SANLIURFA, Turkey — At 9 p.m. local time, floodlights lit up a large pile of rubble on Ipekyollu Street in Sanliurfa, 17 hours after the collapse of a six-story building that once stood there. Mehmet Karakecili, 30, a paramedic who had been working since 4 a.m., said at least a dozen people were believed to be trapped inside. They included Mirza Demir, a high school sophomore, and his older brother, a college student, according to a friend of Demir’s, Salih Sozbir, 26, who watched as excavators plowed at the debris, then stopped, when someone thought they heard a voice.
