Strengthen Climate Resilience in Small and Vulnerable Countries — Global Issues

Nair, who is the Head of Climate Change in the Economic, Youth, and Sustainable Development Directorate, told IPS in an exclusive interview that to “build resilience and avoid the reversal of development gains due to climate change, climate action must be integrated into development projects so that the funding supports the necessary climate change outcomes.”

The Commonwealth Climate Finance Access Hub (CCFAH) has served as a “catalyst to help vulnerable countries access climate finance to enhance resilience. To date, USD 315.413 million of climate finance mobilised, including USD 8.1 million in co-financing for 79 approved projects (33 adaptation, 10 mitigation, and 36 cross-cutting) in 14 Commonwealth countries.”

Here are excerpts from the interview:

IPS: Please give us an overview of the current climate change policies and strategies the Commonwealth Secretariat implements. How do these policies align with broader national and international climate goals?

Nair: The Climate Change Programme of the Commonwealth Secretariat focuses on strengthening the resilience of Commonwealth small and other vulnerable member countries to the negative impacts of climate change. It provides member countries with measures and support for mitigating and adapting to a changing climate. The programme facilitates the human and institutional capacity development of member countries to access public and private climate funding to meet their Paris Agreement commitments, including the implementation of their Nationally Determined Contributions. The Commonwealth Climate Change Programme advocates for international policies, mechanisms, and rules to be more responsive to the development needs of Small Islands Developing States, and other vulnerable countries. The Programme’s support is delivered through various mechanisms and partnerships, including:

  • Commonwealth Climate Finance Access Hub with a focus on increasing access to climate finance.
  • Commonwealth Call to Action on Living Lands aimed at accelerating climate action around land.
  • Commonwealth NDC Programme focuses on fast-tracking implementation and achievement of climate targets in line with the Paris Agreement.
  • Geospatial Programme targeted at the use of geospatial data and information for climate decisions.
  • Integration of Gender and youth for Climate Action, promoting inclusive climate action
  • Low Carbon & Climate Resilient Health Sector with special focus on Health sector adaptation and mitigation planning

IPS: In what ways does your directorate address the economic impacts of climate change? Are there specific measures to promote sustainable economic development in the face of climate-related challenges?

Nair: One of the major initiatives of the Commonwealth Climate Change Programme is to undertake the Climate Public Expenditure and Institutional Review (CPEIR) to enable the consideration of climate change in the national development planning and budgeting process. This initiative applied the World Bank methodology for undertaking the CPEIR and was based on the data and information provided by the Ministry of Finance.

The CPEIR reviewed the overall climate policy adequacy in the country and analysed the strengths and weaknesses of the institutional set-ups, considering current climate change priorities and future challenges. The process also undertook an analytical review of climate expenditure and showed how the country had been allocating funds from public finance in dealing with the impacts of climate change. Initial results and recommendations were shared in a virtual validation workshop, in which a large set of participants from government institutions, the private sector, and development partners provided input, endorsed the study’s conclusions, and appreciated the recommendations.

IPS: How does your directorate engage with youth in the context of climate change and sustainable development? Are there initiatives to empower youth by advocating for and implementing climate-friendly practises?

Nair: Young people are key stakeholders in climate action, and as future decision-makers, they need to be fully engaged in climate processes, providing their perspectives, innovative ideas, and experiences that can help shape and accelerate climate action.

The integration of youth into climate change initiatives is fundamental to building resilience and developing robust climate mitigation and adaptation proposals.

The Secretariat has mandated advisers operating under the CCFAH to integrate youth considerations across all projects supported in-country to ensure that climate finance delivered in member states takes account of the needs of young people.

IPS: How does your directorate integrate the Sustainable Development Goals (SDGs) into its climate change and economic development initiatives? Can you highlight specific projects or programmes that contribute to multiple SDGs simultaneously?

Nair: While aligning NDCs and SDGs is important, it requires funding. Climate finance plays a crucial role in’ building back better,’ as adequate funding is vital to support climate action, resilience-building, and sustainable development efforts.

Equally, to build resilience and avoid the reversal of development gains due to climate change, climate action must be integrated into development projects so that the funding supports the necessary climate change outcomes. In other words, aligning development and climate finance is essential to maximising impact. Development projects should be able to access climate funding, and climate projects should access development funding.

The Commonwealth Climate Finance Access Hub (CCFAH) is a significant enabler. By deploying Commonwealth national, regional, and thematic climate finance advisers to support governments, the CCFAH serves as a catalyst to help vulnerable countries access climate finance to enhance resilience. To date, US$ 315.413 million of climate finance has been mobilised, including US$ 8.1 million in co-financing for 79 approved projects (33 adaptation, 10 mitigation, and 36 cross-cutting) in 14 Commonwealth countries.

Some CCFAH projects are linked to the Living Lands Charter: A Commonwealth Call to Action on Living Lands (CALL). This initiative supports the alignment of climate action and sustainable development by safeguarding global land resources and taking coordinated action to address climate change, biodiversity loss, and land degradation while promoting sustainable, climate-resilient land management and agriculture.

IPS: What roles do innovation and technology play in your directorate’s approach to achieving sustainable development goals and combating climate change? Are there specific technologies or innovations that have shown promise in your initiatives?

Nair: On the technology front, one of the most important initiatives is an innovative project based on a partnership between Fiji, the Solomon Islands, and Vanuatu and a consortium of international partners working together to support and build climate resilience and enhance decision-making using satellite remote sensing technology.

The Commonwealth Secretariat is the thematic lead on climate finance and provides technical assistance to the three countries in utilising the geospatial-based platforms for enhanced access to climate finance.

The project is designed to enhance capacities, introduce technological advancements (including artificial intelligence-based methods), and provide integrated solutions for decision-making related to Disaster Risk Reduction (DRR), climate resilience, environmental preservation, and food security.

