubega.

Rucci Tripathi, the global Practice Lead Resilient Livelihoods at international development charity VSO with an office in Uganda and several other countries, told IPS that there is a need for a strategy for farmers and developing countries to shield farmers from the current fertiliser, fuel and food prices crisis.

Tripathi said there was a need to invest in supporting community initiatives on the production of natural manure, including feeding the soils through having a crop cover such as hay and planting nitrogen-fixing plants.

“This reduces farmers’ dependence on imports of chemical fertilisers, which is good for farmers’ incomes and soil health. We see many such small-scale initiatives across Zimbabwe to Uganda to Kenya,” she said

Researchers at the International Centre of Insect Physiology and Ecology (Icipe) have revealed that adopting insect bioconversion technology can recycle between two and 18 million tonnes of waste into organic fertiliser worth approximately 9–85 million US dollars per year.

The researchers, who include Dr Sevgan Subramanian, Dr Chrysantus Mbi Tanga and Denis Besigamukama, recently published an article titled “Nutrient quality and maturity status of frass fertiliser from nine edible insects”.

They observed that although the use of organic fertiliser is acceptable and affordable to farmers, there has been limited uptake in Sub-Saharan Africa due to poor quality, long production time, and limited sources of organic matter on the farm.

“Thus, there is a need to explore alternative sources of organic fertilisers that are readily available, affordable and of good quality, such as insect frass fertiliser,” they wrote.

Dr Debora Ruth Amulen, the founder of the Centre for Insect Research and Development, based in Kampala, told IPS that there is a need to sensitise farmers about the animal proteins and fertiliser generated from BSF.

“It is useful on our farms. It’s also a useful tool for our environment. We have a lot of manure from cattle and livestock. They are producing a lot of greenhouse gases. The Black Soldier fly has been found useful in compositing urban waste,” explained Amulen, also a lecturer at Makerere University

“It is a very simple technology that even those that have not gone to school can apply. And it’s very cost-effective.”

Department of Telecom Pulled Up by CAG Over Spectrum Pricing Mechanism for Captive Users: Details

The Comptroller and Auditor General (CAG) has pulled up the telecom department for not finalising policy on spectrum assignment for captive users and flagged the absence of spectrum price review for captive users administratively. In its report titled ‘Management of spectrum assigned on the administrative basis to government departments/agencies’, the CAG asked the Department of Telecom (DoT) to review the spectrum pricing mechanism for captive users to incentivise ministries, departments and agencies, and for maintaining spectrum management discipline.

“They may consider differential pricing, depending on the features and usage of various spectrum bands,” the CAG said in a report tabled in Parliament on Monday.

It noted that despite receiving a legal opinion (July 2021) on its own reference, regarding the method for allotment of spectrum for captive uses, including government departments, the department had not finalised the policy for allotment and assignment of spectrum for captive uses/other commercial services with the approval of the Digital Communications Commission.

The DCC is the apex body for telecom policy formulation.

DoT had also not reviewed the pricing of spectrum assigned for captive users administratively, on formulae basis since 2012, though a Committee had recommended for a periodical review of the pricing policy in 2013,” the CAG report said.

There was no differential pricing for spectrum, depending on features and usage of various spectrum bands assigned to users, it observed.

“DoT may devise a policy on allotment and assignment of spectrum for captive users/other commercial usages in alignment with statements made in NDCP 2018 (National Digital Communication Policy) and end adhocism in allotment of spectrum to government departments/ agencies,” the report said.

It suggested that the DoT should establish a permanent set-up comprising all stakeholders for a periodical review of spectrum planning, availability, allotments, assignments and pricing. This would expedite decisions for efficient management and optimal utilisation of spectrum in India.

“They may also ensure that an MIS (management information system) is put in place in DoT to get details of actual spectrum utilised by Government user departments and agencies,” the CAG suggested.

The DoT in consultation with all the departments should take proactive measures for the finalisation of recommendations of working groups and decisions of the Committee of Secretaries for reassignment, re-allotment and refarming of the spectrum.

