Its Time to Decide on a Future — Global Issues

The sobering reality is that if we continue on our current trajectory, biodiversity and the services it provides will continue to decline, jeopardizing the achievement of the Sustainable Development Goals and our lives as we know them. The decline in biodiversity is expected to further accelerate unless effective action is taken to address the underlying causes of biodiversity loss. These causes are often justified by societal values, norms and behaviors. Some examples include unsustainable production and consumption patterns, human population dynamics and trends, and technological innovation patterns.

With biodiversity declining faster than any other time in human history, our quality of life, our well-being, and our economies are under threat. Over 44 trillion US dollars of assets globally, or over half of the world’s GDP, is at risk from biodiversity loss (WEF). Our economies are embedded in natural systems and depend considerably on the flow of ecosystem goods and services, such as food, other raw materials, pollination, water filtration, and climate regulation. But we still have a chance. We still have a narrow window in which to transform our relationship with biodiversity and create a healthy, profitable, sustainable future. We can still bend the curve of biodiversity loss and leave future generations with prosperity and hope. We can still move to support ecosystem resilience, human well-being, and global prosperity.

This has deemed this the decisive decade. This is because after this decade, once we move past 2030, the damage done to our planet will be beyond repair. That doesn’t give us much time but it does still give us a chance. This December in Montreal, Canada we will get that chance. It is likely our only chance. I can’t emphasize that enough. This December, the Convention on Biological Diversity (CBD) will bring world leaders together to address the biodiversity crisis at the fifteenth Conference of the Parties (COP 15). Truth be told, the outcome of COP 15 will determine the trajectory of humankind on planet Earth.

The ultimate goal of COP 15 is to emerge with a plan, a roadmap to a sustainable future. We call it the post-2020 global biodiversity framework (GBF). The framework is currently being negotiated by Parties under the Convention on Biological Diversity and represents a historic opportunity to accelerate action on biodiversity at all levels. It aims to build on the outcomes of the Strategic Plan for Biodiversity 2011-2020 and its Aichi Biodiversity Targets and achieve the 2050 vision of living in harmony with nature. The draft framework, if adopted and implemented, will put biodiversity on a path to recovery before the end of this decade.

Why is it critical that the GBF is adopted and implemented? Because 90% of seabirds have plastic in their stomachs (WWF UK). Because we have lost half of the world’s corals and lose forest areas the size of 27 football fields every minute (WWF LPR). Because an estimated 4 billion people rely primarily on natural medicines for their health care and some 70 per cent of drugs used for cancer are natural or are synthetic products inspired by nature (IPBES). Because Ecosystem-based approaches (biodiversity) can provide up to 30% of the climate mitigation needed by 2030. Because monitored wildlife populations, including mammals, birds, amphibians, reptiles and fish, have seen a devastating 69% drop on average since 1970 (WWF LPR). I could go on and on.

Some key targets within the draft framework include:

  • Ensuring that at least 30 per cent globally of land areas and of sea areas are protected.
  • Preventing or reducing the rate of introduction and establishment of invasive alien species by 50%.
  • Reducing nutrients lost to the environment by at least half, pesticides by at least two thirds, and eliminate discharge of plastic waste.
  • Using ecosystem-based approaches to contribute to mitigation and adaptation to climate change and ensuring that all climate efforts avoid negative impacts on biodiversity.
  • Redirecting, repurposing, reforming or eliminating incentives harmful for biodiversity in a just and equitable way, reducing them by at least $500 billion per year.
  • Increasing financial resources from all sources to at least US$ 200 billion per year, including new, additional and effective financial resources, increasing by at least US$ 10 billion per year international financial flows to developing countries.

The post-2020 global biodiversity framework is not just important, it is critical. It will take a whole-of-society and whole-of-government approach and it will take hard work and commitment; but we can do it. We need to act now to bend the curve to halt and reverse biodiversity loss. COP 15 will be a the most crucial and decisive step towards a better and more sustainable future for generations to come. This is our chance. It’s time to decide on a future.

How Digital Can Drive a Green Recovery — Global Issues

This again highlights how societal and planetary imbalances reinforce each other, as well as the need for a truly inclusive and green recovery. One that is foundational for achieving the Sustainable Development Goals (SDGs).

The COVID-19 pandemic demonstrated that digital is no longer optional. Countries with existing digital foundations were much better equipped to respond to citizens’ needs, including through the effective delivery of public services such as healthcare, social security benefits, and remote education. Digital will play a similarly important role in shaping a global green recovery.

Beyond building national socioeconomic resilience, digital transformation is also proving a key enabler in advancing global climate commitments. Countries supported by UNDP are leveraging digital in innovative ways to redouble their efforts to adopt renewable energy, transition to a circular economy, and to protect biodiversity.

Ecuador is building a digital traceability system for monitoring land use change and to track commodities through the supply chain. Papua New Guinea has piloted a mobile phone application to assist law enforcers to quickly record and report environmental harms such as illegal logging and bush fires.

Whether it’s emerging technologies like Artificial Intelligence (AI) or more established digital tools like the mobile phone digital can be a fundamental driver of change. It is reshaping the dynamics between the economy, governments, businesses, and civil society and is an important tool in rebalancing our planetary, societal, and economic priorities.

However, digital is fast becoming the global metric of both inclusion and exclusion. With 37 percent of the world’s population still offline, the digital divide, notably, the lack of accessible broadband, gaps in digital skills, and marginalized groups excluded from technology, has become a key barrier for countries wanting to capitalize on the potential opportunities of the increasingly digital economy.

And digital technologies themselves could constrain a Green Recovery. The industry’s carbon footprint could account for about 14 percent of global emissions by 2040. If digital were a country, it would nearly surpass the US as the second largest contributor to climate change. And this impact may worsen, with emerging technologies also contributing to increased emissions.

Digital and a green recovery

Integrating sustainable development in digital is central to ensuring a green recovery – one that drives inclusive digital access and capacity, promotes openness and open data, and fosters innovations that increase the efficiency of digital technologies and mitigates their environmental footprint.