IPS: How does your directorate measure the impact of its programmes and initiatives on climate change, economic development, and youth empowerment? Are there key performance indicators or metrics used to assess progress?

Nair: The programme, based on requirements, appoints external third parties to assess its performance and results through its relevance, effectiveness, efficiency, coherence, and sustainability, per the OECD Development Assistance Committee Guidelines. This is a formative evaluation of the programme, focusing on assessing the initial results, effectiveness of the programme’s processes, and lessons learned. The evaluation is also supported by case studies to illustrate examples of how the programme operates and to identify success factors and lessons learned.

IPS: How does your directorate contribute to building the capacity of individuals and communities to respond to climate change and engage in sustainable development? Are there specific training programmes or educational initiatives?

Nair: The Commonwealth Climate Change programme is focused on building the technical and institutional capacity of small and other vulnerable states to engage and navigate through the complex climate action landscape and to take action to address the long-term impacts of climate change. This is achieved by strengthening the technical and policy infrastructure in the country, thereby improving an enabling environment for attracting technical and financial support by devising long-term climate action plans and pipelining climate finance projects, policies, and institutions.

Under the Commonwealth Climate Finance Access Hub (CCFAH), rather than offering short-term consultation to countries, the project embeds qualified national advisers for a three-year period to support the country in all areas of climate finance. This embeds knowledge transfer formally through workshops, training, and continuous support in priority areas for the government. This generates a critical mass of national government officials and relevant institutions directly responsible for climate action who are capacitated to tackle various aspects of climate finance, including project development, gender mainstreaming, environmental and social governance, policy support, etc. This CCFAH ‘write shop’ approach to capacity building focused on learning by doing has proven to support the sustainability of outcomes. This approach also helps develop a critical mass of officials in government departments responsible for climate action.

IPS: What are your directorate’s major challenges in implementing climate change, economic, and sustainable development initiatives? Are there notable opportunities or innovations that could positively impact your work?

Nair: The Commonwealth Climate Change Programme is facing several challenges in implementing climate change, economic, and sustainable development initiatives. The prominent three are:

Diverse Member States: The Commonwealth comprises countries with diverse economic structures, levels of development, and vulnerabilities to climate change. Tailoring initiatives to suit each member state’s specific needs and capacities is a complex task, requiring flexibility and inclusivity in programme design and implementation.

Limited Resources: Resource constraints hinder the ability of the programme to invest in comprehensive climate change and sustainable development initiatives. Mobilising adequate financial resources to support these programmes, especially for smaller and less economically developed nations, is a persistent challenge.

Capacity Building: Enhancing the capacity of member states to plan, implement, and monitor climate change initiatives is crucial. Many countries within the Commonwealth lack the technical expertise and institutional capacity needed to carry out these programmes, necessitating targeted capacity-building efforts.

IPS: How does your directorate collaborate on climate change and sustainable development issues with international organisations and other countries? Are there ongoing partnerships that have been particularly fruitful?

Nair: The Commonwealth Climate Change Programme actively collaborates with international organisations and other countries to address pressing climate challenges. Through diplomatic channels and multilateral forums, the programme fosters partnerships that transcend borders, facilitating the exchange of knowledge, expertise, and best practises in the realms of climate change and sustainable development. This collaboration involves joint technical initiatives, capacity-building programmes, and sharing best practises aimed at inclusive climate change adaptation and mitigation strategies in line with national sustainability practises. By participating in international dialogues and contributing to global initiatives, the programme strives to create a cohesive and coordinated approach to tackle the complex and interconnected issues of climate change and sustainable development, recognising that only through unified efforts can we effectively address the shared challenges facing our planet.

Kashmir’s Apple Industry Faces Dire Threats as Climate Change Takes its Toll — Global Issues

However, this year paints a grim picture for the apple industry. Drastic fluctuations in weather patterns, including unseasonal rainfall and unexpected temperature surges, have left apple farmers in a state of deep concern and distress.

In the southern region of Shopian, renowned for its high-quality apple exports, farmers lament the sharp decline in production, considering this trend as a severe threat to their livelihoods.

Perturbed Orchardists

Abdul Karim Mir is one such farmer from the area. His apple orchard is spread over three acres. This year, his produce dipped drastically due to the late arrival of summer and a sudden increase in temperatures when autumn was nearing. “There are scores of apple growers like me who used to be excited about the harvest as it would provide us with immense profits and wider appreciation. The Kashmiri apples are world-famous. There are few pesticides and chemical sprays used for their growth. They are extremely delicious and nutritious. But now, the tale seems different,” Mir told IPS.

He says last year, his orchard produced more than 500 boxes of apples. However, this year, says Mir, the count is not more than 300.

“This is because the bloom at the onset of spring didn’t happen on time. The temperatures were not more than 10 degrees when they should have been more than 20. And at the end of the summer, which is the month of August and September, the temperatures surged suddenly. This had a direct impact on the crop. The productivity plummeted, and so did our hopes of a profitable harvest,” Mir said.

Ghulam Rasool Bhat, another apple farmer from central Kashmir’s Ganderbal, says the situation for the apple growers due to climate change in Kashmir is becoming dismal.

“I estimate around 50 percent of loss this year. Even when we are plucking the fruit from the trees, the loss is of such a magnitude. Now imagine, when we load them in trucks for export, how much more produce will be lost during the transition period,” Bhat said.

He adds that though the government has launched a few schemes for apple growers that include subsidized fertilizers and facilitation of storage, climate change is leaving production in tatters.

Bhat says the cold wave grips Kashmir valley in the months of May and June; otherwise, the summer months when fruits normally grow in the region are fine. “Then, in the first week of September, Kashmir recorded the hottest day of summer. The temperatures were recorded at 34.2°C. Such scorching heat was last recorded 53 years ago. This is unprecedented. It damaged the apple crop beyond repair,” he added.

Horticulture is considered the backbone of Kashmir’s economy, and there are an estimated 144,825 hectares of land dedicated to apple-growing in the region. The industry annually produces 1.7 million tons of apples, and their exports have been valued at INR 6000 crore (USD 826,860,000).