“In pursuance of NDCP 2018, DoT may coordinate with Government users to provide spectrum in substitute bands for users in 1427-1500 MHz and 2300-2400 MHz bands, harmonisation exercise in 2100 MHz, sharing of spectrum in 700 MHz band as these had been identified for IMT (International Mobile Telecommunications) use and have scope for commercial utilisation of spectrum,” it said.

The DoT and Railways should monitor the completion of LTE (Long-Term Evolution) based network project in the 700 MHz band so that Railways vacate the spectrum in the 900 MHz band being used by them, and it is made available for commercial utilisation.

“DoT in consultation with TRAI may take early action for the auction/ utilisation of IMT spectrum lying idle with them,” the report said.

The Department of Space (DOS) and DoT should work together to identify a suitable technology solution in a manner that both services can co-exist in important frequency bands.

“DoS needs to engage with client Departments and other potential users at an early stage before planning and launching the satellite capacity so as to minimise non-utilisation of spectrum resources,” the CAG report said.

The DoS, it felt, needs to establish a mechanism for assessing and reviewing the utilisation of spectrum in all bands, particularly in IMT bands and satellite bandwidth for ensuring optimal and efficient utilisation of assigned radiowaves.

“DoS may consolidate spectrum-related information and make it available at a common platform for easy access and assessment of spectrum at Corporate Infocom level,” said the report.

The Ministry of Home Affairs should devise a policy for spectrum management among central armed police forces, it added.

Besides, the DoT can ensure that public sector undertakings, such as ONGC and GAIL, use the assigned spectrum optimally and efficiently and surrender unutilised frequencies.

Blockchain without crypto: Adoption of decentralized tech

A blockchain can be seen as a distributed database whose information is stored across every node running the network. Because the database is distributed among those running the network, it guarantees data stored within it is accurate and securely stored.

As the name implies, blockchains store their data into blocks that are added to the network as time goes by. Each subsequent block builds on the information stored in previous blocks, which means blockchains form a data timeline that can be securely trusted.

When it comes to cryptocurrencies, the blockchain ensures trust and solves what’s known as the Byzantine generals problem, which describes the difficulties dispersed parties have in reaching consensus. Since Bitcoin uses blockchain technology, one can accurately verify that funds aren’t spent twice, that its supply is limited, and the history of transactions on the network.

The technology goes beyond these use cases, however, with a number of companies and organizations having already adopted blockchain without cryptocurrencies.

Blockchain technology is usually associated with cryptocurrencies, with the Bitcoin Network being its number one use case. At its core, however, a blockchain is a distributed ledger shared among a network of nodes, meaning its use cases go well beyond cryptocurrencies.

Blockchain uses without cryptocurrency

Cryptocurrencies steal most blockchain-related headlines, but adoption has nevertheless been growing for the technology. One example could be IBM partnering with the Abu Dhabi National Oil Company to pilot a blockchain supply system for oil and gas production.

There are several other examples, including Da Beers Group tracking high-value diamonds along its supply chain with a blockchain and JPMorgan using the technology to calculate loan collaterals.

Speaking to Cointelegraph, Johnny Lyu, CEO of cryptocurrency exchange KuCoin, noted that the use of blockchain is “commonplace among government agencies and businesses,” and pointed to the Global Shipping Business Network (GSBN), a consortium that counts on the participation of major institutions including the Bank of China, DBS Bank and HSBC, as an example.

The GSBN has been testing the integration of its own blockchain platform to digitize and track container shipments. Lyu also noted the Indian state of Maharashtra has started issuing verifiable caste certificates on the Polygon network, while the Romanian Financial Supervisory Authority implemented blockchain technology to “speed up workflows and reduce the time for manual processing of large arrays of data.”

The examples keep on going, Lyu said, noting that it would “take a long time to list all of the latest blockchain initiatives launched in 2022,” adding:

“There is no doubt that we are seeing massive and widespread adoption of blockchain technologies and the number of companies doing it will grow by the day. Blockchain is becoming a necessity, just as websites and business accounts in social networks once became such.”