In this context, the UNDP Global Centre for Technology, Innovation and Sustainable Development organized its flagship event ‘Digital for a Green Recovery’ on the sidelines of the World Cities Summit in Singapore. The event highlighted three priorities for an inclusive and green digital transformation.

First, we must put people at the centre of innovation. This includes ensuring the availability of foundational digital infrastructure so that everyone can benefit. We must also ensure that the technical standards and explorations of emerging technologies are ‘human-centred’, founded on the local needs and aspirations of populations, but also ‘environment-centred’.

Second, we need to strengthen collaboration between innovation ecosystems. Innovation doesn’t happen in a vacuum. It requires an enabling ecosystem comprising policies and regulations, investors, incubators and accelerators; and educational institutions. Digital can be a potent enabler for connecting dispersed national and global innovation ecosystems in pursuit of sustainability.

Third, data is the lifeblood of digital transformation and could be an important equalizer for countries in accelerating their efforts towards the Sustainable Development Goals.

However, a number of countries lack even foundational data infrastructure, such as data centres, communication networks, and energy grids. We need to accelerate efforts to build data capacity to ensure that existing digital divides are not widened.

Digital is an indispensable enabler for driving a green and inclusive recovery. But it is truly a ‘whole-of-society’ endeavour.

As a platform to showcase innovation, best practice, and to foster partnerships, the UNDP Global Centre for Technology, Innovation, and Sustainable Development will continue to convene global discussions, support and align innovation ecosystems around the world, and guide governments in leveraging the potential afforded by digital. Through driving the experimentation, adoption, and scaling of digital, we can shape a Green Recovery that works for both people and planet.

How to Get on Track to Eradicate Extreme Poverty — Global Issues

Though we cannot blame the recent crises alone. Even before the crises of the past few years the globe was beginning to realize addressing extreme poverty required new approaches. Economic growth alone remains insufficient and conventional anti-poverty policies and programs were not addressing the root problems affecting the most marginalized.

What can countries do to end the most severe forms of poverty?

While private organizations like BRAC (where I work) have a role to play, it is governments that are best positioned to take the lead tackling extreme poverty at scale. Governments have the mandate, the infrastructure, and the financing to transform the lives of the most vulnerable people.

Governments increasingly recognize a growing body of research which tells us people in extreme poverty face multiple reinforcing barriers – a lack of nutrition, education, and social exclusion which contribute to a deficit of hope and self-confidence. Together, these multiple factors create a poverty trap that is challenging to escape. Addressing only a few of these barriers at a time is insufficient for people out of poverty traps. Many governments have begun to recognize this in the past decade as growth lifted many out of poverty but large pockets of people remained excluded.

Escaping a poverty trap requires a “big push” – a significant transfer of resources and\ support that can address multiple barriers in one go. One “big push” proven to break the poverty trap is referred to as the Graduation approach (though it may be called different things in diverse settings). Graduation is a sequenced set of interventions that address the unique circumstances of poverty within the local context. This approach meets participants’ day-to-day needs, provides training and assets for income generation, financial literacy and savings support, and social empowerment through community engagement and life skills training – all facilitated through coaching that calls for regular interactions with participants.

A period of intense coaching enables participants to build resilience and self-confidence by empowering them to save, diversify their sources of income, access safety nets, and develop coping mechanisms to major shocks and build up self confidence. These combined interventions are delivered in a 2-3 year time bound period, empowering participants to begin an upward trajectory out of extreme poverty and with greater ability to link to wider government support.

Graduation programs are designed to positively impact all household members, but the approach focuses on direct engagement with working age women. These women are disproportionately affected by extreme poverty and most likely to use their greater capacities to reinvest in their households’ development.

At its core, Graduation is about recognizing that when empowered with the right tools and resources, people can be agents of change for themselves, their households, and their communities.

A high return on investment

The Graduation approach is an investment with returns that grow over time. Rigorous evaluations report that four years after participants start, Graduation delivered benefits that began to exceed program costs. Compared to standalone narrower interventions like lump sum cash transfers, after 3 to 4 years after the initial intervention, Graduation programs deliver greater household benefits – including greater consumption, income, and savings. Research from India shows that ten years after starting the program, participants see approximately 400% ROI, and projections suggest this return could reach 1100% over the participant’s lifetime. Since the investment is time limited and may not be repeated its ROI over the longer term can save costs and build resilience.

Many Government are Adopting Graduation

Due to Graduation’s proven impact, many governments are investing in the approach, integrating it into existing programs. It is estimated that more than 15 government programs have developed Graduation approaches across Latin American, Africa, and Asia. Among them include governments in Kenya, the Philippines, and India. These are most often not new standalone programs but integrated within existing Graduation programs, where the Graduation package is particularly emphasized for certain target populations.

In the Philippines, despite the many challenges created by COVID-19 in 2020, participants in the Philippines’ Department of Labor and Employment (DOLE) Graduation program had more resilient livelihoods and better savings and financial management, according to Asian Development Bank (ADB). The Government of the Philippines is now on its second iteration of Graduation integration offered through the Department of Social Welfare and Development with support from ADB and the Australian government.

The Government of Kenya is also investing in Graduation with the Kenya: Social and Economic Inclusion Project (KSEIP) in partnership with Global Development Incubator, BOMA Project, Village Enterprise, the World Bank, and the UK government (FCDO). Following a successful pilot in 2019, KSEIP will transition from a narrower unconditional cash transfer to a fuller package of Graduation.

A Few Leading Governments are Implementing at Scale

Some governments have moved beyond testing to delivering at scale. In the Province of Bihar in India, a large rural development program (called JEEViKA) established a special window for a Graduation program known as Satat Jevvikoparjan Yojana (SJY), which has reached 140,000 households in extreme poverty since 2018. Other Provinces in India may follow suit expanding their own Graduation programs as well. Additionally, countries such as Ethiopia and South Africa are looking to further adapt their already large scale programs with more Graduation elements added that can deliver long term results.