Heat Wave Wreaks Havoc

Apart from India, the relentless grip of global heat waves has unleashed a series of environmental crises across the globe. Canada and Hawaii have experienced intensified wildfires, while South America, Japan, Europe, and the United States have been subjected to extreme heat waves.

According to the American space agency NASA, our planet has witnessed the hottest June to August period on record this year. It marked the hottest summer ever recorded in the Northern Hemisphere, contrasting with the warmest winter in the Southern Hemisphere.

NASA’s data reveals that the months of June, July, and August were a staggering 0.23 degrees Celsius warmer than any previous summer in their records and a scorching 1.2 degrees Celsius warmer than the average summer temperatures observed between 1951 and 1980.

These alarming trends have been attributed to the emission of greenhouse gases, which stand as a significant driver behind climate change and the global warming phenomenon responsible for the extreme conditions we witnessed during this sweltering summer.

In the year 2016, India’s northern state of Rajasthan experienced an unprecedented heatwave, with temperatures soaring to a staggering 51 degrees Celsius in the scorching month of May, breaking all previous records. Tragically, this extreme heatwave claimed the lives of an estimated 1,000 people in the state due to dehydration and hyperthermia. In the same year, the southern states of India also withstood the worst of the relentless heatwave, resulting in the tragic loss of 800 lives.

At the UN Climate Change Conference (COP24) in December 2015, a report from the World Health Organization (WHO) emphasized the urgent need for India to address climate change. The report highlighted that both India and China stand to gain substantial health benefits from tackling climate change, with potential gains estimated at a remarkable USD3.28-8.4 trillion for India alone.

Furthermore, the report revealed that the value of health improvements resulting from climate action would be twice the cost of global mitigation policies. This benefit-to-cost ratio is even more favorable for countries like China and India.

Government data indicates that the persistent drought and rising temperatures have adversely affected more than 330 million people in India. Research conducted by the Joint Global Change Research Institute and Battelle Memorial Institute, Pacific Northwest Division, underscores that climate change will disproportionately impact the country’s marginalized communities. These communities, often lacking financial resources and adequate education, rely on agriculture for their sustenance and livelihood. Under the looming threat of climate change, their options are severely limited, leading to increased vulnerability.

The research also warns that in a country prone to natural disasters, the well-being of those affected, particularly those with limited means to recover, will become a significant factor under climate change. This could potentially lead to political instability, strain public budgets, and foster social unrest.

Wrecked by Climate Change, Farmers in Kashmir Shift to Lavender Cultivation — Global Issues

Smiles grace the faces of these hardworking individuals as the harvest season draws near.

However, this hasn’t always been the case. The farmers in this village were deeply troubled by the significant shifts in weather patterns. Unseasonal rains, prolonged heat waves, and severe water scarcity have become constant sources of concern for them.

Kashmir Valley – a northern Indian state bordering Pakistan – has agriculture as its primary source of livelihood. Farmers comprise 80 percent of the state’s population, and agriculture and horticulture are the backbone of the state’s economy. The unique climate in the foothills of the Himalayas allows for the growing of exotic fruits and vegetables not usually found in India.

According to government records, an estimated 60 percent of Kashmir’s agriculture is dependent on rainwater for irrigation. However, during the past few years, Kashmir Valley has witnessed the worst-ever dry seasons. Meteorological Department shows that instead of an average of 622 mm of snow, the mountain ranges in Valley during the past three years witnessed a mere 172 mm – indicating a problematic change in the weather pattern. This has directly affected the region’s agriculture sector, with farmers incurring devastating losses.

Mohammad Subhan Dar is one such farmer who, in 2018, decided to abandon farming forever.

“My huge chunk of land gave me no income. It was like working round the year and getting nothing in the end. While we sowed the paddies, hoping for profitable yields, the dry weather would leave us wrecked. We would not be able even to get basic costs mitigated, let alone earn anything out of it,” Dar told IPS.

Around this time, the government’s Department of Agriculture asked farmers if they could switch to alternate farming methods that could provide them profitable harvests owing to indications of climate change in the region. Lavender farming was provided as a viable alternative.

Lavender is a valuable source for extracting essential oils, which finds its way into creating various products, including soap, cosmetics, fragrances, air fresheners, and medicinal items. Notably, lavender plants are not particularly water-thirsty and tend to resist pests and other crop-damaging creatures. A single lavender plant can start being harvested after just two years from planting, continues to bloom for up to fifteen years, and demands minimal maintenance.

Lavender farming was initiated as part of the ‘Aroma Mission,’ a collaborative effort between the Council of Scientific and Industrial Research and the Indian Institute of Integrative Medicine under the Ministry of Science and Technology.

Following the successful completion of Phase I, CSIR has embarked on Phase II, a larger endeavour that aims to involve more than 45,000 skilled individuals and benefit over 75,000 families. According to officials, the climate in Jammu and Kashmir is exceptionally well-suited for lavender cultivation, given its ability to thrive in cold temperatures and moderate summer conditions.

The Kashmir region within the Union Territory of Jammu and Kashmir is widely recognized as a significant centre for medicinal plants. Lavender holds excellent promise as a therapeutic and aromatic herb that can positively impact India’s economic and healthcare prospects. The lavender produced in Kashmir has garnered attention from both domestic and international markets. Research findings have indicated that lavender farming can be lucrative for farmers, provided there is sustained demand and well-organized farmer activities.

Dar says he had a chunk of land adjacent to his paddy field, and other villagers had pockets of cultivable lands there.

“We joined hands, got training from the government, and began the cultivation of lavender. It needs meagre care, and climate change doesn’t affect its production in any manner. It was a win-win situation for us. The hopes were high from the very beginning. As we slowly ventured into it, we found its importance,” Dar says.