Ben Livshits, CEO of blockchain platform Zilliqa, told Cointelegraph about yet another use: The United Nations World Food Programme has deployed blockchain technology in its Building Blocks project, allowing organizations involved to “collaborate, transact, and securely share information in real-time on a neutral network without hierarchy.”

The program, Livshits noted, has “already processed over 15 million transactions and supported over 1 million people.” Several other companies, including Ford, FedEx, Walmart and Maersk, have either piloted or actively used blockchain technology.

The advantages of using blockchain technology are numerous and as a result, investment in the space has been significant.

Advantages of blockchain technology

Taking a food and beverage business as an example, Livshits noted that blockchains can provide “the required transparency that consumers today demand and expect” as the “average consumer today no longer just cares about what they eat and how it should be cooked,” but consider where ingredients are sourced and how they’re handled.

Livshits added that the adoption of blockchain technology could become mainstream and “even help with quicker payments.” He said:

“The benefits are clear: Reduced human error, better access to information, increased safety, traceability and transparency that can ultimately help adequately reward all those through the supply chain.”

Blockchain technology, like other technology before it, should “be about creating value and utility for users,” Livshits stated. 

Sankar Krishnan, executive vice-president and industry head of banking and capital markets at Capgemini Financial Services, told Cointelegraph that blockchain technology is “very ESG friendly,” referring to environmental, social and governance standards to which investors have increasingly been paying attention.

Krishnan added that most don’t realize “how many parties there are in a supply chain transaction.” The large amount of parties involved means a lot of data needs to be tracked, including data related to importers, exporters, the transaction itself, the product, shippers, marketplaces, logistics companies, insurance firms and other intermediaries.

He added that each of these parties either prints out information or exchanges it via email multiple times, consuming resources. All of this consumption, Krishnan said, would be eliminated if transactions were processed on a blockchain.

Moreover, Krishnan added, a blockchain provides more transparency and improves tracing capabilities for raw materials while also making data available to every involved party simultaneously, significantly reducing the risk of fraud. He added:

“What actually happens is that all the manual workflows are replaced by smart contracts and there is agreement between all the parties involved on how these workflows move around the blockchain.”

Per the analyst: “Industry is set to benefit from using blockchain and smart contracts,” with very specific use cases having developed for financial services, healthcare and retail. Krishnan also pointed to loyalty program management, royalty payments and public sector applications as other use cases.

Despite all of these use cases and possibilities, there’s a reason not every company in the world is diving into the blockchain world and the technology isn’t being adopted en masse.

The blockchain’s problems

While the use of blockchain technology has kept on growing over the last few years, some companies have yet to start adopting it despite the numerous advantages offered. The problem with this type of technology is the required investment necessary to implement it.

That’s according to Arry Yu, Cascadia Blockchain Council chair at the Washington Technology Industry Association. Speaking to Cointelegraph, Yu said that implementing enterprise-level software technology requires a “significant investment,” and added that changing management may also be necessary as some stakeholders may not want the provided transparency.

Yu added that training stakeholders on new processes and building out the right types of reports that give each stakeholder meaningful key performance indicators also add to the costs, as does the “enormous amount” of upfront investment “related to process redesign, documentation, training, support and more.

Kieren James-Lubin, president and CEO of blockchain solutions provider BlockApps, told Cointelegraph that while this type of technology “ensures data is not altered or deleted,” it does not ensure accuracy, as “this is reliant on whoever is inputting the information — manual data entry can be prone to error.”

A solution to these errors, the CEO added, would be the use of accurate Internet of Things sensors to “pull data directly.”

Blockchain’s use cases are regularly growing, and implementors are still finding out exactly what can be done with this type of technology and how far it can go. When Bitcoin (BTC) was first launched, smart contract-based applications like those now seen on Ethereum were unheard of.

The technology can nevertheless help revolutionize several industries, even though it’s little over a decade old. It remains to be seen whether, to the wider world, Satoshi Nakamoto’s best invention was Bitcoin or its underlying blockchain.