As governments implement scaled programs we have reasons to be confident that these investments will bring durable results. While we must address today’s crises, our work to dramatically reduce and eliminate extreme poverty will not happen with slipshod short-term band-aids. Governments can begin to fully address extreme poverty with smart investments that will over time lead to permanent changes that eliminate extreme poverty.

While governments will lead, they cannot do it alone. The international community, particularly multilateral institutions, can provide the financing required to operate at scale. NGOs and community-based institutions can be partners in last mile delivery assisting the government where needed. Researchers can focus their methods more on how scaled programs operate (rather than on repeat small scale impact evaluations) so that we can make wider decisions on adapting for scale.

It is high time for us to lean on the evidence, evolve programmatically, put government in the lead, and benefit from all the testing and research that has led us to solutions that can work.

Family and Love — Global Issues

At first, I was scared of them because they might attack me, as I had read in news articles. Surprisingly, most of these stray dogs in Thailand seemed friendly. Unfortunately, since they slept on dirty streets and drank sewage water, they contracted various diseases such as rabies, babesiosis, inflammation of the lungs, canine monocytic ehrlichiosis, etc.

As a pet owner, I felt they were not supposed to be on the streets. Imagine, my Woods, a little Bichon Frisé, out on dirty streets bitten by ticks and getting rabies! It just breaks my heart. Every time I look at the stray dogs in Thailand, they look like my Woods. And I wondered, “Where do these stray dogs come from? And why do Thai people leave them on the streets?” Then I had a big awakening and decided I needed to help these stray dogs. This is how I began my public campaign and fundraising for stray dogs.

Before launching my campaign, I wanted to get some facts about health-related issues for stray dogs and found that they also affect Thai people’s welfare. Last year, I read a news article about a 39-year-old woman in Surin, Thailand, who died of rabies after taking care of stray animals.  A study revealed that almost 87.5% of dogs in Thailand have rabies and are not vaccinated against the disease. This was shocking to me, especially because getting a rabies vaccine for the dog is the first thing to do when adopting a dog in Korea, where I grew up. Knowing that humans rarely survive rabies infections, many Thai people are concerned about the stray dogs around them carrying rabies. I decided to organize a campaign to support rabies vaccination for stray dogs in Thailand because rabies affects the welfare of dogs and people.

While organizing the campaign, I found something unique about Thai culture regarding the motivation for raising dogs. Unlike in South Korea, where dogs are treated as life companions for people, Thai people raise dogs to show off their status. As Thai royal families love dogs, many Thai people follow suit. But then, without having enough resources to maintain proper care for their dogs, people abandon these poor creatures onto the streets. And that’s how they end up having so many stray dogs. I realized that without changing Thai people’s minds about dogs, there would be more stray dogs would suffer. My ultimate goal is to spread the message that we have to be responsible for how these dogs become abandoned on the streets, and that, by doing so, we will be able to build a safer community where dogs and humans can happily coexist. The message is clear: Dogs are family. As we need proper health care, they need one too.

So let me talk about my campaign. To spread our message, we designed t-shirts with our slogan, ‘Dogs are Family.’ We also printed out a poster explaining that ‘Dogs’ Lives Matter,’ and that this campaign is for both people and dogs. Thanks to the support from a digital character company, ‘UZZUZZU MY PET’, we could use their characters as a mascot of our campaign.

We also had a very special interview with the founder of the Voice Foundation, Chollada Sirisant. In her interview, she explained that many Thai people are not aware of the money that it takes to keep a dog as a pet. Some people abuse the Buddhist beliefs that value the lives of all animals and abandon dogs at the Buddhist temples.

Even now, there are stray dogs that keep breeding and creating more stray dogs. This is a serious ethical problem, as more and more dogs wander around the streets, where they do not belong, and inevitably become susceptible to rabies. Due to the irresponsible behavior of humans, more dogs are getting in danger, eventually affecting us humans with the fear of rabies.

According to Chollada, adopting stray dogs isn’t always best for them because some of the rescued dogs wish to go back to the street. This means that so long as they get their rabies vaccine and get neutered, Thai people can coexist with stray dogs. Time will play a role in shaping the new ecosystem.  I have seen how animal farms in Korea were reported and brutally criticized on social media, ending the inhumane treatment of dogs in Korea.  I believe there is also hope for a change in Thai culture.

I look forward to seeing changes in how Thai people think of animal rights as more people get motivated and get involved in our actions via social media.

Feeding Children Kills Cafeteria Staff — Global Issues

Did you know that one cafeteria staffer has to provide 150 student servings in a substandard kitchen with poor ventilation systems? That’s why they get lung cancer. While cooking, they inhale gasses, known as cooking fumes or cooking smoke. This substance contains “carbon monoxide, nitrogen dioxide, and several toxic volatile hydrocarbons,” which has caused 3.8 million people to die prematurely from this “indoor air pollution”. So installing a proper ventilation system in a school cafeteria is crucial to protect the kitchen staff.

But why isn’t there a proper ventilation system in the first place?  Initially, South Korea did not have a school cafeteria. All school children brought their lunch boxes from home until 2011. Those who could not afford their lunch box received free lunch from school. But imagine it: Johnny is flashing out his fancy lunch box next to Jane, who is eating free lunch from school. What would Jane feel about this? Well, Korean politicians thought that no child should be left behind in terms of school lunches. So for the sake of equality, the Korean government launched a “Free School Lunch for All” program in 2011. The real problem was that they launched this free lunch program without installing a proper kitchen ventilation system to save on the budget. Basically, for the sake of political populism, they overlooked the serious problems a substandard kitchen environment would bring to the health of school cafeteria workers.

What about other countries that offer free school lunches? In Japan, for example, schools are built with a free school lunch program in mind from the beginning. So proper ventilation systems are built in. And they constantly renovate their school kitchens for the sake of the health of both cafeteria workers and students, which is a stark contrast to Korean schools.

Is there anything I can do as a student?