Another farmer, Imtiyaz Ahmad, says the profit from Lavender farming is far greater than rice cultivation and that the farmers are a little worried about losses if the weather remains bad.

“There is nothing like dry weather or heavy rainfalls here that could affect the lavender cultivation. The research done at the government level has revealed how suitable this place is for lavender crops. Farmers in large numbers are switching to lavender cultivation and abandoning the traditional methods that used to provide them nothing except anxiety and losses,” Ahmad said.

Farmers claim that selling at least one litre of its oil fetches them Rs 30,000 (500 USD). The farmers say that lavender grown over one hectare of land gives them a minimum of 50 litres of lavender oil.

As per the government estimates, over 1,000 farming families are currently engaged in lavender cultivation across more than 200 acres in various regions of Jammu and Kashmir. Each of these farmers has provided employment opportunities to at least five additional individuals, resulting in the mission already benefiting over 6,000 families.

“Farmers in the districts of Anantnag, Pulwama, Budgam, Ganderbal, and Kupwara have begun to shift away from traditional crops and are increasingly embracing lavender cultivation,” a senior government official told IPS.

Dar believes that it has secured his future.

“It proved to be the best alternative to traditional farming in times of the drastic changes occurring at a frantic pace in Kashmir.”

Livestock Farming Brings Economic Relief Post-COVID — Global Issues

Devi says that after the COVID-19 lockdown in India in the year 2020, the family income drastically plummeted. As most of the factories were shut for months, the workers, including Devi’s husband, were jobless. Even after the lockdown ended and workers were called back to the factories, the wages witnessed a dip.

“Earlier my husband would earn no less than Rs 10 000 a month (125 USD), and after the lockdown, it wasn’t more than a mere 6 000 rupees (70 USD). My children and I would suffer for the want of basic needs like medicine and clothing, but at the same time, I was considerate of the situation and helplessness of my husband,” Devi told IPS.

However, there were few alternatives available at home that could have mitigated Devi’s predicament. With the small area of ancestral land used for cultivation, the change in weather patterns caused her family and several households in the village to reap losses.

However, in 2021, a non-government organization visited the hamlet to assess the situation in the post-COVID scenario. The villagers told the team about how most of the men in the village go out to cities and towns in search of livelihood and work as labourers in factories and that their wages have come down due to economic distress in the country.

After hectic deliberations, about ten self-help groups of women were created. They trained in livestock farming and how this venture could be turned into a profitable business.

The women were initially reluctant because they were unaware of how to make livestock farming profitable. They would ask the members of the charitable organisation questions like, “What if it fails to yield desired results? What if some terrible disease affects the animals, and what if the livestock wouldn’t generate any income for them?”

Wilson Kandulna, who was the senior member of the team, told IPS that experts were called in to train the women about cattle rearing and how timely vaccinations, proper feed, and care could make livestock farming profitable and mitigate their basic living costs. “At first, we provided ten goat kids to each women’s group and made them aware of the dos and don’ts of this kind of farming. They were quick to learn and grasped easily whatever was taught to them,” Wilson said.

He added that these women were living in economic distress due to the limited income of their husbands and were desperately anxious about the scarcity of proper education for children and other daily needs.

Devi says that as soon as she got the goat kids, she acquired basic training in feeding them properly and taking them for vaccinations to the nearby government veterinary hospital.

“Two years have passed, and now we have hundreds of goats as they reproduce quickly, and we are now able to earn a good income. During the first few months, there were issues like feeding problems, proper shelter during monsoons and summers, and how and when we should take them out for grazing. As time passed and we learned the skills, we have become very trained goat rearers,” Devi said.

Renuka, another woman in the self-help group, told IPS that for the past year, they have been continuously getting demands for goat milk from the main towns. “People know about the health benefits of goat milk. They know it is organic without any preservatives, and that is the reason we have a very high demand for it. We sell it at a good price, and at times, demand surpasses the supply,” Renuka said.

For Devi, livestock farming has been no less than a blessing. She says she earns more than five thousand rupees a month (about 60 USD) and has been able to cover daily household expenses all by herself. “I no longer rely on my husband for household expenses. I take care of it all by myself. My husband, too, is relieved, and things are getting back on track,” Devi said, smiling.

Kalpana, a 32-year-old member of the group, says the goats have increased in number, and last year, several of them were sold in the market at a good price.

“The profits were shared by the group members. Earlier, women in this village were entirely dependent on their husbands for covering their basic expenses. Now, they are economically self-reliant. They take good care of the house and of themselves,” Kalpana told IPS News.

After being discharged, Devi’s main worry was to get safe drinking water for her ailing daughter.

She was advised not to consume water from village wells or untested sources like river streams or springs.

Hailing from Champad, a tribal village in India’s Jharkhand state, Devi works as a daily wage labourer alongside her husband. With a limited income, Devi couldn’t afford packaged drinking water for her daughter.

She then decided to boil the water using firewood to make it safe to drink. But to get the firewood, she had to trek the treacherous terrains of the nearby forests – a long, difficult work and the fear of wild animals loomed.

It was not Devi alone impacted by contaminated water, it was making many people in her village ill, and there was nothing the inhabitants could do about it.

According to government records, 80% of India’s rural drinking water comes from underground sources. One-third of India’s 600 districts do not have safe drinking water because fluoride, iron, salinity, and arsenic concentrations exceed tolerance levels. India’s water quality is poor, ranking at 120 of 122 nations.

Experts believe that the source of these heavy metals is industrial waste being dumped untreated into water systems and nitrates which surface due to excessive and prolonged use of fertilizers. The government estimates that every year, over one lakh (100,000) people die of waterborne diseases in the country.

Champad, a village inhabited by a tribal community, has 105 households per the 2011 census. Until 2022, the community depended on only two tube wells as their source of drinking water. However, these tube wells often experienced malfunctions, leaving the villagers with no choice but to fetch water from a nearby river or pond. Consequently, there has been a rise in waterborne diseases, particularly affecting the health of women and children. The need to travel long distances for safe drinking water has increased women’s workload, increasing their workload.