Bengaluru University to Build Student Satellite With IoT Payload: Details

The M S Ramaiah University of Applied Sciences (MSRUAS) will build a student satellite “Ramaiah Sat” coinciding with ‘Azadi Ka Amrit Mahotsav’ to commemorate 75 years of Indian independence. The MSRUAS under Gokula Education Foundation (medical) on Tuesday signed a Memorandum of Understanding with Indian Technology Congress Association (ITCA) to develop and build the nano satellite which will be launched in August 2022. The 300-gm satellite costing Rs one crore will be built under the monitoring of Indian Space Research Organisation (ISRO) and with the help of ITCA which is the nodal agency for building 75 students satellite mission.

MSRUAS Vice-Chancellor Professor Kuldeep K Raina and ITCA President L V Muralikrishna Reddy, inked the pact in the presence of Chancellor M R Jayaram, and Chief Executive M R Sreenivasa Murthy, among others.

Professor Raina said it is an opportunity to showcase MSRUAS’s prowess in space technology.

“Ramaiah Sat is a 1.6 kg class satellite with a 300 grams IoT (Internet of Things) payload for monitoring other satellites”, an MSRUAS statement said.

ISRO will launch the satellite with UHF and VHF links with a satellite ground station at MSRUAS’s Peenya Campus.

“The Satellite mission functional attributes are water quality monitoring, providing wireless communication network in remote areas, passive radar for weather monitoring and fisherman SOS”, it said.

Earlier this month, Union Minister Jitendra Singh said that about 60 startups have registered with ISRO since the “unlocking” of the Indian Space sector recently by Prime Minister Narendra Modi, and quite a few of them are dealing with projects related to space debris management. The other startups’ proposals vary from nano-satellite, launch vehicles, ground systems, research etc.

After the inauguration of the inaugurating the “ISRO System for Safe and Sustainable Operation” (IS4OM) at ISRO Control Centre, in Bengaluru, the minister reiterated that the passion of private players and innovative startups will augment the role of the Department of Space in protecting India’s interests in Space by developing all-around capabilities in the domains of space transportation, debris management, infrastructure and applications.

Firefighters In Frace Battle an ‘Explosive Cocktail’ of Wind and Flame

LA TESTE-DE-BUCH, France — More than 2,000 firefighters from around France were battling raging wildfires on Tuesday that have burned nearly 80 square miles of parched forest in the Gironde area of the country’s southwest and forced over 37,000 people to evacuate in the past week.

In the small town of La Teste-de-Buch, near the popular vacation destination of Arcachon Bay, a temporary firefighting headquarters was buzzing. Fire trucks raced and forth as helicopters and water-dropping planes flew overhead and officers reviewed color-coded maps of the flames.

While temperatures fell overnight as cool ocean air pushed the heat wave further to the northeast, the firefighters’ efforts have been hampered by strong gusts of wind, arid conditions and scorched trees that have sent burning embers through the air, further spreading the flames.

“Climate conditions are crazy,” said Matthieu Jomain, a spokesman for the regional firefighter unit. “It’s an explosive cocktail.”

“The area happens to be a real powder keg,” he added.

The huge clouds of gray and red smoke that billowed from the fires had reached all the way to Bordeaux, about 30 miles northeast, on Tuesday. A burning smell lingered in the air there, and health authorities recommended that residents — especially vulnerable people, like those with respiratory ailments — stay inside and limit intense physical activity.

Another wildfire was burning further inland, near the town of Landiras. Local authorities said in a statement on Tuesday that “the situation remains very unfavorable” in the area, where firefighters battled flames overnight and many roads have been closed off.

A man was still in police custody on Tuesday in connection with the blaze; prosecutors in Bordeaux have opened an arson investigation over suspicions that it had been intentionally set.

At the firefighting base in La Teste-de-Buch, trucks chopped down vegetation to clear a stretch of land and create a natural barrier to the fire. In another area, firefighters had dumped white sand along a roughly mile-long stretch.