I strongly believe that spreading the news of the devastating working environment for school cafeteria ladies using social media is a good place to start. So I made a poster and posted it on my Instagram. The result was phenomenal. We got lots of ‘Likes’ and comments from people thanking us for raising awareness of this dire situation in Korean school cafeterias. And we will continue to design new posters and post them on social media. People may wonder what difference a small media post can make. Confucius said, “The man who moves a mountain begins by carrying away small stones.” Our post may be a small stone. But wait until we have a huge collection of posts about this issue. We may move a mountain. You never know.

What else can we do as students? Well, we are writing this opinion editorial to suggest creative solutions which may reach the ears of the policymakers in South Korea. That’s something! For the answer, we thought of using clean and renewable energy: cook with the sun! Have you ever used a solar oven before? Basically, a solar cooker consists of a system of reflectors and a cooking pot. The setup converts the solar energy into heat energy to bake, boil, or steam food. In a solar oven, you can cook anything that you can cook in a conventional electric or gas oven or stove without producing toxic cooking fumes. Well, browning is unlikely in a solar oven due to lower temperatures. On the bright side, this means that we don’t need to worry about our food getting dried out or burned.

Most importantly, no deadly cooking fumes! We may not get crisp French fries or caramelized steaks, but there are huge collections of recipes designed specifically for solar ovens. If we can eliminate the harmful cooking smoke for our cafeteria ladies’ health, we will be happily satisfied with the solar cooker food.

But will it work for a large crowd of people? According to Mason Terry, director of the Oregon Renewable Energy Center, multiple solar ovens were functioning superbly years ago at a refugee camp in Nepal. You may not know this, but Nepal is home to over 40,000 refugees. If it worked for such a large number of hungry people in Nepal, I’m sure that South Korea could find ways to utilize this earth-friendly oven for their students at school. Since the budget was the issue for installing proper ventilation systems in Korean schools, they can save a lot of gas and power bills by using solar ovens. And with that money saved, they can install proper ventilation systems! Again, we ardently hope that this sustainable solution reaches the ears of South Korean policymakers.

Posters on social media and talking about solar ovens. We know. They are small steps. Perhaps too small to change the current Korean cafeterias. Perhaps too weak to save the lives of our cafeteria ladies. But however small and weak these steps may be, the important thing is that we are leaving our footprints on this issue. Wayne Gerad Trotman once said, “We are not helpless. We all can make this world a better place. We can start with small steps, one day at a time.” So take a small step with us today. Tomorrow we will be a step closer to bringing changes to Korean school cafeterias.

A University for the Kurds of Syria — Global Issues

This is the campus of University of Rojava in Qamishli (700 kilometres northeast of Damascus), an institution that opened its doors in October 2016, in the midst of a war that still rages on.

“Lessons in the Kurdish language are one of our hallmarks,” Rohan Mistefa, the former dean, tells IPS from an office on the second floor. Other than the language of instruction, significant differences from other Syrian universities are also visible in the curriculum.

“We got rid of subjects such as Ideology and History of the Baath Party (in power in Damascus since 1963) and replaced it with `Democratic Culture,'” explains this Kurdish woman in her mid-forties. The creation of a Department of Science for Women (Jineoloij, in Kurdish), she adds, has been another milestone.

The University of Rojava hosts around 2,000 students on three campuses. There are, however, two other active universities in Syria’s northeast: Kobani, working since 2017, and Al- Sharq in Raqqa. The latter has been operating since last year in a city that was once the capital of the Islamic State in Syria.

“Unlike the universities of Kobani and Rojava, in Raqqa they study in Arabic because the majority of citizens there are Arabs,” says Mistefa, who is today co-responsible for coordinating between the three institutions.

Mustefa has been closely linked to the institution since its inception. She helped to found the first Kurdish university in Syria in her native district of Afrin in 2015. That pioneering initiative had to close its doors in 2018: territorially disconnected from the rest of the Kurdish Syrian territories, Afrin was taken over by Ankara-backed Islamist militias. It remains under occupation to this day.

“Many people ask us why we open schools and universities in the middle of the war. I always tell them that ours is a culture of building, and not that of destroying our neighbours and their allies”, says the Kurdish woman.

The Kurds call “Rojava” (“west”) their native land in northeast Syria. In the wake of the so-called “Arab spring” uprisings across the Middle East and North Africa in 2011, Kurds opted for what was then known as the “third way”: neither with the government nor with the opposition.

Twelve years on, the Kurdish minority in Syria coexists with Arabs and Syriacs in the so-called Autonomous Administration of North and East Syria (AANES). It’s in this corner of Syria, which shares borders with both Turkey and Iraq, where such a network of universities has been built. It now rivals the institutions of the Syrian Arab Republic government.

A “titanic task”

After the opening of the first Kurdish-language schools in the history of Syria, the University of Rojava is one more step forward in a revolution that has placed education among its main values.

It consists of nine faculties that offer free academic training in various Engineering branches, as well as Medicine, Law, Educational Sciences, Administration and Finance, Journalism and, of course, Kurdish Philology.

“I chose Philology because I love writing poems in Kurdish; I am very much into folklore, literature… everything that has to do with our culture,” Tolen Kenjo, a second-year student from the neighbouring city of Hasaka tells IPS.

The 19-year old still remembers being punished at school whenever she would utter a word in her mother tongue. For more than four decades, the ban on the Kurdish language in Syria was just another chapter within an ambitious assimilation plan that also included the displacement of the country’s Kurdish population and even the deprivation of citizenship of tens of thousands of them.

Today, the university’s walls are covered with posters: climate maps, the photosynthesis cycle, quotes from the Russian classics. For the first time in Syria, all are in the Kurdish language. The corridors get crammed with students during the breaks between classes, often amid the laughter that comes from a group of students playing volleyball in the courtyard.

In the Department of English Language and Translation, we find Jihan Ayo, a Kurdish woman who has been teaching here for more than three years. Ayo is one of the more than 200,000 displaced (UN figures) who arrived from Serekaniye in 2019, when the Kurdish district was invaded by Islamist militias under Ankara´s wing.

“Turkey’s attacks or those by cells of the Islamic State are still a common currency here,” Ayo tells IPS. When it comes to lessons, she points to a “titanic task.”