Perturbed by the threat of waterborne diseases, the village locals congregated earlier this year to try to find a solution. They at first visited the local politicians for help. Then they headed towards government offices. “Nothing happened—absolutely nothing. We were virtually left high and dry. Except for God, no one is there to help us. At times, we were told to wait, and at times, we were told that government funding wasn’t available. But we were slowly dying. Our children are suffering in front of our own eyes,” Ram Singh, a local villager at Champad, told IPS.

Earlier this year, a team from a non-governmental agency working to uplift rural areas in India visited the village to assess the villagers’ hardships.

The agency then mooted the idea of a solar water tower in the village. The villagers were made aware of the process involved in the tower’s construction and that government approval for the facility was needed.

The village representatives were taken on board, and a proposal was submitted to the water department of the district.

“Government liked the idea, and it was readily approved. The entire village worked together to make the project a success story,” says a member of the humanitarian agency who wished to remain anonymous.

The towers were equipped with solar panels, enabling them to operate sustainably and with minimal environmental impact. The selection of sites for the towers was a collaborative effort involving the village communities. The first solar water tower was constructed in February 2023, while work on the other two towers is still ongoing. As a result, 45 families now directly benefit from the convenience of having clean drinking water channelled to their homes through pipelines. The water provided is of good quality and considered safe, in contrast to the open well water that was previously relied upon. This development has significantly alleviated the burden on women, who no longer have to travel long distances to fetch water from various sources.

The impact of this intervention was significant. The community’s health improved, and they were no longer at risk of waterborne illnesses. The women and children, who were often responsible for collecting water from distant sources, could now spend their time on other activities. The community’s overall quality of life improved, and they could focus on their livelihoods and education.

For Simita Devi, the facility is no less than a major solace in her life. She excitedly uses this water for drinking and thanks God for such an endeavour.

“Safe water means life for us. The solar tower has become a messiah for poor villagers like us. We will cherish the moments for life when we find its water coming to our homes,” Devi told IPS.

Massive Fish Mortality Strikes Kashmirs Lake, Threatens Livelihoods — Global Issues

On the morning of May 26, 2023, Dar followed his usual routine, preparing his fishing tools and heading toward the lake. Initially, he noticed a few lifeless fish floating on the lake’s surface, which he considered a common sight. However, as the morning haze lifted, Dar looked at the lake with horror. The lake was filled with thousands of dead fish, resembling dry and withered branches. Dar urgently called out to fellow fishers and showed them the distressing scene.

Soon, hundreds of fishermen and their families gathered along the lake’s shore, witnessing the devastating scale of the fish mortality.

Dar recounted how he began fishing with his father at 14, relying on the lake for his livelihood. He expressed deep anguish at the devastation. Overnight, thousands of fish had perished, dealing a severe blow to his livelihood and that of countless others who depend on fishing and selling fish in the market.

“But I have never ever seen such devastation – it’s like a doomsday. Not hundreds but thousands of fish are dead overnight. This is the heaviest blow to my livelihood, and there are thousands like me whose livelihood is directly dependent upon catching fish and selling them in the market. What will we sell now, and what is there to catch?” Dar lamented.

The Hanjis community has lived around Dal Lake for centuries, and its main occupation is fishing. They are considered the poorest community in the valley – and they only own a few belongings and live a simple life. Because of their reliance on fishing since ancient times, the community, estimated at about 40 000 people, is more vulnerable than the others in Kashmir’s local populace.

In Srinagar, Jammu, and Kashmir, Dal Lake is a famous and iconic body of water with enormous cultural and ecological value. It is frequently referred to as Kashmir’s “jewel.”

The formation of Dal Lake is believed to have been caused as a result of tectonic action and glacial processes. It is surrounded by magnificent mountains and has a surface area of around 18 square kilometers.

The mass fish deaths widespread panic among the locals and particularly those families whose livelihood is directly dependent on the lake.

The region’s government said its scientific wing had made an initial examination to ascertain the cause of fish mortality and said the deaths were caused due to “thermal stratification”– a change in the temperature at different depths of the lake.

Bashir Ahmad Bhat, the most senior officer of Kashmir’s Lakes and Conservation Management Authority, told IPS that the samples had been collected more analysis is ongoing.

“Although we have collected samples for a thorough analysis, the fish (seemed to have) died as a result of heat stratification, a common occurrence. There is no need to be alarmed; fish as little as two to three inches have perished. We have collected samples of the dead fish in the research lab of our department to find out the precise reason why the fish in the lake died; we are awaiting the official results,” Bhat said.

However, for experts and research scholars, fish mortality in the water body could be a prelude to more troubled times ahead.

Zahid Ahmad Qazi, a research scholar, told IPS that the spike in pollution level is severely affecting the lake’s biodiversity and is causing huge stress to the lake’s fish fauna. He says the unchecked construction around the lake and liquid and solid wastes going into the lake’s water has begun to show drastic impacts.

A research paper published by the Indian Journal of Extension Education in 2022 highlighted the same fact.

“Over the years, the water quality of Dal Lake has deteriorated, causing adverse impacts on its fish fauna. The endemic Schizothorax fish populations have declined considerably owing to the pollution and introduction of exotics. At the same time, the total fish production of the lake has not increased much over the last few decades. The lack of proper governance, policy regulations, and coordination between government agencies and fishers adds more negative impact to this,” the research paper concluded.

The Department of Lakes and Waterways Development Authority, tasked with the protection of the lakes in Kashmir, indicated there were various plans underway to save the Dal Lake and its biodiversity. The department, according to its officials, is uprooting water lilies with traditional methods and weeding the lake using the latest machinery so that the surface is freed from weeds and its fish production increases.