Empty buildings and houses lined the asphalt road leading to the base. Only a handful of buildings have been damaged or destroyed by the blaze and no deaths have been recorded so far. Authorities have been preventively evacuating thousands of vacationers and residents who were not immediately threatened but might potentially be in the fire’s path.

Ronan Léaustic, a local official in Arcachon, told reporters on Tuesday that “it’s a strategy that we have adopted since the beginning” to avoid last-minute, panicked rushes to flee.

Nearly half of those displaced were evacuated on Monday, when leaping flames and billows of thick smoke moved closer to Arcachon Bay, a tourist hot spot famous for its oysters and sandy beaches that draws hundreds of thousands of vacationers every summer.

The fire destroyed five campsites around the nearby Dune du Pilat, Europe’s tallest sand dune. Authorities have closed access to the Dune du Pilat and traffic jams clogged the entrance to the Arcachon Bay after sections of highway leading to Bordeaux were closed to facilitate evacuations, upending plans for thousands as France’s summer vacation season is in full swing.

Patrick Davet, the mayor of La Teste-de-Buch, warned on Tuesday that the fire was “an enemy that never sleeps, that moves, that gives you no respite.”

“The fire is contained in some places, but it is not yet under control,” Mr. Davet told the BFMTV news channel.

The Bassin d’Arcachon Zoo in La Teste-de-Buch started evacuating animals as the fire has drawn dangerously close to the facility.

Zoo staff and workers and veterinarians from around the country acted “tirelessly to extract as many animals as possible, until the last moment, while the nearby forest was in flames,” the French government said in a statement.

About 10 of the zoo’s 850 animal’s died because of heat and stress, but 363 of them — all of those that could be easily transported — were safely evacuated. Most of them were taken in specially-designed crates and trucks to a nearby zoo in the suburbs of Bordeaux.

Around about 380 animals were kept at the zoo “for safety reasons,” the French association of zoological parks said in a statement.

The ITC report found projected TPP growth gains to be paltry over the long-term. Its finding was in line with the earlier 2014 findings of the Economic Research Service of the US Department of Agriculture.

Meanwhile, many US manufacturing jobs have been lost to corporations automating and relocating abroad. Worse, Trump’s rhetoric has greatly transformed US public discourse. Many Americans now blame globalization, immigration, foreigners and, increasingly, China for the problems they face.

Trump U-turn
The TPP was believed to be dead and buried after Trump withdrew the US from it immediately after his inauguration in January 2017. After all, most aspirants in the November 2016 election – including Hillary Clinton, once a TPP cheerleader – had opposed it in the presidential campaign.

Trump National Economic Council director Gary Cohn has accused presidential confidantes of ‘dirty tactics’ to escalate the trade war with China.

Cohn acknowledged “he didn’t quit over the tariffs, per se, but rather because of the totally shady, ratfucking way Commerce Secretary Wilbur Ross and economic adviser Peter Navarro went about convincing the president to implement them.”

Cohn, previously Goldman Sachs president, insisted it “was a terrible idea that would only hurt the US, and not extract the concessions from Beijing Trump wanted, or do anything to shrink the trade deficit.”

This was later rebranded the Comprehensive and Progressive TPP (CPTPP), with no new features to justify its ‘progressive’ pretensions. Following its earlier support for the TPP, the PIIE has been the principal cheerleader for the CPTPP in the West.

Although US President Joe Biden was loyal as Vice-President, he did not make any effort to revive Obama’s TPP initiative during his campaign, or since entering the White House. Apparently, re-joining the TPP is politically impossible in the US today.

Panning the Trump approach, Biden’s US Trade Representative has stressed, “Addressing the China challenge will require a comprehensive strategy and more systematic approach than the piecemeal approach of the recent past.” Now, instead of backing off from Trump’s belligerent approach, the US will go all out.

Favouring foreign investors
Rather than promote trade, the TPP prioritized transnational corporation (TNC)-friendly rules. The CPTPP did not even eliminate the most onerous TPP provisions demanded by US TNCs, but only suspended some, e.g., on intellectual property (IP). Suspension was favoured to induce a future US regime to re-join.