Work is still underway to translate teaching materials into Kurdish — to train not only students but also those who will become their teachers. Among other things, Ayo remembers those “very tough” 18 months during which the pandemic forced lessons to be suspended.

“We tried to cope with things online; we got help from volunteer teachers from practically all over the world, but, of course, not everyone here has the means to connect to the Internet…”

She also faces a fight to gain the trust of many local citizens, towards an educational network that has no recognition outside this corner of Syria. Although the Kurdish administration administers the region, the “official” schools -those ran by Damascus- continue to function and, of course, they stick to the pre-war curriculum.

Recognition

In a comprehensive report published in September 2022 on the university system in northeast Syria, Rojava researchers Information Center (an independent press organization) stress the importance of international recognition that can make the institution more attractive to students.

“While the quality of the education received at these universities in itself is comparable to other institutions’ in the region, the lack of recognition abroad may make it impossible for the students to continue their studies outside of Syria, find employment abroad, or even have their technical knowledge recognized by companies and institutions not tied to the AANES,” the report warns.

It also claimks that the University of Rojava maintains cooperation agreements with at least eight foreign universities, including Washington State University (U.S.), Emden/Leer University of Applied Sciences (Germany) and the University of Parma (Italy)..

It´s just a ten-minute walk from the campus to the headquarters of the Democratic Union Party (PYD), the dominant political party among Kurds in Syria. From his office, PYD co-chairman Salih Muslim wanted to highlight the role of universities as “providers of necessary cadres to build and develop the places they belong to and come from.”

“Our universities are ready to cooperate and exchange experiences with all the universities and international institutions to gain more experience and they are welcome to do so,” Muslim told IPS.

Despite the lack of international recognition, academic life goes on in this corner of Syria. Noreldin Hassan arrived from Afrin after the 2018 invasion and today is about to fulfil his dream of graduating in Journalism. The 27-year-old tells IPS that his university is “working in the right direction” to achieve international recognition. However, he has chosen not to wait for a degree to begin his career, and he has been working as a reporter for eight years already .

“Getting a diploma is important, but, at the end of the day, journalists learn by sheer practice while looking for stories and covering those,” stresses the young man.

The last story he covered? One about those women forced to marry mercenaries on a Turkish payroll. The story he´d like to cover the most? No surprises here:

“The day when the Kurds of Afrin can finally go back home.”

Global Peace Education Day can Play a Pivotal Role in Transforming Education — Global Issues

That inspirational action took place on 13 September 1999, yes 23 years ago. It was an honor for me to Chair the nine-month long negotiations that led to the adoption of this historic norm-setting document through consensus by the United Nations General Assembly. That document asserts that inherent in the culture of peace is a set of values, modes of behaviour and ways of life.

The quest for peace is the longest ongoing human endeavor going on, but it runs alongside many of the things that we do on a daily basis. Peace is integral to human existence — in everything we do, in everything we say and in every thought we have, there is a place for peace. We should not isolate peace as something separate or distant.

My work has taken me to the farthest corners of the world. I have seen time and again the centrality of the culture of peace and women’s equality in our lives. This realization has now become more pertinent amid the ever-increasing militarism, militarization and weaponization that is destroying both our planet and our people.

However, the last decades of violence and human insecurity had led to a growing realization in the world of education today that children should be educated in the ways of peaceful living. The task of educating children and young people to find non-aggressive means to relate to one another is of primary importance.

As a result, more and more peace concepts, values, and social skills are being integrated into school curricula in many countries.

Peace education needs to be accepted in all parts of the world, in all societies and countries as an essential element in creating the culture of peace. To meet effectively the challenges posed by the present complexity of our time, the young of today deserves a radically different education – “one that does not glorify war but educates for peace, non-violence and international cooperation.”

They need the skills and knowledge to create and nurture peace for their individual selves as well as for the world they belong to. Learning about the culture of peace having the potential of personal transformation should be incorporated in all educational institutions as part of their curricula and that should become an essential part of our educational processes as reading and writing.

All educational institutions need to offer opportunities that prepare the students not only to live fulfilling lives but also to be responsible and productive citizens of the world.

Often, people wonder whether peace education should be introduced when the child is very young. I believe rather strongly that all ages are appropriate for such education – only the method of teaching has to be suited to the age.

For younger children, such teaching should include audio-visual materials and interactive exchanges. Teaching the value of tolerance, understanding and respect for diversity among the school children could be introduced through exposing them to various countries of the world, their geography, history, and culture.

To begin with, an informal class format could help. Such a format could even be included in any of the existing arrangements that involve social studies or general knowledge classes.

In addition to expanding the capacity of the students to understand the issues, peace education should aim particularly at empowering the students, suited to their individual levels, to become agents of peace and nonviolence in their own lives as well as in their interaction with others in every aspect of their lives.

Targeting the individual is meaningful because there cannot be true peace unless the individual mind is at peace. Connecting the role of individuals to broader global objectives, Dr. Martin Luther King Junior affirmed that “An individual has not started living until he can rise above the narrow confines of his individualistic concerns to the broader concerns of all humanity.”

Peace education is more effective and meaningful when it is adapted according to the social and cultural context and the country’s needs and aspirations. It should be enriched by its cultural and spiritual values together with the universal human values.

It should also be globally relevant. Indeed, such educating for peace should be more appropriately called “education for global citizenship”.

The 2030 Agenda for Sustainable Development of the United Nations in its sustainable development goal (SDG) number 4 and target 7 includes, among others, promotion of culture of peace and non-violence, women’s equality as well as global citizenship as part of the knowledge and skills needed to promote sustainable development. It also calls on the international community to ensure that all learners acquire those by the year 2030.

Recognizing that education is a foundation for peace, tolerance, human rights and sustainable development, Secretary-General Antonio Guterres had convened a Transforming Education Summit (TES) which concluded yesterday at the UN. Its three overarching principles are: Country-led, Inclusive, and Youth-inspired.

Let me conclude by emphasizing that the role of education should be to encourage the young people to be themselves, to build their own character, their own personality, which is embedded with understanding, tolerance, and respect for diversity and in solidarity with rest of humanity. That is the significance of the Culture of Peace. It is not something temporary or occasional like resolving a conflict in one area or between communities without transforming and empowering people to sustain peace.