However, in 2018 research done by Humaira Qadri and A. R. Yousuf from the Department of Environmental Science, University of Kashmir, the government, despite spending USD 3 million on the conservation of the lake so far, there has been no visible improvement in its condition. “A lack of proper management and restoration plan and the incidence of engineered but ecologically unsound management practices have led to a failure in the conservation efforts,” reveals the research.

It concluded that conservation efforts have proved to be a failure. It adds that the apathy of the managing authorities has resulted in the deterioration of the lake.

“There is a need to formulate a proper ecologically sound management plan for the lake encompassing all the environmental components of the lake ecosystem and thus help to conserve the lake in a real ecological sense,” the research stated.

Indian Christians Seek Equal Rights for Dalit Converts — Global Issues

Her husband, Subhash Kumar, sells the handmade brooms she makes from trees in the open market to earn a living. Living in makeshift hutments, Kumari’s family’s meagre income makes it difficult to make ends meet.

In the original Hindu social structure, the Dalits had the lowest social standing, and they continue to be regarded as being so impure in the majority of the states that caste Hindus view their presence as contaminating. Many Hindus consider their vocations debasing, such as dealing with leather, night soil, and other filthy work, which accounts for their unclean status in society.

Kumari has two children who study in a nearby government school, and she wants them to receive an education and eventually earn a good living. However, Kumari says that society and the government leave her family in dire straits because of their Christian faith. She believes that Dalits who practice other religions receive government grants, health and education benefits, and reservations in government jobs, but as Christians, they are overlooked.

Despite being economically disadvantaged, Kumari’s family does not qualify for government schemes. Her husband, Subhash Kumar, says that they earn no more than 5000 rupees (USD 80) a month and providing their children with a good education is challenging without government support. Dalit Christians are discriminated against and denied benefits solely because of their faith, adding to their struggles.

Background of Discrimination

After India gained independence from British rule in 1947, the government introduced significant initiatives to uplift the lower castes. These initiatives included reserving seats in various legislatures, government jobs, and enrolment in higher education institutions. The reservation system was implemented to address the historic oppression, inequality, and discrimination experienced by these communities and to provide them with representation. The aim was to fulfil the promise of equality enshrined in the country’s constitution.

On August 11, 1950, the President of India issued the Constitution (Scheduled Castes Order, which provided members of Scheduled Castes with various rights as outlined in Article 341(1) of the Indian Constitution. However, the third paragraph of the order stated that “no person who professes a religion different from Hinduism shall be deemed to be a member of a Scheduled Caste”.

In 1956, Dalit Sikhs demanded inclusion in the Constitution (Scheduled Castes) Order, 1950 and were successful in getting listed in the Presidential SC/ST Order, 1950, through an amendment to Para 3 of Article 341. Dalit Buddhists were also included through an amendment to Para 3 of Article 341 in 1990.

Christians and Muslims of Dalit origin now demand that they get social welfare benefits meant to uplift Dalit people. Both communities have been denied these benefits since 1950 because the government says their religions do not follow the ancient Hindu-caste system.

Legal angles

Nearly 14 Christian organisations in India have filed petitions in the country’s Supreme Court requesting reservations in education and employment for the 20 million Dalit Christians, who account for 75 percent of the total Christian population in India. In India, people are segregated into various castes based on birth, and 80% of the population is Hindu. Although parliament outlawed the practice of untouchability in 1955, India’s lower castes, particularly Dalits, continue to face social discrimination and exclusion.

In April this year, the Supreme Court of India requested that the federal government take a stance on granting reservation benefits in government jobs and educational institutions to Christian converts among the Dalits. The court is scheduled to hear the petition and decide on the status of Dalit Christians.

The Indian government had formed a committee to investigate the possibility of granting Scheduled Caste status to those who had converted to other religions but claimed to have belonged to the community historically. This was the second panel set up by the government after it rejected the recommendations of the first commission, which had recommended including them.

According to Tehmina Arora, a prominent Christian activist and advocate in India, it goes against the core secular values of the country to deny rights to individuals solely based on their religious beliefs. Arora emphasised that even if individuals convert to Christianity or Islam, they continue to live in the same communities that treat them as untouchables, and their circumstances do not change. Therefore, she believes people should not be denied the benefits they previously had due to their faith.

God is Our Hope

Renuka Kumari shares that she prays for her children’s success every day, hoping that God will help them excel in life. She laments that their entitlements are denied solely because they chose Christianity as their faith. She finds it ironic that they are denied government grants for this reason, causing them to live miserable lives and struggle every day to provide their children with education and a better future. Kumari’s two children, Virander and Prerna, are currently in the second and seventh grades. Sujata aspires to become a teacher one day and is passionate about mathematics. She dreams of teaching at her school, just like her favourite teacher, and is particularly fond of algebra.

How Innovative Farming Rescues Crises-Stricken Farmers in This Indian Village — Global Issues

Sugarcane and rice crops have died, causing considerable losses to the already perturbed farming community.

As per the government reports, climate change is affecting Karnataka’s water cycle and rainfall patterns, resulting in heavy rainfall and flooding in some areas and drought in others. Extreme weather events have been more frequent and intense in Karnataka over the past few years. The average annual rainfall in the state is 1,153 mm, with 74 percent falling during the Southwest monsoon, 16 percent during the Northeast monsoon, and 10 per cent during the pre-monsoon.

Between 2001 and 2020, the state was hit by a 15-year drought of variable intensity. Some areas have been drought-stricken for more than five years in a row. In addition to 2005, 2009, 2018, 2019, 2020, and 2021, Karnataka witnessed severe floods in 2005, 2009, 2018, 2019, 2020, and 2021. Flooding and landslides have been a problem for the fourth year since 2018. Flooding and landslides have become the new normal during the monsoon seasons in the southwest and northeast, which were previously the most vulnerable to drought, reflecting the impact of shifting climatological circumstances.

Farmers are concerned about the looming climate change menace.

A year ago, Kondaji Reddy deemed farming an “absolutely unfit” profession for survival.