Onerous TPP provisions – e.g., for investor-state dispute settlement (ISDS) – remain. This extrajudicial system supersedes national laws and judiciaries, with secret rulings by private tribunals not bound by precedent or subject to appeal.

Lawyers have been advising TNCs on how to sue host governments for resorting to extraordinary COVID-19 measures since 2020. Most countries can rarely afford to incur huge legal costs fighting powerful TNCs, even if they win.

The Trump administration cited vulnerability to onerous ISDS provisions to justify US withdrawal from the TPP. Now, citizens of smaller, weaker and poorer nations are being told to believe ISDS does not pose any real threat to them!

After ratifying the CPTPP, TNCs can sue governments for supposed loss of profits due to policy changes – even if in the national or public interest, e.g., to contain COVID-19 contagion, or ensure food security.

Thus, supposed CPTPP gains mainly come from expected additional foreign direct investment (FDI) due to enhanced investor benefits – not more trade. This implies more host economy concessions, and hence, less net benefits for them.

Who benefits?
Those who have seriously studied the CPTPP agree it offers even fewer benefits than the TPP. After all, the main TPP attraction was access to the US market, now no longer a CPTPP member. Thus, the CPTPP will mainly benefit Japanese TNC exports subject to lower tariffs.

Unsurprisingly, South Korea and Taiwan want to join so that their TNCs do not lose out. China too wants to join, but presumably also to ensure the CPTPP is not used against it. However, the closest US allies are expected to block China.

The Soviet Union sought to join NATO in the 1950s before convening the Warsaw Pact to counter it. Russian President Vladimir Putin also tried to join NATO years after Vaclav Havel ended the Warsaw Pact and Boris Yeltsin dissolved the Soviet Union in 1991.

Unlike Northeast Asian countries, Southeast Asian economies seek FDI. But when foreign investors are favoured, domestic investors may relocate abroad, e.g., to ‘tax havens’ within the CPTPP, often benefiting from special incentives for foreign investment, even if ‘roundtrip’.

Stay non-aligned
The ‘pivot to Asia’ has become more explicitly military. As the new Cold War unfolds, foreign policy considerations – rather than serious expectations of significant economic benefits from the CPTPP – have become more important.

Trade protectionism in the North has grown since the 2008 global financial crisis. More recently, the pandemic has disrupted supply chains. With the new Cold War, the US, Japan and others are demanding their TNCs ‘onshore’, i.e., stop investing in and outsourcing to China, also hurting transborder suppliers.

Hence, net gains from joining the CPTPP – or from ratifying it for those who signed up in 2018 – are dubious for most, especially with its paltry benefits. After all, trade liberalization only benefits everyone when ‘winners’ compensate ‘losers’ – which neither the CPTPP nor its requirements do.

With big powers clashing in the new Cold War, developing countries should remain ‘non-aligned’ – albeit as appropriate for these new times. They should not take sides between the dominant West and its adversaries – led by China, the major trading partner, by far, for more and more countries.

Timo Werner speaks out on Chelsea future



Timo Werner has been speaking about his future at Chelsea this week.

Chelsea of course signed Timo Werner from RB Leipzig in the summer of 2020, for a reported £45m.

The German proved one of the Bundesliga’s standout stars the season before his Chelsea switch, notching a staggering 34 goals and 13 assists in 45 outings across all competitions.

As a result, the Chelsea faithful were no doubt expecting to see Werner hit the ground running.

However, the hitman has since not looked anywhere near as impressive as he did for Leipzig.

Now, with Kai Havertz and Raheem Sterling expected to be deployed through the middle for the Blues this season, with Sterling also competing on the left-wing with Werner, the German is likely to see very little action in the forthcoming campaign.

As a result, his future has been called into question, with the speculation not helped by the player’s recent comments:

“It is hard to say,” Werner said when asked if clear-the-air talks were needed.

“First of all, the most important thing is that I am happy. I am happy when I play and score goals. That’s the fact. That’s what I should take care of and the other things will come.”

When quizzed over whether could find that happiness at Chelsea he responded sharply: “I could be happy everywhere.”