Peace education needs to be transformative, forward-looking, adaptive, comprehensive, and, of course, empowering.

Let us resolve at this conference to campaign for the proclamation by the UN of a Global Peace Education Day to transform the role of education in embracing the culture of peace and global citizenship – as emphasized by the United Nations – for the good of humanity, for the sustainability of our planet and for making our world a better place to live.

Why Investing in Water, Sanitation and Hygiene Pays Off — Global Issues

For lots of the international attendees, many of whom were from the corporate world, the headlines were a deadly reminder not only of the power and value of water, but also of the failings of the global system to manage it properly.

There can be no debate that Pakistan’s latest flooding catastrophe has been exacerbated by the climate crisis. With COP27 on the horizon in November, and the UN Water Conference taking place in March next year, business leaders, governments, and key stakeholders must propel water issues to the top of the agenda and address them beyond the boardroom and throughout supply chains.

It’s fair to say that the important role businesses have to play in securing sustainable access to water has often been overlooked. Having a safe, reliable, and resilient water supply is essential for most production processes and the health and wellbeing of employees – plus, it also makes sound financial sense.

At World Water Week, WaterAid launched its latest research ’Boosting Business: why investing in water, sanitation and hygiene pays off’ to demonstrate to companies the business benefits and potential financial returns of investing in these facilities.

This pioneering, first-of-its-kind research was funded by Diageo, Gap Inc., HSBC, Twinings and ekaterra (previously part of Unilever). Research took place over four years, in four different countries, across four different sectors – including tea production, the clothing and leather industry and smallholder farming.

The WaterAid perspective:

The quantitative aspect of our pilot is vital as it’s all about how and why investing in taps, toilets and hygiene behaviour change is good for business. We were able to not only carry out thought-provoking project work with tangible benefits for the workforce and wider communities, but we were also able to quantify how that then impacted upon productivity; how many jeans were sewn together, how much tea was picked, how much absenteeism fell, how much the companies paid on medical bills decreased and so on. We then extrapolated this data into standout figures – the return on investment (ROI).

In a nutshell installing clean water and decent sanitation facilities helps employees stay healthy. This means less absenteeism, lower medical costs, improved morale, and productivity. For every $1 invested in clean water, our research showed the apparel and leather sectors combined gained a $1.32 return on investment and the tea sector projects a $2.05 return.

To highlight the stand-out examples – one of the ready-made garment (RMG) factories in Bangladesh showed a ROI of $9 on every $1 invested in WASH, whilst in one of the Twinings’ tea estate plantations in India, there was a $5 to $1 ROI during the pilot programme.

With continued investment over a ten-year period, the returns are even greater – indeed one of the RMG factories is projected to have $30 to $1 ROI – and if companies support their employees’ communities as well, significantly more people will benefit.

It’s important to also consider that some businesses will be put off by the initial capital expenditure, and the fact that the returns are not always immediate. However, low-cost solutions can often provide big results in the long-term.

Integrated within this is hygiene, which became a topic for board-level consideration during the pandemic and the sudden attention the world gave to enhanced handwashing has provided lasting impact as the first and most cost-effective defence against infection.

The key now is to think about how to maintain that beneficial shift in behaviour. Each workplace is different, but it’s time for companies to put the wellbeing of their workforce at the heart of their business strategies and make water, sanitation and hygiene a priority.

The business perspective:

At Diageo, we strongly believe that, as access to clean water and sanitation are fundamental human rights, all efforts should be made to achieve this global goal. Access to water is central to gaining an education, sustaining health and increasing employability, and it addresses gender inequalities in communities, since women carry most of the burden of water collection.

We fully appreciate the enormous positive impact of investment in WASH and chose to be a key business partner in this ground-breaking study so we could finally prove the case for investment through solid research and data, and share the message with other businesses.

We will take the findings and incorporate them across our business strategies. The strong, quantitative evidence is what we need to support the investment in WASH facilities which play a key part of our Environmental, Social and Governance (ESG) action plan: Spirit of Progress 2030, and we now have the data and evidence to accelerate this work even further.

Future-proofing supply chains

Investing in water and sanitation facilities must be considered a core business priority and part of a water stewardship strategy, rather than an act of philanthropy or corporate social responsibility. No longer to be seen as a charity gesture, or a way of green-washing the business, but as a wise and smart way to future-proof: for communities and for businesses to thrive.

Businesses must now think beyond the immediate factory fence and look to their supply chains and to their employees’ welfare within.

As more extreme weather events happen globally, and ever-growing populations mean increasing demand for water, more companies need to follow suit and have a greater presence on the global stage to address the crisis. Businesses have a vested interest in securing sustainable access to water, and now, a clear financial incentive to ensure lasting change.

If businesses, governments, and civil society rally together, important ESG criteria can be addressed, and sustainable development goals (SDGs) to achieve 100% access to safe and sustainable water, toilets and hygiene facilities by 2030, can be fulfilled.

Inequality in Peru’s Education Sector Deepens in Post-Pandemic Era — Global Issues

This figure includes primary and secondary school students who had enrolled for the school year but did not complete it.

In March 2020, as a preventive measure against the spread of COVID-19, remote education was adopted in the country, which meant that access to the internet and electronic devices was essential. Online classes continued until 2022, when students returned to the classroom.

But during this period, inequalities in access to and quality of education have deepened, affecting students who live in poverty or who form part of rural and indigenous populations.

Peru is a multicultural and multiethnic country with just over 33 million inhabitants, where in 2021 poverty affected 25.9 percent of the population, 4.2 percentage points less than in 2020, but still 5.7 points above 2019, the year before the outbreak of the pandemic. Monetary poverty officially affected 39.7 percent of the rural population and 22 percent of the urban population, reflecting a huge social gap.

“We are talking about the primary and secondary students who are always the ones who do not manage to thrive in their learning, those who, quote unquote, fail the Student Census Evaluation tests, who live in provinces that occupy the last places in the rankings at the national level,” said Rossana Mendoza, a university professor of Intercultural Bilingual Education.