“For months together, I toiled hard in the field growing sugar cane and rice. However, the late arrival of monsoons devastated everything. The hard work didn’t yield any outcome, and my family was on the verge of starvation,” Kondaji told IPS.

He added that for months together, his family survived on the little savings it had made over the years.

“Then I thought I should quit farming forever and go to the city and work as a laborer. At least my family wouldn’t starve,” lamented the farmer.

Another farmer, M. Rachappa, shared a similar predicament. He says he extensively used chemical fertilizers, hoping to improve his harvest.

“However, things didn’t turn out the way I had hoped. The land turned barren… The crops I had sowed for months were destroyed. All I could stare at was the dead leaves and the barren soil,” says Rachappa.

The farmer adds that he was on the brink of selling his ancestral land—spread across three acres—and buying some grocery stores in the town. “I had lost all hope in farming. I had cultivated a firm belief in my mind that farming would no longer provide me with a decent living. But at the same time, I was ridiculing myself for planning to sell the land where my forefathers have toiled for decades together.”

To end the crisis, the farmers of this small hamlet recently developed a unique strategy. They are adopting techniques that could help them deal with the climate change crises.

Multi-cropping is one method that these otherwise crisis-stricken farmers are now relying upon. It is a common land management method that aims to increase agricultural production while diversifying the crop mix for economic and environmental reasons. It lowers the cost of inputs, irrigation, and labor, among other things.

Umesh Kalolli, a farmer leading the practice and imparting the training of this technique to other farmers in the village, says he got to know about this farming method from a research institute.

“I was uncertain about my future due to frequent losses. I was about to shun farming forever, but a friend of mine encouraged me to seek help from the experts. He took me to an agricultural university, where I shared my predicament with the researchers. For about three weeks, I was trained for multi-crop farming. Upon my return to my village, I began encouraging other farmers to use this farming method,” Kalolli said.

He adds that besides multi-cropping, the farmers were encouraged to do away with using chemical fertilizers. Instead, they are asked to adopt an organic farming method that not only makes the produce profitable but also of high quality.

“There is a dire need to revolutionize farming practices with a natural system. This is going to be the greatest service for humankind. We need to focus on marginal and downtrodden farmers so that they can be empowered, and this way, we are going to build a prosperous world for ourselves and our future generations,” Kalolli added.

Rachappa, the farmer, says that soon after acquiring the training, he began adopting the multi-crop method on his land. He began cultivating various vegetables, fruits, sugarcane, and rice paddies at the same time. This, he says, not only saved him time, but it also didn’t need extensive irrigation facilities.

“I then subtly moved to the organic method of farming. I stopped the use of chemical fertilizers in the field. I got the cow dung from the livestock I had in my home. Today, I earn more than fifty thousand rupees (700 US dollars) every month. I did not even think once about selling off my land. I am content with the profit it is producing for me now,” M. Rachappa said.

Kondaji was also trained to grow organic vegetables and produce manure.

“My fellow farmers even helped me dig the pit in the backyard for the manure to decompose. It is a natural fertilizer. The vegetables I produce now require the least amount of water, so the late arrival of monsoons no longer bothers me. My produce is sold at higher prices because it is organic,” Reddy says with a smile.

Indian Village Unlocks Treasure of Organic, Indigenous Farming — Global Issues

Two years ago, the scenario in the village was completely different. The farmers were perturbed by sudden market inflation—a price hike on seeds, fertilisers, and saplings. On top of that, they were worried about climate change and the damage that occurs with the changes in weather patterns—late monsoons, unseasonal rains, and extreme heat waves.

The state of West Bengal is located in the eastern region of India along the Bay of Bengal. It was in this Indian state that Britain’s East India Company started doing business before it went on to rule almost the entire South Asia.

West Bengal is primarily an agricultural state. Despite covering only 2.7% of India’s geographical territory, it is home to approximately 8% of its 1.3 billion population. There are 7,1 million farming families, with 96% being small and marginal farmers in West Bengal. The average land holding is only 0.77 hectares. The state has a broad set of natural resources and agro-climatic conditions that allow for the production of a wide range of crops.

However, over the past few years, farmers here have been reeling in distress.  According to recent research conducted to determine the intensity of the agrarian crisis in the region, agricultural produce returns for farmers were meagre.

The main reasons for low agricultural returns were a flawed marketing system; low agricultural product prices; price fluctuations of farm products; and crop loss due to disease, flooding, and heavy rains.

Jayanta Sahu, a farmer from Jhargram village, recalls how the drastic price rise of seeds and saplings put farmers like him in dire straits.

“We belong to the village, which is far away from the city. It takes hours of bus rides to reach the markets. Hardly a bus drones through this place. This was why we used to rely mostly on the middleman to supply seeds, fertilisers, and related entities required for farming. They used to take their commission from the supplies, and we were left with extremely high-priced material,” Sahu told IPS.

He adds that several issues have afflicted the farming sector in the past, including loss of agricultural land, a shortage of local seeds and seedlings, irrigation, and a lack of agricultural infrastructure, manures, fertiliser, and biocides.

But above all, said Sahu, the plummeting income from farming left them feeling “wretched” in more ways than one.

“We couldn’t even cover the basic expenses of our family through the meagre income from agriculture. Our finances were strained by inflation and climate change. We were really helpless before such a tumultuous situation,” Sahu said.

Another farmer, namely Mongal Dash, recalls how he was about to bid adieu to farming forever and instead do menial jobs like working as a daily wage labourer in the main town. “We were fighting a battle on multiple fronts—the low yields of our crops, the high cost of fertilisers and seeds, and climate change. The middlemen who used to supply us with the seeds raised the basic cost four to five times. We had no option left but to buy from them. The degraded quality of these seeds would result in low yields and, ultimately, low incomes,” Dash told IPS.

