KYIV, Ukraine — Explosions rang across the capital Monday morning as it suffered its 16th air attack this month and second in the past 12 hours. The Kyiv regional military administration described the raid as a missile attack and said air defenses were at work. Mayor Vitali Klitschko said that debris had fallen in the city’s northern Obolonsky district, and that emergency services are responding. No casualties have been recorded so far.