“They are the same young people who face a number of deficiencies and services, they are indigenous people speaking a language other than Spanish for whom the Aprendo en Casa (learning at home) program launched by the government was not an adequate response,” she added in an interview with IPS at her home in the Lima district of Jesús María.

But students in poor suburbs were also affected. Mendoza said they had to alternate their school work with helping their parents by working to support the family, thus spending very little time on their studies.

This was the case for Reyes, who had no choice but to drop out of school and put aside his dream of becoming a heavy machinery technician.

“I was going to finish school at 16, I was going to graduate with my friends and then I planned to prepare myself to apply to the institute and become a mechanic… but it didn’t happen,” he told IPS at his mother’s stand where they sell food and other products at the Santa Marta market in his neighborhood, where he has been working full-time since the pandemic began.

Reyes lives in the outlying area of the district of Ate, one of the 43 that make up Lima, located on the east side of the capital. Like a large part of the population of the district of almost 600,000 inhabitants, his family came from the interior of the country in search of better opportunities.

“I have always believed that study is what pulls people out of ignorance, what sets us free, and that is what we wanted for our children when we came to Lima with my husband. That is why it hurts me very much that we have not been able to afford to support Rodrigo’s plans,” the young man’s mother, Elsa García, told IPS sadly.

The pandemic dealt a major blow to the family’s precarious budget, and Rodrigo and his two younger siblings dropped out of school in 2020. The following year, only the younger siblings were able to return to their studies.

“With my help at the shop we managed to save some money and my dad was able to buy a cell phone for my siblings to use and now they share internet. I have to continue supporting them so that they can finish school and become professionals, maybe later I can do it too,” Rodrigo said.

Barriers to education existed before the pandemic in this South American country. This is well known to Delia Paredes, who left school before completing her primary education because she became pregnant. Today she is 17 years old and has not been able to resume her studies.

She lives with her parents and younger sisters in the rural area outside of the town of Neshulla, which has a population of 7,500 and is located in the central-eastern part of Ucayali, a department in Peru’s Amazon jungle region. Her father, Úber Paredes, is a farmer with no land of his own and works as a laborer on neighboring farms, earning a monthly income of less than 100 dollars.

“I haven’t been able to afford to buy my daughter the shoes and clothes and school supplies she needed to continue studying, and after having her baby she became a homemaker helping my wife… I have no money, there is a lot of poverty around here,” he told IPS by telephone from Neshulla.

His younger daughters Alexandra and Deliz are in school and returned to the classroom this year. Alexandra feels sorry for her older sister. “She always repeats that she wanted to be a nurse. I have told her that when I become a teacher and am working, I will help her,” she said.

Early pregnancy, such as Delia’s, considered forced by rights organizations because it is usually the result of rape, reached 2.9 percent among girls and adolescents between 12 and 17 years of age in 2021. Like poverty, it is concentrated in rural areas, where it stood at 4.8 percent, compared to 2.3 percent in urban areas.

Widening gaps

In 2020, 8.2 million children and adolescents were enrolled in school nationwide, prior to the declaration of the pandemic. The total number of children and adolescents enrolled in May 2022 was close to 6.8 million. Educational authorities expected the gap to narrow over the next few months, but have not reported information on this.

In 2020 almost a quarter of a million schoolchildren were forced to drop out of school at the national level, and in 2021 the number was almost 125,000. However, by 2022, the gap has widened, with nearly 670,000 not enrolled in the current school year, which began in March.

This gap has emerged despite the fact that the Ministry of Education launched a National Emergency Plan for the Peruvian Educational System from the second half of 2021 to the first half of 2022, aimed at creating the conditions needed to bring back children who dropped out of school.

Professor Mendoza said the priority is to bring back to school the segment of the population excluded from the right to education. “A strategy is needed that provides support not only in terms of studying, but with regard to the difficulties dropped-out students face in surviving with their families who due to the pandemic have lost their mother, father or grandparents,” she said.

“You have to see them in that context and not just because they are underachieving in learning. To see that they have a life with terrible disadvantages to get ahead and that they are being excluded from the education system,” she said.

She added that it is necessary to clearly identify the target population. “The Peruvian school management system, which is quite developed, should allow us to know who these children and adolescents are, what their names are, where they live, what has happened to their families and how the school system can provide them with opportunities within their current living conditions.”

Mendoza explained that not only are they outside the system, but their living conditions have changed and they cannot be expected to return to the school system as if nothing had happened after they fell into even deeper poverty or were orphaned.

A Victory for Populism — Global Issues

SD thrives on fears of organized crime, narrow-mindedly associated with migrant environment. The party has benefited from many Swedes’ worries about immigration and a failed integration policy, which has secluded immigrants, often concentrating them to sparsely populated areas, or desolate suburbs, leaving many of them jobless and aid dependent. Most immigrants have not been obliged to learn Swedish and adapt themselves to Swedish society. SD is pointing out that Sweden’s foreign-born population has doubled in twenty years and has now reached twenty percent.

Recent high-profile cases of shootings and explosions in public places are connected with showdowns between criminal gangs fighting for a drug and weapons market often controlled by ethnic clans. A development feared by many Swedes and on social networks SD has resolutely inflated such fears. The party’s winning strategy has been its intention to introduce “strict law and order”, combining it with a ban on the entry of new asylum seekers, tougher criminal penalties, mandatory deportation of migrant criminals, penalise begging, and increase police presence in disadvantaged suburbs. Absent from these policies is an intensified effort to reach out to, integrate and educate immigrants, while assisting them in entering the labour market.

Leading SD for 17 years, Jimmy Åkesson is a vociferous demagogue, not afraid of using generalisations and cliches to engage a sympathetic public. He has been extremely active campaigning, travelling around the cities of the country. In his speeches, Åkesson has a knack for painting a grim picture of a country ravaged by crime, presenting his party as the only means to “make Sweden great again.”