Witnessing insurmountable predicaments coming from all sides, the farmers last year sat together to decide a future course of action. It was like either they would perish or prosper. After hours of deliberations, they identified the key issues concerning them and how they should address them as a priority. One of the major hurdles was the involvement of middlemen or commission agents in procuring seeds. Another hurdle was the long distance to the city, which made it difficult to procure seeds and fertilisers for themselves.

At this time, they deliberated over a strategy to produce their own seeds and saplings that they could grow and make profitable yields.

The village, with more than 250 households, identified six veteran and experienced farmers who were tasked with producing their indigenous seeds and saplings. These farmers were trained in seed preservation, seed bed making, organic manure preparation, and pest control.

About an acre of land was identified. Seedbeds for Tamara, cabbage, cauliflower, and chilli, with an estimated 9000 saplings, were prepared there. The farmers resolved that no chemical fertilisers or pesticides would be used on seedlings or seed beds—everything was grown organically.

The saplings were distributed at a low cost to the farmers in the village based on their needs.

Now, when more than a year has passed, the endeavour these otherwise crisis-stricken farmers have made is beginning to yield the desired results.

“We are no longer dependent on the outside market for seed procurement. We do not use chemical fertilisers, nor are we importing any degraded saplings from outside. Our village is becoming self-reliant in this regard, and we are very proud of this,” says a local farmer Shyam Bisui.

The farmers, who otherwise had to invest about one-third of their yearly earnings on purchasing inorganic seeds and chemical fertilisers, now save most of their money because organic manures are used. Seeds are prepared in the village.

“The yields are subtly growing, and so are our hopes of good living. We are sure our earnest efforts will bring us prosperity, and we will never perish,” the farmer said.

Hard Hit By Climate Change, Villagers Raise a Forest on Their Own — Global Issues

In 2013, this farmer had sowed a ginger crop on his half-acre land and was hoping for a profitable yield. However, providence had willed otherwise. In September that year, unseasonal rains wreaked havoc on Sheemanto’s village, destroying his crops beyond repair.

“We had not anticipated this. We were praying to God to grant us a good yield. But the rains destroyed everything – our hopes and our livelihood,” says Chatri.

Another farmer, only identified as Marwin, shares a similar predicament. He said that he had grown potatoes on his farm and was planning to sell them in the open market to settle a loan from the bank. However, says Marwin, the drastic change in the weather pattern affected farmers the most in the village.

“At times, it is draught and at times unexpected heavy rains. All this is unprecedented to the core. It affected our livelihood and would hit our families hard,” says Marwin.

He added that the entire village had been incurring losses in farming due to such an unprecedented situation, putting people in dire straits in more ways than one.

“We had absolutely no clue why this was happening. We even performed congregational puja (prayers) and offered sacrifices to our Gods, but nothing happened,” Marwin said.

According to another farmer, Arup Chater, a team of local NGOs with researchers came to the village in November 2014 and assessed the crop losses.  The team also studied the pattern of the weather changes in the area and said they believed deforestation was responsible for the situation.

After the team visit, the villagers – men and women, young and old congregated at an open ground to discuss the remedial measures. They realized how the ruthless chopping of trees from the nearby forests had affected their livelihoods.

“At the onset, we didn’t understand that any such thing would happen to us if we allowed the axing of trees from the nearby woods. Now we understood that nature works in unison, and it was now affecting our lives so drastically,” Chater told IPS.

At this moment, the inhabitants of this village decided to grow a forest.

The village head made a general announcement asking the households in the village to provide saplings so they could be planted in the community forests.

“A kind of roster was devised that divided works amongst the villagers. Every day, duties were distributed among the households for toiling in the woods, tendering it with natural fertilizers, irrigating the saplings, and taking care of the newly sown plants. Three labor groups were created – each given a task of their own: “longkpa” (men), “longkmie” (women), and “samla” (youths),” says Mattheus Maring, the headman of the village.

He adds that at present, there are more than 4000 saplings that are growing.

“This forest was our only hope of not witnessing the impact of climate change. This has grown into a full forest,” Maring told IPS. “There is the chirping of birds and the sounds of leaves everywhere. Gradually, the climatic conditions and water scarcity have subtly begun to improve.”

He says he believes that this forest building has made nature “kind.”

“For the last couple of years, farmers haven’t complained about losses. They get adequate rains on time and water supplies too. The economic conditions of our village also have begun to improve,” says Maring.

He adds that a regular water supply was created by planting 2,000 each of the Michalia champaca (Diengrai), Duabanga grandiflora (Dieng Mului), and 250 Drimy carpus (Dieng Sali) seedlings.

To enhance the water source coming from the roots of the trees, there was significant participation from the “longkpa” (men), “longkmie” (women), and “samla” throughout the day. To prevent wildfires, they make sure to clear and clean it. This activity aims to preserve the water supply for future generations while transforming it into a Nutri Garden by growing traditional veggies or wild delicacies.

Due to climate change, groundwater supplies, rivers, dams, streams, and others are all under stress. In India, rain-fed agriculture occupies 65% of all arable land, highlighting the industry’s vulnerability to water constraints. Since less groundwater is being used for agriculture due to depletion levels, several states of the country are already experiencing water shortages.

Recent studies have demonstrated that climate change-induced global warming enhances the monsoon’s oscillations, causing both brief bursts of intense rain and protracted dry spells. Since 1902, 2022 has experienced the second-highest number of severe events – a frightening scenario that gave rise to droughts and floods.

In India, as per government data, monsoon rains decreased in frequency but increased in intensity in the second half of the 20th century. These extraordinary shifts are severely impacting India’s hundreds of millions of food producers and consumers, raising questions about food security.

However, the inhabitants of this northeastern village are optimistic that their hard work will yield the results – if not today, then tomorrow for sure. “We will not allow the chopping of the trees as we used to in the past. We will be vigilant now and understand that nature is a two-way street. We have to tender it with care to expect it to care for our lives in return. This community forest will save us for sure and will make our lives, the lives of our children better in more ways than one,” says Maring.