Åkesson’s political foes and opponents eventually felt forced to climb up on his bandwagon of fear mongering, becoming engulfed by issues connected with law enforcement, while other important themes like rising energy prices, Sweden’s upcoming membership in NATO, disappointing results of educational reforms, long waiting times for adequate health care – all this was drowned out by a relentless focus on immigration and crime.

It seems like Swedish political parties have been blinded by their efforts to cling to power and influence, forgetting ideologies and their traditional agendas, becoming infected by the worryingly short-sighted ideology of an extremist party, which wants to return to a fictitious utopia consisting of a bygone ideal state of time-honoured norms and values. During debates preceding the elections almost nothing was said about a future threatened by climate change, a disappearing biodiversity, insufficiently controlled nuclear power, the automation of working life, growing mental maladies, and a vast array of other social problems.

Founded in 1988, SD struggled to win enough votes to elect any MPs at all. However, ever since entering the Parliament in 2010, the party has increased its share of successive elections. It’s growth has been staggering – in the 2006 election SD received three percent of the votes, in 2010 – 5,7 percent, in 2014 – 13 percent, in 2018 – 17.5 percent, and finally in 2022 – 21 percent.

SD’s success story has caused a fierce debate over how much the party has changed ideologically, while transforming itself from a political pariah to an influential power-broker. Jimmie Åkesson, who took over the leadership of SD in 2005, did ten years ago unveil a “zero-tolerance policy against racism and extremism”, excluding his party’s worst extremists. In 2015, he even suspended the party’s entire youth wing over its links to the far-right.

Why did SD exclude these “fanatics”, at the same time as it replaced its burning flame logo with a more innocent-looking flower and got rid of its slogan Keep Sweden Swedish? A viable explanation is that SD wanted to go “mainstream” by cleaning up a conspicuous past originating in the almost universally scorned White Power Movement with roots securely fastened down deep in the fertile ground of musty Nazism.

If SD members are reminded about this awkward truth, they might say that their party now is far from being Nazi-affected, as stated by a member of SD’s reformed youth moment:

All that was before I was born. People accuse us of bad stuff, but I don’t think the fact that there were shady people in the party 30 years ago has affected the appreciation of voters attracted by our current politics.

Probably not, even if SD’s legal spokesperson still seems to cling to the old slogan of Keep Sweden Swedish. He recently tweeted a picture of a Stockholm underground train branded with the party’s colours and stating “Welcome to the repatriation express. Here’s a one-way ticket. Next Stop Kabul.”

However, some people are well aware of the fact that when SD was established in the town of Malmö, one of its founding members was an old Nazi who once had volunteered in the Waffen-SS while another was “the last Swede who dared to show himself in a Nazi uniform.” Up until 1995, SD’s vice chairman was a lady who summarized the Party’s policy as

We can with a good conscience continue the fight against the poison of humanity: Marxists, Liberals and above all the Sionist occupying power. As the vermin they actually are, they will all be crushed like lice

It was this shady party that attracted four students in the university town of Lund. Jimmie Åkesson eventually became the leader of SD, while two members of the group now serve as Party Secretary and International Secretary, respectively. The fourth member, the only one who obtained a degree, is currently member of the Regional Board of Skåne, Sweden’s wealthiest region, after serving as Party Secretary and Vice Speaker of the Swedish Parliament.

As students these men enjoyed being “politically incorrect” and founded a group they called The National Democratic Students’ Union. They eventually joined the SD, stating they intended to “take over” this minuscule extremist party. They are now asserting they didn’t support SD’s extreme ideology. Nevertheless, why did they then chose to “take over” a Nazi party?

In his bland and impersonal political autobiography, Satis Polito, Latin for Sufficiently Polished, Jimmie Åkesson poses as heir to the “old” Social Democratic idea of a just and secure People’s Home. The cover is as falsely arranged folksy as the rest of SD’s messages. Vintage Social Democratic election posters and the cat are photo-shopped. The title of the book indicates SD’s intention of becoming housebroken by washing away its Nazi past. Or as an Italian newspaper expressed it: “Modern Fascism does not stomp around in leather boots, until it dares to show its true face it paws around in felt slippers.”

SD fits fairly well into a standard description of populist parties currently haunting the entire world:

  • Exalting “common people”, depicted as a homogenous group opposed to a multifaceted society. A view connected with xenophobia and mistrust of “power elites”.
  • Scepticism towards representative democracy. Right-wing populists are happy to participate in elections. If they win, they tend to change the rules of the game to benefit themselves. Like Hungary’s Victor Orbán who stated “we only have to win once.” If they lose, populists often question the election results, suggesting that elections were rigged, like Donald Trump.
  • An aggressive political style is expressed through a vulgar use of language, sharp condemnations and ridicule of opponents, while depicting themselves as victims of a biased media and the “establishment”.
  • A frequent use of poorly substantiated claims and/or conspiracy theories aiming at undermining stories promoted by “established media” and members of the “elite”.
  • Instead of open racism and xenophobia populist parties claim to adhere to and support a “national culture”. Whatever that might be? Jimmie Åkesson wrote in his book that he wants a speedy dismantling of the multicultural policy, in the cultural area, as well as other areas of society /…/ A strengthening of the cultural heritage and a restoration of the common national identity. We simply do not want the divided, segregated – soulless – society that the social-liberal establishment has created for us. We fight it. That’s why they hate us. That’s why they fight us. As a Sweden Democrat, I believe that something cannot be considered part of Swedish culture if it lacks a deep anchorage among current or previous generations of Swedes, or if it is something that is unique to Sweden, or a part of Sweden.

Such sentimental and basically incomprehensible gibberish makes many worried what will happen now when SD is going to be part of the Swedish Government. To what purpose? SD believes neither in climate change, nor in the equal value of human beings. What kind of future are they and their fellow parties around the world intending to create?

The final words of Satis Polito fail to mollify any worries. Jimmie Åkesson claims that the Social-Liberal Establishment so far has thwarted SD, but

Just let them be. It is only natural that a falling autumn leaf is startled by an increasing wind.

I wonder from what direction this gathering storm is coming. Probably, from the dark world once created by Nazis and Fascists.
